Welcome to the 2012-2013 Cal North State Cup! The Under 12 – Under 13 teams are scheduled to play their preliminary round matches at Morgan Hill Outdoor Sports Center on 6 grass fields (Morgan Hill 1-6) and 2 artificial turf fields (Morgan Hill Turf S and Morgan Hill Turf F.) The semifinal and championship matches are scheduled to be played at Bartholomew Sports Park in Elk Grove. All fields at Bartholomew Sports Park are artificial turf fields. Please note any special park rules included in this packet. Also in this packet you will find the phone numbers of the District Representatives who comprise the Cal North State Cup Committee, the hotline numbers for the venues, the schedule of games, maps, the most up to date list of individuals who have a suspension yet to be served from previous Cal North Cups and other cup-related information. Any discrepancies on the Cup Suspension List should be brought to the attention of the Third Vice Chairman Chair and the Cal North Programs Coordinator immediately so that we can research and resolve any potential problems. To receive the most up-to-date information please refer to the Cal North website or the hotline number which is provided in this pamphlet. If after using these resources you still have questions, you should contact the Cal North State Cup Representative from the district in which your team is registered. While we have provided a set of maps in the packet, you may wish to advise your team that the web site has a link to all of the field maps. Further, the web site also has the brackets and the schedules for all of the teams. To: Coaches and Team Administrators From: Cal North State Cup Committee and Programs Staff The following information is provided to assist you in having a pleasant experience at the Cal North State Cup.

1. Be sure to read and understand the Team Instructions and Requirements.

2. PLEASE refer to the Cal North State Cup Directives and Rules. These rules can be found on the specific cup pages on the Cal North website as well as in the Cal North Team Manual. It is highly recommended that you download and carry these rules with you in your team binder throughout the Cal North State Cup competition. You will be held responsible for knowing and following these rules. These rules are the rules that each applicant team agreed to abide by at the time they completed the Cal North State Cup application. Don’t let a lack of knowledge of the rules create a negative situation for your team.

3. Please remember that weather can change the original play date to an alternate

date. Teams must be available for any posted play date.

4. Although it is an excellent source of information, DO NOT RELY SOLELY on the Cal North web site for up-to-date information. It is important that you call the hotline number to get last minute information (the hotline number will be posted on the website). This is especially important if the weather is an issue.

TEAM CHECK IN REQUIREMENTS FOR

UNDER 12 – UNDER 13 STATE CUP

ONE HOUR PRIOR TO YOUR FIRST SCHEDULED GAME ONE REGISTERED TEAM OFFICIAL (COACH, ASSISTANT COACH, or TEAM MANAGER) MUST REPORT TO THE CUP HEADQUARTERS TENT AT MORGAN HILL OUTDOOR SPORTS CENTER IN ORDER TO COMPLETE THE CREDENTIALS CHECK IN. PLAYERS DO NOT NEED TO ATTEND THIS CHECK IN, THEY WILL BE CHECKED IN BY REFEREES ON THE FIELD. DUE TO SPACE CONSTRAINTS PLEASE SEND ONLY ONE REGISTERED TEAM OFFICIAL TO THE CHECK IN. THE TEAM OFFICIAL IS RESPONSIBLE TO DO THE FOLLOWING: 1) One hour before your first match of the weekend, check in with Cup Staff to report the team’s arrival and confirm

that the team has in its possession the official team roster, the member passes with the completed and signed Medical and Liability Release forms on the back of the pass and 1601 registration forms for each and every player containing the signed Medical and Liability Release sections.

2) Report the names of any registered team officials and/or players on the team’s roster who are listed on the Cal North Cup Suspension report and relinquish the member pass for the individual(s). The member pass(es) will be returned to a registered team official once the suspension has been served.

3) Sign the game card roster verifying it is correct. Cal North will provide the game cards that include the official team

roster. 4) Receive any instructions, schedule changes or announcements from Cup Staff 5) Pick up the souvenir cup pins for the team. Each team is required to have their team binder in their possession during the course of the Cal North Cup event including during travel to and from the games and on the sidelines during each warm up and game. Team credentials should be securely filed in a 3 ring-binder. The Cup Staff must be given immediate access to the team binder immediately upon request. Team binders must contain the following documents:

1) The most current version of the team’s official 2012/2013 Cal North team roster which includes any added, transferred and released players and that has been validated in the Cal North Registration database by the team’s District Registrar.

2) A 1601 membership form for each player registered to your team. The consent for medical treatment / hold

harmless statement must be signed by the player’s parent or legal guardian in original ink. The 1601 forms must be arranged in order the players are listed on the roster. 1601 FORMS MUST BE PRESENT AT EVERY TEAM FUNCTION, INCLUDING THROUGHOUT THE DURATION OF ALL CUP GAMES.

3) A US Youth Soccer member pass for the 2012/2013 season which has been validated in the Cal North Registration

database by the team’s registrar. There must be a validated member pass for each registered team official and each player registered to the team. Each member pass must be laminated. Individuals whose member passes are not laminated will not be permitted to play. A maximum of four team officials with validated member passes will be permitted on the team sidelines in the team’s technical area during the game. PLAYER’S PASSES MUST HAVE THE IMPORTANT MEDICAL & LIABILITY RELEASE SECTION ON THE BACK OF THE PLAYER PASS COMPLETED AND SIGNED BY THE PLAYER’S PARENT/GUARDIAN.

4) Referees will conduct a pre-game inspection of the players’ uniform and equipment and will ensure that each player

and each registered team official has a valid member pass before allowing the individual to participate in the game.

TEAMS WILL FORFEIT ANY CAL NORTH CUP GAME IN WHICH AN INELIGIBLE OR IMPROPERLY CREDENTIALED PLAYER PARTICIPATES. THE TEAM WILL BE DISQUALFIED FOR FURTHER CUP PLAY AND ANY DISQUALIFIED INDIVIDUALS AND REGISTERED TEAM OFFICIALS WILL FACE ADDITIONAL DISCIPLINARY ACTION.

Teams participating in Cal North Cup events are advised that due to an increasing number of complaints and incidents regarding inappropriate behavior on the sidelines at soccer matches, the Cal North Board of Directors has instructed the referees to remind each team of PIM 10-3 section B of the Cal North Policy Interpretation Memoranda and to inform the team officials during their pre-game instructions to the teams that it is Cal North’s intent to enforce this policy. All spectators should be advised accordingly as it is the coach who is ultimately held accountable for the behavior of the spectators associated with his or her team. Please help us enhance everyone’s enjoyment of the game by reminding your team members and spectators of their obligation to abide by this procedure.

PIM 10-3 RULES OF PLAY

B. Coaching from the sidelines, giving direction to one’s own team on points of strategy and position, is permitted provided:

I) No mechanical devices are used.

II) The tone of voice is informative and not a harangue.

III) No coach, substitute, or player is to be anywhere but at his/her bench area during the game. A team’s bench area shall be that area one (1) yard from the touchline and extending to ten (10) yards, one way, from the half-line only.

IV) No coach, substitute, player or spectator is to make derogatory remarks or gestures to the referees, other players, substitutes, or spectators.

V) No coach, substitute, or player is to use profanity.

VI) No coach, substitute, player, or spectator is to incite, in any manner, disruptive behavior of any kind.

The penalty for violating PIM 10-3, Section B may include ejection from the game and disciplinary action by the Board of Directors of this Association.

Serving Suspensions in Cal North Cup Play It is the team's responsibility to ensure that any individuals who are ineligible to participate due to suspensions from Cal North Cup matches in previous seasons or from a suspension that was earned in a Cal North league game, tournament game or game at a District Event are properly disclosed to the Cup Staff and that the individuals do not participate in any Cal North Cup matches until their suspension has been served. Suspension earned in Cal North Cup matches carry over from one season to the next season and the suspensions earned in Cal North Cup matches may be served only during Cal North Cup matches, Region IV Championships or in US Youth Soccer National Championship Series or Presidents Cup games. NO EXCEPTIONS! Accordingly the individuals included on the Cal North Cup Suspensions to be Served list are NOT eligible to participate in any 2012-2013 Cal North Cup events or US Youth Soccer Cup events until they have served their suspension according to these requirements. Individuals serving suspensions from league or tournament games (including District Cups) must serve their suspensions in their next Cal North game, including Cup games. When the team representative checks in the team, he/she needs to inform the Cup Official at the check-in that the team has an individual who needs to serve a suspension. If the team has the member pass for a suspended individual in their possession, the pass must be turned in to a Cup representative at the time the team officials reports to cup staff prior to the team’s first game. The member pass will be returned to you by Cup Staff when the suspended individual has served his/her entire suspension and is eligible to participate. If your League or District are retaining the pass until they receive confirmation that the games have been served in cup, the team must provide a form from their District or League Disciplinary Committee so that the a staff member can complete the form to verify all games served by the individual and the team can submit it to their League or District. It is important to note that allowing a suspended player or coach to participate in a Cal North Cup match or US Youth Soccer cup match prior to their suspension being served in its entirety will result in the team forfeiting any game in which that individual participated. Forfeiting one game automatically disqualifies a team from Cal North Cup and there are substantial financial penalties assessed for the forfeiture of Cal North Cup games.
