ICT Office Offers Scholarship Program t o Generate Specialized ICT Skills for the

The Department of Science and Technology-Information and Communications Technology Office (DOST-

ICT Office) has partnered with t he Healthcare Information Management Outsourcing Associat ion of the

Philippines (HIMOAP) to implement theMedical Coding and Billing Training a nd Certification

Project as both c ontinue to seek a globally competitive and innovative healthcare informationmanagement (HIM) services sector contributing to inclusive growth and employment generation.

On the 5th of April, 2013, a Memorandum of Understanding (MOU) was signed between the ICT Office

and HIMOAP to work on a partnership to coordinate and mobilize activities to strengthen the

competitiveness of the HIM industry, t hrough programs in talent development, marketing, research and

industry capability. One of the Projects arising from the MOU is the implementation of a project that will

help ensure the steady supply of qualified professionals with specific skills in order to sustain the

continued growth of said industry. It has been determined therefore that these professionals have to be

certified according to globally recognized international standards. With this, both the ICT Office and

HIMOAP entered into a Memorandum of Agreement (MOA) to jointly implement the Medical Coding

and Billing Training a nd Certification Project.

One of the objectives of the Project is to increase the number of medical coding and billing professionals

by training them on established HIM-related certification procedures, medical coding concepts,

principles, and skills. The Project will also provide the opportunity for the training participants to

contribute to the development of the necessary instruments and structures for the countrys medicalcoding and billing profession. It therefore becomes necessary that the scholars who would be selected

must come from the local HIM sector, who will likewise be subjected to the Certified Professional

Coders Certification Exam by the American Academy of Professional Coders (AAPC), the largest

medical coding training and certification association for medical coders and medical coding jobs in the

United States.

As the rising healthcare cost and unemployment in the United States increasingly puts pressure on the

health insurers to come up with strategies to mitigate what would be the negative effects of this

scenario, our own HIM sector considers it the best time to leverage this opportunities and position the

industry and its players as a provider of such services. Should these outsourced services be brought to

the Philippines, this would potentially create better employment opportunities to thousands of medical

and nursing graduates in the Philippines. HIMOAP brings the opportunity to the medical professionals to

consider a career in the medical coding and billing field. Such a profession currently monopolized by

those in the US can now be enjoyed by their counterparts here in the Philippines.

Furthermore, The Medical Coding and Certification Training Project is congruent to a larger program

under the signed MOU that is set to launch more future projects as the ICT Office continues to

implement its long-term strategy to strengthen and promote the countrys global position in the

information technology-business process management (IT-BPM) industry in general, and in particular its

high growth segments including healthcare information management outsourcing; finance, accounting

and insurance outsourcing; human resources outsourcing; multilingual BPO; IT outsourcing; creative

process outsourcing; engineering services outsourcing; and, voice BPO/contact center.
