First, the outer ruffle will be measured and cut. Tape the solid color fabric for the overskirt around the edge of the table allowing a 1/2 inch overlap on the top. Trim the bottom of the ruffle so that it hangs about half way to the floor.

Pleats will be added later, so leave about 10 inches of overlap where the two sides meet. This amount may be adjusted according to the size of your table.

Leave the fabric taped to the tabletop. The positioning of the embroidery is next.

Print out full size templates of the designs. Tape the templates where you would like the designs to be. We positioned the designs about 2 inches from the top of the table. We're going to embroider two Victorian ladies on the overskirt, so we're positioning each of them 1/3 of the way from where the back seam will be on the overskirt.

Once you have the designs positioned where you want them to be, lay a piece of masking tape underneath the center point.

This mark will be used to find the center point when you begin the embroidery.

Poke a pen through the center of the template, and mark the center point on the tape.

Measure from the top of the table to the top of one of the designs.

Use that measurement to mark the placement of the second design. For example, the first Victorian lady is 2" down from the top of the table, so we'll repeat that measurement for the second Victorian lady.

Next, to embroider the designs nice and straight, lay tape vertically from the center point of the design, and draw a line.

These lines will be used to get the placement just right when hooping.

Cotton fabric is pretty lightweight, so we'll use a cutaway stabilizer to support the fabric for the embroidery. Hoop the fabric with one piece of medium-weight cutaway stabilizer. Align the lines on the tape with the marks on the hoop.

Put the hoop on the machine, and move the hoop so the needle is right over that center point. Peel back the tape, and

embroider the designs.

When the designs have finished embroidering, cut away the excess stabilizer from the backside of the embroidery.

Next, we'll make the overskirt, and begin by hemming the top and bottom. Fold the edges under 1/4 inch and pin in place.

Sew a 1/4 inch hem with a straight stitch along both edges.

Now, let's make dresses for the ladies.

A bell-shaped dress is a great start for designing clothing for your Victorian ladies.

After you have printed the pattern, cut out the shape and trace it on a small piece of the fabric.

Cut out the shape from the fabric.

Next, add the trim. Fold the end of the lace trim 1/4 inch under the dress fabric and pin in place.

Cut the lace on the other side leaving 1/4 inch excess past the edge of the dress. Fold that side over the dress fabric and pin in place.

Sew an 1/8 inch seam along the folds.

Next, add the ruffle trim as you did the lace trim. Fold the edges over the fabric and pin in place.

Sew the ruffle trim to the fabric with 1/8 inch seams. Repeat this as many times as you like until the dress is embellished to your taste.

Pay close attention to the width of the waist so that it will line up nicely with the embroidery.

Next, pin the dress to the embroidery. Align the top of the dress with the lady's waist. Pin in place.

Sew the dress to the embroidered design with a straight stitch along the top of the dress.

Then, add any other accents of your choosing.

We added ribbon rose accents with hot glue along the waistline.

Next, we'll make an attractive top to cover the table. Lay the fabric wrong side up, and place the table on top. Trace the edge of the table top.

Allow for a 1/4" seam, and cut around the shape.

Next, we will construct the underskirt.

Measure from the top edge of the table to the floor. Also, measure the circumference of the table top.

Cut a piece of the print cotton fabric to these dimensions, plus a 1/4 inch seam allowance to the top, and a 1/4 inch seam allowance to the bottom.

Hem the bottom edge of the underskirt. To do this, fold over 1/4" on one long edge, and pin into place.

Hem the edge with a hem stitch.

Next, we will attach the underskirt to the overskirt.

Lay the table top fabric and the underskirt fabric right sides together.

Pin the underskirt fabric all the way around the table top fabric.

Sew a 1/4 inch seam all the way around.

Fold over 1/4 inch on both ends of the underskirt, pin in place and hem the edges.

Next, the overskirt will be added. Slip the table top and underskirt piece onto the table. Align one end of the overskirt with the slit in the underskirt.

Align the top edge of the overskirt with the seam on the top. Pin in place.

Pinch 1/4 inch box pleats in the overskirt all the way around the stand. We added pleats about every four inches. When you reach the back slit of the underskirt, cut the excess fabric of the overskirt to match the back.

Attach the overskirt to the underskirt by sewing a straight stitch that follows the previously-sewn seam on the overskirt.

Finally, to finish the overskirt, fold the unfinished back edges over 1/4 inch and hem.
