John Stager, Chief Drinking Water Insector/ Assistant Deputy Minister During his 16 years with the MOE, Mr. Stager held progressively responsible positions in a number of different areas including environmental monitoring and reporting, compliance and enforcement and a series of transformation and business improvement initiatives. In 2000, Mr. Stager represented the Ontario government in Walkerton, providing support to individuals, families and businesses following the E. coli outbreak. From 2004 to present, he was the Assistant Deputy Minister lead for a cross-government compliance modernization initiative involving 13 ministries, and in this role led a series of legislative and program initiatives to improve levels of cooperation between ministries and provide innovative compliance assistance tools to the regulated community. Mr. Stager holds a B.Sc. from Acadia University. New Chief Drinking Water Inspector appointedJohn Stager was appointed Ontario’s Chief Drinking Water Inspector and Assistant Deputy Minister of the Drinking Water Management Division of the Ministry of the Environment (MOE) on December 15, 2008.

During his 16 years with the MOE, Mr. Stager held progressively responsible positions in a number of different areas including environmental monitoring and reporting, compliance and enforcement and a series of transformation and business improvement initiatives. In 2000, Mr. Stager represented the Ontario government in Walkerton, providing support to individuals, families and businesses following the E. coli outbreak.

From 2004 to present, he was the Assistant Deputy Minister lead for a cross-government compliance modernization initiative involving 13 ministries, and in this role led a series of legislative and program initiatives to improve levels of cooperation between ministries and provide innovative compliance assistance tools to the regulated community.

Walkerton Clean Water Centre receives Ministry of the Environment 2008 Emerald Award

The Walkerton Clean Water Centre (WCWC) received a Ministry of the Environment (MOE) Emerald Award in the innovation category at the ceremony held on March 3, 2009 in Toronto. The innovation category recognizes new and creative ways of doing business.

The Centre received the award for better training and knowledge for the water treatment professionals of today and tomorrow.

WCWC award recipients included CEO Dr. Saad Jasim, Linda Thompson, Maurice Oduor, Dr. Souleymane Ndiongue and Dr. Housseini Coulibaly.

Under the visionary leadership of CEO Dr. Saad Jasim, the Walkerton Clean Water Centre is being transformed into a world-class centre of excellence.

Through enhancements to its Technology Demonstration Facility, a new Mobile Training Unit and a philosophy focused on inspiring future water professionals, the WCWC team has developed a comprehensive outreach program to share knowledge and leading-edge technology. This innovative approach is helping the province’s water professionals meet Ontario’s stringent drinking water standards and prepare to meet future challenges.

As a result of the team’s ingenuity, the four-year-old Walkerton Clean Water Centre is quickly gaining recognition as an innovative, world-class training institution and centre of excellence in water treatment.

Since 2005, more than 15,000 drinking water professionals accross the province have been trained in an array of mandatory and specialized drinking water courses.

The Centre’s training courses are available throughout Ontario, with new courses, dates and locations added to the schedule regularly. To view the Centre’s current course schedule, please refer to page six.

The Walkerton Clean Water Centre has recently introduced the following specialized courses to its inventory:

Formation and Control of Disinfection By-Products (DBPs) This one-day course provides participants with the knowledge of DBPs – what they are, what effects they have on human health, how they are formed, how to prevent their formation and how to remove them from drinking water supplies.

CT Requirements for Chlorine Disinfection Systems Participants of this one-day course will learn how to determine whether a drinking water system applying chlorination for disinfection is being operated safely, especially with respect to meeting CT and log removal/inactivation credit requirements.

The following specialized courses are also under development and will soon be available:

Membrane Filtration This one-day course includes information on low pressure membranes, microfiltration and ultrafiltration. Aspects such as theory of membranes, design, integrity testing, operation, and maintenance are explored.

Drinking Water Source ProtectionThis one-day course is based on the Clean Water Act and associated regulations. It provides a general understanding of drinking water source protection, especially with respect to groundwater systems. The course walks participants through basic geology and hydrogeology, transport of pathogens in groundwater systems, and the development of drinking water source protection plans.

Also being produced are Managing Water Quality in Distribution Systems, Energy Management for Drinking Water Systems, and Optimization and Troubleshooting of Drinking Water Treatment Processes. Another development at WCWC has been the introduction of a new mandatory certificate renewal course, Safeguarding Drinking Water Quality, launched January 1, 2009. This course is offered in two formats; correspondence and classroom instruction. The course

WCWC training initiativescovers key issues such as the roles and responsibilities of operators, status of drinking water legislation, the inspection process, common challenges in water treatment and distribution operations. Preventing Waterborne Illnesses, the previous mandatory certificate renewal course, has been retained as a specialized course and will be available to all operators and operating authorities as requested. This course is suitable for entry-level operators because of its central theme of advocating the multi-barrier approach to safe water provision.

Along with the change to the certificate renewal course was the introduction of a new fee structure for mandatory courses. As of January 1, 2009, the participant fees for the Safeguarding Drinking Water Quality course and Entry-Level Course for Drinking Water Operators will be $297.50 and $1,314.75 respectively.

The Walkerton Clean Water Centre will be hosting its 3rd Annual Drinking Water Education and Industry Forum at the Walkerton Clean Water Centre Technology Demonstration Facility on June 24, 2009.

Last year’s Forum was a great success with over 140 people in attendance, including participants from 34 different municipalities and 29 manufacturers and suppliers.

John Stager, Chief Drinking Water Inspector/Assistant Deputy Minister, will be the keynote speaker at this year’s Forum.

The Forum presents an opportunity for drinking water professionals to become familiar with new products and technologies that will be presented and displayed by manufacturers and suppliers.

Construction of the new home of the Walkerton Clean Water Centre is well underway. The new facility is striving to earn points toward Leadership in Energy and Environmental Design (LEED) Gold certification by meeting or exceeding technical requirements. The 19,150 square-foot building will house offices, classroom training space and the Technology Demonstration Facility under one roof at 20 Ontario Rd., Walkerton, and is scheduled for completion in fall 2009.
