-- the poWer oF preVentIon --By Kenneth Thorpe, Ph.D.The media is abuzz with stories of outrageous markups at many hospitals. One of the most eye-popping numbers making the rounds? A supposedly “non-profit” hospital charges $1.50 per pill for a generic version of Tylenol. That’s about 100 times the retail price.Obviously, health care takes too much out of our paychecks, too much from our bank accounts, and too many of our tax dollars. Spending in this sector accounts for almost 18 percent of the economy. And the rising cost of government health programs is the biggest long-term driver of our national debt. Medicare alone cost $551 billion in 2012 and is projected to cost more than $1 trillion in a decade.The question is what we should do about it. One approach is simply to squeeze down costs, and there are certainly savings to be reaped this way. A better approach, however, is to look at what is driving these high levels of health care spending and see if we can intervene there.The simplest answer in terms of cost drivers is just two words: chronic disease. Right now, chronic disease is rampant in America -- almost half the population has at least one. It’s a mistake to think of these conditions as mere nuisances to be managed. They kill. More than 1.7 million Americans succumb to a chronic condition; it’s a factor in 70 percent of all deaths in the country.In addition to being deadly, chronic disease is also expensive. Roughly three quarters of $2.7 trillion spent on health care in 2011 was linked to patients with chronic disease.That’s a huge cost for individuals and employers. It’s an even bigger percentage of the cost to taxpayers of government-run health programs: About 83 percent of Medicaid spending and a whopping 98 percent of Medicare was for patients with some sort of chronic disease.Medicare, the federal health program for seniors, is particularly susceptible to costs associated with chronic disease: Over half of its patients have five or more chronic conditions, and those patients account for about three quarters of the program’s spending.Our problem in a nutshell is that we are too focused on treating these conditions when we should be focused on preventing them.The fact is that in America we don’t really have a health care system. We have a sick care system. We spend too little time and money trying to prevent people from getting sick and too much on treating people who are already ill.We shouldn’t wait until people are sick to help them. And the good news is that many of the most common chronic ailments are preventable: According to the Centers for Disease Control, more exercise, better eating habits, and smoking cessation could prevent 80 percent of heart disease and strokes as well as 40 percent of cancers. the hIstorIC pantages theaterThe Pasadena Playhouse has long been one of the shining lights of theater here in the Los Angeles area. My entire column is devoted to this venerable institution as my way of saying thank you for so many years of great entertainment for the theatre-going public.The historic Pasadena Playhouse has a rich history dating back to 1917 when an itinerant acting troupe by the name of the Gilmor Brown Players settled in Pasadena -- at the time a sleepy little town of farmers and wealthy vacationers. The town fell in love with the Players and before they had spent 10 years here, local residents donated the money to move the company out of the derelict old burlesque house and the newly constructed Pasadena Playhouse in 1924, originally known as the Pasadena Community Playhouse. At the time, The Playhouse was the largest and most technically

advanced venue on this side of the Mississippi River. George Bernard Shaw dubbed Pasadena “The Athens of the West.” During the 30’s the theatre included a College of Theatre Arts (known as “The Star Factory”) which produced such notables as Gene Hackman, Dustin Hoffman, Raymond Burr and Sally Struthers. Talent came from across the country and premiered hundreds of new plays by such notable playwrights such as Tennessee Williams, Eugene O’Neill and Noel Coward.The Playhouse was constantly abuzz with activity. In fact the Playhouse experimented with new theatrical forms, such as theatre-in-the-round. The Playhouse built and operated on of the first television stations in Southern California -- KTTV. For a variety of reasons including the death of founding director Gilmore Brown, changes in Actors Equity Association laws and the opening of drama departments in colleges and universities,

the Playhouse went bankrupt and had to close its doors in 1969. Thanks to a partnership between the Pasadena city government, local businesses and the dedicated patrons and philanthropists,, the theatre re-opened its doors in 1985. In recent years, the Playhouse has become instrumental in launching new works and landmark revivals for the American Theatre, while displaying a commitment to cultural and theatrical diversity. in association with David Shor Productions announced the cast and creative team for the forthcoming world premiere of “Sleepless In Seattle - The Musical.” You know the story: Sam is a widower and a single father; his son, Jonah, calls into a talk radio program looking for a wife for his father; Sam ends up getting on the phone and laments about his lost love. Annie hears the program and falls in love with Sam, despite the fact that she has never met him and is engaged to another man. Annie sets out to meet Sam while he is contending with an onslaught of letters from available women equally touched by his phone call. Sleepless In Seattle, the movie, has been named among the Top 10 Best Romantic Comedies of all time. Director and Playhouse Artistic Director Sheldon Epps stated, “I am extremely pleased and most fortunate to have such a talented cast of performers and designers to bring this beloved story to our stage. Each and every one of them will bring their unique personal energy, artistry and musical skill to this production which I hope will have a whole new generation fall in love with Sam and Annie’s romantic adventure.”Producer David Shor added, “With this amazing cast and the addition of the incredible talents of multi-Tony Award nominee

finale planned for August 17, 2013. Cirque At The Playhouse is dedicated to training and nurturing a local and global community of artists of all ages committed to excellence in the study of circus arts, clowning, mask play, serial arts and all non-fourth-wall styles of theatre. Guided by professional Cirque artists, Cirque At The Playhouse invites all participants to explore the magical discipline of Cirque -- corporal excellence, aerial wonder, object manipulation and comique prowess. Youth classes (ages 8-12/grades 3-7) comprise a two-week session from July 15-28. Kids will enter a ‘Big Top” of fun and explore the world of Cirque and learn how to balance gravity, juggling, acrobatics, aerial wonder, clowning, games and play. Teen classes (ages 13-17/grades 8-12) -- two-week session July 15-28. Teens will train in skills needed to advance in a career in physical theatre arts. Much time was spent caring for livestock and tending to the fields. LOS ANGELES, CA -- Twenty-two members of the Los Angeles County Sheriff’s Department are caravanning 380 miles from Sheriff’s Headquarters to Sacramento in honor of California Peace Officers killed in the line of duty. The deputies’ journey started Sunday morning, May 5. They will be driving marked Sheriff’s patrol vehicles with black bands across the Sheriff’s Insignia. The black bands represent the loss of peace officers who paid the ultimate sacrifice. Los Angeles County Sheriff’s deputies will be joining other California law enforcement officers and participate in the 2013 California Peace Officer’s Candlelight Vigil and Memorial ceremony in memory of California Peace Officers who died in the line of duty.

SAN FERNANDO VALLEY, CA -- Los Angeles Valley College, Community Services, will offer eight different reading skills programs for 4 year olds through adults. Tuition and materials fees vary by program level. The early summer session begins the week of June 21 and a late summer session begins the week of July 24. Programs are available on the Los Angeles Valley College campus at 5800 Fulton Avenue in Valley Glen. Reading programs for younger students build comprehension and students learn the phonics and fluency skills they need to become strong readers. Programs for older students and adults are geared toward improving comprehension and study skills, vocabulary, and speed reading. LOS ANGELES, CA -- Some forms of households that were rare just a generation ago are becoming common as more fathers than ever before are taking an active role in the day-to-day care of their children. Among fathers with a wife in the workforce, 32 percent were a regular source of care for their children under age 15, up from 26 percent in 2002, according to a recent U.S. Census Bureau report. And among these fathers with preschool-age children, one in five fathers was the primary caregiver, meaning their child spent more time in their care than any other type of arrangement. First 5 LA is launching a public education campaign targeted toward fathers and other male caregivers of children

5 and under to promote the importance of fatherhood/male involvement and empower dads to take a more active role to make a positive long-term impact in their child’s life.Studies show that responsible male figures active in their children’s lives contribute to their positive development both cognitively and socially. Such children tend to get along better with their peers, be academically successful, stay in school longer and use drugs and alcohol less frequently.“Children thrive when they have an involved father or male caregiver, someone who loves them, knows them, guides them, and helps them achieve greater academic success,” said Kim Belshé, executive director of First 5 LA. ” Through this campaign,

However, the Spanish décor did not create the ambient feeling the Evans hoped to effect. He wanted the buildings to act as a frame around a picturesque landscape. After much deliberation, it was decided that the main constant motif of the ever-changing inn would be drawn from tropical themes and influences.When looking at the main buildings, you will notice that the architecture is heavy on the bottom and light on the top. This is typical of colonial Hawaiian architecture. All of the window frames and doors you see in the hotel are carved out of Mahogany that was cut 25 years ago in Honduras. Expert craftsmen were hired to design and build the exotic waterfall and pond in the lobby. The waterfall itself is comprised of several distinct six-foot by eight-foot tall segments. The tile in the lobby is made up of handcrafted Cantera stone imported from deep in the heart of Mexico.Throughout the decades, the Evans family has gone to great lengths to import traditional Pacific Island art. All of the ethnic art including spears, personal jewelry, hand-woven rugs, and warrior shields are from New Guinea and were made prior to World War II. As you face the front desk, look above and you will see a very large Tapa cloth made of Mulberry bark. It is from the New Hebrides Islands located off the coast of New Guinea. When this piece was commissioned, it was the largest one done since 1920 and took many different island families over a year to make. The wood that makes up the front desk is called Black Koa wood, which is native to the Tahitian Islands. The totem poles throughout the property were handcrafted in Bali specifically for the Catamaran. As you approach the stairs on the way to the Atoll restaurant, look to your left and you will see large carving encased in glass that looks like a stool. This piece of art is known as the “speaking stool,” the second largest known in existence. It was found by Michael Rockefeller in a headhunter village in 1961.The Catamaran’s 313 rooms and suites are spacious and tastefully appointed with their own balcony or patio. Mission Bay, the world’s largest aquatic park, is at your doorstep and the enticing waves of the Pacific Ocean are just 100 yards away. CItY oF los angeles reCeIVes $13.7 MIllIon grant to traIn and hIre angeleno WorkersLOS ANGELES, CA -- Mayor Antonio Villaraigosa joined with the Community Development Department and workforce development partners to celebrate the placement of 200,000 Angelenos in living wage jobs and over 75,000 youth in LA Youth summer employment over the course of his administration, making Los Angeles’ workforce development program one of the most successful in the country. And the good news doesn’t stop there, officials took the opportunity to also announce the receipt of a $13.7 million federal grant aimed at training and hiring an additional 2,000 or more displaced LA workers.“A job is more than a paycheck, it is a sense of purpose,” Mayor Villaraigosa said. “Throughout the course of my administration my office has worked hard to provide living wage employment for the people of Los Angeles. Today we can say that we’ve done that for 200,000 Angelenos and with this grant today, we’re about to add 2,000 more.”The “Getting LA Back 2 Work” campaign, funded by a National Emergency Grant under the Department of Labor, will provide displaced workers from Department of Labor-identified public agencies and private employers with paid on-the-job training at a variety of businesses that have pledged to hire workers once their training is complete. The grant will reimburse employers with up to 90 percent of their training costs for employees displaced from the City of Los Angeles, Los Angeles Unified School District, United States Census, Northrup Grumman and Borders Bookstores from 2010 to present.“Helping people train for jobs and place them in solid positions is our goal and this National Emergency Grant enables us to do just that,” Gregg Irish, Executive Director of the City’s Workforce Investment Board, said. “We look forward to taking this challenge and finding a specific group of jobless individuals, bringing them into our WorkSource Centers and giving them the tools and training that will put them in front of employers who will embrace them as highly valued members of their workforce.”Displaced workers who qualify are urged to locate their local WorkSource Center by visiting www.wiblacity.org/b2w or calling 3-1-1. But prevention takes work. We need to gather more evidence about which prevention programs are most effective. We must fund new research and improvements in information technology that can make it easier to spot chronic disease before it becomes a problem.We also need to find ways to encourage healthy behavior. One study looking at 32 different programs designed to promote good health found that such programs could save an average of $3.48 in health spending for every dollar spent on health promotion.We also need better management and better coordination of those who are already chronically

sick. Researchers have found that the chronically ill get just a little more than half of the preventive services that are clinically recommended.That’s not good enough. But there are signs of hope. Medicare, for example, is already improving as a provider of wellness, with more than 20 million seniors enjoying free wellness visits, cancer screenings, and other preventive services the program now offers.There’s plenty more to be done. We need to reward evidence based medicine and rebuild our health care payment system so that its pays for outcomes, not procedures. We need to facilitate communication

between health researchers and practicing doctors, find opportunities hidden in the reams of patient data, and redirect basic research efforts toward cures for chronic diseases.Ultimately, our challenge is not about spending less. It’s about spending smarter. Prevention of chronic disease is the key.
