Outreach for Increasing Recognition of Early
Signs of Mental Illness State and County Program
Promotores de Salud Mental Program
• Promotores de Salud program – Mental Health
Promotores is an outreach program for increasing
recognition of early signs of mental illness.
• The purpose is to engage, encourage, educate, train and
learn from prospective responders about ways to respond
effectively to early signs of potentially severe and
disabling mental illness.

services to the Hispanic/Latino community in San
Bernardino County.
Vision and Goal of the PdS in SB County
• In San Bernardino county, the mental health program is
organized in four geographical regions.
• West Valley Region Ontario, Rancho Cucamonga, San Antonio Heights, Upland, Chino, Chino
Hills, Fontana, and Montclair.
• East Valley Region Crestline, Highland, Lake Arrowhead, Loma Linda, Mentone, Muscoy,
Redlands, Running Springs, San Bernardino City, and Yucaipa.
• Central Region Bloomington, Colton, Grand Terrace, and Rialto.
• Desert Region Adelanto, Apple Valley, Lucerne Valley, Barstow, Big Bear City , Big Bear Lake,
Hesperia, Morongo Basin (Yucca Valley, Joshua Tree, Twenty-nine Palms).

Who are the Promotores de Salud/Mental Health Workers
The program uses volunteers community members who have received behavioral health services, family members o persons who have received services and interested community members to educating their communities on substance abuse and mental illness prevention and wellness topics.

Promote mental health in the community.
Provide basic information regarding mental health topics and mental illnesses, as well as inform about the available mental health services.
Promoters/Promotores break the silence about Mental Health and Mental illnesses.

Modular Presentations: Promotores conduct Modular Presentations to
smaller groups, families or individuals for the purpose of facilitating a discussion on specific behavioral health topics ( Introduction to Mental Health and Stigma, Depression, Anxiety, Bi-polar Disorder, Schizophrenia, Drug and Alcohol Prevention).

Outreach Activities:
Community Events: Promotores coordinate strategically planned culturally and linguistically competent, events to provide and distribute information in a concentrated area of a community or neighborhood.
Community Health Fairs: Promotores participate in local organized culturally relevant community fairs, cultural events or other gatherings where several agencies and/or vendors are scheduled to participate and universal community participants are anticipated.

Promoting Mental Health Activities of PdS
Community outreach activities in the streets, homes, stores and super markets, and through mass media such as radio.
Giving educational presentations in schools, clinics, churches, homes/residences, apartments, and other places where community members gather.
Being presenters, panelists at conferences, or meetings related to the mental health field (currently attending Cultural
Subcommittee Meetings)
Working with mental health professionals and with individuals who receive services to optimize interventions.
Help break cultural and linguistic barriers between community members and mental health professionals.

VCSS Support and Training for PdS
40 Hours Certification Training Including: Group Facilitation Skills, Groups Dynamics, Confidentiality, Safety in the Community, Non-Violent Crisis Intervention, Child/Dependent/Adult and Elder Abuse, Post Partum Depression, Domestic Violence, Mental Health First Aid, and Outreach Strategies (community events and health fairs)

VCSS Support and Training for PdS
Weekly meetings technical assistance and individual development -Promotores require constant training, new learning methods, illnesses, treatments and resources.
Monthly process groups with the goal to provide guidance and mental health support.
Needs Assessment 2x’s/year- Special training identified by the promoters is necessary for personal development. Promoters have to make constant personal evaluations to identify areas where more training is needed as well additional services for individual seeking services.
VCSS Support and Training for PdS Cont.
Peer Support - VCSS PEI programs structure Continuum of Services: Promotores de Salud are trained in identifying the signs of early onset, serious mental illness and intervene. Through their outreach, Promotores will provide resources, peer support and linkage to any participant experiencing the early onset of a mental illness and refer them to the appropriate resource.
VCSS Promotores de Salud will link all individual participants, to our VCSS
Family Resource Center. VCSS FRC PEI Family Support Counselor meets one on one with each
participant and provides an orientation meeting to explain PEI (a full range of integrated prevention/early intervention mental health services and programs).
VCSS Support and Training for PdS Cont.
Early Intervention Program -Promotores de Salud will refer the participant to the VCSS FRC program for screening. VCSS FRC EI program has a referral coordinator who is a Licensed Marriage and Family Therapist who receives the referral and makes the initial contact with the participant and/or caregiver, completes the initial contact form and also completes the Early Intervention Screening tool. All referrals are first screened to determine if they meet PEI EI Criteria and then refer to the EI Clinician to open the case.
(Referrals can also include County Mental Health, primary care providers, or other
appropriate mental health services providers--by being subject matter experts and having the resources readily available for those that are in need of the information and resources).
