USWAG ILOILO 2014 1 Jerry P. Treñas: YOUR VOICE in the 16th Congress T he first term of Congressman Jerry Treñas introduced a new voice for the people of Iloilo City in the House of Representatives. Despite being a novice Congressman, Treñas proved that even a rookie could become one of the best legislators in the Republic. In just his first year in Congress, Treñas was already tasked to head the House Blue Ribbon, the Committee on Good Government and Public Accountability. He was also concurrently the vice-chairman of two other House Committees and a member of 5 other committees. Treñas was also appointed as Whip for the Visayas of the ruling Liberal Party. In his second term in Congress, the peers of Treñas in the House of Representatives have given him more responsibility in recognition of his excellent leadership in the previous Congress. Jerry P. Treñas: YOUR VOICE in the 16th Congress

The first term of Congressman Jerry Treñas introduced a new voice for the people of Iloilo City in the House

of Representatives. Despite being a novice Congressman, Treñas proved that even a rookie could become one of the best legislators in the Republic. In just his first year in Congress, Treñas was already tasked to head the House Blue Ribbon, the Committee on Good Government and Public Accountability. He was also concurrently the vice-chairman of two other House Committees and a

member of 5 other committees. Treñas was also appointed as Whip for the Visayas of the ruling Liberal Party.

In his second term in Congress, the peers of Treñas in the House of Representatives have given him more responsibility in recognition of his excellent leadership in the previous Congress. Treñas was selected to become a member of the House of Representatives Electoral Tribunal (HRET), which is comprised of 6 Congressmen and 3 Supreme Court Justices. The HRET has exclusive

jurisdiction over all contests relating to the election, returns, and qualifications of the Members of the House of Representatives.

Treñas is also one of the lead convenors of the cohesive Visayas Bloc of the House of Representatives.

The Iloilo City solon was also appointed by Secretary Mar Roxas as over-all ground commander of the government’s relief efforts for Typhoon Yolanda victims in Panay Island.

Treñas is actively involved in a number of 16th Congress Committees, being a member of the House of Representatives Electoral Tribunal and the Vice Chairman of both the Committee on Good Government and Public Accountability & the Committee on Banks and Financial Intermediaries. In addition, he is a member of the Committees on Accounts, Ethics and Privileges, Justice, Local Government, Public Works and Highways, Trade and Industry & Ways and Means.

In the previous Congress, twelve of the authored bills of Treñas were passed into law. These are the

following: Republic Act (RA) 10378 - airline tax rationalization, RA 10555 - Iloilo City tourism and heritage law, RA 10558 - increasing personnel of the West Visayas State University Medical Center, RA 10595 - converting Western Visayas College of Science and Technology into a the Iloilo Science and Technology University, RAs 10387, 10400, 10403, 10416, 10417, 10453, 10457, and 10548 - converting city roads into national roads. He plans to continue the legislative excellence which marked his previous term by continuing to actively legislate bills of local and national significance. In just his first 6 months in his second

term, Treñas has already authored 36 House Measures and has co-authored an additional 9 other House Measures. Treñas continues to champion worthy causes in Congress, advocating for legislative measures advancing tourism development, good governance, environmental protection, public safety, local government empowerment and basic education enhancement.

Jerry Treñas is humbled and greatly honored by the overwhelming support of the people of Iloilo City last elections after he won with a margin of 61,967 votes. He is committed to represent the people of Iloilo with pride and distinction in the House of Representatives. YOUR voice in Congress is known for being a statesman, a legislator, a lawyer, a mover of people, an organizer and a leader. But what inspires him the most is that he is known for being an Ilonggo–and that in itself is the greatest honor and the most distinguished badge that any man or woman could carry.

An Ilonggo is someone who stands up for what is right, who fights for justice, who is willing to sacrifice for the benefit of his people. Increases the non-taxable 13th month pay and other benefits ceiling from Php30,000 to Php75,000.“Our best tax payers are the employees who have no choice but to pay their monthly taxes through the withhold-ing tax system of our country. Social Services

Iloilo City Livelihood Training in Partnership with TRC (Technology Resource Center of DOST)

The Livelihood Trainings, sponsored by the Honorable Congressman, Jerry P. Treñas, of the Lone District of Iloilo City commenced on March 19, 2013 and winded-up on March 23, 2013 and the graduation ceremonies held on March 25, 2013.

Ground-working preliminaries which include close coordination work between TRC and Congressional District Office (CDO) began 3-5 days prior to the actual implementation of the training activity. Issues and concerns were discussed and prepared and arranged with respect to the venue of trainings, logistical requirements, e.g., water, power, facilities, as well as tables, chairs, sound system, and the like with consideration on the ventilation, safety of the participants and all the training stakeholders.

The above-mentioned trainings involved the conduct of six (6) training courses on food processing

technologies such as Chinese Dimsum, Chocolate Candy Making, Pastries, Home Bakeshop, Meat Processing A and Meat Processing B.

A total of 224 participants availed the trainings, a majority of which are active members of Congressman Treñas wife’s Blue Angels Association, an all women non-government organization with a District-wide membership numbering 25,000 comprising the seven-component District Area, namely: Jaro, Molo, Lapaz, Lapuz, Mandurrriao, Arevalo, and the City Proper.

The beneficiaries are confident that they will be able to replicate the knowledge and skills they have initially acquired and learned from the trainings through a seed fund that the Congressman’s District office shall provide to carry-out their group effort to start production of the various food items.

Project Goal: To provide temporary employment to distressed/ dis-placed individuals by promoting collective people participation in an activ-ity for preparedness, mitigation, relief, rehabilitation or risk reduction pro-grams and activities in their communities.

Total Number of Beneficiaries: 500 (Distributed in the 7 Districts of Iloilo City: City Proper, Lapaz, Lapuz, Jaro, Molo, Arevalo and Mandurriao, should be at least 18 years old and with a willing heart to participate in a collective developmental undertaking related to disaster preparedness and mitigation activities).

system and a short term employment program to aid the Iloilo City marginalized and long time unemployed poor constituents.

An Emergency Employment Program funded by the Department of Labor and Employment (DOLE) in partner-ship with the Office of Congressman Jerry P. Treñas and the Iloilo City Government.

For 2013: Eight (8) recipient Barangays accomplished the work in 22 working days each, and liquidated it accord-ingly. Liquidations were furnished and distributed to the Office of the Department of Labor and Employment, Office of the Iloilo City Congressman, COA, Iloilo City Account-ing Office. These are the following barangays:

Treñas: Education Key to Empowerment and Social Mobility

Iloilo City Solon Jerry Treñas believes that education is the key to empower the youth, enabling them to uplift the lives of their families and to build the foundation of fruitful and productive careers. The Uswag Scholarship program of the Representative of Iloilo City’s Lone Congressional District already produced 654 graduates for school years 2011-2012 and 2012-2013.

There are currently 4,070 Uswag Scholars who receive financial assistance for their tertiary education schooling.

Treñas said that the old adage of teaching men to fish instead of giving them a fish to feed them for a day may be considered a cliché, but it is ancient wisdom which still applies in the modern world. “It is not enough for the government and its private sector partners to provide aid to those who need subsidies for the most basic necessities. If we really want to prove that social mobility is possible in our country, we have to give our youth the necessary skills to succeed in life. Education will empower them to move mountains and fulfill their dreams,” said Treñas.

Few years ago, back when I was in high school, I have already seen the difficulties of my parents especially when it comes to our monetary needs. To send all their children to school, all at once, it really re-quires a lot of effort and hard work. I have seen my parents endure all the knots of their lives that’s why I promised to myself that I will not go to col-lege unless I will have a schol-arship grant.

I have been a recipient of the Uswag Scholarship Pro-gram of Congressman Jerry P. Treñas during my college years and I am truly grateful that I had been one of the scholars. Through this, the financial burden of my parents had been lessened. This program had not only augmented my school fees but it also motivated me to strive hard and be a good ex-ample to fellow students.

After I’ve graduated in college with a baccalaureate degree in journalism at West Visayas State University in 2012, I was hired as office staff assigned at the Lone District Office of Iloilo City for almost one year and five months. The said program allowed me to associate with thousands of Uswag Scholars and conduct various activities and programs

such as orientations, meeting with Uswag Scholars Officers from various schools, cheque distributions, etc. Working with this office had really pre-pared me to welcome the new work that awaits me at the De-partment of the Interior and Local Government (DILG) Regional Office VI.

Being an Uswag Scholar is an opportunity for students who are less fortunate but are willingly determined to finish their studies, and I am grateful that I’ve been given the chance to be a part of it.

It helped me in my school finances and it also gave me the motivation to study hard. The allowances that are given every semester might not be that big but it’s definitely a great help in my paying for my tuition fee. Another benefit of being a scholar is the knocking of new opportunities for me. One of it is being part of the staff of Cong. Jerry P. Treñas’ office. It was an amazing experience work with great people and the projects (Livelihood Unit) that you’re handling under al-low you to help your fellow Ilonggos.

The experience that I had definitely made a great impact on what I am today. I was able to socialize with different kinds of people with different life-styles and I was able to under-stand and adapt to the kind of environment that they have.

Now that I am a part of another Government Agency which is the DILG, I am thank-ful for the experience from my previous work because I can practice the things I learned to become a productive staff in my new workplace.’

One of the greatest gifts a parent can give to his child is Education. But what does it really takes for a child who has the eagerness to study yet his parents can’t afford to send him in school? If you were in the situation of the child, will you just accept your fate of not hav-ing been educated, or you will venture the challenging world of Education by searching for kind hearted individuals that could help sustain your noble cause?

I was fortunate enough to be one of the recipients of Congressman Jerry P. Treñas’ scholarship program. With

this, I was able to lessen the burdens of my parents regard-ing my tuition fee and the mere fact that me and my brother were both in college and it’s very heavy for our parents to pay our tuition fees all at once. Though the amount that I am receiving is not that much, yet it leaves an achievement on my part, the thought that my par-ents are not paying my whole tuition fee because I have a benefactor.

After graduating at West Visayas State University with a degree, Bachelor in Second-ary Education Major in Math-ematics last March 2012, I was able to pass the Licensure Ex-amination for Teachers on the same year and served my Alma Mater (JMNHS) as a volunteer teacher for 6 months where I taught Grade 7 Math. After a fruitful year, here comes anoth-er bountiful year, 2013, where I was hired at Jaro National High School as a permanent Teacher and I’m teaching 3rd & 4th year Mathematics. Now, my parents are harvesting what they have planted and I am very much thankful for these endless blessings. And to this end, I will forever be grateful to the individuals behind Uswag Scholarship Program and most especially to Congressman Jerry P. Treñas, and your name will resound until I find my lot under the sun.
