1. Introduction

1.1. Overview of the Software

This Web Module for Uttar Pradesh Power Corporation Limited is developed

for applicants who want to apply for Private Tube Well/Pump Set Connection

in Uttar Pradesh. Along with, Department and its various officers at Division

and various levels will be the intended audience of this software who will

perform their role in processing the application.

1.2. Scope of the User Manual

This User Manual will provide step by step guidance on how the Authorities

at Departmental Level will Approve or Reject the applications for the

connection of Private Tube Well/Pump Set and release the connection.

1.3. Intended Audience of Application

Following will be the intended audience of this application:

• Concerned authorities at Departmental Level who will process the

application.

1.4. Application Convention

The Application has following conventions: a. Fields which have * sign indicate mandatory fields.

b. Error Messages will be displayed in Pop-up box.

c. Success Messages will be displayed in pop-up box.

d. All the menu links will be displayed in the side menu.

2. System Requirement

Please ensure that your computer meets or exceeds the following system

requirements before using this application.

• Processor: o 450 MHz or faster processor o 32-bit (x86) or 64-bit (x64) processor

• RAM: o 2 GB

• Operating Systems: o Window 7 or higher version

• Sufficient Hard Disk Space • Firefox 30 or above /Chrome 32 or above or latest browser

• Internet Connectivity (256 Kbps or above)

4. Process to Approve Application/View Status of Application

4.1. Access Portal

To access the Single Window Clearance System for Release of Private Tube Well/Pump

Set Electricity Connections, type the address http://apps.uppcl.org/ptw/account/deptlogin

in the search tab of your browser or click on the link given on website. Page will open as

shown below:

• Division will have to fill details like Login ID, Password and Captcha in the respective

fields.

• After filling all the details correctly, Division will have to click on Login button.

• Click on Forgot Password link in case Division has forgotten the password and do the

necessary proceedings to recover the password.

4.2. Approve New Connection Request

After successful Login user will be redirected to Dashboard. Page will be displayed as

shown below:

• Count of New Applications Received will be shown on the marked tab.

• Division will have to click on New Connection Request tab to process the applications

received. After clicking on tab, page will open as shown below:

• Division can search any particular application by selecting Year or/and filling

Application No. in the respective field(s). After filling the details correctly, Division will

have to click on Search button after which that particular application(s) will appear on

the screen.

• User will have to click on Process button of particular application to process it. After

clicking on button page will be displayed as shown below:

• Division will have to fill Survey Letter No. and Survey Letter Date in the respective

fields and upload Survey Letter in JPG/JPEG/PDF format whose file size should not

exceed 1 MB.

• After filling the details and uploading the document, Division will have to select SDO to

whom he/she wants to appoint for further processing of application.

• After selecting the respective SDO, user will have to click on Submit button, after which

application will be forwarded to the Concerned SDO for further proceedings.

• Once the application is approved from SDO level, Division will receive a notification

regarding same on their dashboard and application will appear in Pending Approved

Estimate Document section. Division can access the application through below

process:

• Count of Applications Pending for Estimate Approval will be shown on the marked tab.

• Division will have to click on Pending Approved Estimate Document tab to process

the applications received. After clicking on tab, page will open as shown below:

• User will have to click on Process button. Page will open as shown below:

• User will have to fill TC Letter Number, TC Letter Date, Approved Estimate Amount

and can select/de-select List of Material provided by SDO and can view the quantity

filled by SDO. User can also fill the Quantity from his/her (Division) level after which he

can give final approval.

• Along with, user will also have to Upload Scanned copies of Approved Estimate and TC

Letter in JPG/JPEG/PDF format whose file size should not exceed 1 MB each.

• After completing the formalities of this form, user will have to click on Save button.

• As soon as the Division will click on Save button, changes of form will freeze and no

changes will be allowed in this form.

• After saving the form, it will be forwarded to concerned applicant for further processing

and payment of approved estimate.

• If applicant pays the fee through online mode then Division will not have to do any

approval but incase applicant submits the details of fee payment related to Demand

Draft/RTGS/NEFT (Offline Mode) then Division will have to approve the payment

related details. Division will have to follow the below process to approve the payment

details:

• Count of Applications Pending for Payment verification will be shown on the marked

tab.

• User will have to click on Pending for Verify Payment tab to process the applications

pending for payment verification. After clicking on tab, page will open as shown below:

• User will have to click on Verify button of particular application to verify the payment

details.

• After clicking on Verify button page will open as shown below:

• Division can view the details of payment uploaded by the applicant on this page.

• After viewing the details, user will have to click on Confirm button to verify the

payment details.

• As soon as the Division will verify the payment details it will be forwarded to applicant

for further proceedings.

• Once the application formalities are completed by Applicant, it will appear to Division’s

dashboard in Pending Line Order section for uploading. Division can upload the Line

Order through following process:

• Count of Applications Pending for Line Order will be shown on the marked tab.

• Division will have to click on Pending Line Order tab to process the applications

pending for Line Order. After clicking on tab, page will open as shown below:

• Division will have to click on Click Here button of particular application to process the

application. As soon as the user will click on the aforesaid button page will open as

shown below:

• User will have to upload Line Order on this page by clicking on Upload Line Order

button. File of Line Order should be in JPG/JPEG/PDF format whose size should not

exceed 1 MB.

• After successfully uploading the file, User will have to click on Save button, after which

Line Order will be submitted and application will be forwarded to Concerned Store for

further proceedings.

4.3. View Status of Application at various stages

Division can view the status of application at various stages through his/her dashboard. After

Logging In through the process as mentioned above, Dashboard will appear as shown below:

• Count of applications pending at any stage will be displayed on its respective tab.

• Division can click on respective tab to view the status of applications

pending/transferred in that particular section like Feasible Connection, Rejected

Connections, Estimated Cost Paid, Applications Pending at Store, Applications Pending

for Metering and Connections and Number of Metering and Connections Released.

• Along with, Division can also view the Released Connection Report, Pendency Report,

Revenue Report and SDO Updation (SDO Details).

• Sub-Divisional Officer (SDO) will have to fill Login ID, Password and Captcha in the

• After filling all the details correctly, SDO will have to click on Login button.

5.2. Process New Connection Request

After successful Login, SDO will be redirected to Dashboard. Page will be displayed as

shown below:

• Count of New Applications Received will be shown on the marked tab.

• SDO will have to click on New Connection Request tab to process the applications

received. After clicking on tab page will open as shown below:

• SDO can search any particular application by selecting Year or/and filling Application

No. in the respective field(s). After filling the details correctly, SDO will have to click on

Search button after which that particular application(s) will appear on the screen.

• SDO will have to click on Process button of particular application to process it. After

clicking on button, page will display as shown below:

• SDO will have to choose one date out three (as selected by Applicant) for inspection of

feasibility of site.

• After selecting a particular date, SDO will have to click on Approve button. After

clicking on Approve button, inspection date, selected by SDO will be sent to the

concerned applicant through SMS for intimation.

• Once the inspection date has been approved by SDO, next page will open as shown

below:

• After inspection, SDO will have to select the status of New Connection Feasibility State

by selecting radio button of OK or NOT OK.

• If SDO selects OK, page will open as shown below:

• SDO will have to ensure that whether TFR is uploaded or not by selecting checkbox.

After selecting the checkbox, SDO will have to select Distribution Mains Category,

upload New Connection Feasibility State Report in PDF/JPG/JPEG format whose file size

should not exceed 1 MB and click on Save TFR button.

• After clicking on Save TFR button, next page will open as shown below:

• On this page, SDO will have to fill/select Feeder Details like Feeder Code, Connection

Area, SDO Office, Customer Type, Supply Type Code, Town, Enclosure-Indemnity Bond,

Enclosure-Owner Consent Letter, Route Sequence, Estimate Letter Reference No.,

Estimate Letter Date, Area, Type of Connection, Particular Details(Indent/Job Card),

Line Related Details and Amount to be paid by applicant.

• After filling/selecting the required details, SDO will have to upload a copy Estimate

Copy and Line Chart in JPG/JPEG/PDF format whose file size should not exceed 1 MB

each.

• After uploading the documents, click on Save button. Application will be forwarded to

Concerned Division for further proceedings.

• Once the application has been proceeded by the Division, it will be displayed on SDO’s

Dashboard to Release Connection.

• SDO will Login with the same process as mentioned before. After Logging In, dashboard

will appear as shown below:

• Count of applications Pending for Metering and Connection will be shown on the

marked tab.

• SDO will have to click on Pending Metering and Connection tab to process the

applications received. After clicking on tab, page will open as shown below:

• SDO will have to click on Release Connection button of particular application to

process it. Page will open as shown below:

• SDO will have to fill details like Category of Supply, Consumer Type, Meter Lab

No/Badge No., Manufacture, Meter Manufacturing Seal No., Meter Configuration Type,

Initial Reading in KW, Initial Reading in KWH, Initial Reading in KVA, Initial Reading in

KVAH, MF, Service Connection No., Book Number, Village Code, Habitation Code, Date of

Connection Release, Meter Sealing Certificate No., Meter Serial No., Meter Status, Meter

Phase, Rating of Meter, Stock of Location, Full Scale Value of Register, Meter Type, Digits

Left, Post TFR Data-Pole Number, Number of Meter Seal, Number of Box Seal, Number of

CT/BT Chamber Seal.

• After filling the details, SDO will have to upload scanned copies of Meter Sealing

Certificate and Meter Certificate in JPG/JPEG/PDF format whose file size should not

exceed 1 MB.

• Once all the details are filled & documents are uploaded, SDO will have to click on

Submit button.

• After clicking on Submit button application will be shifted to Released Metering and

Connection section and will be forwarded to Applicant for further proceedings.

5.3. Process to Add Junior Engineer

To add Junior Engineer (JE), SDO will have to Login through the Process as mentioned before.

After successful Login, dashboard will open as shown below:

• SDO will have to click on Add Junior Engineer tab to add JE. After clicking on the tab,

SDO will be redirected to the next page as shown below:

• SDO will have to fill details like Name of JE, Name of Sub-station and Mobile Number

of JE.

• After filling all the details, SDO will have to click on Save button. As soon as the SDO will

click on Save button JE will be added.

• Once the JE is Added, page will appear as shown below:

• SDO can Edit/Remove the details of JE by clicking on respective Icon/Button.

• If SDO edits the details then he/she has to click on Update button which will appear

after clicking on Edit icon.

5.4. Process to Assign Connection Request to JE

SDO will have to assign the Connection Request to JE after adding him/her. To assign connection

request to JE, SDO will have to Login through same process as mentioned above. Dashboard will

appear as shown below:

• SDO will have to click on Assign Connection Request to JE tab. Page will open as

shown below:

• For assigning connection request to JE, SDO will have to select type of JE in particular

application. After selecting JE, a pop-up will appear as shown below:

• SDO will have to click on Yes, Assign button, in case he/she is sure to assign JE, else

click on Cancel button.

• As soon as the SDO will click on Yes, Assign button, JE will be assigned for the particular

application.

5.5. View Status of Application at various stages

SDO can view the status of application at various stages by Logging In through same process as

mentioned above. After Logging In, Dashboard will appear as shown below:

• Count of applications pending/consist at any stage will be displayed on the respective

tab.

• SDO can click on respective tab to view the status of applications pending/transferred

in that particular section like Feasible Connection, Rejected Connection List, Estimated

Cost Paid, Pending at Store, Pending for Metering and Connection and Released

Metering and Connection.

• Along with, SDO can also view the Total Connections Released and Revenue Report by

clicking on respective tab.

6.2. Process Pending Applications

After successful Login, concerned authority of Store will be redirected to Dashboard.

Page will be displayed as shown below:

• Count of Total Pending Receiving applications will be shown on the marked tab.

• Authority will have to click on Total Pending Receiving tab to process the application.

Page will open as shown below:

• All the pending applications will be shown on this page. Authority will have to click on

Click Here button of respective application to process it.

• After clicking on button, application will be displayed as shown below:

• In the application, authority can view the status of Line Order Issued and Estimated

details.

• After viewing the details, authority will have to fill details of Quantity of Material Issued

against the Quantity of Material Approved.

• After filling the details, Authority will have to upload scanned copy of Receiving Letter

in JPG/JPEG/PDF format whose file size should not exceed 1 MB.

• Once the file has been uploaded, user will have to click on Save button for successful

submission of the details.

• After successful submission of the details application will be forwarded to the

Concerned Sub-Divisional Officer (SDO) for further proceedings.
