A. Program Description and Requirements.
A.CommunityDevelopmentBlockGrantDisasterRecoverySummary:ThisNOFAwillawardsupplementaldisasterrecoveryCDBGfundscompetitivelyforresilientrecoveryactivities.TheDisasterReliefAppropriationsAct,2013(PL113-2)includedfundsfordisasterrecoveryfrommajordisastersdeclaredundertheStaffordAct(42U.S.C.4121etseq.)in2011,2012,and2013.HUDhasnotpreviouslyallocatedsuchfundscompetitively,insteademployingFederalagencydataavailableforalleligiblejurisdictionstoallocatefundsapplyingformulamethods.Atthistime,HUDhasallocatedapproximately$14billion,byformulaandtoRebuildbyDesignprojects,andhasdeterminedthatthedataavailablefortheearliestdisasters,inparticular,doesnotcrediblyrepresentadditionalcurrentunmetneeds(beyondthoseforwhichHUDhasalreadyallocatedfundingbyformula)tosupportsuchaformulaallocationmethodfortheremainingfunding.Nootherreasonablycurrentdatasourcescommontoallpossibleeligiblejurisdictionsexist.BecausethelawdirectsthatCDBG-DRassistancemustflowtothemostimpactedanddistressedareaswithunmetrecoveryandrevitalizationneedsrelatedtotheeffectsofacoveredmajordisaster,HUDdecidedthatacompetitionframeworkwouldworkbesttoelicitthedataneededtoinformallocationchoicesandensurethattheunmetdisasterrecoveryandrevitalizationneedsofcommunitiesaroundthecountryareappropriatelyconsidered.
HUDhassixgoalsforthiscompetition.First,tofairlyallocateremainingPL113-2CDBGdisasterrecoveryfunds.Second,tocreatemultipleexamplesoflocaldisasterrecoveryplanningthatappliesscience-basedandforward-lookingriskanalysistoaddressrecovery,resilience,andrevitalizationneeds.Third,toleavealegacyofinstitutionalizinginasmanystatesandlocaljurisdictionsaspossibletheimplementationofthoughtful,innovative,andresilientapproachestoaddressingfuturerisks.Fourth,toprovideresourcestohelpcommunitiesplanandimplementdisasterrecoverythatmakesthemmoreresilienttofuturethreatsorhazards,includingextremeweathereventsandclimatechange,whilealsoimprovingqualityoflifeforexistingresidentsandmakingcommunitiesmoreresilienttoeconomicstressesorothershocks.Fifth,tofullyinformandengagecommunitystakeholdersaboutthecurrentandprojectedimpactsofclimatechangeandtodeveloppathwaystoresiliencebasedonsoundscience.Sixth,toleverageinvestmentsfromthephilanthropiccommunitytohelpcommunitiesdefineproblems,setpolicygoals,exploreoptions,andcraftsolutionstoinformtheirownlocalandregionalresilientrecoverystrategies.AswithallCDBGassistance,thepriorityisonservinglow-andmoderate-incomepeople.
ThisCDBG-NDRcompetitionbearssomesimilaritiestootherfederalprogramsthataddressdisasterrecoveryandthreatandhazardmitigation.Thissimilarity(andthedistinctionsnotedbelow)isdeliberate.ThesimilarityallowsstatesandlocalgovernmentstoinvestCDBG-NDRfundstosupportorfillgapstoaddressunmetneedsinaccessibleorunaffordabletootherfederalprograms,andforwhichinsuranceandstate,local,andotherresourcesareunavailable.Inaddition,anysimilarityinprogramstructurewillenablelessonslearnedfromthiscompetitiontopotentiallybetransferabletootherfederalprograms.Thedistinctions,ontheotherhand,springfromtheCDBGnatureofthefundingsource,asdirectedintheCongressionalappropriation.Amongmajordisasterrecoveryprograms,CDBGisnotableinitsstatutoryfocusondeterminingandmeetingtheunmetneedsofvulnerablelower-incomepeopleandcommunitiesandtargetingthemostimpactedanddistressedareas.CDBGisalsosingularinitsabilitytoconsiderawiderangeoflocalcommunitydevelopmentobjectivesrelatedtorecoveryandeconomicrevitalization,includingintegrallyrelatedresilienceobjectives.HUDintendsthatthemostsuccessfulproposalsinthiscompetitionwilltakeadvantageoftheseCDBGsimilaritiesanddistinc
