This years NAMRC meeting was well attended. SEMA provided a bigger room to accommodate all the participants.

The North American Motorized Recreation Council (NAMRC) meets once a year to promote motorized recreation and our interests in motorized recreation. NAMRC is an alliance of organizations, which facilitates communications: shares information, expertise and resources to enhance unity. NAMRC helps the organized motorized recreation community and other interested groups become more effective in their efforts to maintain, improve and expand opportunities and experiences in our many forms of recreation.

California Association of 4 Wheel Drive Clubs manages the NAMRC website: www.namrc.com .

One of SEMA’s involvements is the “Save the Salt” issue in Utah. For the fi rst 50 years, the BLM permitted potash to be mined from Bonneville’s salt brine without requiring the remaining salt be returned to the fl ats. The racing community has partnered with the mine operator to return the salt that is the byproduct of their current potash extraction process. Working with BLM to work on replenishing initiatives to bring salt back to Bonneville. Another big issue is “Save Johnson Valley.”

of Utah is public land—lawsuit affects everyone, Cancelled oil drilling/mining etc. Not happy with the Clinton created Escalante Wilderness.

Greg Mumm’s travels have found that people want paper. For every one social network user there are 5 that are not. Mumm also was very impressed with the folks and volunteerism in Region 4. He could not believe the amount of involvement in the Region and the dedication of their Region Director. Good going EARL!

We had planned to attend the Blue Ribbon Coalition meeting that was going to be held in Las Vegas on Saturday, October 27th. We were not able to get any information about the meeting until it was too late to make travel arrangement. They had a Board meeting on Sunday; however it was not open to members. Newly elected Board members are: Joni Mogstad, Chad Booth, Kevin Carey and Dan Thomas.

Some of the issues in other areas: Utah–more wilderness being proposed. The BLM is requiring trail monitors on all the trails in Moab on Easter Jeep Safari week.

California—Johnson Valley continues to be the hot issue. Marines vs. recreation! The BLM has agreed that there is more use than originally thought. Prefer Alternative 6, Nothing is fi nal until the fi nal EIS comes out.

Blue Ribbon Coalition-has several legal actions going - the National Forest Planning Rule and several local level and administrative level issues.

Rubicon Trail Foundation currently owns 365 acres on the Rubicon with county easements granted.

OFFICEState Wants Your Thoughts about

Recreation in Washington

OLYMPIA – The Washington State Recreation and Conservation Offi ce is hosting a series of online public meetings to get people’s thoughts about the future of outdoor recreation in Washington.

The online forum will gather the public’s input about the demand for outdoor recreation, what people want to see in their parks and on their trails, what prevents people from recreating outdoors and the quality of their experiences when they do.

To participate in the online public meetings, visit www.scorpwa.wordpress.com. You can participate at any time of day. The meeting will start with a series of questions about commercialization of parks, and new questions will be added regularly. The fi rst series of questions asks people what they think about allowing advertising or corporate naming rights in our public parks. It also asks if parks should allow businesses, such as small grocery stores or gift shops. It asks whether new types of recreation, such as zip lines, should be part of our public parks. And fi nally, it asks whether wireless Internet access should be allowed in public parks.

“These are thought provoking questions that are facing our recreational professionals every day,” said Kaleen Cottingham, director of the Recreation and Conservation offi ce. “We don’t know the answers and we want to fi nd out what people really want their outdoor experiences to be like.”

The Recreation and Conservation Offi ce is hosting the online meetings as part of its revision to the state’s strategic plan for outdoor recreation. The state’s plan needs to be updated every 5 years to keep Washington eligible for federal funding through the Land and Water Conservation Fund. The Recreation and Conservation Offi ce uses the federal dollars for grants to local communities to build parks and trails, and conserve wildlife habitat.

Since 1965, the Recreation and Conservation Offi ce has awarded more than $70 million in federal Land and Water Conservation Fund grants for nearly 560 projects statewide.

The online meetings will run from November through January.

Well, Thanksgiving is over and Christmas is just around the corner. It’s hard to believe that 2012 is almost complete. As I look back over the past year I have so many things to be thankful for. I am thankful for my wonderful family and friends and the opportunities I have by living in this great country. I hope you have had a good year and thanks to all of your efforts we are still able to enjoy our form of motorized recreation. This past year I was able to participate in many of the activities the PNW4WDA offered, from trail running to competition to work parties and so much more.

Don’t forget to mail in your Winter Convention reservation form and make your hotel reservations. Region I has a great meeting and social event planned for us.

As the year comes to a close it means preparation for 2013. Renewal letters have been sent to all of our Association Sponsors and to some who have contacted us wanted to become more involved. We really appreciate the partnership we have with these businesses. It is through a collaborative effort that we are able to keep our sport alive. If you or someone you know would like to get information on how to get more involved please contact me.

On November 10th an online workshop was offered to those wanting help with membership renewal. I know it has been a long process getting the new system up and running but it looks like things are getting there. Your membership team has been working to make sure renewal goes smoothly and cards are issued. Thank you for your patience while we worked through the growing pains. Washington State Trails Conference

The PNW4WDA had the opportunity to be a part of the Washington State Trails Conference held at the Hilton in beautiful downtown Vancouver, WA. The conference was held on Thursday Oct 25 through Sunday Oct 28, 2012. We were invited to set up a booth during the scheduled time frame that was presented to us. At fi rst it was very uncomfortable to be among over 250 people, and be two of four people in the whole room that are motorized users. So needless to say we were outnumbered, but were willing to take on the challenge. The two of us who manned the booth were Crystal Crowder (president of Pistons Wild Motorsports) and myself, Ryan Wells (Region 3 Washington Land Matters person.)

We were approached by numerous people that were very impressed with our display of what Pistons Wild has done in SW Washington. The booth included info on the Yacolt Burn Trails project, a slide show with all the volunteer work that the PNW and Pistons Wild has done in SW Washington, and a scrap book of projects that Pistons Wild has put together. We also had all the info about the PNW4WDA on the table for people to look at, and take. This included a Tri-Power that had multiple projects that the PNW is working on in all of the Pacifi c Northwest not just Washington. The spill kits that both the PNW and Pistons Wild have put together was a big topic of conversation. This was one thing that they were very impressed with because they see us as irresponsible recreationalists. This one project alone shows that we care about the environment. It also shows

we truly tread lightly when we are out in the forest.

Crystal was given the honor of being able to present with Brian Poehlein from DNR about the trails in the Yacolt Burn area. Even though this project is not completed their presentation showed that motorized and non-motorized recreationist can work together on a project as expansive as the Yacolt Burn Trails. There were quite a few people interested in the project and they had some very good questions about how the process worked, and what made it work so well.

It was a great experience for me to be involved in this conference. It really shows that there are still people out there that believe that we are just a bunch of rednecks out there tearing up the land. That is not the case and I hope we changed some people’s views that day. It did make me realize that we as an organization and a sport need to get out there a push this issue all the time. These people need to realize that we want the same opportunities as they have. The bicyclists have trails all over the North West with stunts (obstacles) both man-made and natural. The climbers install anchor points all over cliffs and rocks so they can climb. Why can’t we keep building trails for our rigs? Enabling our families to continue to go play for generations to come just as my father did, and his father before that.

So needless to say we made a small dent in the non-motorized community by showing a presence at the Washington State Trails Conference. I would be honored to be able to do this again for the PNW4WDA, or look forward to helping another new face participate next year.

Someone left their truck on 4 wheel drive trail 613 south of Strobach Mountain in the fall of 2011. The Department of Natural Resources had to go through the legal stuff to be able to move it off of the land they manage. This was a long process and by the time we were given the go ahead to move the truck, it had been vandalized by many. The first time we saw the truck in June 2012, the battery was missing. A month later someone had shot the truck up with small caliber bullets.

On August 26th, 2012 a few clubs of the Pacific Northwest 4 Wheel Drive Association Region 4 got together to remove the abandoned truck off 4W613. These clubs were Yakima/Kittitas Forest Watch (a division of Eastern Washington Adventures), Jeeping Nomads and Yakima Ridgerunners.

We met up at Nasty Creek Corrals around 9 AM to air down and sign the DNR volunteer form. The DNR gave us a battery and some gas to see if we could get the truck started. Josh Wesselius (Yakima Ridgerunners) and Steve Haverfield AKA "Havo" (Yakima/Kittitas Forest Watch) bought up four tires on 8 hole Ford wheels just in case the wheels on the truck were missing. Steve Haverfield (Yakima/Kittitas Forest Watch) hauled the tires on his Toyota truck. James Ewing (Eastern Washington Adventures) brought up his K5 to tow the abandoned truck.

We had a drivers meeting and then convoyed up to the abandoned truck. Mike Nelson from the DNR rode with Ron Rutherford (Jeeping Nomads).

A long the way we regrouped at the Strobach Mountain 4x4 Trailhead and then again on Strobach Mountain. Once at the abandoned truck we found some more damage to the truck. Some bigger bullet holes were added, the carburetor was missing and someone took the tires along with the lug nuts.

A lot of volunteers went to work getting the truck ready to be hauled off the trail. The truck was sitting on the ground so it had to be jacked up which was not that easy since it was on the side of a hill. Volunteers dug holes for the tires so the truck would not have to be jacked real high. They put on the tires that Josh and Havo brought up. Josh also had some lug nuts. They used Havo's on board air and impact gun to bolt on the rims.

As the guys worked on getting the tires on, Darin (Eastern Washington Adventures) and Kris Eims (Yakima Ridgerunners) worked on breaking the steering free. Ron Rutherford (Jeeping Nomads) got the guys with the winches lined up to pull the truck onto the trail.

Once everything was ready they winched the abandoned truck onto the trail with Josh Wesselius (Yakima Ridgerunners) and Unknown (Jeeping Nomads) TJs. Darin Clack (Eastern Washington Adventures) steered the abandoned truck.

Next Josh Wesselius (Yakima Ridgerunners) used his TJ the hold back and push the abandoned truck steered by Darin Clack (Eastern Washington Adventures) down 4W613 then out the Strobach Mountain 4x4 Trail.

At the end of the Strobach Mountain 4x4 Trail the volunteers pulled off the 4 loaner wheels and left the truck on the ground for the towing company to pick up.

I would like to thank all the volunteers that gave up their Sunday to help with the abandoned truck removal.

The elective officers of the PNW4WDA shall be elected from those members who have been members in good standing for at least one year. The elective officers, with the exception of the Region Directors and the Competition Chairman **and Treasurer, shall be nominated at the Delegates Business Meeting in September and elected at the annual Delegates Business Meeting in February. The office of Competition Chairman shall be nominated at the Delegates Business Meeting in February and elected at the Delegates Business Meeting in September. There may be further nominations from the floor before the vote is held. **Theoffice of Treasurer must submit their intention to run for the office by the December Board of Directors meeting with the following attachments. They must include a written resume including leadership experience, computer knowledge of the current PNW programs, reasonable experience with budgets and profit and loss plus 2 references from other groups or organizations. No new nominations of this office shall be allowed after the December Board Meeting. After approval of the Board of Directors this office shall be elected at the annual meeting in February. If no qualified candidate applies in the required time, then the president will appoint a person to the position with ratification of the board. The State Executive Directors shall be a resident of their respective state; they shall be nominated, voted on and elected by delegates of clubs incorporated in their respective states at State caucus only.

An accurate account will be kept regarding all financial transactions. **As current club membership rosters are received the Treasurer shall issue membership cards one to a single membership and two membership cards to the member and their spouse or partner and any dependent children 16 to 20 years of age. It shall also be the duties of this office to supply the board of directors a printed current roster for delegate meetings and other times when directed by the PNW4WDA President. TheTreasurer with the aid of the other officers shall draw up a budget for the next term of office. The budget is subject to approval or change by the delegates at the annual Delegates Business Meeting in February. It shall also be the duty of the Treasurer to notify in writing each member club and each individual member, sixty (60) days prior to their dues due date. The Treasurer shall be bonded in accordance with established bonding procedures and in an amount sufficient to protect the Association from loss. Such cost of bonding will be paid yearly out of the PNW4WDA treasury to a company selected and designated by the Board of Directors. Two (2) signatures are required on all PNW4WDA Checks and no two people in the same household may sign. UTAH UNDER THE GUN FROM OUTDOOR INDUSTRY ASSOCIATION

Outdoor Industry Association (businesses making a living off the great outdoors) launches massive attack on Utah for more land restrictions, this time in the form of a new Monument Proposal that 100 businesses signed onto and sent to President Obama. I don’t think anyone asked Utah what they thought….???

Some companies that are in the forefront of closing lands seem to include: Teva, CamelBak, Moab Coffee Roasters, North Face, New Belgium Brewing, and more.I’m really surprised that REI did not sign on as they are usually in the lead for more Wilderness and motorized restrictions.

Winter is slowly approaching the High Desert. Today the winds shook up the house quite well top to bottom. For the fi rst time in a very long time rain pelted the windows so hard it could be heard throughout the house. Rain does happen here now and then but rarely can it be heard inside. The great part is I now have much fewer leaves as yesterday. Not sure where they went but most of them disappeared overnight. The bad part I now have hundreds of tumbling Mustard Weeds and the canal and fence lines are full of them. The good part of tumbling Mustard Weed is that they burn extremely well almost like gasoline, one must have a plan or they catch everything g else on fi re. It is kind of like throwing buckets of gasoline here and there and soon there is a very hot fi re burning up way more than one would like to burn. It is all good though as soon the white stuff will be everywhere and sunshine will be stuck up to her bellybutton somewhere on public lands.

December is just days away and the truly great things are about to happen. No not Christmas but wheeling adventures are about to become prime time reality. December really kicks off lots of things besides wheeling however as it is the time of year that brings lots of wheelers out of their comfort zone to socialize with the rest of us. Our Club will have several social events at this time of the year that are completely family related and our outings will double and the numbers of Class II users will more than double.

Our club calendar only has the bare bones of these activities listed but it will start off with a showing at the Christmas parade. This parade is attended by thousands and isgreat exposure to the inhabitants of this very green community. It is fun time for the kids to be in the parade and they really enjoy themselves as they spot friends throughout the route.

The next event is the pre-tree run which is always a fast pace scouting trip that is normally the fi rst snow run of the year. This normally shakes out the want to be out in the white stuff to the die-hards whom are normally on their own after dark as the rest of us are out of gasoline and spirits and it is time for hot pizza and a socializing. This generally is one of the best runs of the year as most are just there to have a good time and the snow is loose and the stock rigs have just as much fun as the big boys breaking trail up front. Everyone will test out their winches and the short tows on the strap are free with normally just a little ribbing.

The club party is always the largest event of the year. It is attended by many others and the only common thread is that we all like wheeling, talking about wheeling, talking about fi xing our wheeling rigs etc... Needless to say the topic is Class II vehicles and where, when, the next outings will be and who is going. Perhaps this is not the only reason for attending as this also is the most scrumptious potluck of the whole year. No matter how many I have attended the best food is always present this evening. As the spirits begin to fl ow and the laughter fi lls the room it becomes time to start the gag gift white elephant exchange. Needless

to say these are not politically correct no puns intended. All too quickly the night is over and goodbyes are said and each is to his own place.

The tree run is a very family oriented outing that includes a noontime fi re for hotdogs and chili. We do our best to set up this gathering place near a hill for sledding for both the kids and the Class II vehicles. Although there is no trophy for the highest mark for either of the two classes it can become quite competitive. It soon becomes a blurred line who is the kids and who is the grownups on the hill side. Whichever; the laughter is genuine and fun is had by most.

Make your 2013 event a success - two ways to get a sponsorship

- Clubs thinking of putting on a Play Day for the 2013 race season can now get financial

help by applying for a sponsorship up to 2000.00

or

-Clubs that hosted a Play Day in the past can apply for a social event sponsorship up to 1000.00.

Requirements for Play Day Sponsorship:

Play Days must consist of two days.

Play Days must be entered into the points system.

Saturday must consist of two motorized racing events and one kids event (ex: pull toys, kids big

toys – anything that kids would like to do).

Saturday evening must have a social event for all ages (ex: dance, family activities).

Sunday must have at least one motorized racing event.

Play Day location must be within Washington or Oregon state.

Clubs must be current members of the PNW4WDA.

Itinerary of events must be attached to application.

Play Day Sponsorship applications are due by Feb. 1st in order to get race schedules started by Mar. 1ST

This sponsorship is intended for new groups that are willing to host a race but need help funding their first

Play Day. Application deadlines will help build an early race schedule which will help families plan

vacation time around play days and make your event more successful.

Requirements for Social Event Sponsorship:

You must have a Play Day that consists of two days or more in 2013 Race season.

The funded event must be a family event for all ages.

bundled on top of the Class II vehicles and we slowly make our way back to the highways of real life. As darkness falls upon the land, it fi nds us once again at the pizza parlor socializing and with somewhat blurred recollection pronounces the winners of the day’s hillside events. It goes without saying it is the kid in all of us who will win the largest trophy for the day hands down.

December and January will have snow runs almost every weekend. Then the snow becomes too deep and the snowmobiles take over. It is a great time of the year and without a doubt the winch is my very friendly tool. It and the tow strap will be used hundreds of times freeing the rig I’m in or freeing a fellow wheeler. It is what keeps smiles on all our faces throughout the outing.

The elections are over but the next four years will become the largest battle we have yet faced. Millions of acres are unrealistically on hold to become wilderness, wilderness study areas or a new term which is lands on hold that are in reserve for wilderness or wilderness study areas. Oregon is but one state that millions of acres are bound to become locked up forever by the anti-access groups unless you and I become involved. This has to become a national event throughout the motorized community. It does not matter whether it is for work or pleasure, on the agenda is to remove us; the motorized community from public lands. This is what will happen in most western states unless we stop them.

I would like to remind you that national parks, monuments and land reserves or whatever term theanti-access groups give these large land closures to the motorized community is lands closed tofour-wheelers forever and ever. I ask you to dedicate yourselves and your club to helping us stop this land closure to the vast majority of Americans from ever using these lands again. Due to the election these lands will be locked up at the national level not our local communities.

Evans Creek: Open until December 15th. Brush piles should be taken away this week. Christmas Tree permits are available.

Elbe: Work party was a success. Lots of work was done on the Mainline and Alder Loop. Heath has received some trailer prices averaging around $3400-$4000 for a 14,000 lbs. trailer. Delegates will be asked to go back to their clubs and ask for donations to have cash in hand to help purchase the trailer. Diana Stafford made a motion that Regions authorize the donation up to $2000 dollars to match the dollar amount to purchase the trailer. Edward seconded the motion. Plans for a new campground were shown. The old campground will be put back to the forest use.

Tahuya: John reports that the Forest Watch is eligible for hours toward the Discover Pass. Work Party is happening Nov 17th and 18th . Yellow Jacket will be brought back close to its original creation.

Land Matters: State meetings Yakima January 19th, Westside January 26th at the King Oscar Hotel in Pacifi c, both start at 9:00am. There will be several different speakers. NEPA 101 will be on hand to give a class to inform us on how to fi ll out the forms and explain the process. Oregon’s state meeting is January 12th at Warn Headquarters. Reiter Trails is having a Trail Days, the PNW PR booth will be there in full force this Saturday November 17th. Other open house dates are Dec 2, Jan 12th 20th Feb 9th and 17th. Bob Pacifi c was awarded his plaque at the last meeting. Steve Johnson will be patrolling the area.

GUEST SPEAKER: Aaron with A Line In The Sand is here to discuss 10C Travel Plan for Oregon Dunes National Recreation Area. Encompassing riding areas in Florence, Winchester Bay and North of Coos Bay. The forest service proposal is to close 62% of the current trails in these three riding areas. He would like you to submit public comments to include your name, address and phone number, then the document title/subject line; Oregon Dunes NRA Management Area 10C Designated Routes Project. Specifi cally how much you spend at the dunes, what specifi c trails you ride at the dunes and how long have you been using the trails. Also, let them know how the trails will be missed if closed. Please state that you do not agree with any of the alternates in the “BEIS plan” and the forest service needs to scratch their current plans and come up with new and better alternatives. State any related clubs, organizations or groups that you belong too. Please be respectful and polite in the letters. We are making good headway and currently Coos and Douglas County are backing our position that the forest service needs to re-evaluate their plan. We are just waiting for a response from Lane County. Public comments are due by December 9, 2012 and can be sent online to comments-pacifi [email protected]

Lance Schiedler made a motion to give $500 to Save the Riders Dunes/Blue Ribbon Coalition Action Fund to help in the fi ght to retain our Oregon Dunes. Marty Tilford second the motion. Motion Carried.

Oregon Land Matters Jeff Bowman – Absent. Those Guys Off Road put on a fundraiser to raise funds for the La Dee Flats Trails. They were able to raise $2200.00.

Washington Land Matters Ryan Wells –There is no new information on the Yacolt Burn Trails. Reiter Foothills has test dates for the new trail. They are wanting feedback. The testing dates are December 2, 2012, January 12th and 20th, February 9th and 17, 2013. Ryan Wells and Crystal Crowder attended the Washington State Trails Conference in Vancouver, Washington. The attendance was good and they were well received by all that attended.

TREASURER’S REPORT: was given by Sande Nettnin (Desert Rats). We have no outstanding bills.

COMP: Nothing new to report.

MEMBERSHIP: Nothing new to report. An information on line meeting last Sunday morning was put on by Vieth the company that we purchased our membership program from; this was for all club administrators as well as Board members and it was an adventure. Hopefully when we all get it fi gured out it will be good. Membership dues are due in January.

WEB SITE: No comments were expressed.

WE DID IT/CLUB POWER: Chairman Gary Harting (Desert Rats) was not present. However, be sure and fi ll out paper work when your club has an activity and get it turned in to Gary.

JR. JEEPERS: Teia Ireland (Yakima Kittitas Forest Watch) is the advisor now.

PR: Clay Graham (Yakima Kittitas Forest Watch) is doing a great job of getting information out. If you are not getting alerts from him and would like to be on the list, contact Clay and ask him to put you on, just send him an e-mail at [email protected].

LAND MATTERSDoug Conner (Roamin’ Chariots) reported the road into Juniper Dunes still is open, however, it’s still a county road but the county did not secure easements. Construction was to begin no later than September, but it’s been delayed until county commissioners decide how to resolve a landowners concern that a 30-inch diameter pressurized water line might be at risk when the road project is completed. To replace the pipe would cost more than a million dollars. So once again we wait and see what happens.Ron Rutherford (Jeepin’ Nomads) reported research is still being done in the Ahtanum on a short cut that has been put on hold for about 3 years. Discussion followed and our new DNR Person Jeff Jones is checking into ways to get it done. The area is used by snowmobilers as well as 4X4 people. There is still logging in the area. The Ahtanum area is getting a lot of 4X4 and side by side use. The Wenas area has a couple of temporary road closures by the Washington Department of Fish and Wildlife (WDFW) one road is in the Wenas Wildlife area and another three miles of the Hessler Flats/Kelley Hollow loop road were closed to motorized vehicles to protect the soils from erosion and allow vegetation to re-seed. A meeting in early December is planned with all land owners and user groups. Mike Livingston is the Region 3 Director of WDFW. He is a wildlife biologist with a Masters degree in Wildlife Science, a Bachelor of Fisheries and Wildlife Science and a Bachelor of Conservation Science.

The Travel Management plan, Forest Revision plan, and BLM Management plans are all on hold. Forest wide Invasive Species has now been added to the Forest Wide Projects. Something else for us to keep an eye on.

FLOOR REPAIR PROJECTS: the 1601 Dry Ridge is done; the 1900 Little Naches Road at Pileup Creek is done; 1900 Little Naches restored two full lanes from damage from 2009; 1808 Deep Creek bridge is done, however the repair on the road damage is being re-bid so everything is still closed.Blue Ribbon Coalition is following the planning rule that the Forest Service has come up with and they are not in favor of it; they don’t think it’s in tune with recreation. Special thanks to Dave Walters (Peak Putters) for arranging a visit for us with Greg Mumm the Executive Director for Blue Ribbon. Greg is riding across the country on his motorcycle talking with user groups and plans to take this information back to Washington D.C. and present it to congress. You can follow his progress at www.WeAreBRC.org and click on Turn The Tide Tour 2012. We were able to share with him what the PNW in Region 4 is doing. Don and Carol Jensen the PNW’s Inter Association Directors (IAD #1 & #2) met with Greg at the

NAMRC meeting in Las Vegas and Greg told them he was extremely impressed with the folks in Region 4 of the PNW. He was in awe of what we did at Pick Up A Mountain. He said other organizations should use our group as a model of what can be done with volunteers. Carol noted that they are extremely proud of what we’ve accomplished. Earl also stressed to Greg that we have a large group of coordinators in our region to handle land issues and get the word out to our people. Greg also met with a representative from Doc Hastings offi ce later in the day at the home of Steve Richards and some other Peak Putters who were able to share more information with him.

WOHVA (Washington Off Highway Vehicle Alliance) is an organization that sends out alerts when something is happening in congress that we should be aware of. If you are not on the CLOUT list, you should be; go to [email protected] and sign up for more information on how to have a direct impact on events in Olympia.Update in the Cle Elum area – Table Mountain and recreation facilities. The Table Mountain A-Frame rental cabin (formerly called the Boeing Cabin) burned to the ground; and the Ellensburg Ski Club Hut, and the historic “Riders Cabin” have also both burned to the ground. Looks like we will have a lot of trail maintenance work to do in the spring. The Cle Elum Ranger Station will be closed Monday, November 19, 2012 for a mandatory training session. The Ranger Station will return to normal hours on Tuesday, November 20th.

The Nelli Restoration Project is still in the planning stage and the Glass Angel Project has been pushed back into next year, it was supposed to have been fi nished this year, but has not started yet.

Report on the TWIG meeting – consensus from the people in charge was that they can’t spare the man hours to have meetings more than 4 times a year. Discussion on TWIG followed. It would be nice if they could go back to the way it was when it fi rst started out when you really received information on what was happening. They have suggested having 3 meetings in the fall and 3 in the spring. They want the trail crew to work weekends so they could be available for work parties. They aren’t sure if we will have a December TWIG meeting or not. They wanted to skip this and have it in January on the fi rst Tuesday. Guess what – that’s New Years Day, they didn’t think of that. They have sent out an e-mail asking if people wanted a December meeting or move the January date to the 2nd Tuesday. That’s not acceptable for us as that’s our Region meeting. A decision is to be made on November 26th and they will let us know the date for the next TWIG meeting. Changes are coming.

Rattlesnake trail 620 needs repair.

Ron Rutherford (Jeepin’ Nomads) asked Region 4 if we would help with this project this summer. Ron said at the TWIG meeting he would ask the region and get back to them the date that would work for us; however, the Forest Service picked a date for us of August 3 & 4 this is not acceptable. Discussion followed - Everyone thought it was a good idea and wanted to help. The dates that will work for us are July 19, 20 and 21, 2013; so Ron will notify the Naches Ranger District what the dates are that we can help with this project. More information will be coming on this.

COPPER CITY & GRANITE LAKE CERCLA PROJECT comments are due November 28, 2012. For more information on this project go to http://www.fs.usda.gov/projects/okawen/landmanagement/projects and click on the link under CERCLA projects for “Copper City Mill and Granite Lake Prospect Cleanup”. They have listed three alternatives and our recommendation is alternative 2 on site consolidation and capping in place. Comments can be sent to Joseph Gibbens at [email protected]. NEPA 101 CLASS was held by Michelle King (NEPA Planner and Public Information) before the TWIG meeting in November. Several members of our Region attended the class and thought it was very worthwhile.

OLD BUSINESSPick Up A Mountain was well attended, we had twice as many people this year and everyone commented that it was great and they would be back again next year. All bills have been paid and we made a little over $200 more this year than last year.

NEW BUSINESSNominations opened again for Region 4 offi cers for 2013 and will be opened again in January and voted on at that time. Nominees for Region Director – Earl Nettnin, Vice Director – Ed Massey, Secretary/Treasurer – Sande Nettnin, PR – Clay Graham, Lead Land Matters Dale Neuman. Earl, Ed and Sande have said they would accept the nomination again. Sande will check with Clay and Dale to see if they will accept the nomination.

Washington State Land Matters meetings have been scheduled. Jim Putman our WA State Executive Director has picked January 19th for the east side somewhere in Yakima and the west side January 26th in Pacifi c, WA at King Oscars. As soon as we have a place for the east side meeting it will be posted.

CLUB REPORTSDesert Rats – some went with the Wine Country Rock Crawlers out of CA on a trip to Cottage Grove and had a great time. Several participated in the Veteran’s Day Parade November 10th in West Richland followed by Pizza at Round Table. We had nominations for our 2013 offi cers.

Sand Commandos – didn’t have their haunted house at the fair grounds this year but they did have a carnival at the swap meet Friday & Saturday night before Halloween and again on Halloween night. It ended up being sort of like a haunted house. They all had a good time.

Roamin Chariots – are planning camping trips for next year.

Ridge Runners – in September had a family camp out and run to Rim Rock, and some went to Pick Up A Mountain; in October had a Jeep run in the Ahtanum and lots of hunting in their group. They did the Veteran’s Parade and had a pot luck last Sunday. Also working on the property, inspections are done so they have power to the wells. Lots of digging in hard ground, but it’s coming along.

Jeepin’ Nomads – planning for next year. They did an October camp out with the Roamin’ Chariots and hunting season has had them going in different directions through the dust and snow. Also attending lots of meetings.

Peak Putters – Recent Runs - Rimrock “Man Camp” – Labor Day weekend. Overnight stag run. Pickup a Mountain – Sept 15-16. Enjoyed the PNW sponsored fun fest. Three Ball – Oct 20. Play day at Juniper Sand Dunes. Last Minute Therapy Run – Oct 27. Day trip over to Nasty Creek, past Blue Lake to Darland Mt. Frost Your Buns Run - Nov 12. November 10, 2012The Region 6 Delegates Meeting Minutes of November 10, 2012: hosted by 4 Runners of Klamath Falls included a meeting, pot luck and a night run. Ann Haak Region 6 Director led the meeting with Steve Roach vice Director, Larry East Treasure and Mona Drake Secretary and various representative delegates of 5 clubs in attendance.

The meeting was called to order by Ann Haak with the Pledge of Allegiance and Moment of Silence. The reading of the Pacifi c Northwest 4 Wheel Drive Association’s Code of Ethics read by Steve Roach *note by group; the code seems a bit outdated as the rules all have been changed by the agencies. Off road is not the call but stay on the road is more to the fact.

Steve invited us to the smoked chicken pot luck and night run lead by David Fields to Chase Mountain immediately following the meeting.

The ‘round the room introduction’ found two guests; John Zigler and John Kalayjian introduced friends, but the guests did not sign in so I will not reveal them.

High Country Four Wheel Drive Club, Harney County High Desert Wheelers, Four Runners of Klamath Falls, Umpqua Valley Timber Cruisers and Deschutes County Four Wheelers were all in attendance.

Rim Butte OHV Area is in the process of creating: approximately 21 miles in addition to the already shared use roads in the area. The Rim Butte ‘new’ trails will be rough they are over old lava. North of LaPine and East of Hwy. 97 is the location of the Rim Butte area. Just out the back door of Zigler Automotive. Cline Buttes OHV Area is open and signed. The total available

“Quarterly” The Newsletter of “Citizens for Balanced Use” a pro-access group from Montana included three articles of Oregon’s woes for access. Jon Halleaux’s La Dee project is going very well.

Randell suggested the Four Runners offer funding from Region 6 and PNW trails funds to jumpstart Chiloquin USFS’ OHV project. Access and Legal Fund is built for this reason. The Klamath USFS was awarded ATV Grant Funding for the road closures but are unable to write a grant for OHV Class II trail building. Suggestion of; PNW members attending the ATV Grant Funding meetings for informational purpose.

Region 6 Director Ann Haak reported North East Oregon 4 Wheelers are now offi cial Region 6 PNW although they are not exactly located in Region 5 until one of them learn the ropes and take over as a Region 5 Director they will be a Region 6 club. They encompass parts of the three states Oregon Washington and Idaho. High Country 4 Wheelers’ club’s correspondence with membership into the PNW seems to be at ‘stale mate’, they are voted into Region 6 but the paper trail is fl ailing Ann is on it. Much discussion on the new computer program system for membership: address change is easy and effective for roster purpose but members asking about NOT GETTING TRI-POWER *to be addressed at tomorrow’s on line session with web-site-school and learning tutorial. Region 6 Club membership on line: [email protected] if you are having trouble I will fi eld the question and if I cannot repair the issue I will send it to Ann or Edward. If you’re not receiving your Tri-Power you may not be checked off as deliver to your home on the membership page of www.pnw4wda.com in your club’s roster. If you are checked to receive Tri-Power and you’re not receiving the bulk rate newsletter you need to call the post offi ce and have a publication watch placed for the Tri-Power newspaper. 800-ask-usps will take your complaint of no tri-power a bulk rate publication being delivered to your home-they will then track delivery of what didn’t show up after distribution of the bulk bundled Tri-Powers and at that time your mail man will be asked why delivery was not made by his supervisor and or he will say it was delivered, but he has to have documentation. Tri-Powers are a bulk rate newspaper and is not forwardable by the Post Offi ce. If you have moved and have not notifi ed either Ronald McDonald or your membership committee to

update your delivery information you old mailman gets to laugh and say, “ya I saw it I had to put it into undeliverable bulk business mail”: recycle.

Committee Reports:

Land Issues: Steens Mountain Advisory Council/Southeast (Dan Haak) The ATV Grant Funding Program is fi nancing our Radar Hill OHV Area. Burns Bureau of Land Management’s Recreational Planner successfully writes the grant that this year has placed a pit style out house, loading ramp and other operational helps on site. We appreciate their commitment and dedication to our Class II recreation. The clean up being organized by the Burns BLM and Harney County High Desert Wheelers is being re-looked at due to summer’s fi re in the area. Dan suggested Four Runners ask the rec planner for the USFS. The program Oregon State Parks and Recreation Department ATV Grant Program and its workings are all on line at: http://www.oregon.gov/OPRD/ATV/Pages/Grants.aspxyou can go there and review past board meetings and fi nd out when-where-how grants are requested and funded.

Malheur National Forest Travel Management Plan has been put on hold. Dan has been put off by the district offi ce’s stand offi sh attitude and their refusal to maintain a roster of commenters. The publication in local newspaper of their intent is what the agency is depending on for dissemination of their NEPA’s or road closures. Some of what their plans are for the area makes common sense but their public relations are still exasperating to deal with. Their ‘Travel Management Plan’ is being done section at a time and will not allow for a roster of folks wanting to comment or be advised of proceedings of the TMP process.

Dan is now the chair for the Steens Mountain Advisory Council. The group is working on the Resource Management Plan now the next Steens Mountain Advisory Council (SMAC) meeting is set for Thursday and Friday, Nov. 29 and 30, at the Phoenix Inn, 300 NW Franklin in Bend, Oregon. On Thursday, the meeting opens at 9 a.m. and adjourns around 5 p.m. Agenda items for the full-day session include Designated Federal Offi cial and Chairperson updates; a presentation on Medusahead rye; and a lengthy discussion on the Steens Mountain Comprehensive Recreation Plan. On Friday, the meeting opens at 8:30 a.m. with approval of the previous meetings’ minutes and a review of action items. Next, the Council will re-cap the Comprehensive Recreation Plan discussion from the previous day. Other agenda items include: a discussion on potential private land acquisitions near the Steens Mountain Cooperative Management and Protection Area, review of the Council charter, and a presentation regarding the Bureau of Land Management’s updated Wilderness Study Area Manual. Some of the members are working to expand the open areas for winter recreation.

Deschutes County 4 Wheelers’ Delegate John Zigler reports the club is becoming smaller and smaller with members and commitment but we are effective. He is planning on placing ads in the local throw away papers on club activities such as meetings to perhaps build us up again.

Four Runners of Klamath Falls reported on by Steve Roach as diminishing members and participation is down. Christmas-Tree run is scheduled and the Hang-Over Run is scheduled. Board members meetings are well attended but the regular club meetings are sparsely attended so their December meeting is around the campfi re at the Christmas Tree Run.

Umpqua Valley Timber Cruisers as reported by Alan Paulson and Gaileen the runs were suspended in October because of the seasons-hunting and fi re. Rough Country’s Scott Adams Bohemia Poker Run for benefi t –Veterans Day Parade in Roseburg - Riley Ranch Rally- Coos Bay wagon road will be the run through the old wagon trail to the coastal dunes-Christmas Party Meeting will be the 1st of December with the Christmas Tree Run is December 15th are just a few of the scheduled events for the club.

High Country 4 Wheelers reported by Jared Brewster just trying to become established they ran some private property last week end and just seem to be getting going. There are around 20 or so members and around 6 or 7 rigs show for the runs. Dan encourages Jared to fi nd a focus and common ground for the club. (Jared has hopes of continuing the mud bogs at the county fairgrounds in Lakeview.)

Private property to run but the public lands trails are lacking unless there is snow. Dan gave into group discussion of he doesn’t know how Randy does it… December 1st Cold Springs Closing Run for the Steens-Camp out at Glass Butte for the spring is a goal with the present economy in an already sluggish ranching-logging community targeted events rather than monthly meetings are helpful.

Randy Drake made the motion that passed to address Lakeview BLM and ask if we cannot proceed with the Memorial Day week-end Sunday’s activities as we did in 2012 at the Christmas Valley Dunes. the Bureau of Land Managements’ Todd Forbes and Breanna O’Connor proposed the BLM accompany us (Region 6) in the proceeding event and join with the

card game ‘safety and dune etiquette, Lost Forest and Lake County historic and natural phenomena facts and locations, noxious weed information and private land awareness within the WSA area. The fi ve check points would now be double occupied by Region 6 members and the BLM. Little gifts of token would be handed out at each check point. The trinkets were provided by the BLM and WARN Industries Inc. Larry East had procured two $100.00 visa cards for the highest and lowest cards for the game from a separate Region 6 account.

Note: Jared and High Country 4 Wheelers are forewarned about participating in the Poster Program for the 5th graders. Jared submitted he had been a participant in the Stop the Litter and Vandalism Poster Program.

The Lakeview High Country 4 Wheelers met with the Harney County High Desert Wheelers and accomplished a scouting tour of some of the area between. Todd Forbes from the Lakeview BLM and Bishop, Christopher - Recreation (Range/Forestry Technician) provided maps for the cooperative run looking for areas of interest for 4x4 opportunities. They met at the Christmas Valley junction trailed the north side of Juniper Mountain. The group found long rough roads real nice scenery and on the east side after much winding around the Burns group went on to Hart Mountain and the Lakeview group towards the south. Dan found nice scenes but real no diffi cult goings next is the Foster Flat area. Alan Paulson commented on the solitude of the area but that there is no real rough stuff. The solitude is commendable. Alan asked about the road headed into Three Forks area headed out of Jordan Valley south of Hwy 95, where the trail crosses the Owyhee River; ‘who put tank traps up to the river to stop the crossing?’ Dan will look into that and get back to us.

Southeast Oregon Resource Advisory Council (Mona Drake) Wilderness Characteristics studies will be the big issue on top of the Sage Grouse for Bureau of Land Management and the public. The BLM had been ordered by litigation of environmental groups to redo Resource Management to address any land masses that fi t the standards for wilderness. What and how the Districts of SE Oregon’s BLM handles these maps of WC will determine if you have access or not. Please get a jump on the process and check out the maps on this web site: http://www.blm.gov/or/districts/vale/plans/wce/baker-index.phpyour input will be crucial in maintaining access.

Land Issues: Central (John Zigler)Cline Buttes is open; Edison and Sheridan Snow Shelters have been refi lled with fi rewood for the sno-users by DC4W. Rim Butte OHV Area is coming along-talk of Schwartz Canyon trails by Combined Off Highway Vehicles Operations is starting-Three Trails OHV is open but it is only for Class I and III.

Land Issues: Southwest (Alan Paulson) November 17th the Save the Riders Dunes Rally at Riley Ranch. Alan is on call but hopes to put together some group to go and stand up for access at the dunes.

Land Issues: Eastside and McGrew Trail (Larry East) there is nothing going on so no news must be good news.

Land Issues: South-central (Steve Roach) Ron Roach is the lead man with the Lost Project and the Rock Crawl out of Keno.

The South Chiloquin OHV has identifi ed a trail for Class II and Class IV and is waiting on the Class I and III. The grant funding is still the issue. Time is aggravating when the clubs are ready to make the trail and the agency is putting off grant writing.

The hunters are starting the letters to the editor again on road closures. The USFS was heavy with law enforcement addressing hunters checking tags and wood gatherers tags. The USFS had

At the Board of Directors meeting in December the board adopted a new Sponsorship Program for the Association. This program will help us as we continue to move forward.
