Neighborhood Clean-Up Is May 18th
Consider joining your fellow Pinecliffers for a few hours to clean up, pick up, and paint up
Pinecliff Park and neighborhood entry roads during the annual clean-up day. Participants will
enjoy coffee, OJ, and donuts at 8:30 AM before we break into various crews and head off to our
assignments at 9 AM. We hope to finish around 11 AM. Our initial project list includes:
pick up litter along Popes Valley, Point of the Pines hill, and maybe Rusina Road
rake up and bag pine needles and leave in Pinecliff Park
wash and paint the Pinecliff Park pavilion picnic tables/benches
wash and paint the Pinecliff Park pavilion supports
wash and paint the Pinecliff Park benches

Free Dumpster Day on May 20th - by Bruce Hutchison
On Monday, May 20th, Pinecliff HOA will provide a 30-yard dumpster to be located at the
Popes Valley entrance to the neighborhood, near the Pinecliff sign, beginning at 9 AM and
continuing until 2 PM or until the dumpster reaches capacity. Pinecliff HOA members are
encouraged to do some spring cleaning and clearing out of crawl spaces, garages, and storage
areas. Participants should not bring normal household trash or yard waste (tree limbs, branches,
leaves, construction waste, recyclables like cardboard, etc.). Board members and volunteers will
be on-site throughout the event to assist participants and ensure compliance. (Note: Bestway
does not deliver or pickup dumpsters on weekends, which is why the event is held on a Monday.)

Items that are NOT ALLOWED are electronics such as TVs, computers, monitors, cell
phones, batteries, paint, toxic chemicals, liquid waste, large appliances, large furniture or

picnic blanket and your entire family! By city ordinance, no alcoholic beverages are allowed in
the park and animals need to be on a leash.

Spring is here and it’s time to clean out all the “stuff” and get ready for the Annual Pinecliff
Neighborhood Garage Sale. Plan to join us on Saturday, June 22nd at 8:00 am -- rain or shine. If
you would like to have your items for sale included on the sellers’ list, please email your name,
address, phone number and items you’ll be selling to [email protected] before

, midnight, so we can add you to the list. We advertise in the Gazette and
on-line Garage sale sites for great exposure and success. Sellers are welcome to set up
directional signs to help guide buyers to their garage sale on their street. A complete list of all
the sellers’ information along with a street map will be put in the flyer boxes at both entrances of

Trash Service News by Judy McBride
Thank you all who renewed and joined the Pinecliff Homeowners’ Association Trash Service
Program! We currently have 462 participants!
Our goal is to grow the program to include more neighbors and reduce trash truck traffic on our
neighborhood streets. If you currently do business with another trash service and wish to
change, please visit our webpage, www.pinecliff-hoa.com to check out our very competitive

A few important reminders:
Our service level with Bestway is for the trash bin plus 2 extra bags, up to lawn & leaf
size, per week. If you have anything extra, for example extra bags or special items that
need to be picked-up, please contact Bestway in advance at (719) 633-8709 to make the
necessary arrangements for the extra pickup.
BEARS*BEARS*BEARS – Hungry bears are out of hibernation!! Please do not put
your trash bins out the night before pickup! We do not want to encourage feeding on
trash. Trash and recycling bins should be put our Tuesday mornings by 7am.

Trash and recycle bins should be stored in the garage, or at least not visible from the
street. Bins stored in front of the garage or on the side of your home are an eyesore,
against covenants, and also encourage wildlife in the neighborhood.
MOVING?? – Please contact the Trash Service Coordinator via email,
[email protected] to make arrangements for the final pickup and return of
the trash/recycle bins owned by Bestway. A refund for unused months of service will be
issued and sent to your new address.
All recycling (including broken-down boxes) must be placed inside the recycle bin.
Likewise, all trash must be placed in the bin or extra bag(s). If you do not have recycling
and wish to add it, please contact the Trash Service Coordinator.
Mark your calendars! Residents of El Paso County can get rid of paints, chemicals, tires and
other junk at three clean-up events.

Bestway Disposal Update by Judy McBride
The waste removal, recycling and transfer operations of Bestway Disposal were recently
acquired by Alpine Disposal, a 20 year Colorado native and member of the GFL Environmental
group of companies. We will experience no service disruptions as a result of this change. Over
the next several months you may begin to notice changes as Bestway completes its integration
with GFL. Bestway has promised to keep us posted on their progress, and has assured us that
they will not stray from their commitment to great service and the same values that have driven
Bestway’s growth and success for the past 50 years. The Bestway staff has not changed and will
continue to provide the service we expect and more.
Please welcome our neighborhood drivers, Jeff Clinton and Nathan Morgan! They are truly
Bestway's A-Team and have worked for the company for 13 years and 20 years, respectively.

WANTED/NEEDED: Trash Service Co-Chair!!! by Judy McBride
Our beloved neighbor, friend, and Trash Twin has sold her home and is leaving the Pinecliff
neighborhood at the end of April. Hollis Shumway has been an integral part of the Trash Service
Team for the neighborhood for the past three years and will be greatly missed.
The Trash Service Team spends a good amount of time coordinating trash service for the
neighborhood and maintaining records. It is a job too big for just one person! It is so imperative
that we have a second person to assist Judy McBride if we are to continue our ongoing program
that benefits Pinecliff in such a great way!

A Grateful Farewell & Best Wishes to Hollis Shumway by Bruce Hutchison
On behalf of the residents of Pinecliff and the HOA Board, it is my pleasure to express our
sincere gratitude to Ms. Hollis Shumway, who is stepping down from the board after serving for
the past three, glorious years. Besides the usual board member responsibilities, Hollis and Judy
McBride served as Pinecliff's co-directors of the Trash Program (aka The Trash Twins ). This
highly demanding assignment is by far the most valued member benefit and the major factor in
the PHOA membership growth over the past 7 years. I wish her the very best as she moves on to
new opportunities and know she leaves with fond memories of Pinecliff and the many friends
she made over the years.

Mr. Stephen Prime Joins the Board by Bruce Hutchison
On May 1st, Stephen will be joining the PHOA board and taking on the Communication Director
position which Kim Young has been temporarily covering since the first of the year. While his
specific responsibilities will be sorted out at our May 6th board meeting, it is fairly certain that
he will be pulling together and sending out the periodic News Blasts that inform members about
upcoming events and other timely happenings in the neighborhood. Stephen Prime and his
husband Eric moved to 5150 Golden Hills Court in Pinecliff in early 2016 from Manila,
Philippines. They had previously called Cincinnati, OH; London, England; and Denver home.
While in Cincinnati Stephen served on his local HOA board for six years. Stephen, a Colorado
Springs native, enjoys traveling, surfing the Internet, baking, and spending time with their dog
Lucy.

Architectural Control Committee Update by Roger Carlson
With the arrival of spring, many of our residents may be considering yard and home
improvements. Remember that many outside improvements or repairs require review and
approval by the ACC. If you are planning painting, outside remodeling, landscaping, fencing, or
constructing/building/replacing something on the outside of your property, fill out the ACC
Request form. Quick approval/feedback is our goal; call us so we can help. The form is posted

Here are some of the issues the ACC enforcement will be concentrating on during the year.
Trailers and Campers: Trailers can only be parked in driveways or yards while they are
being used for maintenance around the home. Try to limit this activity to a week. Also, camping
vehicles, camper trucks or trailers may not be stored on Pinecliff property unless in a garage.
Temporary parking of these vehicles should also be limited to one week.
Home improvement and painting: Any and all changes to the outside of homes or
landscapes must be approved by the ACC.
Trash and recycle bins: Should be stored in the garage, or at least not visible from the
street.
Trees and Shrubs: Because of the fire danger in our area, please remove dead trees and
bushes. As an aside, Russian olive trees are classified as noxious by the city and we recommend
removal.
Overnight Parking: There is no overnight parking of vehicles on Pinecliff streets and
courts. This is by covenant restriction and for crime prevention. All vehicles must be parked in a
driveway or approved pull-off area from the driveway.
Lastly, as always, do not feed the wildlife in our area. Bird feeders are acceptable;
however, chickens may not be raised or caged on Pinecliff property. Any violations of this type
will be reported to city officials, who will join the ACC in enforcement action.

Home Security by Carl Peterson
As many of you know, Pinecliff has occasional burglaries and car break-ins. One is too
many, and it is particularly painful if it happens to you. Looking at the My Neighborhood
website (http://www.myneighborhoodupdate.net/ ) and the Raids Online
website (http://raidsonline.com/), we have less criminal activity than many other parts of town.
But in 2018 we had five burglaries, two criminal mischief events, seven thefts, three thefts
(vehicles), and eight auto burglaries. Oftentimes auto break-ins occur in the wee hours of the
morning, when we are all asleep and miscreants can roam unnoticed. Home burglaries often
occur in broad daylight when no one is home and your neighbors are in their own homes.

As of a few years ago, the Colorado Springs Police Department was about ¾ the size of other
cities with our population. So, the best avenue is crime prevention. To help get a handle on
recent and periodic crime in our neighborhood, it will help to look out for each other and take
preventive measures for ourselves. Ideas and options for improving your home security include
the following:
1. Get a burglar alarm system for your house.
2. Purchase a home safe (perhaps a fireproof one) to store your valuables such as important
papers, laptops, cameras, jewelry, and cash (and use it!).
3. Use light timers if you will be away.
4. Leave a radio or TV on when out of the house.
5. Ensure that all doors are locked and windows are closed when you leave the house.
6. Trim shrubs near the house to lessen concealment for burglars (this will help with fire
prevention as well).
7. Don’t hide keys to the house outside. Oftentimes hiding places are obvious to burglars.
8. Don’t display valuables in the windows of your house.
9. Know when your neighbors will be out of town (and tell them when you will be gone).
10. Have neighbors pick up your paper or mail when you are gone.
11. Keep the lawn mowed and leaves raked (making your house look occupied).
12. If your car is parked in the driveway, make sure that it is locked. Leave nothing of value in
your car. And don’t leave the garage door opener in it.
13. Get a locking mailbox (occasional mail theft remains a problem).

Police Events in Pinecliff for January to March 2019 - by Carl Peterson
There were 42 police responses to activities in Pinecliff thus far this year, which averages out
to 14 per month. The 42 events were categorized as follows (the number behind each category is
the number): Disorder – 13, Other – 9, Proactive Policing – 2, Property – 10, Traffic – 2, and
Violent – 4. Clearly the three largest categories were Property with 10 events, Disorder with 13
events, and Other with 9 events. These three categories are 76% of the total police events. So,
we will break those three categories down as follows, for Property events: Alarm – 7, Theft – 3.
That totals 10 Property related events that resulted in the filing of a police report. For the
Disorder category, the events are as follows: Abandoned Vehicle – 1, Disturbance – 3, Fraud – 3,
Suspicious Circumstances - 3, Sex Registrant Violation – 2, and Transient - 1. These Disorder
events total 13. Additionally, in the Other category, the details are as follows: Welfare Check –
2, Death – 1, Suicide – 4, Assist Fire-Medical – 1, and 911 - 1. These Other events total 9. Also,
as noted above, 7 of the 42 police responses were to alarms, which comprised 17% of the police
responses.
On an historic basis, we are a little above average for police events this year compared to past
years. As stated earlier, we have 42 police events so far this year. That amounts to 168 police
events for 2019 on an annualized basis. The numbers for the five previous years are as follows:
2014 – 155, 2015 – 150, 2016 – 153, 2017 – 158 and 2018 - 172. That averages out to 158
police events per year from 2014 to 2018. Information for this article has been compiled

Take a look at the websites yourself sometime to see what is going on in the Pinecliff
neighborhood. Finally, it is very important to stay alert and be aware of our surroundings. If
something looks out of place, or just doesn’t look right, please report it. The Police General

7240. Of course, if it is an emergency, please call 911.

Point of the Pines Water Main Corrosion Control and Street Repaving - by Carl Peterson
Colorado Springs Utilities began corrosion control work on some of the water main on Point
of the Pines Drive late in the first week of April. Last year CSU surveyed 6,000 feet of pipe on
Point of the Pines and they replaced about 1,800 feet of substandard cast iron pipe. The current
work is supposed to take two weeks or so. The workers are drilling up to 116 holes down to the
existing good cast iron pipe and installing a corrosion control system. This corrosion control
costs about three percent of replacing the pipe. They are working roughly from 8:00 A.M. to
4:00 P.M. There should be no street closures, but one lane is closed at times and there are signs
and flaggers. Hopefully, by the time you read this, the work will have been completed or will be
finished up soon.
Also, Point of the Pines is on the city’s list to be repaved this year using 2C funding. The
work is scheduled in the “Block II” timeframe, which means that it will start after June 15th
.
This date is contingent on the contractor’s schedule. Also, we might expect delays due to
adverse weather conditions or unforeseen circumstances. Your board will contact the city as we
get closer to the planned start date for an update.

Chipper Week is June 17th - by Craig Carroll
This year the Pinecliff Neighborhood Chipper Program is scheduled for the week of June 17th.
Your participation in this valuable program helps reduce the risk of a wildfire catastrophe in
Pinecliff. Last year we had roughly 160 homeowners sign up and we hope to have even more in
2019!
All homeowners and renters are encouraged to participate in this valuable program, so please
pass this information on to your neighbors.
I’m excited to announce that sign up for the Chipping Program will be different this year.
Instead of signing up directly through me, I am providing the link below to the Colorado
Springs Fire Department. I feel it will be much more efficient and easier for participants to
use as it offers more features and streamlines the process. However, I will still be available
to answer any questions or assist in any way I can.

Review the requirements and guidelines listed on the page. Please remember to click on the link,
“Chipping Information Flyer” provided at the bottom of the page to display a flyer from CSFD’s
Wildfire Mitigation Coordinator. It has specific guidelines as to what materials you may include
and how to organize them for disposal.
When you’re ready to sign up, just click on the red box “Submit a Request for Chipping”, follow
the prompts, and fill out the necessary information. You will then receive an email confirmation.
The sign-up deadline is Friday June 14th.
Piles must be stacked curbside by 8:00AM Monday, June 17th.
It takes several days for the chipper crew to cover the entire neighborhood so be
patient.
Follow the guidelines below to ensure a smooth and successful program.
Participants MUST have, within the past several years, either attended a neighborhood fire
mitigation meeting or arranged for an onsite consultation before the chipping date. To arrange a

What About That Membership Directory? by Kim Young
As of 15 April 2019, our homeowners' association membership stands at 485! We thank you all
who renewed your membership and welcome our new families, as well.
You may recall we ran a poll to decide whether we should print the directory or just issue it
online. All told, 263 households voted. 106 requested a printed directory, 157 said "do not print."
We have a wide range of electronic comfort levels in our neighborhood. To best serve our
community, we decided to print directories for those who wanted them. For everyone else, it will
be online. The directory will be out in June this year. We thank all who participated in the
survey. It is extremely helpful to have your input so we know best how to serve you. -- Kim

Short-Term Rental Requirements
As of January 1st 2019, the city requires all active short-term rental properties to have a permit issued by
the Land Use Review Office. As of mid-April, around 600 permits have been issued. Below are some
additional details posted on the city's website:
Anyone renting out a residential dwelling unit (examples: home, apartment, condo) or a portion of a
residential dwelling unit (examples: bedroom, basement, cottage) in Colorado Springs must apply for a
short-term rental permit if the following criteria are met.
1. The unit or partial unit is rented for less than thirty days at a time.
2. The unit or partial unit is NOT owned by the federal government, the state, or the City of
Colorado Springs, or any of their agencies, or facilities licensed by the state as health care
facilities.
How to apply
1. Complete the application and self-inspection checklist.
2. Apply for a city sales tax license. (If you are hosting your short-term rental ONLY on AirBnB,
you do not have to apply for a City sales tax license. AirBnB collects sales tax and the lodging
and rental tax on behalf of the City of Colorado Springs.)
3. Ensure that your property is covered with at least $500,000 in liability insurance (some hosting
platforms provide insurance for you, others do not.)
4. Email the completed application, self-inspection checklist, proof of sales tax and proof of
insurance to [email protected] (link sends e-mail).
5. Call (719) 385-5905 to pay the $119 permit fee.
6. Once you are issued a short-term rental permit number, you will need to display the short-term
rental application, self-inspection checklist as well as the Good Neighbor Guidelines (with the
permit number, valid through date, and local emergency contact) in a prominent location within
your short-term rental unit. You may black out contact information you do not want renters to
see, such as your primary address and email. Please keep the local emergency contact information

(Name and Phone Number) available to renters. This paperwork displayed together will act as
your permit.
Applications that are received via email require a 3 day processing period. You can also visit the Land
Use Review office at 30 S Nevada Suite 105 Colorado Springs, CO 80903 between the hours of 8 a.m.-
Noon for same-day processing of your application. Applications received after Noon will require three
days to process.

Threat to Single Family Neighborhoods from Proposed ADU Ordinance
Accessory Dwelling Units (ADUs) are secondary apartments on a residential lot or within the
main home. Unbeknownst to most neighborhood residents in Colorado Springs, the city's Planning
Commission recently submitted a proposed ordinance to city council that would allow ADUs to built in
single family zoned neighborhoods. If the new ordinance gets the approval of the council and mayor,
every R1 single family zone in the city will become a de facto two-family zone! Needless to say, this
would have a very detrimental impact and degrade the character and quality of life in traditionally single
family neighborhoods such as Pinecliff.

Pikes Peak Athletics' Celebration and Open House
The Pikes Peak Athletics Training Center will be holding a public Open House on Saturday, May
11th from 12 noon to 3 PM to celebrate the first year anniversary of their world-class training
center operation. During the event they will be highlighting a number of the programs being
offered during the summer season and beyond.
Other attractions include several food trucks, facility tours, and a number of training demos such
as Stand Up Paddle Yoga, Triathlon training, Bootcamp, and group swim lessons for all ages and

Service. I do miss you all and hope to visit the Pinecliff neighborhood now and then to touch
base and renew friendships. I also wanted to pass on the final results of the 2018 National Letter
Carriers' MDA Bowl-a-thon. The Colorado Springs area raised $24,522 which once again
placed them #1 in the nation in their "postal district" size for the 4th time in the past 5 years!
Thanks to your incredible generosity, I was able to raise $9,500 which once again was tops for
Colorado Springs. Thank you so much for your MDA donations during the past 20 years. You
all are truly the BEST!
