BUDGET HEARING
The Board held its second FY2017 Budget Hearing at 4:30 p.m., Thursday, September 8, 2016,
in the cafeteria at Taylorville Primary School. Danny Higdon, Chief School Financial Officer,
presented the proposed budget and answered questions.

made the motion to accept Superintendent’s recommendation and Rev. Moore seconded the

ITEM III. PRESENTATION OPENING OF SCHOOLS REPORT
The Superintendent presented information regarding the first day of school and the initial
enrollment.
ITEM IV. STUDENT RECOMMENDATION
A ninth grade student from Tuscaloosa County High School came before the Board to be
reinstated. The recommendation was for the student to be reinstated to the Tuscaloosa County
School System and for the student to transition back to his home school through GRAD
Academy for a time frame of 20 – 45 days. Mr. Barnett made the motion to accept the
recommendation and Mr. Copeland seconded the motion. The motion was approved by a
unanimous vote.
ITEM V. ADOPT FY2017 BUDGET
The Superintendent recommended that the Board adopt the FY2017 Budget as presented. Mr.
Barnett made the motion to accept the recommendation and Mr. Copeland seconded the motion.
The motion was approved by a unanimous vote.
ITEM VI. REPORT FROM THE CHIEF SCHOOL FINANCIAL OFFICER ON
NON-ROUTINE, UNUSUAL, WITHOUT LEGAL AUTHORIZATION, OR
TRANSACTION NOT IN COMPLIANCE WITH FISCAL
MANAGEMENT POLICIES
Mr. Danny Higdon, Chief School Financial Officer, presented the following report to the Board.
There was no action required.
ITEM VII. CONSENT ITEMS
The Superintendent recommended that the Board approve consent items (A) – xx) as presented.
Mr. Presley made the motion to accept the recommendation and Mr. Copeland seconded the
motion. The motion was approved by a unanimous vote.
ITEM VII. APPROVE 2016-2017 SALARY SCHEDULE
The Superintendent recommended that the Board approve the 2016-2017 Salary Schedule as
presented. Mr. Barnett made the motion to accept the recommendation and to include in the
recommendation that the Board in accordance with the actions of the 2016 Legislative Session
the Board approve a 4% pay raise for the Superintendent effective October 1, 2016. Mr.
Copeland seconded the motion. The motion was approved by a unanimous vote.
ITEM IX. APPROVE QUOTE FOR PURCHASE OF A DYSLEXIA INTERVENTION
PROGRAM FROM SPIRE
The Superintendent recommended that the Board approve the purchase of a Dyslexia
Intervention Program from SPIRE. Mr. Copeland made the motion to accept the
recommendation and Mr. Barnett seconded the motion. The motion was approved by a
unanimous vote.
ITEM X. APPROVE THE CONSTRUCTION OF A DIGITAL MESSAGE BOARD
AT HILLCREST HIGH SCHOOL
The Superintendent recommended that the Board approve the construction of a digital message
board at Hillcrest High School at no cost to the TCBOE. Mr. Orr made the motion to accept the
recommendation and Rev. Presley seconded the motion. The motion was approved by a
unanimous vote.
ITEM XI. ADOPT A RESOLUTION TO THE STATE OF ALABAMA REQUESTING
TO REPURPOSE THE SPRYABERRY EDUCATION CENTER
PROPERTY FOR OTHER PUBLIC PURPOSES
The Superintendent recommended that the Board adopt a resolution to the State of Alabama
requesting to repurpose the Sprayberry Education Center property for other public purposes. Mr.
Barnett made the motion to accept the recommendation and Mr. Copeland seconded the motion.
The motion was approved by a unanimous vote.
ITEM XII. 2016 CAPITAL PLAN
The Superintendent recommended that the Board approve the 2016 Capital Plan as presented.
Mr. Copeland made the motion to accept the recommendation and Mr. Presley seconded the
motion. The motion was approved by a unanimous vote.

The Superintendent recommended that the Board approve the following architects for each of the

layout for the New Holt High School construction project. Mr. Presley made the motion to
accept the recommendation and Mr. Copeland seconded the motion. The motion was approved
by a unanimous vote.

ITEM XIX. ANNOUNCEMENTS
1. We want to congratulate several of our Board members who have achieved levels in
AASB’s School Board Member Academy. Those members are:

2. Board work session to be held on Monday, September 12th beginning at 8:30 in the
central office Board Room.
3. The District VII Alabama Association of School Boards meeting will be held at the Hotel
Capstone on Monday, September 12th beginning at 6:00 p.m. At that time, our Board will
be recognized with the President’s Award.
4. “Every Student Succeeds Act” Community Engagement tour will be at TCTA at 6:00 pm
on Tuesday, September 13th.
5. We will be holding Community Forums in each of our six high school clusters. The first
community forum will be held for the Holt School zone at Davis-Emerson Middle
School. It will begin at 6:00 and end around 7:30.
