Limits of national approach

• The unpredictability of the threat and its complexity makes

difficult to define a defensive strategy to protect all

sensible objectives

• Very few Nations are capable to adopt MIP measures in

order to defend all possible targets

Going from National to Multinational

• Information collection and sharing can be vital to prevent

the loss of sensible objectives

• Limitations on specific MIP functional areas can be

overcomed with a multinational intervention, that for this

aim, should be:– Ready

– Deployable

– Joint (Navy lead)

– Interoperable

• Intervention based on common/shared interests

Way Ahead

• Technology– Develop technological MIP Systems tailored to be used in a Multinational

environment

• Capacity Building– Acquire “habit” to conduct Naval Cooperation activities, exploiting every opportunity

to develop in port and at sea training (e.g. port visits; dedicated naval Units &

Mobile Training Teams)

• Partnership– Develop and regularly organize staff Talks; meetings; workshops; cooperation

plans; etc.

– Develop joint and interagency systems to share Maritime Situational Awareness

• Coalitions – Be ready to build-up a tailored Coalition to respond to a crisis, if the situation

requires
