In an interview with PIA, Vice Mayor Wilmar S. Candido revealed that the construction of this municipal building in Brgy. Canciledes is funded by the Department of Interior and Local Government (DILG), Manila Central Office. The cost of the construction of this building is estimated at P43-Million: P35-Million for the construction of the Municipal Building including Mini Park (landscaped) and P8-Million for the construction of Gymnasium. Vice Mayor Candido also said that aside from the new municipal building, also to rise in the said area are will be the New Hernani Rural Health Unit estimated to cost P8.5-Million. Department of Health (DOH), Manila will fund P4.5-M and HUMIDICA, an international non- government organization (INGO), will fund P4-Million. a l ready been planted with t rees under the Nat ional Greening Program (NGP) v igorously pursued by the administrat ion of Pres ident

Benigno S Aquino I I I . This was learned f rom Provincia l Environment and Natural Resources O ff icer (PENRO) R icardo Tomol of the Depar tment of Environment and Natural

Resources (DENR) provincia l of f ice. I n a press br ief ing, PENRO Tomol disc losed that s ince the NGP began i ts fu l l swing implementat ion under his area coverage in 2011 unt i l 2013, some 3 ,000 areas had been planted, in c lose coordinat ion with var ious stakeholders and other sec tors, inc luding People’s Organizat ions (POs) accredited by their of f ice. At a rate of 500 trees per hec tare, th is t ranslates to 1 .5 mi l l ion t rees a l ready planted, grant ing a 100% sur vival . For this year, 2014, they have a target of 900 hec tares, and f rom 2015 unt i l 2016 - the year NGP shal l have been completed - - Tomol ’s concern is on where to look for avai lable space s ince lots c lass i f ied as Al ienable and Disposable (A and D) are not included. A solut ion however, was found in what he cal led an enr ichment level of NGP, in which the involvement and cooperat ion of upland dwel lers for plant ing of forest t rees especia l ly rattan wi l l be tapped. Another component of h is NGP enr ichment idea is to penetrate natural forests and replant lost t rees, in what is technical ly k nown as Ass isted Natural Regenerat ion (ANR) . A reward system was devised by the Department of Social Welfare

and Development for the program beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps). The device called Huwarang Pantawid Pamilya, coursed through the social marketing unit of DSWD, was aimed to empower the program beneficiaries and show the public the progressive impact of the program, create model families who embody strong family ties, demonstrate positive Flipino values and create a positive influence in the community. According to Resty Macuto, Assistant Regional Director for Operations, Regional Office 8, the search for “Huwarang Pantawid Pamilya” was geared to acknowledge the good performing family beneficiaries of the “Pantawid Pamilyang Pilipino Program.” Director Macuto emphasized that the awarding of model families for “Pantawid Pamilyang Pilipino Program” beneficiaries was timely

considering that Proclamation No. 847 was signed by then President Fidel V. Ramos declaring fourth Sunday of September as Family Thanksgiving Day. The search was tedious considering that the criteria is based on desk validation and field validation to really determine the rightful winner. The winning model family was Mr. Jaime Concon and family of MacArthur, Leyte for the regional category who received Php6,000 cash plus plaque of recognition. Winners for the provincial category were: Mrs. Nenita Basal and family of Catbalogan, Samar who received Php5,000.00 cash plus plaque of recognition; Mrs. Arlene Narita and Family of Naval, Biliran who received Php4,000.00 cash plus plaque of recognition; Mrs. Minda Ypulong and family of San Roque, Northern Samar who received Php2,500.00 cash plus certificate of recognition; and Mrs. Tita Berondo

and family of San Juan, Southern Leyte who received Php2,500.00 cash plus certificate of recognition. According to regional winner Jaime Concon, he was hesitant in joining the search considering that since elementary he did not join any contest but he was nominated by the group of beneficiaries to represent them. All winners are parent leaders for “Pantawid Pamiliyang Pilipino Program” in their respective community. They are anticipating that the program will continue because it really provides help for the indigent Filipinos. (PIA-8)

President Aquino invites French businessmen to take part in Phl economic ‘renaissance’

President Benigno S. Aquino III invited French businessmen to

explore investment opportunities in the Philippines, saying that the “country’s momentum is stronger that it has ever been in recent memory.” Speaking before the Philippine Business Opportunities Forum here, President Aquino told France-based companies that this is the best time to invest as the Philippine economy continues to grow. “Indeed, our country’s momentum is stronger than it has ever been in recent memory, and we will not sit idly by; we will build on this momentum,” the President told the French business community. “I am here today to invite all of you to be part of our story—take a closer look at our country, study your prospects, and ultimately, take part in the Philippine renaissance that continues to win the admiration of the world,” he added. President Aquino, who is on an official two-day visit to France, trumpeted economic gains and the reforms instituted by his administration before French businessmen. “As one would expect, our good governance efforts have breathed new life into our economy. In 2013, the economy grew by 7.2 percent, making us one of the fastest growing economies in Asia,” he said. “The business community—both domestic and international—has also noted the sea change in our country,” he said, adding that international rating organizations have also noticed the Philippines’ comeback. President Aquino cited the investment grade status the country obtained from Moody’s, Fitch, and Standard & Poor’s. Even the World Economic Forum’s yearly Global Competitiveness Report has named the Philippines as the most improved country in terms of competitiveness

S ome 3,000 Conditional Cash Transfer (aka Pantawid

Pamilyang Pil ipino Program) grantees ran for family solidarity and climate change in downtown Catbalogan City. Richard Peru, City Link for the CC T grantees said that during their family development sessions, they would include climate change in their lectures to ensure that they fully understand the implication of climate change in their l ives. “Our grantees are most vulnerable because most of them are poor, so we thought that the real threats caused by climate change would register more if we conduct a grand activity l ike this,” he told PIA-Samar. With September declared as Family Month, Rolyn Palca of

City Links an organization under the Department of Social Welfare and Development (DSWD) 8 urged grantees to run as a family. The families came in droves, crowd occupied streets of the Catbalogan City Plaza. Warm up exercises were done and PIA briefly talked about simple ways to combat climate change like getting involved, being alert and being informed during stormy weather. PIA Samar urged them to obey authorities when adviced to vacate their disaster-prone homes and always take care of each other. DENR spearheads ICC in Region 8

H undreds of volunteers from various agencies, both from

the government and the private sector, participated Saturday in the collection of trash and debris in beaches, coastal areas and waterways in the region as the country joined the rest of the world in the celebration of the 29th International Coastal Clean-Up Day. The objective of the activity is to remind and re -awaken the people of their roles in support to the continuing crusade against the debris crisis not only in the region but all over the world. Cora Makabenta, Chief, Coastal and Marine Management Division of the Department of Environment and Natural Resources (DENR) Regional Office 8 said this is a volunteer effort to clean up all coastal areas for a healthier

environment for the people especially from the debris brought about by typhoon Yolanda. In Tacloban City, the volunteers composed of barangay officials and residents pick up trash and debris along the beaches in the coastal barangays of the city. Underwater clean-up was simultaneously conducted by volunteer divers in various dive sites in the region particularly in some marine protected areas. Under the National Integrated and Protected Areas System Act, there are three proclaimed marine protected areas in Eastern Visayas which are located in Guiuan, Eastern Samar; Bir i , Northern, Samar; and Inopacan, Leyte. All debris collected along the coastline and beaches were

sorted and listed using the ICC Data Card and the data was submitted to the DENR-Biodiversity Management Bureau in Central office within seven days upon completion of the activity. I t is expected that the results of the activity will aid in better waste management policies/plans, product packaging designs and create environmental consciousness among the people. The International Clean up Celebration in the region was spearheaded by the Department of Environment and Natural Resouces under the theme “Bayanihan para sa Malinis na Karagatan”. (PIA-8)

NGCP Visayas intensifies advocacy campaign on R.A. 7832

I n its effort to protect the assets of the power transmission l ines

and its structures from any misuse, abuse or theft, the National Grid Corporation of the Philippines (NGCP) Visayas has intensified its advocacy campaign on the enforcement of Republic Act 7832 otherwise known as the “Anti-Electricity and Electric Transmission Lines/Materials Pilferage Act of 1994. During the NGCP press briefing Friday at San Juanico Golf and Country Club, this city, Bernard Domingo of NGCP Visayas said that

mere possession of a transmission l ine material is i l legal per se as laid down by section 3 of Republic Act 7832. Hence, whether the transmission l ine material is stolen or not by the possessor, it constitutes a violation of the law. He further emphasized that even buying and or sell ing of pilfered tower parts are also punishable by law. Relative to this, he admitted that after typhoon Yolanda struck in November last year, resulting in the total destruction of its transmission l ines particularly in areas heavily

damaged by the typhoon, cases for violation of R.A. 7832 were fi led against f ive individuals including an owner of a junk shop in the city who were caught in possession of such material. I f proven by the court, the accused shall be penalized under the said law which constitutes an imprisonment of 12 to 20 years. I f it is committed in connivance with an officer of the corporation, the term of imprisonment shall be 20 to 40 years or a f ine of not less than P50,000 to P100,000 or both
