Stephanie Ilene Lazarus was convicted of the 1986 beating and shooting of Sherri Rasmussen, her ex-boyfriend’s wife, whose body was found badly beaten and shot in the couple’s Van Nuys townhouse. Lazarus, 51, sat impassively as the verdict was read. The eight-woman, four-man jury deliberated just under two days before finding Lazarus guilty of the first-degree murder of Sherri Rasmussen. The jury also found true the gun use allegation. “The family of Sherri Rasmussen never gave up their quest for justice for their daughter. Thanks to the excellent and diligent team work of LAPD’s investigators and our prosecutors, Shannon Presby, Paul Nunez and Rosa Alarcon, justice was served today,” District Attorney Steve Cooley said during a brief news conference. Rasmussen, a 29-year-old director of nursing at Glendale Adventist Medical Center, was brutally beaten and shot three times in the chest on Feb. 24, 1986, at the couple’s Balboa Boulevard townhouse. Her husband of three months, John Ruetten, discovered her body when he returned home from work that evening. For years, police believed Rasmussen was the victim of two male burglars. The murder case had originally gone cold when detectives, who at the time believed the murder was a result of a burglary that had been interrupted, yielded no evidence leading to suspects. In 2004, the case was reopened by LAPD Robbery-Homicide Division cold case detectives who discovered there was DNA evidence in the case in the form of a bite-mark swab. Analysis of the swab revealed the DNA profile was from a female other than Rasmussen. The DNA profile was uploaded into the Combined DNA Index System (CODIS), a database of convicted offenders’ DNA profiles, but there was no match. In February 2009, the case was reopened when Van Nuys Area homicide detectives reviewing cold cases reexamined the case with a new theory relating to the women in Rasmussen’s life who may have wanted to kill her. After eliminating the possible other female suspects through interviews and DNA testing, Lazarus was the only remaining suspect. Once investigators obtained a surreptitious DNA sample from Lazarus, a match was made to the bite-mark swab and the case was then turned over to the LAPD Robbery-Homicide Division. The assignment of the case to the division presented special challenges as Lazarus’ office was located next door to the detectives who were now investigating her. Lazarus was interviewed and arrested in June 2009, and her trial began Feb. 6, 2012. Deputy District Attorney’s Shannon Presby and Paul Nunez with the District Attorney’s Justice System Integrity Division argued that Lazarus was in love with Ruetten and distraught when she learned he was marrying someone else. It concluded Tuesday of this week with the jury beginning their deliberations. “This case was a tragedy on every level,” said LAPD Chief Charlie Beck. “Not only did the family of Sherri Rasmussen lose a wife and a daughter, a life that can never be returned, but also the LAPD family felt a sense of betrayal to have an officer commit such a terrible crime. To the family of Sherri Rasmussen, I am truly sorry for the loss of your wife, of your daughter. I am also sorry it took us so long to solve this case and bring a measure of justice to this tragedy. We recognize that no verdict by a court can bring Sherri back, nor assuage the grief your family suffered over the past decades. I also want to thank the detectives that followed up on this case. It shows the tenacity of the detectives on the LAPD who will work tirelessly to bring a case to justice, whether that case takes them around the world or across the hall.” Lazarus has remained in custody since her June 5, 2009, arrest at LAPD headquarters. -- From the sideLines --By Irving Leemon, Contributing ColumnistWhy aren’t all of the government agencies at all levels (local. state and federal) required to put at least a small percentage of their budgets aside for times like these? Any smart household puts some money aside for emergencies and if income decreases.The governmental agencies at all levels act as if they have to spend or commit every penny that they raise through taxes, fees, and are budgeted for, during the same fiscal year that they are received. The fact is that many agencies do loose all monies that they don’t spend or commit during that year to a general fund. They should be required to place any received and budgeted monies not spent or committed during good income years into that agencies’ general emergency fund. In addition, a small amount, say 3% of the current budget, should also be placed in that fund. That money can then be accessed only during disastrous emergencies and low- income years to prevent, or slow, a lowering of services to the taxpayer.Many years ago, a procedure was actually started in a small accounting division that had all encumbered (earmarked to be spent only on a specific project) monies examined at the end of each fiscal year. The purpose was to identify any monies encumbered, but not spent, and not needed to complete that project to be unencumbered, and transferred to that superior agency’s general fund.For example, if money is encumbered but not needed to complete a specific street tree-trimming project, that money currently reverts from the street tree division to the City’s general fund. I propose that instead, the monies be placed into a special emergency fund in the street tree division to be spent only as described above and under strict supervision from a citywide agency.Current government accounting practices should be amended to reflect and enforce this practice.

at our museumsMuch is happening at our museums in Los Angeles County. In newhall, a temporary exhibit with film items related to Oscar winners “Hugo” and “The Artist” will be on view until June 3rd. In Los Angeles at the natural History Museum (NHM) the Butterfly Pavilion will open on April 8th. And more:on Saturday, March 17, the natural History Museum is inviting all junior scientists to meet and learn about rare reptiles. They’ll learn about the hairy frog and the Spanish ribbed newt that uses its ribs as weapons, and the gliding lizards that can glide from tree to tree to escape predators. The Curator will reach into his Curator’s Cupboard for strange and amazing reptiles and amphibians to share with your children during a behind-the-scenes tour of the nHM herpetology collection, which includes the extinct golden toad and the largest lizard of all, the Komodo dragon. The natural History Museum is hosting on Sunday, March 25- Sustainable Sundays: World Water Day L.A. from 9:30 a.m. to 3:30 pm museum visitors will meet organizations that are helping to protect Los Angeles’

sustainable water future and learn how to become a voice for water. It will be a day filled with fun activities and interactive displays for all ages. At the Page Museum, you and your family are invited to spend a night at the museum! I’m a San Fernando Valley resident (Encino) and it’s an easy 15-minute ride from encino-northridge. The seats are comfortable, the speakers are interesting, and the price is right. on nearby Reseda Boulevard there’s a host of restaurants: golden Hunan, Chili’s, Acapulco Sea Food Restaurant, Maria’s Italian Kitchen, China Inn and

The planet is the third brightest object in our sky, second to the Sun and Moon. sister planet as we follow Magellan’s progress from its launch through the most significant discoveries, which made the mission of the one most successful ever sent to explore the inner planets of our solar system. LoS AngeLeS, CA -- City Attorney prosecutors secured the conviction of a San Fernando Valley woman involved in an automobile accident in Woodland Hills that lead to the death of an elderly woman. Deputy City Attorney Diego H. edber successfully prosecuted the case during the two-week jury trial.Defendant nicole oswalt, 41, was found guilty on one count of vehicular manslaughter by a Superior Court Jury on Friday, February 24, 2012. Defendant oswalt was sentenced on February 28, 2012 to 300 hours of community service, 24 months probation and was ordered to pay restitution to the victim for all funeral and medical expenses.on March 14, 2011, defendant oswalt was returning home from work when her SUV broadsided a Buick Regal at the intersection of Shoup Avenue and Ventura Boulevard in Woodland Hills. During the trial, prosecutors were able to successfully argue the accident was caused when the defendant ran a red light and failed to properly yield to a car legally in the intersection.

SAn FeRnAnDo VALLeY, CA -- LAPD - West Valley are reporting several recurring burglary Mo’s that are becoming increasingly frequent -- burglars entering homes via unsecured dog doors, and entering through second stories by using a ladder.There has been a series of dog door burglaries in the West Valley area, with at least seven or eight occurring in recent weeks. Additionally, suspects are spraying dogs with some kind of mace when they enter homes through dog doors. This presents the need for homeowners to somehow secure their dog doors. LAPD - West Valley also reports an increase in incidences of burglars entering a home through the second story via ladder, often the resident’s own ladder. The majority of homeowners with alarms do not have the second story of their home wired for an alarm. Burglars have become aware of this. Recent burglaries also show a trend of burglars bypassing alarm systems by breaking windows without disturbing the window frame. Police officers have reported numerous burglary cases involving homes with alarms that have not been set when the owners leave the house.Homeowners in the West Valley to be aware of these recent trends. It is important to secure dog doors when you leave your home, and to make sure your alarm is turned on. Make sure your ladder is not easily accessible.

SAn FeRnAnDo VALLeY, CA -- nearly 250 developmentally challenged people, along with staff and some 50 volunteers, visited the Griffith Observatory on Saturday, March 3, for a Community-at-Large Day sponsored by Valley Village and partner agencies. After touring the world-famous observatory, touching a moon rock, holding a meteorite, and weighing themselves on Jupiter and other planets, the large group gathered on the lawn in front of the observatory for a relaxing picnic lunch that included socializing, laughter and lots of photo opps. It was a remarkable day, made even more so by the accessibility and hospitality of the observatory. “We appreciate everything the Griffith Observatory staff did to make our group feel welcome and be able to access the exhibits,” said Caitlind Alexander, who organized the event for Valley Village and its partner agencies in

the San Fernando Valley for Community-at-Large Day -- new Horizons, TLC and the Child Development Institute.“We want to say a big thank you to all our volunteers, who gave one-on-one attention to many of our clients, as well as helping with registration, the picnic and the clean-up,” said Jo ellen Krumm, volunteer coordinator at Valley Village. “our clients can’t stop talking about their wonderful ‘new friends.’ We were thrilled to have such a turnout from the community, including groups from Best Buy, the Youth one Source, and the UCLA Indian Student Union. Held on Friday, March 2, 2012, at Lorne Street elementary School in northridge, this national event promotes and encourages reading for elementary school children. Van nuys Airport Police Sergeants Les Daniels, Paul Dutton, and Officer Frank Dominguez all took part in reading to first graders at Lorne Street elementary School. Sgt. Dutton enjoyed his experience and said “The children were very excited and appreciative that everybody was there to read to them.” Sergeant Henry Acosta, who had participated in previous years, coordinated this year’s event to give other Van Nuys Airport Police officers an opportunity to share in this wonderful experience. Approximately 40 public safety members from agencies including the Los Angeles Police Department’s West Valley Division, Los Angeles Fire Department, Los Angeles School Police and Port Police, read a Dr. Seuss book of their choice to individual classes. Los Angeles City Councilman Dennis Zine attended the event and expressed his gratitude to all the agencies present. A boulder marks the spot where the Wright Flyer left the ground and remained aloft for the historic 12 seconds and 120-foot flight. At the Wright Brothers Visitor Center you’ll see the story of the two brothers and their history-making achievement with exhibits; full scale reproductions of a 1902 glider and the 1903 Wright Flyer; an original engine block from the 1903 flyer; and a reproduction of the Wrights’ first wind tunnel. Some get donated to charities while others, like some ancient egyptian artifacts, were sold through Christie’s in new York.on their web site I found comments from people who had made purchases at the store, which ran the gamut from very impressive to the other direction. Another gallery features an all-digital Ham Radio station. Horton, Chairman of the California State Board of Equalization (BOE), today announced that taxable sales in California grew by $8.5 billion (7.1 percent) during the fourth quarter of 2010, compared to the same period a year earlier. Taxable sales during that period totaled $128.9 billion, and tracked closely with income growth, continuing a trend that began in the first quarter of 2010.In addition, the Boe has estimated statewide taxable sales for the fourth quarter of 2011, based on cash receipts that indicate taxable sales have risen 7 percent over the same period a year earlier.“I’m optimistic about California’s economic recovery when I see an increase in taxable sales,” said Chairman Horton. “It’s a good sign for California, but we have a long way to go to get to a full recovery.”Fourth quarter 2010 taxable sales in Los Angeles County grew by 6.5 percent. Los Angeles, the state’s largest city, posted a fourth quarter gain of 6.1 percent. Taxable sales for the City of Long Beach (the State’s sixth largest city by population) posted the largest gain in taxable sales among all the State’s 10 largest cities, increasing 14.6 percent over the same quarter last year.In constant dollar terms, taxable sales increased 6.4 percent from the same quarter the previous year. The California Taxable Sales Deflator, which measures the rate of change of all taxable sales in the State, was up 0.6 percent. In comparison, the California Consumer Price Index, which measures the rate of change of common consumer goods, was up 1.1 percent.Taxable Sales in California is a quarterly report on retail sales activity in California, as measured by transactions subject to sales and use tax. WASHIngTon, DC -- new data released today by Health and Human Services shows that the Affordable Care Act has extended health insurance to a substantial number of racial and ethnic minorities nationwide. The health care reform law allows young adults to stay on their parents’ insurance plans through age 26. The data, based on combined estimates from the national Health Interview Survey and the Current Population Survey, indicate that approximately 736,000 Latinos, 410, 000 Blacks, 97,000 Asian Americans, and 29,000 American Indian/Alaska Natives have gained coverage because of the law.Highlighted in an HHS issue brief, the data coincides with a research letter also published today in the Journal of the American Medical Association (JAMA).“As a result of the Affordable Care Act, we are making strides in giving every American regardless of race or ethnicity a fair shot at quality, affordable health coverage,” said HHS Secretary Kathleen Sebelius. “Because of the law, more and more young adults can breathe a little easier knowing they have health coverage.”The studies released today provide the first estimates of the law’s effects on young adults in minority groups. “These results show that the Affordable Care Act has already made a real difference in the lives of young adults, and that the benefits have occurred for Americans across racial and ethnic lines,” said Richard Kronick, Ph.D., HHS deputy assistant secretary for planning and evaluation, and one of the study’s authors. “The Affordable Care Act has helped give millions of young adults – white and black, Latino and Asian – the security of health insurance as they begin to build their careers and their families.”

WallisFriday night arrived and my friend Marci and I had no plans. “How about a cheap movie?” I suggested. “We could go to the $3 movies in North Hollywood and catch ‘The girl With The Dragon Tattoo’. Huh? Huh?”“Sure”, she said, “but, ummm, a three dollar movie?”I could hear the fear and loathing creeping into her voice, as she imagined stained carpeting and homeless men sleeping in the corners -- she’s from new York, after all -- but I assured her there was nothing to worry about.“You have nothing to worry about,” I said, trying not to snicker and sound reassuring at the same time. “I’ll pick you up at 6:15.”As we headed north from her apartment in Studio City, I felt her stiffening up.“Uh, where are we going?” she asked, that note of fear returning to her voice again.“To a land far, far away -- at Victory and Laurel Canyon. You’ll see.”I parked directly in front of the marquee of the Regency Theatre. As Marci gingerly stepped out of the car, she said, “Are you sure it’s only $3? How do you know?”oh, boy.“Look up,” I said. “It’s right there on the marquee.”And so it was. A pretty, smiling young woman sold us our $3 tickets and Marci began to relax.“Popcorn?” I asked.When she saw how cheap the popcorn and drinks were, the deal was sealed. I can’t say that the girl behind the counter was particularly smiley, but she was certainly efficient. When we ordered a medium popcorn, she said as if our lives hung in the balance, “Don’t you want to upgrade it by fifty cents to a large?” Well, of course we did. But she was unable to convince us to add anything more to our order (“Hot dogs? Candy?”). We aren’t pushovers, you know.This is when the nice stuff began to happen.The young man who took our tickets as we entered the theaters area actually smiled at us and thanked us for coming. Another young guy (are you sitting down?) preceded us to the doorway and (gulp!) opened the door for us, telling us to enjoy the film.There weren’t more than about twenty people in the theater, which means they only took in about $60 for this showing of a nearly three-hour film. (As an aside, both of us were shocked and disgusted by the fact that there were several parents with their kids in attendance. Unless they had been holed up in a cave for the past couple of years, how could they not know about all of the violence, nudity and graphic sex in what has become a worldwide phenomenon: the Swedish series, first of books and then films that preceded this American-made version. Sorry, but I have to say it. Idiots! When your little kids start acting out, blame yourselves!)Always the last one to leave any film, since I insist on reading all of the credits in the end roll, I was again delighted when yet another young man who was waiting to clean the theater smiled at me and said, “Hope you enjoyed the movie!” I was sorry that Marci had gone ahead of me and missed that.As we walked out, a couple of more friendly faces said “good night - thanks for coming” and we left with smiles on our own faces, despite all of the morbid death and destruction we had just sat through. Don’t misunderstand. We both enjoyed almost every minute of the film and agree that Rooney Mara is the next big star whose career we intend to follow. I’m only sorry that I waited so long to see the film. Now I want to rent the original Swedish version and compare the two movies. Hey! Maybe the Regency could devote one of their six screens to foreign films - perhaps even old ones. They couldn’t possibly garner fewer ticket sales than “...Dragon Tattoo” did as a late bloomer. now, there’s an idea that would make a lot of us happy! After all, I can’t be the only person in the Valley who remembers the Sherman Theater, in Sherman oaks, that successfully showed nothing but foreign films for decades. or am I...?
