The e-MAR Navigator Port and Survey Status pilots

Introduction and background
A survey of potential eMar services related to safety, security and environmental
protection of shipping has been carried out
A number of such services have been identified that could benefit from being
offered within the eMar ecosystem
Pilot implementations of two such services have been initiated within eMar
– Port Navigator for ship reporting messages
– Exchange ship survey status
Both are utilizing the maritime common reporting schema (CRS)

The Navigator Port Service
A service (software) for simplifying port clearance procedures and alleviate the
administrative burden on the captain
– Amount of paperwork may be reduced by 90%
> 2500 ships world-wide use Navigator Port on a daily basis
Core module: port manager
Several additional modules:
– Passage planner module, work and rest hours module, Voyage planning and
optimization module, fleet manager module, vessel admin module
Software updated by CD three times a year and by weekly e-mails

Navigator Port
Providing correct information and forms according to Port State Authorities’
requirements
– More than 1600 port clearance forms, covering more than 11 000 ports in more
than 180 countries are available
– Specific arrival and departure checklists for all major ports
– Forms programmatically linked to vessel logs and databases
– Automatic pre-filled forms with ship and crew data
– Electronic reporting directly to Authorities are included
– E.g. to USA (eNOAD), Australia, Singapore, Germany, Sweden, New Zealand,
Ecuador, CARICOM and the Panama canal.
– New reporting requirements will be met when entering into force
May include other forms than port state reports
– Company specific forms, environmental reporting, daily reports to charterers

Navigator Port – main advantages
Reduce paperwork on the bridge
Simplifies and speeds up ship to shore reporting
Smoother port clearance procedures
Reduce delays and possible penalties during port calls
Ensure safer navigation
– Allowing the master to focus on his navigational tasks
Currently, forms are typically submitted as attachments to e-mail
With increasing broadband connections between ship and shore added value can
be obtained by offering Navigator as a web service

Navigator Port eMar pilot
Implement Navigator ship reporting as an eMar web service using the CRS
Successful communication with eBOS test-bed
– Successful submission of pre-arrival information
– Immediate confirmation if submission is OK
– Useful error messages received in case of incorrect forms/missing information
– Currently, we only submit Vessel ID (IMO number), Vessel name, departure
port, arrival port, ETA
Plans for further work:
– Extend service with other information related to Crew, Cargo..
– Extend service with other functionality, e.g. daily reports, environmental
reporting, ...
– Possibly integrate with NCA system

DNV Exchange
Web-based interface for clients and other parties to obtain information regarding
relationship to class
Basic service gives secure, web-based access to class survey and certificate
status and general reference information
– Access to reports of certificates, periodic surveys, conditions of class, memos to
owner, retroactive requirements etc.
– Online survey request; survey scheduling tools
Additional information depending on subscription levels
– Electronic scanned vessel certificates, additional vessel documentation, port
state control checklists and guidance material
Amount of information is different for owners and managers, flag and port state
authorities, etc.
– Some of the information is publically available in the register of vessels

Summary and conclusions
Work has been initiated to implement two eMar pilots using the CRS
– Navigator Port pre-arrival reporting
– Ship survey status
Preliminary pilots with limited functionality are working fine
Future work will focus on extending the services with more functionality
The CRS is sufficient for the information exchange needed in these two pilots
DNV-GL wants to be ready to offer these types of services as soon as the eMar
ecosystem and necessary infrastructure are in place
