1 EXECUTIVE SUMMARY

Wang Components (WANG) ‘Vari-Tap’ ductile iron tapping saddles in sizes DN 100 and DN 150 with 20 mm or 25 mm female threaded BSP off take were appraised for compliance with AS/NZS 4793-2009 Mechanical tapping bands for waterworks purposes.

The DN 100 and DN 150 WANG ‘Vari-Tap’ can be assembled in two different configurations and are suitable for rigid (Type R) or flexible (Type F) applications.

In the ‘Type F’ configuration the WANG Vari-Tap, designated ‘Type F’, is designed for application on Series 2 flexible pipes with pressure classifications PVC-U ≥ PN 9, PVC-M ≥ PN 12 and PVC-O ≥ PN 16.

In the ‘Type R’ configuration the WANG Vari-Tap, designated ‘Type R’, is designed for application on rigid pipes only, typically ductile iron (DI), grey cast Iron (CI) or asbestos cement (AC).

The body component of the WANG Vari-Tap consists of two segments, both manufactured from ductile iron casting and protected by a fusion bonded epoxy coating. The ductile iron castings are coated to the requirements of AS/NZS 4158:2005-Thermal-bonded polymeric coatings on valves and fittings for water industry purposes.

The top and back segments are configured to the desired designation (Type F or Type R) and bolted together with 316 stainless steel bolts, nuts and washers to form a tapping saddle suitable for rigid (Type R) or flexible (Type F) applications. A watertight connection is achieved through the use of a combination hydrostatic lip / compression seal around the connection into the pipeline. The nitrile rubber seal compound is fully compliant with the requirements of AS 1646:2007 Elastomeric seals for waterworks purposes.

Wang Components is nominated as the licencee holder of the Standards Mark Licence Certificate No SMK00278 to AS/NZS 4793, issued by SAI Global for the range of mechanical tapping saddles, described in Clause 3 and 4 of this report.

Wang Components sources its supply of raw ductile iron castings for the WANG Vari-Tap body segments from a ISO 9001 certified ductile iron casting supplier The supply of raw castings is to Wang Components drawings and specifications.

Castings supplied to Wang Components manufacturing facility in Wangaratta, Victoria are inspected and tested for compliance with AS/NZS 4793 and Wang Components quality production procedures.

The polymeric coating is applied by Wang Components approved coating applicator.

Based on the information available and the successful performance under the nominated type test regime this product has been rated ‘A’ with a life expectancy in excess of 100 years. This rating is only a general guide to life expectancy and may increase and decrease as a result of the system operating conditions, preventative maintenance programs, operating environment or other geographical and site features.

Wang Components and their suppliers operate under quality management systems certified to AS/NZS ISO 9001:2008.

1.1 Recommendation It is recommended that WSAA members and associates accept/authorise WANG Vari-Tap tapping saddle, listed in the StandardsMark Schedule referenced in Appendix ‘A’ that are relevant to water supply, recycled water and sewer pressure pipelines provided pipeline design, installation, acceptance testing and commissioning are in accordance with applicable WSAA Codes, WSAA member integrated Codes and the manufacturer’s requirements, where specified.

2 THE APPLICANT Tyco Water Wang Components, a business unit of Tyco Water Pty Ltd, is one of the leading Australian manufacturers and suppliers of Grade 316 Stainless Steel Repair and Tapped Repair Clamps as well as Couplings. These products are marketed under the WANG brand name and distributed through the extensive network of Tyco Water Customer Service Centres throughout Australia and selected Asia-Pacific locations.

The WANG product range is used extensively in the national water, sewerage and gas reticulation infrastructure assets in most capital cities as well as the industrial and agricultural sectors of Australia. Typical markets for our products include water authorities, engineering and civil construction, irrigation, mining and industrial.

WANG Clamps and Couplings are also often sought by overseas markets for similar applications.

Wang Components, formerly privately owned as Wang Industries, was acquired by Tyco Flow Control Pacific and positioned within the Tyco Water group of businesses in 2001. The company was targeted for its unique Stainless Steel product offering to compliment and support the wider Tyco Water range of products on offer to the water and wastewater markets.

The Tyco Water Wang Components is a Quality Endorsed Company and holds an ISO 9001:2008 Certificate of Registration No. QEC 4596 issued by SAI Global. The scope of the accreditation includes “Quality Management System for the design, development, manufacture or assembly, warehousing and distribution of stainless steel pipe couplings, tapping saddles, flange off take clamps, ductile iron products, rubber products, copper alloy fittings and associated accessories for use in the water, gas, sewerage and waste water industrial, marine, petrochemical, mining, irrigation and general industries.

2.1 The Manufacturer 2.1.1 Tyco Water Wang Components The Wang Manufacturing facility is located in Wangaratta, North East regional Victoria and is a significant employer of Australian labour in the region.

The plant manufactures stainless steel products to Australian Welding Standard AS 1554.6 - Welding stainless steel for structural purposes. The manufacturing operation employs a system of manual, automated and robotic operations utilising state-of-the-art stainless steel welding techniques. Pickling and passivation of the stainless steel finished product forms an integral and mandatory part of our manufacturing operation, thereby ensuring the longevity and quality of our product.

The WANG product range has the added significant benefit of being supported by Tyco Water’s research and development facilities and technical resources.

2.1.2 Raw DI Casting Supplier Wang Components sources its supply of raw ductile iron castings for the WANG Vari-Tap body segments from a ISO 9001 certified ductile iron casting supplier The supply of raw castings is to Wang Components drawings and specifications.

3 THE PRODUCT The WANG Vari-Tap tapping saddle provides a means for the connection of property services to reticulated network pipelines with allowable operating pressures up to 1600 kPa (PN16).

The WANG Vari-Tap is designed with two segments that can be assembled together to form a tapping saddles suitable for rigid (Type R) or flexible (Type F) applications.

When configured to Type R, the saddle is suitable for application on rigid pipes that are within the defined 10mm range of the product. Refer to Table 1.

When configured to Type F, the saddle forms a full circle, fixed diameter fitting suitable for flexible pipes with an outside diameter matching the fixed diameter of the saddle. The WANG Vari-Taps are only suitable for Series 2 PVC pipe diameters. Refer to Table 2.

The WANG Vari-Tap is constructed from ductile iron casting that is protected by a fusion bonded epoxy coating designed for and commonly used in Australian the water industry.

The halves are held together with 316 stainless steel bolts, nuts and washers, with the nut coated with molybdenum-disulphide to prevent galling during installation.

A watertight connection is achieved through the use of a combination hydrostatic lip / compression seal around the connection into the pipeline. The nitrile rubber seal, that is fully compliant with the requirements of AS 1646, also provides resistants to contaminants such as oils, diesel and other hydrocarbons.

As tuberculation inserts are not suitable for under pressure cut-in connections, the WANG Vari-Tap is not supplied with these inserts.

4 SCOPE OF THE APPRAISAL The scope of this appraisal applies to the WANG ‘Vari-Tap’ ductile iron tapping saddles in sizes DN 100 and DN 150 with 20 mm or 25 mm female threaded BSP off take.

The DN 100 and DN 150 WANG ‘Vari-Tap’ can be assembled in two different configurations and are suitable for rigid (Type R) or flexible (Type F) applications.

The WANG Vari-Tap tapping saddles designated ‘Type R’ are designed for application on rigid pipes only, typically ductile iron (DI), grey cast Iron (CI) or asbestos cement (AC).

The R tapping bands that are not full circle design are deemed not suitable for use with flexible plastic pipes.

WANG Components recommend their Type R designated WANG Vari-Tap is suitable for pipe types with a stiffness ≥ SN10,000.

5 APPRAISAL CRITERIA

5.1 General Appraisal criteria is determined by the WSAA Infrastructure Products and Materials Network and regularly reviewed to ensure that the criteria reflect the requirements of WSAA members.

5.2 Quality Assurance Requirements The WSAA product appraisal network accepts mechanical tapping saddles manufactured under cover of a third party certified management system complying with AS/NZS ISO 9001 and having ISO Type 5 product certification to AS/NZS 4793, issued by a JAS-ANZ accredited Certification Assessment Body (CAB) or by a CAB accredited by international accreditation system recognised by JAS-ANZ.

5.3 Performance Requirements The appraisal criteria are drawn from AS/NZS 4793:2009 – Mechanical tapping bands for waterworks purposes.

6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements The following Quality Management System certificates and statements have been submitted by Wang Components:

WANG Wangaratta manufacturing facilities is a Quality Endorsed Company and holds an ISO 9001:2008 Certificate of Registration No. QEC 4596 issued by SAI Global. Wang Components has also submitted copies of other relevant Quality Assurance licenses appropriate to the manufacture and supply of DI mechanical tapping saddles. These have not been included in this report due to commercial confidentially reasons.

Refer to Appendix B for copies of certificates of conformity verifying product compliance with AS/NZS 4793.

Complies 6.2.1 Testing of Mechanical Tapping Saddle WANG has provided testing results which have been primarily conducted at the Tyco Water Technologies Laboratory (NATA accredited) and copies of test reports are available upon request from the WSAA Product Appraisal Manager subject to the Applicant authorisation. Batch release testing is done in-house on appropriate specialist testing equipment.

The SAI Global StandardsMark licence offers assurance that the product is manufactured with adequate process and quality controls to ensure compliance with the nominated Product Standard.

6.2.2 Materials 6.2.2.1 Fitting body

The cast ductile iron top and back segments of the WANG Vari-Tap are produced to AS 1831:2007, with material certificates supplied with each batch of castings. The designation of the material used in the WANG Vari-Tap casting is AS 1831/ JS/ 500-7/S.

Material certificates supplied by WANG components indicate that both tensile strength and elongation results exceed the minimum requirements.

The supplier of the ductile iron castings is accredited to ISO 9001 and ISO 14001 by a JAS-ANZ accredited Certification Assessment Body (CAB) or by a CAB accredited by international accreditation system recognised by JAS-ANZ.

Complies 6.2.2.2 Nuts, bolts and washers

The fasteners used on the WANG Vari-Tap are standard M16x2.0 316 stainless steel nuts bolts and washers.

The fastener supplier is certified to ISO 9001:2008.

Complies 6.2.2.3 Elastomeric seals

The compression / hydrostatic lip sealing gasket used in the WANG Vari-Tap is moulded from Nitrile rubber.. The rubber compound has been tested to AS/NZS 4020:2005, and is supplied as conforming to the requirements of AS 1646:2007 under Standards Mark license issued by a JAS-ANZ accredited Certification Assessment Body (CAB) or by a CAB accredited by international accreditation system recognised by JAS-ANZ.

Complies 6.2.2.4 Polymeric Coatings

AS/NZS 4793:2009 requires that thermal bonded polymeric coatings on DI tapping saddles shall comply with AS/NZS 4158:2003.

The ductile iron castings of the WANG Vari-Tap are coated to the requirements of AS/NZS 4158:2003. The coating material used is produced by Jotun in their Thailand facility and is certified to AS/NZS 4158:2003 (License No. SMKP20551).

The coating is applied by an approved coating contractor and applied by a fluidised-bed method, in accordance with AS/NZS 4158.

The facility is audited by SAI Global as part of the SAI Global product surveillance audits for AS/NZS 4793 accreditation.

Jotun also conduct independent testing on fittings coated by the approved coater.

Accepted 6.2.2.5 Effect on water

The design of the WANG Vari-Tap means that only the fusion bonded epoxy coating, nitrile rubber sealing gasket and fitting inserted into the thread outlet are exposed to the potable water. As both the gasket and coating are certified to their respective standards AS 1646 and AS 4158, which include conformance to effect on water requirements of AS/NZS 4020, no additional potable water testing has been completed. 6.2.3 Design 6.2.3.1 Fitment and attachment

The assembly drawings of the WANG Vari-Tap supplied show that it forms a full circle around the pipe with positive stops preventing pipe crushing in Type F applications.

To ensure ease of installations the bolts are retained in the back half of the fitting, where the bolt head is seated in a recess to enable installation with a single tool from above the pipe.

The assembly testing detail in the performance section demonstrates the WANG Vari-Tap’s ability to be installed in both Type F and Type R applications. Complies

6.2.3.2 Outlet threads

The WANG Vari-Tap use a parallel thread conforming to ISO 7.1:2008 Pipe threads where pressure-tight joints are made on the threads - Dimensions, tolerances and designation, machined into the ductile iron casting. Machined threads are gauged with a calibrated go/no-go gauge to ensure the specifications are met.

The parallel threaded outlet match the threaded connection provided on the WANG range of stainless steel tapping saddles. Complies

6.2.4 Performance 6.2.4.1 General

Performance testing was completed by Tyco Water Technologies, who are NATA accredited for testing to AS/NZS 4793:2009.

Performance testing was performed on a KTFD-0122T025 (DN100 x 25) and a KTFD-177T025 (DN150 x 25) as per the requirements on AS/NZS 4793:2009, section 4. As the Vari-Taps are suitable for both Type F and R applications, tests include OPVC Class 500 PN16, and rigid pipe samples at the maximum and minimum of the range.

Copies of the relevant test certification have been provided with the appraisal submission, but not included in this report for commercial confidentially reasons.

Note: the part numbers of the product were revised before the product was released. Part numbers listed on test certificates may not exactly match current part numbers.

6.2.4.6 Resistance to rotation, longitudinal sliding and depressurisation

The resistance to rotation, sliding and depressurisation tests were carried out as per the requirements of clause 4.1.6 and Appendix D of AS/NZS 4793, with the results provided in type test certificates T65184 and T65209. All steps of the tests conformed to the requirements of the standard. Complies

6.2.4.7 Bi-metallic couple

The bi-metallic couple test was carried out as per the requirements of clause 4.2 of AS/NZS 4793, with the results provided in type test certificate T65195 – Vari-Tap DN100 Bi-Metallic Coupe Test. Electrical resistance was well above the 50,000Ω requirement.

The bi-metallic couple test was not completed on the DN150 as the DN100 results showed the slight increase in pipe surface contact between the DN100 and DN150 would not significantly reduce the resistance value. Accepted

7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION Each WANG Vari-Tap is supplied with a double sided installation guide attached to the tapping saddle. The installation guide contains written and pictorial steps to product configuration and installation, with a pipe compatibility table on the reverse side.

A copy of the installation instruction can be found in Appendix E.

As the installation instructions provide sufficient information for an installer to achieve a successful installation, there is no requirement for additional training.

Tyco Water is happy to provide product feature and installation tips and techniques training as requested.

9 PACKAGING AND TRANSPORTATION

The WANG Vari-Taps are packaged in cardboard cartons designed to prevent damage from handling or transport vibrations. The quantity of saddles per carton is dependent on the product weight:

• DN100 shipped with four per carton (carton weight 12kg)

• DN150 shipped with two per carton (carton weight 8kg)

10 PRODUCT WARRANTY The WANG Vari-Tap is covered by normal commercial and legal requirements of the Competition and Consumer Act 2010, which covers manufacture to the relevant Standard.

11 LIFE EXPECTANCY Subject to the mechanical tapping saddle installation being in accordance with the manufacturer’s requirements and the relevant WSAA Codes the following life expectancy ratings can be expected for the different applications, before major rehabilitation or replacement.

• ‘A’ for water supply – with polymeric coating to AS/NZS 4158, life expectancy in excess of 100 years before major rehabilitation or replacement.

• ‘B’ for pressure mains conveying “typical” sewage – with polymeric coating to AS/NZS 4158, life expectancy in excess of 50 years before major rehabilitation or replacement. Typical sewage is considered to be non-saline, with pH >6.0 and a TDS less than <1500mg/L. Specialist materials advice should be sought for sewage compositions outside this “typical” guideline composition limits.

These ratings are only a general guide to life expectancy. The rating may increase or decrease as a result of care exercised during installation, system operating conditions, operating environment and other geographical and site-specific factors.

12 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT

As this is a new product design, Tyco Water is not aware of any performance monitoring or independent assessment that has been performed on the WANG Vari-Tap.

13 DISCUSSION Tyco Water Wang Components has provided copies of all quality certificates, product schedules, copies of the in-house test reports and a complete set of product data sheets. Much of this material is ‘commercial in confidence’ and to which reference only may be made.

Examination of all the submitted documentation provides an expectation that the range of Vari-Tap tapping saddle manufactured by Tyco Water Wang Components outlined in this report are ‘fit for purpose’ in water supply and recycled water supply pipeline networks.

The table below highlights the recommendations of use for the WANG Vari-Tap.

15 REPORT RECOMMENDATION It is recommended that WSAA members and associates accept/authorise WANG Vari-Tap tapping saddle, listed in the StandardsMark Schedule referenced in Appendix ‘A’ that are relevant to water supply pressure pipelines provided pipeline design, installation, acceptance testing and commissioning are in accordance with applicable WSAA Codes, WSAA member integrated Codes and the manufacturer’s requirements, where specified.
