    Welcome Welcome to the 2017 Pirelli International Rally. After several years running the event at National A status, all the organizing team are delighted to be able to bring the ‘International’ title back to our event, along with the opportunity to be a part of the FIA Celtic Rally Trophy. This year, as in 2016, we are the only mainland event to host both the Prestone MSA British Rally Championship and the Mintex MSA British Historic Rally Championship. Add to that the Motoscope Northern Historic Championship, the SG Petch ANECCC Rally Championship and the Armed Forces Land Rovers, and we believe it has all the makings of a classic event. To run an event of this size takes an enormous amount of time and effort: many people work right throughout the year to make the event a success. We are very lucky to receive support both financial and in kind from so many people and organizations, so to everyone who helps us we say thank you. To our main sponsor ‘Pirelli’ who have supported this rally for 26 continuous years, we are so grateful for your help and support. As always, we will strive to run an event that you are proud to give your name to. The rally will follow a similar pattern to 2016: we will run the Historic Section over four long stages (all first usage) on Saturday morning, giving them a early afternoon finish, and the BRC section (Leg 1) will follow in the afternoon (preceded by a ceremonial Start), returning early evening to parc fermé in Carlisle. BRC Section (Leg 2) will repeat the four stages on Sunday morning before a Ceremonial Finish in the town of Brampton (new for 2017) giving in total one hundred stage miles all in the Kielder forest. To everyone involved we wish you an enjoyable weekend’s motor sport, but above all, we wish you a safe weekend’s motor sport. Please make safety a priority in everything you do, and please remember that it is not always someone else’s responsibility to keep you safe. ‘You’ have a responsibility to ‘yourself’, so whether you are competing, servicing, marshaling or here as a spectator, we hope you truly enjoy the event that is best known as ‘The Pirelli’.     Supplementary Regulations 1. Introduction

    1.1. This rally will be run in compliance with the FIA International Sporting Code and its appendices,

    the 2017 FIA Regional Rally Sporting Regulations, the Motor Sports Association National Sporting Regulations which comply with the FIA regulations, the 2017 Motor Sports Association Technical Regulations for national homologated cars and these Supplementary Regulations. It will comply with the provisions of The Motor Vehicles (Competitions and Trials) Regulations 1969 as amended. Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins (issued by the organiser or the Stewards). Additional information has been published in the Rally Guide, issued on 18th Feb 2017 The 2017 FIA Regional Rally Championships Sporting Regulations can be found at www.fia.com Competitors taking part intending to score points in any of the championships referred to in 1.1 above must be fully conversant with, and adhere to, the relevant regulations governing the Championships of which this event forms part.

    The Pirelli International Rally, (Historic Section Nat A/B) takes place over Special Stages 1 to 4, on Saturday 29th April. It is open to all historic cars complying with the event and Championship classes and technical regulations. It is a round of the Mintex MSA British Historic Rally Championship and Motoscope Northern Historic Rally Championship. This section is also open to modern two wheel drive cars, MSA log booked complying with the event classes and technical regulations. The Pirelli International Rally (International, BRC Section, Nat A/B) takes place over Special Stages 1 to 8, and is open to historic and modern two wheel and four wheel drive cars, and is a round of the FIA Celtic Trophy and Prestone MSA British Rally Championship. The SG Petch ANECCC Stage Rally Championship will form part of this section but will finish after Special Stage 4, end of Leg 1. Crews are reminded that Rally 2 will be available for crews failing to complete Leg 1. This will be governed by BRC 21 through to 21.2.4. The Pirelli International Rally (Clubman), (Sunday Nat A/ B) will take place over Special Stages 5 to 8 of The Pirelli International Rally and is open to any cars MSA log booked. The Armed Forces Rally Team will compete over Special Stages 1 to 8 of the BRC Section. Note: International licence holders in homologated cars must enter the International Permit event . Competitors wishing to score points in the FIA Celtic Trophy must enter the International event.

    4. Entries

    4.1 Closing date for entries Seeded Entry List closes 23:59 Saturday 15th April 2017. Final Entry List closes 23:59 Wednesday 19th April 2017. Entries received between Sunday 16th April and Wednesday 19th April 2017 are subject to a £200 surcharge.

    4.2 Entry procedure 4.2.1 Entries can only be accepted via the link on our website: www.pirelliinternationalrally.co.uk.

    Anyone unable to access this website should telephone the Entries Secretary on 01768 771219 for further instruction. Submission of an entry, online or otherwise, establishes a contract with Cumberland Sporting Car Club Limited and full payment must be made or paid by a receipt issued by the competitor’s National Sporting Authority. Any competitor failing to make a full payment will be reported to the MSA and their ASN for breach of contract. Competitors who submit an entry and withdraw it at a later date must still pay the full amount of their entry fee and appropriate refunds will be made as per Article 8.12.

    4.2.2 Entrants other than the driver or co-driver must hold an appropriate Entrant’s Licence. A copy of this licence must be received by the Entries Secretary no later than Saturday 15th April 2017.

    4.2.3 Competitors will have the opportunity to purchase the following additional documents, publications and plates using the online entry system:

    4.2.5 Any indemnity and/or declaration as prescribed below which is signed by a person who has not reached their 18th birthday shall be countersigned by that person’s parent or guardian, whose full names and address shall be given. An entry may be made by electronic means of communication must be made by the parent or guardian, whose full names and address must be given (MSA GR H32 and MSA GR D12.3.8).

    4.2.6 Any person under the age of 18 signing-on as specified in MSA GR D13.1 (where the Parent is not present) must be accompanied by a Guardian who must produce a written and signed Authorisation from the Parent to act as Guardian (MSA GR D13.1.1).

    4.2.7 The Organisers reserve the right to accept or refuse entries at their discretion. All entries will be acknowledged but will not be accepted until after the closing date for entries.

    4.3 Number of competitors accepted and classes 4.3.1 The maximum entry for the event is 180 and the minimum entry is 80. The minimum for each

    class is 5. Should the minimum figures not be reached, the Organisers reserve the right to cancel the meeting, amalgamate classes or reduce the awards lists as deemed appropriate. They also reserve the right to reduce stage mileage should the minimum number of entries not be reached.

    4.3.2 The organisers will accept the first 120 fully paid up entries received and place them on the provisional list of starters. On Saturday 15th April 2017 applications for a place on the seeded entry list will close. On Saturday 22nd April 2017 a seeded entry list will be drawn up consisting of the accepted entries and others at the organisers’ discretion. If more than 180 applications for entries are received, the entries that are not on the provisional starters’ list will be placed on the list of reserves in date of receipt order. All entries placed on the provisional starters’ list and any reserves will receive full route and servicing information made available online on Saturday 15th April 2017. The entry list will close finally on Wednesday 19th April 2017. Entries added to the starters’ list at this time may not be seeded on the final starters’ list. Route or servicing information may not be available prior to the event for these entries. Entrants are required to indicate on their entry form their eligibility for the various Championships and Awards

    4.3.3 The order of starting will be at the organisers' discretion but, to assist seeding, entrants should note their previous results on the Entry Form. Details contained on the entry form along with advice from the relevant championship will be the primary sources of information for seeding. Failure to disclose the competitor’s previous results may lead to incorrect seeding, which may not be rectified. Details of the Competitors’ start numbers will be emailed to Entrants on Saturday 22nd April 2017. A list of scheduled starting times will be posted on the Official Notice Board at Rally HQ at 21:00 Friday 28th April 2017. Start times for Leg 2 (BRC Section) will be issued in a bulletin.

    4.3.4 Competitors are advised that the information they provide will be stored in a computer retrieval system and may be used for organisational purposes and retained for subsequent entry information on other events.

    4.3.5 Where applicable, the entry fee has been based on the current Forest Enterprise road charges. Should there be any variation in these charges it may be necessary to levy a supplementary

Any indemnity and/or declaration as prescribed below which is signed by a person who has not reached their 18th birthday shall be countersigned by that person’s parent or guardian, whose full names and address shall be given. An entry may be made by electronic means of communication must be made by the parent or guardian, whose full names and address must be given (MSA GR H32 and MSA GR D12.3.8). Any person under the age of 18 signing-on as specified in MSA GR D13.1 (where the Parent is not present) must be accompanied by a Guardian who must produce a written and signed Authorisation from the Parent to act as Guardian (MSA GR D13.1.1). The Organisers reserve the right to accept or refuse entries at their discretion. All entries will be acknowledged but will not be accepted until after the closing date for entries.

    The organisers will accept the first 120 fully paid up entries received and place them on the provisional list of starters. On Saturday 15th April 2017 applications for a place on the seeded entry list will close. On Saturday 22nd April 2017 a seeded entry list will be drawn up consisting of the accepted entries and others at the organisers’ discretion. If more than 180 applications for entries are received, the entries that are not on the provisional starters’ list will be placed on the list of reserves in date of receipt order. All entries placed on the provisional starters’ list and any reserves will receive full route and servicing information made available online on Saturday 15th April 2017. The entry list will close finally on Wednesday 19th April 2017. Entries added to the starters’ list at this time may not be seeded on the final starters’ list. Route or servicing information may not be available prior to the event for these entries.

    4.5 The preferred method of payment is direct bank transfer, referenced with the DRIVER’S FULL NAME. Competitors may also pay by cheque, which should only be made payable to Cumberland Sporting Car Club Ltd and sent by post to the Entries Secretary whose address will be on the entry form. Cheques must arrive within TWO working days of submitting the entry online. Entries received will not appear on the list of unseeded entries until full payment has been received. Submission of an entry, online or otherwise, establishes a contract with Cumberland Sporting Car Club Limited and full payment must be made or paid by a receipt issued by the competitor’s National Sporting Authority. Any competitor failing to make a full payment will be reported to the MSA and their ASN for breach of contract. Competitors who submit an entry and withdraw it at a later date must still pay the full amount of their entry fee and appropriate refunds will be made as per Article 8.12. Withdrawn entries must be advised in writing either by post or e-mail to the Entries Secretary. The date of withdrawal will be the date of receipt by the organisers

    The Entries Secretary must be advised in writing of any modifications to entries.

    4.6.1 Refunds

    Entry fees may be refunded, less an administrative charge of £50, up to Saturday 15th April 2017. After this date refund of entry fees will be at the discretion of the Organisers, except in the circumstances referred to Article 4.6.2. Reserve entries that are not offered a start will receive a full refund subject to MSA GR H30.1.3(c).

    4.6.2 If the rally is cancelled or postponed, entrants will have their entry fees refunded in full, with the exception that, under these circumstances, the organisers may retain up to £100 to cover administrative expenses (MSA GR H31.1.2(a)).

    5 Insurance

    5.1 Vehicles must have Insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be either, by extending an existing motor policy to cover the event, or, by purchasing additional cover as an adjunct to an existing motor policy.

    5.2 If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor.

    5.3 If a competitor wishes purchase additional cover via the organisers then they can do so prior to the event providing they comply with the following: Age 19 years or over Has held a full licence for a minimum of 6 months Has no more than 6 points on their licence Has has no more than 1 fault claim in the last 3 years The vehicle has valid Tax, MOT and is currently insured for road use

    5.4 Anyone aged less than 19 years old will also be accepted at the same price should his co-driver be a more senior member of their family or over 25.

    5.5 Any competitor who falls outside these parameters may be offered cover at equivalent terms or an agreed price, if approval from Reis Motorsport Insurance has been obtained by the event organisers, prior to the event.

    5.6 Additional cover provided by this scheme is only effective whilst the vehicle is actively competing in the event, and remains under the control or direction of the event organiser(s). Cover will cease immediately if you are precluded, excluded or retire from the event.

    5.7 The Event Organiser’s RTA scheme is provided by Reis Motorsport Insurance and underwritten Zenith Marque Insurance Services Limited.

    6 Advertising and Identification 6.1 Competitors must make available to the Organisers of the event specific areas (2017 MSA GR

    H29.1.2) on the vehicle as shown on the diagrams in Appendix 4. BRC Section as per BRC Regulation 9.2 Historic Section as per BHRC Regulation 6

    6.2 The organisers will supply all event decals including door plates, door headers, competition numbers, high visibility numbers, and front and rear plate.

    6.3 High visibility numbers must be placed on both rear side windows.

    6.4 Rally plates must be displayed at the front and rear of the car.

    6.5 The position of all materials noted is as shown in the diagrams in Appendix 4. 6.6 Competitors may be requested, but will not be obliged, to carry further advertising in areas

    other than those specified in Article 6.1.

    6.7 Competitors who do not provide the space required in Article 6.1 or affix decals in positions other than shown in the diagrams may be REFUSED A START or EXCLUDED from the final results as appropriate to the case.

    6.8 Competitors are reminded that all numbers and plates must be removed on completion of, or retirement from, the event. (MSA GR J4.1.7)

    7 Tyres (BRC Section) All BRC registered crews must comply with BRC 30.1 through to 30.5, non-registered crews must also comply, with the exception of 30.1.4, (non BRC registered crews may use tyres whose manufactures are not on the BRC designated tyre supplier list).

    8 Fuel

    8.1 Although not mandatory all non BRC crews are strongly advised to use the facilities provided by

    Vital Fuel. The ordering procedure can be found at. www.vitalequipment.co.uk/brc-control-fuel-order-form-28-w.asp

    8.2 There will be two main re-fuel areas on the event. The first will be at rally HQ and will be

    open from 14:00 Friday 28th April. The second re-fuel will be located at the Kielder service area (this will be open when the service area is operational) Re-Fuel zones are the only areas within the service park where refuelling may take place. They will be accessible for service crew from within the service area, but are also accessible from the road section after service out control. All crews MUST re-fuel in the Re-Fuel zone (or for non BRC crew) may use commercial fuel stations on the route. No refuelling may take place within the service bays.

    8.3 The event has been granted permission to modify MSA GR J 5.13.4 to allow fuels that comply with the specification set out in Appendix J of the FIA International Sporting Code, Article 252.9.1. As a consequence, all entrants (non historic) whose entries have been received and accepted for this part of the event will be considered to be aware of, and to accept, this regulation change. This regulation is subject to final approval by the Motor Sports Association (MSA GR D 4.1.4).

    9 Reconnaissance and Subjective Route Notes

    9.1 Reconnaissance ( RC2, RC3, RC4, RC5, BRC Classes 1-5, BRC National Cup, Cadet BRC and BRC Junior only) Reconnaissance will be governed by BRC Regulations 14 through 14.4.6, plus these supplementary regulations: Competitors must signify on the entry form their intention to take part in the Reconnaissance. They must download and fill in the Reconnaissance Registration form from the competitor section of the event website, and bring the completed form to Reconnaissance Registration, Failure to complete this form may lead to being refused a reconnaissance. Reconnaissance Documentation will take place on Friday 28th April 2017 from 08:00 to 08:30, located at the start of SS1. The route and the timing have been designed to finish as close to the location of the Shakedown as possible, allowing crews who wish to, to participate in both. A Road Book covering the Reconnaissance road sections and schedule will be available to download along with the main road book from the secure competitor’s section of the website (no hard copies will be available at Reconnaissance registration). The organisers strongly advise competitors to check with their own insurers that they have valid insurance cover to take part in the Reconnaissance. The organisers will also take details of the Reconnaissance vehicle. The organisers may at their discretion and with the agreement of the Stewards of the Meeting refuse a start to any competitor who is found to have carried out unauthorised practice or reconnaissance over the route of any Special Stage. Those living on a Special Stage, or who may have cause to drive along a Special Stage for whatever reason, should inform the organisers in advance.

    9.2 Specific Restrictions At Reconnaissance Documentation competitors will be issued with Reconnaissance Identification Plates, which must be fitted to the side windows of the vehicle. Failure to do so will be deemed to be a breach of Reconnaissance Regulations.

    9.2.1 There is a speed limit of 30 mph (48 km/h) on Special Stages during Reconnaissance. Calibrated Radar speed checking equipment will be used. The recce will be run to a convoy system. Vehicles will proceed through the Special Stages at intervals of approximately 20 seconds. This interval must be maintained throughout each Stage. Competitors numbered 1 to 15 will start in seeded order. All other competitors will start in order of arrival. Competitors disrupting the flow of the convoy in a way which, in the opinion of the organisers, causes or could cause danger to other competitors may be penalised. Drivers may proceed through the Special Stages only when instructed by officials. Unless advised to the contrary, each vehicle and competitor may traverse each stage only twice. Judges of Fact will be observing driving standards. Competitors are reminded that the roads to be used as Special Stages are not closed to other traffic during the Reconnaissance and that Forestry Commission operations will be in progress in certain areas.

    9.3 Subjective Route Notes Competitors may purchase from Patterson Agencies a choice of subjective route notes. Only the Route Note Documents provided for the 2017 event by Patterson Agencies may be used (MSA GR R25.9). This does not, however, preclude competitors from making notations thereon to suit their own purposes. In all circumstances, competitors are advised that the organisers accept no liability or responsibility in the use of the subjective route notes. Subjective Route Notes may only be purchased direct from Patterson Agencies. Please refer to Article 8.17 for ordering information.

    10 Administrative Checks

    10.1 The Pirelli International Rally 2017 (Nat A/ B sections) has been inscribed on the 2017 FIA International Sporting Calendar, under the heading “National Competition with Authorised Foreign Participation” (NCAFP), therefore competitors from any one of the European Union (or comparable) countries holding National Competition Licences issued by those countries may enter.

    10.1.1 International events: Drivers and Entrants must hold a valid Driver/Entrant International Rally licence. Co- drivers must hold an International Rally licence.

    10.1.2 National A events: Drivers and Entrants holding a licence issued by the Motor Sports Association must hold a valid Driver/Entrant National A or International licence. Co- drivers must hold an International or National licence valid for National A stage rallies.

    10.1.3 National B events: Drivers and Entrants holding a licence issued by the Motor Sports Association must hold a licence valid for National B special stage rallies. Co-drivers must hold a licence valid for National B stage rallies. All crew members must be a member of CSCC, BAMA, Roger Albert Clark Rally Motor Club or a club which is a member of one of the following Regional Associations:

    Association of North East & Cumbria Car Clubs Scottish Association of Car Clubs Association of Northern Car Clubs Association of Northern Ireland Car Clubs

    10.1.4 EU licence holders will be subject to MSA General Regulations whilst competing (MSA GR A2.3.1).

    10.1.5 Competitors are reminded of the MSA's requirements for Entrants’ Licences as laid down on the Licence Declaration Form and in the 2017 MSA Year Book.

    10.1.6 All Competition Licences and Championship Registration Documents will be inspected at Documentation.

    11 Scrutineering, Sealing and Marking

    11.1 Scrutineering and Documentation for all competitors (except Sunday Clubman’s section) will take place on Friday 28th April 2017 (14:00 to 20:00) at Rally HQ. Competitors in each section of the event must have completed all of their paperwork and signed on by 20:00, failure to do so may result in penalties under MSA GR R32.2 (dd), and a competitor so penalised may be deemed a non-starter and his start number allocated to a reserve. Crews taking part in Sundays Clubman’s section will have a time on Saturday 29th April for Scrutineering and Documentation allocated to them in final instructions. Scrutineering will take place in accordance with the timetable in Article 3 and will be located at: H&H Group PLC Exhibition Hall Montgomery Way Rosehill Carlisle CA1 2RW NY 429 557 N54° 53’ 33” W2° 53’ 27” (N54.8925 W2.890833) At scrutineering, cars will be examined for compliance with the 2017 FIA and MSA tyre, technical and safety regulations as well as for class eligibility (attention is drawn to MSA GR J5, MSA GR R46 – R49 and MSA GR Section K). Each entrant and driver will be assumed to have full knowledge of the car and its eligibility for the class entered.

    11.2 Mud flaps All cars must be fitted with mud flaps complying with MSA GR R48.1.12 (ALSO Appendix J Article 252,7.7).

    11.3 Windows Side windows if of glass must be of laminated or toughened glass, and if of toughened glass must be coated on the inside with a clear transparent safety film (Appendix J Article 253.11).

    11.4 Drivers’ safety equipment Drivers’ helmets, overalls and FHR devices must comply with 2017 FIA and MSA Regulations and will be checked, examined and authorised at pre-event scrutineering. Safety Helmets must conform to current FIA and MSA regulations (MSA GR K10.1 – K10.4) and must be worn on special stages (MSA GR R25.3.1). Drivers and co-drivers shall use seat belts (MSA GR R25.3.1) in conformity with MSA GR K2.1.2, K2.1.3 or K2.1.4 and MSA GR R48.10.4 and FHR devices R25.3.3. All cars shall have fire extinguishing systems as per MSA requirements (MSA GR R48.10.5 and MSA GR K3). Drivers and co-drivers are reminded that they must wear flame-resistant overalls (MSA GR K9.1 – K9.3) on all Special Stage rallies (MSA GR R25.3.2).

    11.5 Sound levels The Organisers will conduct static Sound Tests prior to the start. These will be conducted in accordance with MSA GR R4.1 & MSA GR J5.18. All competitors’ vehicles must pass these tests which will allow for a maximum of 100 DB(A) at 4500 rpm using the 0.5 metre test. Competitors entered in FIA homologated vehicles must comply with FIA International Sporting Code Appendix J, Article 252.3.6. Failure to do so may result in exclusion or a refused start.

    11.6 National requirements

    11.6.1 For competitors entering the International event, only the FIA technical regulations apply to the car. For all others the MSA technical regulations will apply and competitors entering the homologated classes must comply with their FIA homologation papers.

    11.6.2 Competitors are asked to nominate a preferred scrutineering time on the entry form. The Organisers will use their best endeavours to allocate competitors with their required time, but this cannot be guaranteed. Should the entrant fail to indicate a preferred scrutineering time, the organisers will nominate a time. A schedule showing competitors’ actual due time for scrutineering will be published in Competitor Information 1. Competitors failing to comply with the published scrutineering timetable may be penalised by the Clerk of the Course under MSA GR R32.2 - Chart 32.2 - Penalties (dd).

    11.6.3 Competitors wishing to carry onboard camera(s) during the event must declare this to the Chief Scrutineer on arrival at scrutineering and then complete the necessary documentation (MSA GR R48.10.10). Cars must be presented at scrutineering with the camera(s) fitted. Cameras that are affixed to the outside of the vehicle by temporary fixing devices including, but not limited to, suction devices, must also be attached to a permanent bracket or non-removable bodywork by means of a restraining strap. Cameras that extend outside the extent of the door mirrors when viewed from the front of the vehicle are prohibited.

    11.6.4 The Organisers may request the removal of video footage from onboard cameras deemed to be offensive or of a sensitive nature should it be posted on the Internet or social media websites. Any competitor who does not comply with this request may be reported to the MSA for further action.

    11.6.5 Competitors’ attention is drawn to the MSA requirement, as detailed in MSA GR R46.1.5 and MSA GR J5.20.13, that it is now mandatory to carry an environmental spill kit.

    11.6.6 Cars must be presented in the same condition as they intend to compete. Decals must be affixed as detailed in Article 6. Failure to comply will result in scrutineering being refused.

    11.6.7 A valid MOT Test Certificate must be produced at Scrutineering for any car required by UK law to have one. (MSA GR R46.1.1, MSA GR Part 3 – Appendix 2(24) and MSA GR R46.1.2). Failure to produce this document will lead to a REFUSED START.

    11.6.8 A validated MSA Competition Car Log Book (MSA GR J2, R25.2, R46.1.3) must be made available at Scrutineering, and on demand throughout the event for each car. If applicable, FIA Homologation Forms valid must also be provided and made available at Scrutineering, and on demand throughout the event. Historic cars competing must also make available at Scrutineering an FIA or MSA Historic Vehicle Identity Form. Failure to provide the relevant forms will either lead to re-classification (where appropriate) or to a REFUSED START or EXCLUSION.

    11.6.9 At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain competitors’ vehicles will be selected for post-event scrutineering. Failure to present the vehicle at the nominated place and at the time designated may be considered a breach of MSA GR C3.2 and may be penalised under Article 18.10.

    11.6.10No studs, chains or non-skid attachments are permitted (MSA GR R48.5.1). All Championships - where classes in the various championships differ from those for this event, the relevant Co-ordinator /Secretary will be responsible for the allocation of points.

    11.6.11Except where covered by Championship regulations, vehicles with forced induction (except diesel engines) and rotary engines will have their engine capacity increased by 70% to establish their class. (MSA GR J5.4.1).

    11.6.12All competition decals will be available at the Rally Help Desk. The Rally Help Desk will be at Rally HQ, where the Official Notice Board will also be situated. An additional notice board will be situated at TC0 to display start times for the BRC section only.

    12 Other Procedures

    12.1 Ceremonial Start The Ceremonial Start (Historic Section) will be held at Rally HQ on Saturday 29th April 2017 at 08:00. The Ceremonial Start (BRC section) will be held at the Pirelli Tyres factory, Dalston Road, Carlisle. The top thirty cars and crews will leave in seeded order from the pre-start holding area at Rally HQ at 09:30, to be at the Ceremonial Start approximately one hour before the due start time of the first car. All remaining cars and crews will be required to be at the Ceremonial Start approximately half an hour before their due start time. Exact timing will be advised in a bulletin. The BRC Ceremonial Start is within the private grounds of the Pirelli factory. This will be a private function with up to 2000 invited guests. Only competing crews will be allowed entry past the security gates, there will be a public viewing area outside the security gates, but each team will be given four passes to allow access inside the factory grounds. This will only be on foot with vehicles left in the visitor’s car park. Any other access permission can only be granted by contacting [email protected]

    12.2 The Ceremonial Finish/Awards Ceremony for the Historic Section will be at Rally HQ. The Ceremonial Finish/Awards Ceremony for the BRC section will take place in Brampton Town Centre, CA8 1RW. NY 530 611 N54° 53’ 33” W2° 53’ 27” (N54.8925 W2.890833)

    12.3 The organisers authorise crews to check in before time without incurring any penalty at the following Controls: TC 4C, and TC 8C.

    12.4 Special Procedures

    12.4.1 Timing – General

    12.4.1.1 For all sections of the event (inc International) timing will be governed by Target Timing (MSA GR R31.1 – R31.2.1) as per MSA Blue Book NOT FIA RRR’s using digital clocks operated by officials under the control of an MSA Approved Timekeeper.

    12.4.1.2 All controls will open 15 minutes before the Due Time of the first car and close 15 minutes after the Due Time of the last competitor still running (MSA GR R30.1), having taken into account any delays.

    12.4.1.3 To be classified as a Finisher a crew must report, with their car, at all controls within their permitted maximum lateness (Article 16.4).

    12.4.1.4 It is the competitor's responsibility to ensure that his times are correctly recorded and that Time Cards are handed in when and where instructed. Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish a time.

    12.4.1.5 Controls, Signs and Stage Procedures will conform to MSA GR R29.

    12.4.1.6 For 2017 The Pirelli International rally will continue to use the yellow flag system. Competitors are reminded to read and understand the Yellow Flag procedures as prescribed in MSA GR R25.6.4. “On passing a Yellow Flag displayed by a Marshal wearing a Marshals’ tabard, the driver MUST immediately and significantly reduce speed as well as being prepared to stop at any time; at no time must they overtake any safety vehicle they encounter on the special stage route. The driver must then follow the instructions of any Marshals and/or Stage Safety personnel and maintain this reduced speed until leaving the Special Stage. Failure to comply with this rule will incur a penalty at the discretion of the Clerk of the Course.”

    12.4.1.7 Each special stage will have a Bogey Time set at 70 mph for unsealed surfaces which will be indicated on the Time Cards.

    12.4.1.8 Competitors will receive penalties on Special Stages as follows: Under Bogey - Bogey Time Over Bogey -Actual Time Taken

    12.4.2 General – All Competitors

    12.4.2.1 Unauthorised pre-event reconnaissance, practising or testing over the special stages on this event is forbidden (MSA GR R5.1.4).

    12.4.2.2 Any Competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be REFUSED A START or EXCLUDED FROM THE RESULTS as appropriate. The only exception to this regulation will be for persons who live on, or whose employment causes them to travel along, part of the route used on the event.

    12.4.3 Penalties

    12.4.3.1 Competitors will start with zero time penalties. The results will be established by adding together the times taken during the Special Stages and the time penalties incurred on the road sections together with all other penalties expressed in time. The competitor with the lowest total will be the winner and so on. (MSA GR R40.1.1).

    12.4.3.2 If there is a tie, the competitor who accomplished the best time for the first Special Stage will be declared the winner. If this is not sufficient to be able to decide between the tied competitors, the times of the second, third, fourth, etc., Special Stages will be taken into consideration. MSA GR R40.1.2.

    12.4.3.3 To be classified as finishers, Competitors must complete all Special Stages and report to all controls without accumulating over 15 minutes of lateness or incurring a penalty of exclusion.

    12.4.3.4 The penalties in “MSA GR R32.2 - Chart 32.2 - Penalties” apply unless specifically modified in these SRs.

    12.4.3.5 It is at the discretion of the Organisers whether a car which causes excessive sound is REFUSED A START / REFUSED PERMISSION TO PROCEED or EXCLUDED at any time (MSA GR R4.1).

    12.4.3.6 A Driving Standards Observer's report which results in the imposition of a penalty for excess speed or bringing the sport into disrepute shall also be reported to the Stewards of the Meeting (MSA GR R32.2 Chart 32.2 Penalties (l))

    12.4.3.7 Competitors are reminded of MSA GR R24.5 – R24.5.2 for details of computation of penalties in the event that the normal running of a stage is stopped.

    12.4.3.8 Should any Special Stage be cancelled during the event, or deleted from the results after the event, only the stage penalties will be deleted. Unless an official bulletin has been issued to the contrary, the cancelled stage must be traversed within the stage maximum time, and will in every other respect be treated as a road section.

    12.5 All clocks will be set to BBC / British Telecom time (MSA GR R2.7.3).

    12.7 Damage Declaration 12.7.1 Competitors will be required to complete and sign a declaration that they have not been

    involved in any incident resulting in damage to private property or injury to persons or animals or alternatively giving details of any such incident where damage or injury has occurred (MSA GR R40.1.4). Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with MSA GR R32.2 Chart 32.2 Penalties(p) and may be reported to the MSA for further disciplinary action.

    12.7.2 Competitors who do not report at the finish of the event are required to forward the declaration to the Rally Secretary at the address below within 72 hours of the finish of the event (MSA GR R40.1.4). Competitors who fail to comply may be penalised by a fine of up to £100.     12.8 Driving Standards Observers / Judges of Fact

    12.8.1 Named Judges of Fact, appointed by the organisers, will be on duty throughout the rally to observe and report on any competitor considered to be in contravention of MSA GR R24.7 and MSA GR R24.11. The names of these officials will be published in an official bulletin which will be posted on the Official Notice Board.

    12.8.2 The Chief Scrutineer appointed by the event and the Event Eligibility Scrutineer are Judges of Fact in respect of vehicle eligibility.

    12.8.3 Judges of Fact at Special Stages are empowered to judge whether or not a competitor has made a false start (MSA GR R24.7.3). All marshals positioned at a junction or corner which has by artificial means been altered to reduce the speed of the competing car on entry or exit, will be appoimted Judges of Fact. Their submission as to whether the competing crew properly attempted to navigate the said tightened corner/ chicane will be final. Failure to comply will carry a penalty of two minutes for each infringement.

    12.8.4 The organisers may appoint Driving Standards Observers in accordance with MSA GR G11.1 – G11.2 and MSA GR R24.8.

    12.8.5 Any notified offence by a competitor or by their service crew personnel which involves speeding, reckless driving or failing to observe road signs will automatically be considered as a possible contravention of MSA GR C1.1.4 (any proceeding or act prejudicial to the interest of the Motor Sports Council or of motorsport generally). The competitor concerned is liable to be penalised in accordance with MSA GR R32.2 Chart 32.2 Penalties(k) and/or MSA GR R32.2 Chart 32.2 Penalties(l), MSA GR R24.10 and MSA GR R38.3 and may be called before an MSA Disciplinary Tribunal. It will not be necessary to prove that a traffic offence was committed, as the involvement of the Police may, itself, give rise to contravention of MSA GR C1.1.4.

    12.8.6 The organisers will appoint Judges of Fact and/or Driving Standards Observers, one of whom

    will be the MSA Environmental Inspector, to report on sound levels. The penalty for excessive sound may go as far as EXCLUSION.

    12.8.7 Competitors should also pay attention to MSA GR G10 and MSA GR G7.8.

    12.8.8 Causing an obstruction on an access road to or from a Special Stage will be penalised by EXCLUSION from the results.

    12.8.9 Failure to drive or attempt to drive around the prescribed route of any junction or corner which has been tightened or altered in any way by artificial means (and is described in the road book) will be penalised by two minutes per infringement. (See Article 12.5.5.3)

    12.8.10 Failure to attend post event Scrutineering within the time limit specified for those competitors selected will result in EXCLUSION from the results.

    12.9 Parc Fermé

    12.9.1 Crews are reminded that all re-groups and the area between stage arrival and stage start are subject to Parc Fermé regulations.

    12.9.2 Failure to comply with Parc Fermé Regulations will entail exclusion from the results unless in exceptional circumstances and agreed by the Clerk of the Course.

    12.9.3 Exceptionally, the Organisers may authorise a competitor to remove his car from Parc Fermé before the declaration of final results provided that he signs a declaration forfeiting his right to defend any protest regarding the eligibility of the car in question. This declaration must be counter-signed by the Clerk of the Course.

    15 Final Checks

    15.1 Competitors selected will be notified by the Clerk of the Course. Two members of the support

    team are required to attend the Final Checks, and they may take the car to theFinal Checks location. Final checks will be carried out as detailed in Article 28 of the FIA Regional Rally Championship Sporting Regulations.

    15.2 Protests must be made in accordance with Article 13 of the International Sporting Code

    (International event) or MSA GR C5.1 – C5.7 (National event). The protest fee is £375.

    15.3 Appeals must be made in accordance with Article 15 of the International Sporting Code (International event) or MSA GR C6.1 – C13.1 (National event). The appeal fee is £710.

    15.4 Provisional results will be published as soon as possible after the finish of each section.

    15.5 Competitors shall ensure that they and their cars are available for inspection should a protest be submitted in accordance with MSA GR C5.2.2. If the protested vehicle is not available for inspection the competitor may be penalised in accordance with MSA GR C3.2.

    15.6 A full set of final results will also be available via the event website www.pirelliinternationalrally.co.uk as soon as possible after the results are declared final.

    Appendix 5 Extracts from FIA Appendix L relating to overalls, helmets and other safety requirements Flame-Resistant Clothing / Head restraints / Helmets (FIA ISC, Appendix L, Chapter III, articles 1, 2 and 3) FLAME-RESISTANT CLOTHING All drivers and co-drivers must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard, (Technical List N°27). Users must ensure that garments are not too tight, as this reduces the level of protection. Embroidery sewn directly onto the overalls shall be stitched onto the outermost layer only, for better heat insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof (see Appendix 1 of the FIA 8856-2000 Standard for detailed requirements and instructions for use). FRONTAL HEAD RESTRAINT (FHR) The use of frontal head restraints, homologated according to the FIA 8858-2010 or 8858-2002 standard is mandatory for all drivers / co-drivers. Homologated FHR systems are listed in the FIA Technical List N° 29. Conditions of use FHR systems must be worn only with FIA-approved items according to the following chart: Helmet (2)

    Appendix 6 Servicing Service Parks and Re-fuel BRC Section Rally HQ will host the main Service Area (BRC Section), which will be open from 10:00 Friday 28th April through to 17:00 (approx.) Sunday 30th April. All BRC section service bays will be allocated and a map of this park will be issued in a bulletin. The main service park is at Rally HQ. All teams will be allocated a min of 10 x 10 metre service bay (8 x 8 metre service bay for BRC National Cup). There will be one 15 min timed Tyre Zone in the Kielder service area on Leg 1 between SS2/3 and on Leg 2 between SS6/7. Nat A/B crews who are not registered for the BRC are allowed to use this as a remote service. 1 BRC Section will use a remote service location on both Saturday 29th and Sunday 30thApril. For all crews entered under an International licence and all BRC registered crews this will operate as a tyre fitting zone and will be governed by BRC regulation 24.1. For all other crews this will operate as a remote service area. Details of the location will be issued in the Road Book/Service Book. This park will be governed by BRC regulations 24 to 24.4 in its entirety plus the following supplementary regulations:

    • Only service vehicles displaying an auxiliary plate will be allowed entry. • In the case of service crews servicing more than one competing crew, both auxiliary

    plates must be affixed to the service vehicle. • All service vehicles in the remote service location are limited to 3.5 tonnes GVW (max),

    but smaller vehicles would be helpful to the organisers. • No trailers will be allowed in the remote service location. There will be no trailer park in

    the Kielder area.

    Historic Section On Friday 28th April there will be an allocated area with plenty of space available at Rally HQ to work on the competing car if required, but no allocated bays. Overnight parking is available for car, service vehicle and trailer if required. On Saturday 29th April there will be one service area just off the C200 in the Kielder Valley. There will be one 30 min service after SS2 only. Each crew will be allocated one service area (7m X 7m) and they are only permitted to service in that area, where work may be carried out on the competing car by the service personnel. If there is a requirement for crews to service together this must be notified on the entry form This will only be accessible to competitors and service vehicles/motorhomes bearing an official plate affixed in the correct location. As this area is to be used by the following BRC section service crews are requested to vacate this area as soon as possible after their competing car has left. . No trailers will be allowed in the service park. There will be no trailer park in the Kielder area.

    Competitors may work unassisted on their own cars using equipment carried in the car in 'No Service Areas' except: i) within 100 metres of any Control ii) between the Special Stage arrival and the Special Stage start control iii) in any Parc Fermé The only work permitted in these areas is the following (unassisted): cleaning lamp glasses, windscreens, windows, identification markings and vehicle registration numbers. Service & Team personnel are subject to the same regulations as competitors regarding noise, bad driving manners, etc. Officials and Marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service and team personnel understand and comply with these regulations and that their service vehicle(s) bear an official plate showing the competitor's rally number. This plate must be FIXED to the front of each service vehicle and be clearly visible at all times (see section 7.5). A competitor receiving assistance contrary to these SRs will be penalised in accordance with MSA GR R32.2 Chart 32.2 Penalties (n), subject to the following modifications: any competitor whose service vehicle is observed in an Out of Bounds area will be penalised10 minutes for a first offence and by EXCLUSION from the results for a second offence; any competitor receiving assistance from a service vehicle (or vehicle displaying a support plate) in an Out of Bounds area will be EXCLUDED on the first offence. Where servicing is prohibited, the use or receipt by the competing crew of any manufactured materials (solid or liquid), spare parts, tools or equipment other than those carried in the competing car is also prohibited. When being worked upon in the Service Area, an oil & fuel resistant ground sheet MUST be placed under the competition vehicle. Failure to comply may be penalised as per MSA GR R32.2 Chart 32.2 Penalties (aa). Service bays are located on sealed tarmac/gravel. Infringement of service regulations will also be reported to the relevant Championship organisers who may, at their discretion, apply a further championship penalty. Service crews must follow the prescribed route to the service area, all route instructions will be contained within the ‘Service Book’ this will only be available as a download from the event website (no hard copies will be available). No trailers will be allowed into the Kielder service areas.

    Appendix 10 Maps and Route Cars will start the event at one-minute intervals. The route will be defined by a Tulip Road Book. Full details of the Route and Special Stages will be given in the Road Book issued to Competitors. This document will contain all the necessary information to enable Competitors to comply with MSA GR R6.2. An outline of the route giving stage mileages, liaison section mileages and a time schedule appears as Appendix 1 to these Regulations. The road book, which will be available for download, will contain black and white copies of 1:50,000 scale maps showing stage routes. Additionally, the Service route will be described in the service road book and will be defined by map references. One colour map book, showing the full rally route, will be supplied to each entrant at no additional charge. Further copies will be available to order on the entry form at additional cost All documentation required will be available on a secure section of the event website; passwords will be issued with entry confirmation.     Event Shakedown All competitors are offered the option to participate in a Shakedown on Friday 28th April 2017. This will be held in the Kielder area on a road very representative of the roads used on the rally. This stage will be approximately 2.5 miles long and will be run to full MSA safety standards by John Parker Associates. This will not be covered by the event permit issued by the MSA. The Shakedown will have two sessions, the first on Friday 28th April 2017 and will start at 10:00 hours and run until 14:00 hours. The second session on Friday 28th April 2017 will start at 16:00 hours and run until 20:00. The cost of participation in the Shakedown will be £240 per car. Competitors wishing to take part should contact John Parker on 07885 804545. It is a condition of taking part that competitors should allow members of the media and guests of the Organisers to travel in their cars for a minimum of two runs if required. Failure to comply without an agreed reason will result in an additional charge of £200 paid prior to the start.
