• Favorable EU frameworks in place. On the one
hand integrated and place-based approach is
gaining importance in EU innovation policy, and on
the other hand cities are regaining control of the
innovation agenda at local level

has built capacity for city administrations to perform

• Better coordination with the EU innovation agenda
promoted by Cohesion Policy, which is
operationalised through Smart Specialisation
