Agroupof local domestic violence organisa-tions and volunteers have found a novelway to raise awareness on domestic violen-ce and to support victims of abuse.
Write Yourself Free is a stop motion ani-mation project, but the organisations invol-ved first need to find the funding to createthe awareness film. They’ll be doing thisthrough the crowd funding site www.thun-dafund.com, where donors can pledge a do-nation in exchange for a reward.
The awareness film revolves around thevictim falling in love, but experiencing se-veral kinds of abuse and either doesn’tknow it is a formof abuse or needs guidanceto get help. Eventually, the victim writesthemself free and gets the necessary help.The story will run alongside a poem beingrecited, which will reinforce the film’s mes-sage. The end of the animation will showca-se organisations and provide informationon how to seek help.
All major pledgers will be given a three-second showcase before the ending credits,which will include the names of the people who pledged funding.
Other rewards include name recognitionof film and website, a notebook and pen, aDVD of the whole campaign, and other goo-dies. Donors can even get their very ownpersonalised stop animation film.
Fundraising ends on Sunday 30 Novem-ber and once funding has closed the projectcreator, Jowyn du Plessis, domestic violen-ce organizations involved and volunteerswill start working on the stop animation aswell as all the rewards for the pledgers/bac-kers.

Golie Gouws is a principal with princi-ples.“It is imperative that in our ongo-
ing striving for excellence,we creatememo-ries that will last a lifetime,” says TableView Primary’s newest principal.This yearwas his first in CapeTown after
several at a private school in Gauteng.“In private schools, especially in Gau-
teng, it is considerably competition-based.These schools focus on selling the best pro-duct to parents, who very much prefer tosend their children to a private school. Inthe Cape I find it different. Here parentsconsider the final product and what the dif-ferent add-ons are for the children, be it agovernment school or a private school,”says Gouws.
Sport cultureThe keen principal hopes to endear the
school to the surrounding community byachieving on the sport field.This is also howhe aims to “creatememo-
ries that will last a lifetime”.“The culture in the school should be that
the learner wants to do sports. This is thedriveweare aiming for, and I thinkwehavetaken big strides in establishing that,” saysGouws.Headds that academics are anequally im-
portant ingredient in achieving excellence.Yet, more often than not the community
only hears about academic achievement afew times a year, whereas news of suprema-cy on the sport field happens farmore regu-larly.“Any child has the necessary talent to do
well in some sport or other. They must justbe exposed to the proper coaching or facili-ties so they can flourish.”
This year a new pavilion was built at theschool, so now sportmeets have a “differentdimension”.The swimming pool area has also recei-
ved a face-lift, with newly-erected shadenetting to protect supporters from the wea-ther.Even the cricket/hockey field now has a
few stands for the crowd.The pavilion and the covered stands will
not only benefit the parents, but also the le-arners who will be protected from the sunduring inter-house meetings.
Improved structuresGouws says this will translate to better
performance on the field.When Gouws was asked how his philoso-
phy has contributed to the school’s success,he said he did not want to take any credit.“All I did was put improved structures in
place.”This includes improved communication
between teachers and parents, but as alrea-dy established, sport flows through Gouw’sveins.The school’s World Cup initiativeand the new cross-country team is some-thing he is particularly impressed with.Other noteworthy changes include rug-
by, hockey and netball C and D teams(which previously suffered from limitedmatch exposure) competing in the Play forthe Future tournament, and more matchesbeing played in the three winter sports.Gouws,whoused to coach, has split loyal-
ties when it comes to which rugby team hesupports.“I want the Lions players at the Stormers
to do well,” he smiles.“One Monday whenI came to school the roads were extremelyquiet, so I thought it was a public holiday,because the Stormers finally won a game.As it turned out there was an accident onthe N1.”

Since the introduction of the Implanoncontraception device at public healthfacilities in February, city health has
trained nearly 200 staff members on the in-sertion technique.More than 15 000 deviceshave been implanted since the newmethodwas introduced.The city is now increasing its capacity to
provide Implanon to women at public he-alth facilities amid increasing demand.Implanon is a device that provides con-
traception for women for three years afterinsertion. The device is a rod that is inser-ted under the skinwith a preloaded applica-tor. A trained practitioner inserts it into asmall incision in theupper arm. It stays the-re, releasing a progesterone-like hormonefor up to three years to prevent pregnancy.“This method of contraception differs
from the more established methods in thatwomen do not have to remember to take apill every day or return for an injection eve-ry few months. It gives them more controlover their health, well-being and reproduc-tive choices, especially women for whomunplanned pregnancy is undesirable or ahealth risk.“However, it is important to note that
while the device protects against pregnan-cy, like other contraceptive methods, wo-
men must still take the necessary precauti-ons to prevent sexually transmitted infecti-ons,” said the city’s mayco member forhealth, Benedicta Van Minnen.The device is provided free of charge to
clients at public health facilities. The sideeffects are rare and generallymild, with on-ly a small percentage of women requiringremoval of the device. Forwomenwhowishto conceive, fertility is restored within twoweeks after the removal of the device.Between February and September 2014,
city health has observed amarked increasein requests for the Implanon device, asshown in the number of implants comple-ted at clinics across the metropole.“We are expecting demand for the device
to increase, which is why we are trainingmore of our staff members to meet that de-mand. Ideally we would like to see Impla-non become as mainstream as other met-hods of contraception, which continue to beavailable to our clients, but I dowant to cau-tion that the device would not be suited towomen with certain medical conditions orwho are on certain medications.“Our staff are, however, on hand to help
women make the choices that are right forthem, both from amedical and lifestyle per-spective,” added van Minnen.

Animal centre enjoys new home

After a harrowing seven months, thefolks at Lucky Lucy Animal RescueFoundation can finally exhale after
moving to their sprawling new grounds inMalmesbury.Having called Kraaifontein home since its
inception in 2010, the organisation was for-ced to vacate its premises when notified inApril that the land would soon be developedfor low-cost housing.The news spelled disaster for this organi-
sation, one of only a few pro-life organisati-ons that tries to relieve the plight of severelyneglected and abused township and streetanimals in and around Cape Town.They currently house almost 300 destitute
animals, which they have lovingly nursedback to health.“What a journey it has been! When we he-
ard we had three months to move at the be-ginning of April, we had no alternative pre-mises to move to and literally no funding todo it with,” says spokesperson AdeleSpreeth.
Extended stay“We immediately started strategising. Ne-
ver ever were we going to let the animalsdown,” she says adding it had been their ho-pe to buy their own land, which would secu-re the future of the foundation.Land owner John Mathews, the CEO of
Garden Cities, met with the foundation andagreed to extend their stay on the land untilthe end of October, something Spreeth saysthey would be ever grateful for.The organisation eagerly started raising
funds and within months a miracle happe-ned when an anonymous donor donatedenoughmoney for them to buy a tract of landon the N7.“We now had a property, but no funding
for themove, and continued fundraising.Wetook it week byweek, telling the public whatwe needed.With the support from several businesses
and private individuals, many who want tostay anonymous, we could continue to buildour dream rescuecentre.”They started building the new centre in
August, with volunteers working weekendafter weekend and fulltime staff workingovertime to get everything done in time.“We laughed, we cried and we are all a lot
fitter and stronger but we made it.”
Big move“During The second last week of October
we were able to move all our cats to the newcattery on the farm and last week we were
able to move all the dogs,” she said.“There are so many people to thank, we
cannot start naming all as the list is solong and we don’t want to miss anybody.To each and every person, and every
company that has helped us. Thank youfrom the bottom of our hearts!”Spreeth says the work goes ahead and
they will be busy for the next few monthsmaking sure the dogs and cats get the bestthey can provide.“Only three of our 20 bigger camps are
comfy ‘homes’ and our rehab facility stillneeds to be completed to improve the stayof our fury friends there.”
Continued improvementsTo continue improving the rescue cen-
tre, Spreeth says they will still need the
following items: shade cloth, roof sheets, pa-ving, old wooden garage doors, wood, winebarrels, kennels, cement, solar lights and a so-lar geyser.To get to the new farm, take the N7 turn-off
from theN1 towardsMalmesbury and proceedpast the Melkbosstrand turn-off. From theSwartland Engen One Stop (N7) towards Mal-mesbury it is exactly 9.6km on your right.When you get to the board that says “Mal-
mesbury 20”, slow down. The grounds areabout 400 meters from there on your right.

tween the USA and SouthAfrica is like comparing cheesewith duckweed. America hasprobably the best law enforce-ment in the world, yet isunable to curb gun crime. Letme correct Lategan on a fewpoints.No state in the USA bans
citizens from owning firearms– it is merely the degree oflack of control of them whichvaries wildly. Texas is one ofthe largest states and NewYork one of the smallest. A fargreater proportion of New YorkState citizens live in cities,whereas in Texas the popula-tion is largely rural.As crime tends to be more
prevalent in cities than thecountryside, the inference canbe drawn. There are other
demographic differences aswell.Lategan appears to be the
South African ambassador forthe NRA and possibly sub-scribes to their ridiculousclichés such as: “the onlydefence against a bad guy witha gun is a good guy with agun” and “guns don’t killpeople, people kill people”.It’s true but also begs
questions. How did the badguys get the guns in the firstplace? Possibly from good guyswho were careless aboutsafeguarding their firearms?Guns don’t kill people, they
merely make it very easy forpeople to kill people – often inlarge numbers.Our firearm laws are excel-
lent. I wish the same could besaid about the people supposedto be protecting us.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000,the public and interested parties or groups are given the opportunity to submit comments,recommendations or input to the municipality. The closing date for comment is 31 January 2015.

Through this Proposed Transaction, shareholders of TSH,reflected below, will also have acquired a 5% or more financialinterest in each of SunWest andWorcester:

A very busy Zanne Stapelberg poppedin to TygerBurger recently to chatabout one of the performance
highlights of her year.The soprano will once again be perfor-
ming at this year’s Classical Christmas/Klassieke Kersfees concert and says she lo-ves the beautiful setting for the show thattakes place at theLiqui-FruitAmphitheatrein Paarl.“It’s almost as if people become kinder to
each other this time of year,” Zanne says.She says people come to the concert with
a spirit of love and happiness, creating awonderful atmosphere.Coupledwith that isthe mass choir and symphony orchestraperforming well loved bilingual Christmasfavourites.“It’s just generally suchahappy, uplifting
concert,” says Zanne.
Down-to-earthZanne will be joined on stage by Jannie
Moolman, Robbie Wessels, Corlea Bothaand Cobus Snyman.“Man, I love Corlea,” she says.The twoworked together for the first time
at the Innibos festival in Nelspruit.Zanne describes Corlea as down-to-earth
and sweet. “It’s almost as if she’s unawareof how great she is and that makes her socharming.”She’s also performed with Jannie and Co-
bus before, but never with Robbie. “I thinkI might challenge him to sing some operanotes,” she jests.Zanne’s favourite Christmas song is “O,

SURPLUS APPORTIONMENT - UPDATE
As advised in Surplus Communication Number Four, the Trustees have submitted theproposed project plan to the Financial Services Board to complete a SurplusApportionment Scheme (detailing how the surplus is to be distributed amongsteligible stakeholders).
The Actuary appointed by the Fund to assist the Fundwith its Surplus Apportionmenthas analysed the data required for the surplus calculations and has requested that theadministrator of the Fund provides additional data in order to complete the surplusapportionmentcalculations.
Since most of the data required were not stored electronically as the data is requiredfrom January 1980, the administrator is in the process of extracting the data frompaper records which has significantly lengthened the process of finalising the data forthesurplusapportionment.
The Trustees have thus submitted a revised project plan to the Financial ServicesBoard to complete a SurplusApportionment Scheme(detailinghowthe surplus is tobedistributedamongsteligible stakeholders).
The Actuary needs to finalise the calculations before the Trustees of the Fund canconsider theSurplusApportionmentScheme.
As mentioned earlier, the Actuary has requested additional data required forcalculating the proposed distribution of surplus and to identify thememberswhowillbeeligible for surplus.
Please note that registration as a formermember of the Fund is not a guaranteethatanysurpluspayment isdue,as thiswill onlybe finalisedoncetheauthoritieshaveapprovedthescheme.
The Surplus Apportionment Scheme has to be formally approved by the FinancialServices Board before any payments can start. This approval process can take manymonths, and isnot likely tobe finalisedbefore theendof2015.
Therearesixmainpoints tounderstandat this stage:1. The process is going to take a long time to complete. This is not the fault of the Trustees or the
Administrator of the Fund, but simply due to the complexity of all the required steps, as prescribed inlegislation. It isnotpossibleat this stage togivean indicationofwhentheprocesswill becompleted.
2. It is unlikely that there will be much money, if any, to distribute to active Fund members as formermemberswhodid not receive both their and the Employer's contributionswhen they left the Fundhavetobepaidbeforeanysurpluscanbeawarded toactivemembers.
3. Nocashpaymentscanbemade toanyonewhois still anactiveFundmember.4. No payments will be made until the required approvals from the authorities have been obtained and
the surplus process is completed. As the surplus process will not be completed this year no paymentstoanypotentiallyeligiblepastmemberswill bedone thisyear.
5. Once the surplus apportionment process has been completed every past memberwho has registeredwith the Fund will receive a letter from the Fund advising them whether they have qualified for asurplusbenefit ornot.
6. Similarly every active Fund member will also be advised by the Fund in writing as to whether theywill benefit fromthesurplusapportionmentornot.

The Milnerton mid-amateur took the leadwith an opening 74, but registered an unsa-tisfactory 84 in the second round that cut hereight shot advantage to just four strokes.
But Smith made the trip to Pretoria a me-morable one when she showed the chasingpack her heels with a closing 76 to seal a ru-naway nine stroke victory in the Champi-onship Division with a winning total of 14-over-par 236.
Smithwon the SA JuniorOpen and the SAWomen’s Amateur Match Play in 2000. Thesame year, she lifted the Jackie Mercer Tro-phy as the leading amateur in the SA Wo-men’s Open and the following year, won theSA Women’s Open in her rookie pro season.
Capping a solid seasonThe triumph followed closely on her re-
cent triumph at the Boland Women’s Mid-Amateur and caps a solid season for Smith.
“I’m absolutely delighted to add this titleto my national tally,” said the 36-year-old
former professional.“This victory means so much to me. I real-
ly wanted to win this title and I preparedwell for the championship. But the older youget, the harder it gets and it don’t think itcould get any harder than this week.”
Although her final total was well over thetarget she set herself at the start of the week,Smith was nevertheless thrilled with theoutcome.
“After the first round, I thought six overwas a reasonable target, but the secondround just killed me,” Smith said.
“I struggled to get going and was five overby the time she reached the turn. We werecalled off and sat around for nearly twohours towait out the lightning.After thebre-ak, I just couldn’t get things going and thebogeys just added up.
No mistakes“I still had a four shot lead, but I knew I
would have to limit my mistakes in the finalround. Liezl (Smit) and Jane (Mackenzie) ca-me at me hard on the front nine, but by thetime we reached the turn, I was pretty confi-dent that I could win it.
“The course played incredibly long and Istill had five bogeys on my card, but I can’ttell you how wonderful it was to finally
knock in a birdie putt at the 17th. And finis-hing with a par at the 18th was just the icingon the cake. This is a victory I will cherishfor a very long time to come.”
Smith from Prince’s Grant closed with an81 to take second on 243 and finished fivestrokes clear of defending champion SonjaBland and fellow KwaZulu-Natal player,Mackenzie.
Bland closed with an 81, while former pro-fessional Mackenzie from Ladysmith signedfor a final round 84.

The stench of human waste and rottinggarbage hangs heavily in the heat.With flies buzzing lazily around fae-
ces, children use an empty beer crate as amakeshift car just a couple of meters away.Years of refuse is scattered around the ti-
ny community of illegal dwellers, who livejust a few hundredmeters away fromHappyValley in Blouberg Dunes.Sporadic pockets of human settlements
are well hidden in the lush vegetation onnational department of public works (DPW)land.Just over a kilometre to the west and to
the south, people sit in comfortable houses,completely oblivious to the human plight ontheir doorstep.
Dire situationTheir main concern is the increase in cri-
me, supposedly directly related to the infor-mal residents living in Blouberg Dunes.TygerBurger and sector 1 community poli-
ce forum chairperson Barrie Jarrett visitedone of these dwellings last week, and the un-deniable fact is that the humanitarian situa-tion inwhat is knownasTokkietown, is dire.The tiny community of about 20 people na-
med the informal settlement Tokkietown,apparently a reference to the drug tik. Oneof the squatters claim his family have beenliving there for two years.According to Jarrett, the residents recent-
ly received eviction notices from DPW.If this is true, it leaves their future as dull
as the colours of the faded Democratic Alli-ance election poster used to stop a wall fromleaking.According to the latest information, DPW
believe they have already been removedfrom the land, the department of social deve-lopment can only help in terms of connec-
ting dwellers with family members, and thecity can only provide interim relief for vic-tims of fire or flooding.Talks that DPW is in the process of trans-
ferring the huge tract of land (Erf 1117) tothe city is apparently not true.Siyabulela Mamkeli, the mayco member
for human settlements, says the city is not
involved in matters relating to this land.
A public works responsibility“DPW owns the land on which the Happy
Valley informal settlement and a number ofother structures are situated, therefore, allmatters pertaining to this land and the occu-pants must be referred to them,” says Mam-
keli.“Should DPW require the occupants to va-
cate the land, it will be their responsibilityto obtain a court order, normally carried outby the sheriff of the court, and to provide al-ternative accommodation for those affected,if the nature of the order requires this.”

At the time of writing, DPW had more than100 hours to answer the eight questionsasked by TygerBurger and in the processmissed two of this newspaper’s deadlines.
Despite receiving thequestionsmiddayonThursday, they only started giving attentionto them on Tuesday morning, more than 10hours after the first deadline.
Reaching outThe only information coming from DPW
at the time of going to print was that the peo-ple living in the informal settlementwere re-moved “a long time ago”, so according tothem there is no Tokkietown.
DPW therefore “only now concern them-selves with Happy Valley”.
Sihle Ngobese, spokesperson for WesternCape minister of social development, AlbertFritz, says they have contact with this groupof residents after they were invited in Julyby the Concerned Residents of Blouberg(CROB) group.
“After an assessment of the situation byour social workers, the team embarked ona door-to-door exercise to reach out to theresidents of the informal dwelling, and of-
fered services to those who had expressedthe desire for assistance.
“Thekey services soughtwere in assistingmany of the residents to reconnectwith fam-ily and relatives, and to verify if any childprotection services were required. The de-partment prioritised rendering assistanceto the children who were found at this site,”said Ngobese.
To this effect, 11 families were assessed on15 July and they were apparently all foundto have family in Atlantis and reported theycame toHappyValley so they could be closerto job opportunities.
“Among the 11 families, only two familieswere found to be living with their children.Social workers from the department, withassistance fromthe local councillor, assistedin relocating the children from the two fami-lies to Atlantis,” he said.
If the children were relocated, then theymust have returned to Tokkietown to live insqualor.
According to Ngobese, the team of socialworkers returned for a follow-up visit on 5November (surprisingly on the very sameday TygerBurger was there).
Humanitarian responseNgobese says they will remain in contact
with the dwellers through theirMetroNorthregional office and be available if any fur-ther assistance is needed.
“Who will help us?” asks one of the resi-dents.

Jarrett visits the dwellers regularly in hisCommunity Policing Forum and private ca-pacities.
On the one hand he responds to the objec-tions from the residents in sector 1 andhelpssafeguard them against crime that seeming-ly originates from Tokkietown on Erf 1117,and on the other hand he hears the childrencries and does what he can from a humani-tarian perspective.
“Whose responsibility is it to care forthem?” asks Jarrett.
“Whowill find themalternative accommo-dation? What is to become of the children?It simply cannot go on like this,” he con-cludes.

den, painted a room and built a closet foritems such as residents’ board games.
According to the home’s manager, AletBosman, it was a sight to see the dimuni-tive King drilling holes in the wall likea professional.
The Springbok Scout Award is thehighest honour a scout can get, given toscouts who change communities for thebetter.
“It takes quite long (to get the award),”laughs King.
“You can start at around the age of 11and must complete it before you’re 18.”
Numerous steps need to be completedbefore earning the award.
“It ranges from doing survival courses,first aid, map reading and so forth. I’vegot one thing left to do, which is my hikeduring the last week of November inGroot Winterhoek. It is about 47 km,” shesays.
Even thoughKing is veryhappy to soonqualify for the award, this isn’t the rea-son she’s helped those in need.
“We were all rejuvenated and ener-gised by the change we made at EricMiles,” she says.
Bosman said King had to work 40hours, but “definitely” worked longerthan that.
“She is an amazing kid and so mature!Her leadership skills are amazing andshe is the keenest worker I have evercome across,” exclaims Bosman.

NoraGrose has been elected as council-lor for ward 23 after just over a quar-ter of the community cast their votes
during the by-election last week.In a landslide victory, the Democratic Al-
liance’s (DA) Grose won with 98.93%.Her closest rival, Henrik Sackson of the
African National Congress, only managedto get 56 people to vote for him.There were just over 19 000 registered vo-
ters, but only 5 217 people turned up to casttheir ballot for their next ward councillor.Grose is replacing previous councillor

The third Friends of Blaauwberg Con-servation Area (FoBCA) Youth Oyster-catcher Count (OCC) for this season
took place in wonderful beach-walkingweather recently.
Around midway between Eden on the Bayand Melkbosstrand, the count was only twooystercatchers, and a “by-count” of a deadseal. However, the final total oystercatchercount for the day was 57.
Youth who joined teacher Heinz Geigerand Blaauwberg Nature Reserve’s conser-vation student Dale Slabbert, were SarahMetelerkamp and Shaun Nothard, bothfrom Elkanah High School.
Sarah, who has responsibility for herschool’s Oystercatcher Project (under theumbrella of the school’s environmental ac-tivities portfolio), said one of the first thingsparticipants learn during the walks, is thatoystercatchers don’t catch oysters at all,
and in fact live on mussels and other smallmarine pool creatures.
An avid devourer of knowledge, one ofShaun’s extra-mural activities involvesworking in their school library. Participat-ing in an OCC for the first time, he was ex-hilarated to be on the beach and learningso much whilst having fun.
The next OCC is scheduled for 08:00 onSaturday (15 November), meeting at the My-Citi bus stop in the parking area at Eden onthe Bay.
OCCs will continue every second Satur-day through the summer, including the hol-iday period.
