• To represent, and act as an advocate for, the interests of their communities • To consider and report on all matters referred by Council and its Committees, or any

Bay of Plenty community begins work on Arts & Culture Strategy

A group of arts sector localsllVho want to turn the Bay of Plenty into a hub for creativity and innovation, in turn boosting tourism and the economy, have started work towards a strategy for the region.

Last year Tauranga City Council and Western Bay of Plenty District Council agreed to fund the development of a robust Arts & Culture Strategy for the region. The strategy will provide a clear framework and priorities for council partnerships with the creative sector, and other funding partners, in all arts and culture-related decisions.

Driven by a desire to see the Bay of Plenty become a magnet for innovation, whose residents experience the arts in a positive way every day, a group oflocal creative, business and iwi representatives are working to engage with the sector to create a draft plan to guide all arts and culture events and initiatives in the region.

The process is being facilitated by Creative Bay of Plenty (on behalf of the sector) and Dawn Hutchesson, a national creative sector specialist. It is focused on providing tangible, quality outcomes for the community and will also produce a full implementation plan.

"Arts and Culture strategies which have a partnership approach are proven to strengthen local economies, build engaged communities and encourage innovation," Dawn says.

"Many cities have had great success with creative strategies, from London to Brisbane to Auckland. For example, Dunedin has seen great growth in its creative sector since the introduction of a similar strategy in 2015. Given the similar population and already growing arts and cultural sectors, Bay of Plenty is ripe to make the most of a strategy such as this one."

The strategy, which focuses on the short to medium term (three years), is completely community-driven in its development and will not only help the two local councils and other funding partners prioritise arts projects to ensure logical, sustained growth within the sector, but will help create more vibrancy in

the region. It will also provide clarity around the contribution of arts and culture to the local economy and tourism.

"There's no point in having an outsider, like me, come in and tell your community what to do. I'm here to guide the process, but the strategy itself is being entirely driven by the local community - from those within the creative sector and iwi groups initially and later the wider community as a whole," Dawn says.

She says clarity around the process is incredibly important to those developing it, so communication with the community will be a big part of how the strategy takes shape.

"We don't want any surprises - this is your strategy, so we want the community to take ownership of it It's about your aspirations for arts and culture in your home. We're just driving the conversation between the sector, community and the two councils about the role and value of the arts in the Bay of Plenty and what role our local government plays in catering to these groups," Dawn says.

All residents will get to have their say on the strategy from May this year, before it goes to the councils for adoption in October/November. It is anticipated the strategy will become part of the 2018 Long Term Plan process for both TCC and WBOPDC.

Bay Conservation Alliance

Julian Fitter, Chairperson of the Maketu Ongatoro Wetlands Society presented a paper to the Board outlining the vision and overview of the Bay Conservation Alliance advising that the Bay Conservation Alliance was the trading name for Bay Conservation Incorporated (BCI) whose founder members were: • Maketu Ongatoro Wetland Society Incorporated • Otanewainuku Kiwi Trust • Uretara Estuary Managers Incorporated

• Aongatete Forest Restoration Trust

The Bay Conservation Alliance could: • Bring professional management and expertise to the conservation and ecological

restoration of our natural environment • Work with local and national Governments, Department of Conservation, Iwi and local

and national organisations to develop bay-wide conservation strategies and priorities • Reduce administration loads for small conservation groups and work to reduce

competition for scarce resources • Work with funders towards a more efficient and effective distribution of funds • Provide a powerful voice for the conservation movement and act as a blueprint for other

areas of the country, ensuring that the work currently being done was maintained and expand in the future.

For the operation of the Bay Conversation Alliance, a full-time Chief Executive Officer plus two part-time administrative staff would be employed to provide management and administration expertise, advocacy and communication, marketing, fundraising, education coordination and development and volunteer management and training.

In summary, Julian Fitter requested a letter of support to the Bay Conservation Alliance from the Maketu Community Board.

The Chairperson thanked Mr Fitter for his address and acknowledged his passion and commitment to various conservation groups in the district.

Chairperson's Report

The Board considered a report from the Chairperson dated 18 April 2017 as circulated with the agenda.

April Weather Events

The Chairperson and Board members spoke of the recent weather events of Cyclone Debbie and Cyclone Cook which had caused flooding and numerous slips. There were also instances of fallen trees blocking roadways, and in particular access to and from Little Waihi. In summary the Chairperson noted the following incidents that occurred during/as a result of the storms: • Top end of Arawa Avenue- several trees blown over blocking the road • Little Waihi Road Bledisloe Park end, trees down, slips, flooding to

houses, roadway completely blocked off • Lower end of Arawa Avenue several large gum trees blown down

resulting in a serious motor vehicle accident • Storm drains blocked causing flooding to low lying homes • Large slips on property at Town Point Road • No power throughout Maketu • Evacuation safe point not clearly identified.

Removal of large Gum Trees

The Board reiterated their concern regarding the danger posed by the large overgrown gum trees, particularly those on the land by Arawa Avenue and Bledisloe Park Avenue.

The Transportation Operations Manager had advised that the gum trees were planted on both sides of the road along the property boundaries.

The Board requested that an investigation be undertaken to: • Commission an arborist report to give a general assessment of the

trees • Establish of the ownership of the land the tree were on • Develop a methodology of how the trees may be removed.

The Board was aware that discussions would need to be undertaken with Te Arawa Lakes Trust representatives in regard to the proposed removal of the dangerous trees.

Town Point Road Slip

Board members were advised that where a slip was eight metres from a dwelling, the property owner should contact the Earthquake Commission (EQC) in regard to their respective private property.

Access To and From Little Waihi

The Chairperson highlighted concern regarding fallen trees and roadside debris causing the one road into and out of Little Waihi to be blocked during the recent storm. One access in and out is concerning and the overgrown trees on the Council land on both sides of the roadway needed to be cut back.

Maintenance of Main Stormwater Drains and Culverts

The Chairperson had sought advice and confirmation that regular maintenance and clearing programme to ensure that drainage and main stormwater culverts were kept clean and clear of debris to prevent blockages and subsequent flooding during heavy rain events.

The Utilities Manager had advised that he was happy to meet with the Chairperson to further discuss the maintenance programme currently in place for checking and cleaning open drainage channels and culverts at Maketu. The Utilities Manager would be asked to organise a meeting with the Chairperson in the near future.

The Reserves and Facilities Manager advised that there was a district wide process whereby all main stormwater drains were inspected immediately prior to any notified storm/heavy rain events.

Lyndhurst Avenue Stormwater

Board members were aware of flooding that had occurred through homes in Lyndhurst Avenue during the last storm event.

The Board requested that Westlink confirm that the proposed improvements at the inlet to the culvert directing water across the bottom of Bledisloe Park into the old quarry had been undertaken and that the regular maintenance and inspection of the discharge drain were also being undertaken.

The Board noted that the road was formed the wrong way and a stormwater culvert needed to be installed, with the road realigned to alleviate the stormwater flow and flood problems. The required reading work would be included in the Long Term Plan .

Future Development at No.7 Little Waihi Road

The Reserves and Facilities Manager advised that tenders had been advertised for the suggested fencing and bollards to be installed at No.7 Little Waihi Road. To-date two tender prices had been received .

The Board was advised that the corrugated iron would be moved to the Information Office side of the section and re-erected .

Ngaparaoa Reserve

The Reserves and Facilities Manager advised that the re-development and installation of new playground equipment at the Ngaparaoa Reserve was to begin shortly. While Heritage New Zealand supervision was not required for this work, a local iwi representative had offered to be on site at no charge during the re-development of the reserve.

Long Term Plan - Community Conversations

The Board was advised that as part of the Long Term Plan community conversation process the following dates to meet the public at Maketu have been scheduled:

Maketu Tuesday 13 June Maketu Community Centre Drop-in session with display stalls before the main Community Board meeting

Maketu Community Board Grant Applications - May 2017

Following advertising in the Te Puke Times during March 2017, calling for applications for Maketu Community Board Grant Funding for the 2016/17 financial year, the Board was advised that at the time the agenda had been compiled no applications had been received. One application had since been received and this would be considered at the Board 's next meeting to be held on 13 June 2017.

Infrastructure Services Report Maketu- May 2017

The Board considered a report from the Deputy Ch ief Executive dated 13 April 2017 as circulated with the agenda.

Recent Storm Events

The Reserves and Facilities Manager provided an overview of the recent Civil Defence Emergency Management process put into place during the recent Cyclone Cook weather event.

The importance of each community having thei r own Community Emergency Response Plan had been highlighted and he encouraged the Maketu Community Board to instigate the development of their plans in the near future.

It was highlighted that during the emergency period staff were extremely busy assisting members of the public across the district and were still working to remedy areas that had been damaged.

Te Puke Town Centre Upgrade

Member Cantlon made comment in regard to the Te Puke Highway Town Centre Upgrade and Roadways stating that in his opinion: • While substantial completion of the contract was given on 24 March -

road markings had not yet been done • The car parking areas were 'disgusting ' • The overall quality of workmanship for the contract was disgusting • The resurfacing between Jocelyn and Belvedere Street took three

months and the quality and finish was extremely poor.

He stated that to see a summary like that included in the Infrast ructure Services Report relating to the upgrade was laughable. He also noted that the construction of the roundabouts at Quarry and No 3 Roads, said to be completed by mid April , had not yet started. The bark and planting work was a joke and he could not agree with the comments in this item within the Infrastructure Services Report.

Maketu Community Board members noted that while this was a report about Te Puke Development and Engineering Projects, Te Puke was the service town for Maketu and area residents so comments regarding the

rehabilitation work was being made in that context. Members noted that many people were now shopping in Papamoa rather than going into Te Puke township.

Entrance to the Kohanga Reo (MAS Reference MC217 5.3.10)

The Reserves and Facilities Manager advised that he would set up a meeting with the Kohanga Reo personnel to discuss options to encourage better management of the designated car parking area for the Kohanga Reo users.

Future Car Parking Arrangements (MAS Reference MC116 6.2)

The Board was advised that the Hauora had agreed to a variation to their Resource Consent to reflect the change in the location of the car parking provisions and they would be encouraged to organise the development of the agreed future car parking arrangements.

The Board would like to see the agreed car parking arrangements developed as soon as possible.

Town Point Road Footpath (MAS Reference MC217.5.3.11)

The Chairperson, Councillor Marsh and a representative from Heritage New Zealand had met with local iwi in regard to the proposed route for the Town Point Road footpath. The iwi representatives were happy for the footpath route to be altered as long as the area of sensitivity was not disturbed.

The Chairperson and Councillor Marsh agreed that the face to face discussion had been valuable and had given balance to the cultural sensitivities raised. The Board noted that the application to Heritage New Zealand was expected to proceed without further delay.

A plan showing the required alteration to the footpath route going around the specific area of the koiwi location would be drawn up by Westl ink staff so the area of concern was not disturbed .

Chairperson's Report- June 2017

1. Updates on Items Relating to Maketu

The Chairperson outlined that he and the Board felt some frustration in regard to the t ime taken to complete a number of projects at Maketu and made comment on the following items:

1.1. Maketu Projects Team - Cycleway into Maketu

The Chairperson advised that he had met with the Maketu Projects Team and they had spoken positively in regard to the proposed Maketu Cycleway. In conversations, there had been comments in regard to the proposed route and some alternate suggestions had been put forward. One option was to consider using the stop banks around the Kaituna Wetlands.

Minute Action Sheet (MC116 6.4) within the Infrastructure Service Report advised that staff continue to work with Bay of Plenty Regional Council and Te Arawa Lakes Trust on cycleway options.

1.2. Town Point Road

As reported within the Infrastructure Services Report Minute Action Sheet (MC215 5.3.11) the Board is advised that the application to Heritage New Zealand for the installation of the proposed footpath on Town Point Road had been submitted and was being processed. The position of the Koiwi had been identified and would not impact on the alignment of the new footpath.

1.3. Ngaparaoa Drive Reserve- Playground Proposal

It is great to see that the play equipment is being installed. I am sure that the local kids wi ll be kept busy enjoying this new asset.

Open Session

1.4. Spencer Avenue Reserve Levelling

The Chairperson noted that this had been 'on the books' since October 2016.

The Reserves and Facilities Manager advised that the resource consent application and construction was dependent on the resource consent and funding. It was noted that staff resources had been extremely stretched over the past few months due unforeseen events and staff coping with increased workloads.

1.5 Future Use of Maketu Reserve

The Chairperson advised that options were being explored to have the annual Maketu Kaimoana Festival reinstated.

1.6 Entrance to the Kohanga Reo

Minute Action Sheet (MC417 6.3) within the Infrastructure Service Report advised that the Reserves and Facilities Manager was continuing to set up a meeting with Kohanga Reo to discuss options to encourage better management of the designated car parking area for Kohanga Reo users.

The Chairperson again noted frustration that the parking on the footpath was a health and safety issue causing danger to passing traffic and pedestrian users, and children from the Kohanga Reo were placed in danger.

2. Parking of Heavy Trucks in Urban /Residential Areas

The Board was aware of concerns raised by heavy trucks being parked in an urban/residential street. The following issues had been raised:

• Early morning start-ups woke neighbouring residents . • Heavy vehicles parked on the berms - partially blocking roadways and

footpaths. • Footpaths and berms were being damaged. • Vehicles were not adequately light and visible at night creating a danger to

other road users.

Attempts to resolve the issue with the truck drivers had not been successful and the Board felt that the situation could escalate and they wanted Council to give future consideration to implementing a Bylaw prohibiting parking of heavy vehicles in urban/residential streets.

Recommendation:

THAT the Maketu Community Board request that the Policy Committee give consideration in the forthcoming Long Term Plan to the formation of a Bylaw to prohibit the parking of heavy vehicles in urban/ residential streets within the Western Bay of Plenty District.

3. Re-Marking of Footpaths in the Central Business District

The Chairperson advised that the footpath marking within the central business district on the corner area by Maketu Pies were faded and needed re-marking.

1. Community Conversation

There was an excellent response to the invitation for Maketu residents to engage in a Community Conversation, as part of Council's Long Term Plan Process, on 21st May at the Maketu Market on the Village Green. It was also great to see so many Council staff and Council lors present and involved in conversations. I am sure staff will have valuable feedback for consideration by Council. The drop in session prior to our 13 June meeting from 4.30- 6.30 will also give further opportunity for community dialogue.

It is important that this feedback is processed and have outcomes that our residents have some satisfaction with, and to not feel that it was a waste of their time.

2. Town Point Road Footpath

I look forward to hearing that progress is being made on the plans incorporating the required alterations to the footpath route, following Iwi consultation and also the advice from Heritage New Zealand. This has been a very long drawn out process, and I am hopeful, and ever optimistic, of a completion date in the very near future.

3. Maketu Cycleway

The Mayor and I had a conversation with a concerned ratepayer, representing a group of residents unhappy with the planned route for the cycleway, where it runs along in front of nine houses. If Council still wishes for this to be on the left side of the road, the suggest ion was made that the cycleway be rerouted alongside the stopbank from Kaituna Road to Maketu Road. This would position the cycleway behind all nine houses. I see merit in this suggestion, as a positive solution to the issues raised. Obviously, Bay of Plenty Regional Council will need to be involved in this development, should Council wish to progress this suggestion.

4. Ownership of Trees adjacent to Arawa Avenue

Te Arawa Trust planted these trees on Road Reserve land, in the 1980's, so effectively they are in Council ownership. As a point of interest, these trees were planted for the Dairy Factory, for fuel to run the furnaces.

5. Renaming of Stopped Road way

I received a phone call recently from a ratepayer who is most concerned at the process undertaken to come to a decision on the renaming of the stopped road which was formerly TeTumu Road. It was believed by that person that two councillors alone had come to that decision. I have researched the democratic process undertaken, for this decision- which has taken well over 12 months to this point, involving community, staff, Councillors and Community Board members, Council's Regulatory Hearing Committee, and the Environmental Consents Manager, as well as Parliamentary requirements under the Local Government Act 1974, Sections 219 and 319a. Some would say that it is a tortuous process, but that is democracy, and none of us, Councillors, Community Board members, staff, nor our ratepayers get our own way all of the time. While it is sometimes hard to take, I guess we all have to learn that we don't win every battle, which is just as well. I intend bringing that ratepayer up to speed with the process undertaken to give confidence to the robustness of Council's decision making processes.

1.0 Utilities

1.1 Pongakawa Water Treatment Plant The Pongakawa Water Treatment Plant has been taken offline while alterations are made to the chemical dosing components of the plant. The eastern supply area is currently being supplied water from the Muttons Water Treatment Plant in No. 1 Road, Te Puke.

1.2 Bledisloe Park Avenue and Arawa Avenue Water Main The 450m section of pipe from the pump at the reservoir into Arawa Avenue requires replacement. Archaeological Authority has been approved . Construction to be completed by June 2017.

1.3 Water Meter Installation Project- ESZ (Eastern Supply Zone) Urban and rural domestic customer meter installations are complete. The final stage of this project is to upgrade a number of commercial meter and 'backflow prevention devices'. This work is expected to be completed by end of May 2017.

1.4 Maketu Wastewater Treatment Plant Desludging Structure Alterations to the Maketu wastewater dewatering unit, that produces the sludge, which is applied to the vermicomposting land operation onsite, have been commissioned. It is anticipated that this project work will have no effect on the operational plant over the 2-month construction period.

1.5 Maketu Pump Station Rehabilitation Works Works are currently being undertaken on the internal surfaces of the pump station chamber to replace the protective coating. The existing coating has prematurely failed due to the high levels of gas corrosion within the chamber. The procedure is to remove the existing coating and apply a spray coating of 38mm thick concrete. Expected completion end of May 2017.

1.6 Home Worm Composting Workshops The Waihi Beach workshop was held on 13 May, with 37 paying attendees receiving worm farms. The Omokoroa workshop took place on 27 May with a similar number of paying attendees expected. Further workshops in Katikati and Te Puke are planned for September/October 2017, and will be advertised on Council's website when venues and dates are confirmed. 1.7 SWAP (Solid Waste Analysis Protocol) The second SWAP for the WBOPDC, to analyse the content of rubbish bags and wheelie bins, was undertaken during 22 - 28 February 2017 a detailed report is available on request. However, the key outcomes from the survey are as fol lows.

1.8 Review of Waste Minimisation Management Plan (WMMP) The timeline for adopting a revised WMMP remains for mid-2017. The milestone activities are as follows:

• Issues and Options to Council • Draft WMMP prepared and presented • Consultation with key stakeholders • Hearings, deliberations and adoption of WMMP

A decision was taken to consult with the wider community as part of the Long Term Plan community conversation events that will be running during the months of May and June across our district. Feedback will be provided to Council, which will then be conveyed to the wider stakeholders.

2.0 Reserves

2.1 Dotterel Point Reserve Capital Development (Pukehina) Obtaining BOPRC consent for the new revised design has been obtained. Re-pricing is now being undertaken due to some consent condition required design changes. Implementation will be undertaken as soon as possible once a contractor has been selected. Note - the timing of the future new surf club building does not affect this project.

3.0 Strategic Property

Nothing new to report this month.

4.0 Development Engineering and Projects

4.1 Te Puke Highways- Town Centre Upgrade Contracts in the town centre include:

• The Town Centre upgrade contract with Fulton Hogan. This is in its defects liability period. Minor defects, maintenance or rework is continuing.

• Resurfacing contractor Downer/Westlink has completed the road and parking zones.

• Signs and marking sub-contractor Spraymarks has completed markings (and rework) through the town. Minor changes to the flow of traffic with only the centre lane on each roundabout being marked as a through lane trial appears successful with no significant issues reported. The outer lane is marked as a left turn lane only. Car parks on the south side of the town centre remain unmarked in response to a request from Councillor Marsh. Feedback on this trial to date has been mixed. A signs review in the town centre indicate improvements are necessary and will be effected.

A review and survey of the town centre works has been commissioned and is under preparation.

4.2 Te Puke Highways - Northern Entrance (Raparapahoe Bridge to old Railway Station) Key works that remain on the northern entrance includes the threshold treatment roundabouts at the intersections of Quarry and No 3 Road intersections, followed by final plantings in the area. Designers have reviewed the roundabouts marked out (with paint) on site. The roundabouts designs were modified and tested with a truck. Construction has been delayed by emergency flood damage works and inclement weather. Asphalt construction is now programmed for June/July.

4.3 Te Puke Highways - Pavement Works After discussions with NZTA, further pavement construction works and repairs will now be held over until a new construction season and improved weather. Existing seal coats will be maintained. Second coat bitumen seal coats and line marking are now complete on all completed renovated road sections. Two locations, (Waitangi and Aturaroa section) remain to be completed in the new season. ATP (rumble strips) marking are programmed for completion in June 2017.

Asphalt sealing at Kupuroa canal is programmed for replacement in June/July 2017.

4.4 Waitangi Improvements Construction works have started at this site. Pavement construction will now be deferred until the new season due to inclement weather. However, all other non­road pavement works, i.e. concrete paths, signage works etc. will continue. This includes works on improving bank stability at the Urupa.

5.0 Emergency Management

5.1 Maketu On 21 March, Naomi Luckett attended the Maketu Community Board meeting to discuss the development of a community response plan. She introduced some of the new resources and how the response planning process is generally undertaken. The community board agreed to support the community in developing a plan, to be led by chair of the board, Shane Beech.

On Tuesday, 13 June, EMBOP will attend the Maketu Drop in Sessions prior to the Community Board meeting to support the community response team to promote the response planning in the community.

EMBOP are continuing to liaise with the community on the development of a Community Guide to Emergencies.

5.2 General Emergency Management Activities

Kate Akers has started in her role as Emergency Management Advisor for Emergency Management Bay of Plenty. Kate's role will be looking after the operational readiness capability for the Western Bay of Plenty and Tauranga City.

Due to the April ex-tropical cyclone events the Emergency Operations Centre exercise has been rescheduled for later in the year. Instead, staff will have the opportunity to attend training focussed around addressing lessons learned from the recent events.

A public alerting systems test is scheduled for 3 July. This will involve the deployment of vehicle mounted public warning systems in one of the Western Bay Communities yet to be confirmed. These were successfully deployed around Omokoroa during the last test, so we will look to familiarise another community with the systems this time around.

6.0 Roading

6.1 Community Roading Maketu The Town Point Road footpath project is progressing. Heritage NZ are processing our application.

6.2 Public Transport Network - Public Feedback Request Bay of Plenty Regional Council are about to launch a marketing and engagement exercise to gather feedback on proposed changes to the bus network in the Western Bay sub-region. This will include the SchooiHopper and BayHopper services but does not include the Ministry of Education's rural school bus services.

The Board recorded their frustrations in how the overall management relating to pampas removal at Maketu had been handled. A site inspection with Westlink staff and Western Bay District Council staff held in November identified sites that were to be sprayed, and then mulched . This had not yet been done. If spraying had been completed, it had been extremely ineffective. The large stumps of pampas that were to be ground down have not been touched. A map had been submitted that identified the plants by number that required action. This had been ignored and the overall eradication process of pampas at Maketu had had no effect at all.

Maketu Project Team- Cycleway into Maketu

The Board received a letter from the Chairperson of the Maketu Project Team suggesting that the proposed cycleway into Maketu be on the right-hand-side of the entrance road into Maketu. Board members concurred with the viewpoint put forward by the writer. The Chairperson advised that he had met with the group to discuss the Whakapoukorero Te Arawa Wetland Revised Work Plan 2016- 18 that set out the priority actions to be undertaken in terms of the biodiversity management of the wetland areas near Maketu.

The Biodiversity Management Plan showed future development of the wetland areas on the right-hand roadway entrance into Maketu . It was suggested that a cycle way be built on this side of the road would be more suitable rather that a cycleway negotiating around the power poles on the opposite side of the road.

Regular local cycle groups had been approached and asked if they would use a cycle trail on the left-hand side of the Maketu entrance roadway and they had indicated that they would not. It was noted that more experienced cyclists tended to use developed roadways while more recreational cyclists groups used designated cycleways.

The Deputy Chief Executive advised that designated cycleways were being developed across the district with more focus on recreational destination cyclists . The safety of cyclists using designated cycleways was paramount and the proposed route had been designed with this in mind.

The Deputy Chief Executive advised that he would liaise with Pim de Monchy from the Bay of Plenty Regional Council and representatives from the Maketu Projects Team regarding the proposed wetland future developments in the area.

23 May 2017: Staff continue to work with Regional Council and Te Arawa lakes Trust on cycleway options.

6 April 2017: The roadside section of the trail is being progressed by Westlink. The wetland section, including through Spencer Avenue Reserve is being progressed by Council and BOPRC as a jointly used path.

8 March 2017: Options - A route alongside Maketu Road and within the wetland area are under review. A meeting has been held with BoPRC to consider including a cycleway on the maintenance track in the wetlands area. Arrangements will need to be confirmed in writing with Te Arawa Lakes trust prior to any track development proceeding.

17 January 2017: Initial discussions have been held with BOP Regional Council (BOPRC) who are involved through the biodiversity management plan in place with Te Arawa Lakes Trust. The Deputy Chief Executive advised that parking arrangements for the Hauora building were being discussed with owner/occupiers of the building which would see the development and enhancement of the corner site opposite the Hauora on Wilson Road by the roundabout providing parking for the users of the building and for the general public. Two disability car park spaces would be identified and allocated within the Maketu Community Centre parking area.

24 May 2017: The applicant is in the process of consulting with property owners affected by the proposed on-street parking. Once this is completed, the parking plan can be approved and construction occur.

4 April 2017: Arrangements have been agreed on and a variation to the consent is being processed.

8 March 2017: Parking arrangements are still in the process of being worked out between Council and the developers of the Hauora building to allow the consent issues to be addressed.

Staff are waiting for a final response from the Hauora on the detailed design and timing of the establishment of the required carparks . There is also the need for the Hauora to obtain a variation to their Resource Consent to reflect the change in car parking provision. (Location).

The Board was advised that the Reserves and Facilities Projects & Assets Manager was awaiting design options from Tonkin & Taylor and those options would be presented to Tangata Whenua, which would be followed by a meeting at the Marae seeking feedback on the proposals put forward . The Reserves and Facilities Manager clarified that work involving moving existing rocks along with the introduction of new rocks would be undertaken under the current Resource Consent granted in 2007 as long as the original rock wall footprint was not altered .

The Board reiterated their concern regarding the danger posed by the large overgrown gum trees, particularly those on the land by Arawa Avenue and Bledisloe Park Avenue.

The Transportation Operations Manager had advised that the gum trees were planted on both sides of the road along the property boundaries.

The Board requested that an investigation be undertaken to: • Commission an arborist report to give a general assessment of the trees • Establish of the ownership of the land the tree were on • Develop a methodology of how the trees may be removed.

The Board was aware that discussions would need to be undertaken with Te Arawa Lakes Trust representatives in regard to the proposed removal of the dangerous trees.

16 May 2017: Staff have undertaken an initial inspection of the trees, which are located in the road corridor. A management plan for the trees will be prepared and funding options for removing trees identified.

Board members were aware of flooding that had occurred through homes in Lyndhurst Avenue during the last storm event.

The Board requested that Westlink confirm that the proposed improvements at the inlet to the culvert directing water across the bottom of Bledisloe Park into the old quarry had been undertaken and that the regular maintenance and inspection of the discharge drain were also being undertaken.

The Board noted that the road was formed the wrong way and a stormwater culvert needed to be installed, with the road realigned to alleviate the stormwater flow and flood problems. The required roading work would be included in the Long Term Plan.

A Service Request would initiated for this item.

Member Cantlon made comment in regard to the Te Puke Highway Town Centre Upgrade and Roadways stating that in his opinion:

While substantial completion of the contract was given on 24 March - road markings had not yet been done.

The car parking areas were 'disgusting'

The overall quality of workmanship for the contract was disgusting

The resurfacing between Jocelyn and Belvedere Street took three months and the quality and fin ish was extremely poor.

He stated that to see a summary like that included in the Infrastructure Services Report relating to the upgrade was laughable. He also noted that the construction of the roundabouts at Quarry and No 3 Roads, said to be completed by mid April, had not yet started. The bark and planting work was a joke and he could not agree with the comments in this item within the Infrastructure Services Report

Maketu Community Board members noted that while this was a report about Te Puke Development and Engineering Projects, Te Puke was the service town for Maketu and area residents so comments regarding the rehabilitation work was being made in that context. Members noted that a lot of people were now shopping in Papamoa rather than going into Te Puke township.

Ngaparaoa Drive Reserve - Playground Proposal

The Board was advised that pricing and plans for the new playground were being finalised. Decisions relating to the additional play equipment were yet to be made. Construction was dependent on equipment supply and delivery timeframes along with the availability of a certified play equipment installer.

The Board requested that the Puriri tree in the centre of the Ngaparaoa Drive Reserve be removed and transplanted to another location if possible. The tree removal would allow an open playing field area that would compliment the future development of the reserve.
