With the wide destruction brought by super typhoon Yolanda in

November last year, the Information and Communications Technology (ICT) infrastructure particularly in Leyte was not spared and has been totally damaged, said provincial director John Glenn Ocana of the Department of Science and Technology during the Harampang (Kapihan) ha PIA recently. “Everything has been back to zero. That is why we will be conducting a formal study on the state of the ICT sector in the region after Yolanda,” director Ocana said. Ocana said that their office, through the Eastern Visayas Federation for Information Technology (EVFIT), proposed an average of P4.5 million budget per year starting this year until 2016 to rehabilitate and help the ICT

sector in the region. This was included as part of the rehab plan of the province of Leyte. “The bulk of this will be allocated to support the industry study that is going to be conducted to do a benchmarking again on what was left on the ICT sector in the region so that we can come up with a more comprehensive ICT rehab plan within the year,” Ocana further said. DOST proposed also the establishment of an ICT Training Center that would help sustain and boost the IT manpower pool in the region. Ocana recalled that before Yolanda, we already have an ICT Park in Palo, a call center and several non-voice Business Process Management (BPM) industries employing about 4,000 individuals already.

“Our ICT-BPM industry is one of the industries that keep our economy afloat. It is almost or more than the contribution of the Overseas Filipino Workers right now and one of the biggest earning industry at the same time one of the biggest generator of employment in the country,” Ocana added. “We know that it can be a big boost to the economy of the region so we’d like this to be rehabilitated because this industry has been affected also by Yolanda,” he said. Recently, EVFIT gathered ICT stakeholders in the region during the two-day ICT Expo in Leyte with the theme, “Rebuilding a Better Eastern Visayas Through ICT.” (PIA-8)

A group of individuals whose rags-to-riches success stories can

inspire those wanting to follow in their footsteps banded together to do just that, to serve as willing life coaches for those with passion to go into business the entrepreneur way. The Southern Leyte Business Club, Inc. (SLBCI), based in Sogod town, partnered with the Department of Trade and Industry (DTI) provincial office, to conduct the first Southern Leyte SME Entrepreneur Summit scheduled on September 7 at Malipayon Shores Resort, barangay Jubas, Libagon. Senator Bam Aquino is the guest speaker of the event, according to the organizers. Tito Calooy, SLBCI President, said in a recent Action Center Kapihan sa PIA cable TV program, that their organization was born three years ago, in August, 2011, out of the need to meet the challenge of investing here in the province using whatever resources available, with limited finances. The SLBCI was different from the Southern Leyte Chamber of Commerce and Industry, because the later was more composed of established businessmen, while the former was more centered on start-ups or the small and micro entrepreneurs, Calooy explained. As a group, SLBCI created a demand for chickens by going into a food business called Sir Organco, a venture that boosts selling organically-grown poultry products for as long as the supply is available, in at least fifteen (15) franchised outlets in the city, in Sogod, and in Cebu – and still counting. To sustain the supply, SLBCI went into chicken dispersal projects with families in Libagon and nearby

areas called “Hapi Nay, Hapi Tay”. “We can put Southern Leyte in the business map as our province is a very strategic place for travelling goods to Luzon or Mindanao”, said Rey Calooy, Tito’s brother, who is a member of the Board of Directors of SLBCI. The elder Calooy offered this advice to would-be entrepreneurs who lacked capital: the money will come later through an Angel Investor who will be sold out with the passion and

the efforts you put in your enterprise. Other SLBCI Board of Directors who also shared inputs during the Kapihan were Crisandee Laroa, Gavino Dejito, Lito Amaris, Erman Selibio, and the Manager of Padre Burgos Rural Bank Victor Pangilinan. Padre Burgos Rural Bank and SLBCI is in the process of forging an agreement, in which the former will be the one to finance the dispersal projects of the latter to qualified takers. The PantawidPamilyang Pilipino Program (4Ps) has reached 156

out of 157 barangays in Calbayog City. This number was bared during the recent meeting of the Calbayog City Advisory Council led by Mayor Ronald Aquino. Some 11,400 households in the city has been covered presently with another 472 newly-registered households. The Advisory Committee for DSWD’s 4Ps gathered representatives from the city government, national government agencies, non-government and civil society organizations and some 4Ps parent-

leaders for a one-day “city transition planning” – a DSWD-led convergence strategy. This started in 2011 for the synchronization and coordination of all interventions of government (national and local) and the private sector in one geographic area to ensure that reforms in terms of poverty alleviation, among others, are achieved. Aquino, being the committee chairman, spearheaded the city transition planning held Wednesday August 20 at the Calbayog City Sports Center. In his message, Mayor Aquino expressed high hopes that the beneficiaries will all soon achieve

self-sufficiency. In the meeting, Sustainable Livelihood Program was also discussed in the hope of giving the beneficiaries the needed resources once they graduate from the program. The program 4Ps (aka Conditional Cash Transfer) is a poverty reduction, social protection and development strategy of the national government through the DSWD that provides cash grants to poor households in order to improve their health, nutrition and education of children aged 0 to 14 years old.(PIA 8-Samar with Aimee Catalan/Calbayog City )

Being one of the Red Orchid awardees and a Hall of Famer in the

successful implementation of Anti-Smoking policies, Maasin City Mayor Maloney Samaco participated in the two-day Smoke-free Cities ASEAN Workshop at Balanga City, Bataan starting August 27. He said in a phone interview over radio station DyDM that representatives from the Southeast Asian countries were present such as Cambodia, Malaysia, Myanmar, Lao PDR, Thailand, Indonesia, Vietnam. Philippines as the host country also attended the undertaking. Samar province prepares for mass immunization of more than 20 thousand

children aged five years and below where the nationwide Measles Rubella-Oral Polio Vaccine (MR-OPV) mass immunization will be done the whole month of September according to Dr Dulce Cernal, provincial health officer. Cernal said that this is free and that all parents must make sure that their kids aged five and below will be able to receive the immunization. In Motiong town, Dr Pearl Langi, Municipal Health Officer said that the rural health unit has been divided into seven teams to ensure that all one thousand kids will be covered the whole month of September. “So as not to miss anyone, provincial health teams will also supervise and monitor the daily immunization bouts ,” said Langi. Special provisions for hard to reach areas including mountains have also been prepared. The department can not take chances, we need to protect our children from the complications of measles and other sickness, said the physicians. Health authorities urged the parents to bring their kids to fixed sites and avail of the immunization free of charge. The nationwide event aims to target some 11 million children for measles and 13 million kids for polio vaccines nationwide. (PIA 8-Samar)

Cebu City’s best ‘Lumad Basakanon’ joins Manaragat Fest in Catbalogan

Samar and joined the grand parade and showdown as one of the guest contingent during the Manaragat Festival in Catbalogan City, recently. Lumad Basakanon is known in Cebu City due to its successive win and undefeated group as Sinulog festival and Aliwan title holder for four years. The Manaragat Festival parade and ground competition was the highlight of the month long Manaragat celebration. Other activities were search for the Mr and Miss Manaragat, search for Miss Maqueda Gay, drum and bugle competition and many others. Manaragat dancers portray the culture, tradition and way of life of a “Manaragat” (fisherman). Of the eight groups who competed, only three received the approval of the judges. High school emerged champion with their fast, synchronized and energetic dancing beat that earned the approval of the crowd and the nod of the judges. Samar College got the second place while Guinsorongan National High school got the third prize. Catbalogan City Mayor Stephany Uy-Tan expressed her gratitude to all who participated and thanked especially Cebu City Mayor Mike Rama who graced the event and joined Tan and the members of the city council during the parade.
