As families get together and yard sales approach, please make sure to contact City Hall in order to borrow the no parking signs. As I menoned in last month’s newsleer, The McMahan Fire Department is merging with the Jeffersontown Fire Department effecve July 1st. The J-Town Fire Chief, Sean Dreisbach, aended our Council meeng and introduced himself. While speaking, he confirmed that there will be no decrease in services - only increases. Jeffersontown will be working to possibly add a new ambulance dedicated to the Taylorsville Rd. locaon (McMahan/J- Town). They will also be working to make sure there are addional firefighters trained in Advanced Life Support (ALS). Chief Dreisbach did menon that they are planning to transion the white fire trucks to green, like the ones that J-Town currently uses. Jeffersontown Fire District’s contact informaon will be updated in July’s newsleer. Please remember that on June 7th, the Farmer’s Market at St. Andrew United Church of Christ will resume. The market is open Thursdays 3:00 - 6:30 PM. Also, on June 9th there will be a CPR cerficaon class provided at the McMahan Fire Staon, 4318 Taylorsville Road. The class is free of charge. It will start at 9:00 AM and adjourn at 1:00 PM. Please send an email to McMahan’s Assistant Fire Chief, Kenneth Amback kamback@mcmahanfire.com to reserve your spot. Remember that this is a life-saving skill. And CPR cerficaon looks great on your resume! As you walk and ride throughout the city this summer, you will noce that it is considerably brighter. Councilman Louie Schweickhardt has overseen a project that is increasing the lumens in all of our light posts. The council and I thought it would be best to increase the brightness of each pole vs. the possibility of adding more poles. This will not only help the safety of our cizens as they walk, ride and drive, it will also help guard against burglary and theſt. Last, but not least, I would like to congratulate the Council for having the first reading of our proposed annual budget where we have once again not increased the property tax rate on our cizens. We love being able to have all of the sanitaon, recycling, tree board, added police presence and many other benefits of St. Regis Park, all while remaining fiscally conservave. CITY OF ST. REGIS PARKMINUTES OF THE REGULAR MONTHLY COUNCIL MEETING

May 1, 2018

Following are the Minutes of the May 2018 Council Meeting for the City of St. Regis Park, held at 7:00 p.m., Tuesday, May 1, 2018, at the McMahan Fire Station located at 4318 Taylorsville, Louisville, Kentucky 40220.

ROLL CALL:Present: Mayor Brandt Davis; Council Members: John Amback, Kacy Noltemeyer, Louie Schweickhardt, Eric Shackelford, Frank Wheatley, Jeff Weis, and Cheryl Willett.

Absent: None

MAYOR’S REPORT:Chief Pat Walsh of the McMahan Fire Department and Chief Sean Dreisbach of the Jeffersontown Fire Department discussed the upcoming merger between the two departments. The merger plans to go into effect on July 1, 2018 and will include ambulance services and additional manpower in our area. More information will be provided in the near future.

Jeff O’Brien and Joe Haberman of Develop Louisville presented the 2040 Comprehensive Plan for Louisville Metro. The plan provides a framework for zoning regulations and guides future growth and development. Ms. Willett made a motion to approve the First Reading of Ordinance 3, Series 2017-2018, an Ordinance adopting the 2040 Comprehensive Plan (Case No. COMP_Plan_Update_4.16.18). Mr. Shackelford seconded the motion and it passed without dissent.

Mayor Davis presented the 2018-2019 Ad Valorem Tax and Sanitation information. The council reviewed the compensating rate information provided by Mr. Veeneman. Mr. Shackelford made a motion to approve the First Reading of Ordinance 1, Series 2018-2019, an Ordinance establishing an Ad Valorem Tax of .117 and a Sanitation Rate of $190.80/household. The motion was seconded by Mr. Amback and it passed without dissent.

Mayor Davis presented the 2018-2019 fiscal budget.

After the council reviewed the proposed budget and made changes, Mr. Wheatley made a motion to approve the First Reading of Ordinance 2, Series 2018-2019, an Ordinance adopting the 2018-2019 Fiscal Budget. Mr. Schweickhardt seconded the motion and it passed without dissent.

FINANCIAL REPORT:Mr. Charles J. Veeneman, the city accountant presented the Financial and Investment Report for March and April 2018. General Fund revenues for the month of April were $3,842.51, with year-to-date revenues at $379,515.25. Total expenses for the month were $21,318.72, with year-to-date expenses at $294,221.08, resulting in year-to-date revenues over expenses of $85,294.17.

Road Fund revenues for the month were $2,735.83, with year-to-date revenues at $25,212.69. Total expenses were $0, with year-to-date expenses at $8,005.60, resulting in year-to-date revenues over expenses of $17,207.09.

Mr. Weis made a motion to approve the March and April 2018 financial and investment reports. Mr. Schweickhardt seconded the motion and it passed without dissent.

MINUTES: Ms. Willett made a motion to approve the April Minutes of the Regular Council Meeting held on March 29, 2018. The motion was seconded by Mr. Schweickhardt and it passed without dissent.

CITY ENGINEER’S REPORT: MEL MILBURN (Absent)No Report

CITATION OFFICER’S REPORT: JASON LEWIS Mr. Lewis presented his April 2018 report. He issued 14 Hi-Neighbor notices and followed up on 2 notices of violations.

CITY ATTORNEY’S REPORT: JOHN SINGLERMr. Singler presented the First Reading of Ordinance 4, Series 2017-2018, an Ordinance Amending Chapter 92, Nuisance Ordinance, to Allow Rain Barrels and Water Collection In The Rear of Residences. Mr. Shackelford made a motion to approve the 1st reading of the ordinance. Mr. Schweickhardt seconded the motion and it passed, with Mr. Weis dissenting and Mr. Wheatley abstaining.

BUILDING PERMITS: LOUIE SCHWEICKHARDT Mr. Schweickhardt recommended the replacement of the street light fixtures/bulbs in the city. LG&E replaced the lights on Mount Vernon in April and there were no negative responses. The council approved Mr. Schweickhardt’s recommendation.

Four (4) building permits were issued in April.

SPECIAL EVENTS: KACY NOLTEMEYERNo Report

PUBLIC SAFETY: CHERYL WILLETTNo Report

PUBLIC WORKS: ERIC SHACKELFORD The McMahan Fire Department will offer a CPR class on June 9, 2018. Additional information will be provided in the June newsletter.

MARKETING/IT: FRANK WHEATLEY No Report

COMMUNICATIONS FACILITATOR: JOHN AMBACKMr. Amback has made changes to the newsletter and requested feedback on additional information that can be included in future newsletters.

FINANCE: JEFF WEISMr. Weis reviewed the bank statements for March 2018 and there were no issues or concerns with the reconciliation.

TREE BOARD: Ms. Jane Ecker, representing the city tree board attended the meeting. The annual Arbor Day

celebration was held at Ascension on April 21st.

CITIZEN PARTICPATION: Ms. Barbara Woerner who resides on Aintree Way attended the meeting and was interested in the rain barrel ordinance but had no comments.

OLD BUSINESS:Mr. Singler will invite engineering firms to present their services and expertise at the June and July meetings.

NEW BUSINESS: None

ADJOURN:There being no further business, Mr. Shackelford made a motion to adjourn. The motion was seconded by Mr. Weis and it passed without dissent. The meeting adjourned at 8:29 p.m.
