A Season of changeOvers 

50 in Premier League to Division 7,  45 in regionalised leagues 8 thru 12

Minimum overs to be a game is 20 used to be 25

Bowlers have a maximum of 12 in 50 overs and 10 in 45 over cricket, Bowling restrictions as per ECB guidelines apply for U19s

Points

Bonus points in all division start at 125 for batting then 25 per point to 200 

3,5,7,9 wickets or all out if less than 9 trigger the bowling bonus points

Fielding circle in the Premier League thru to Division 3

We play to the laws ref high full tosses and for a slow bowler this mean shoulder high ( some league modify this in playing conditions)

Do not “no ball” for throwing follow the league process

Transfers and Registration

Registration all players must be on play cricket in  Premier League to  Division 3 in advance of the match lower down within 48 hours

Remember Last match in July, is the transfer deadline, and the 80 percent rule applies down through the cascade as per last year 

No overseas category 3 in top 4 divisions

A Season of Change –Worth a mention Umpires we will allow club umpires from div 4 down and they must be allowed to stand if on the list at both end both innings. In any event a non playing umpire may stand at 1 end the whole match

Note we may appoint a panel umpire to stand with a club umpire 

Promotion from regionalise is 1 up from each half and 2 down

Start times 1 pm for all Divisions, up until day light saving arrangements at the end of the season

Use the results APP (iPhone, Android)◦ warcl.org/result◦ Enter the scores and submit◦ The scores will be on the WCL website◦ The points will be added to the table◦ I will check and then lock the scores

Marking Criteria UmpiresPreparation and Administration. Consider if the umpire arrived in a timely manner, 45 minutes before the start time, did they communicate effectively before the match clearly explaining the captains’ responsibilities including the laws, regulations, ECB directives, the spirit of cricket and the league code of conduct. Did the umpire complete their duties at the end of the game and make themselves available for a post‐match discussion. Did they set the correct environment for a good game of cricket?  PerformanceDid the umpire demonstrate knowledge of the laws and playing conditions, applying them accurately and consistently? Did the umpire demonstrate fairness and integrity in their decision making? In all instances Umpires should not be marked down on decisions they make that are based upon opinion e.g. would the ball have hit the wicket? , did the ball carry to the fielder? , but we would expect the Umpire to take all necessary steps to ensure they have made a reasonable decision.  Agreement between captainsIn some cases captain may differ in their assessment. In such cases please report both marks and enter the reason for disagreement in the comments box, noting every attempt to come to a consensus should be made. 

Register your playersRegister your players to the league on Play Cricket

A common issue is a player is added to a club site but NOT submitted to the league

You need to submit players by giving them a league registered player role, if in doubt check with me

Transfer

If you know a player is a transfer◦ Get an email from the other club◦ They can only object if money is owed or disciplinary issues exist◦ The league will arbitrate in case of dispute

Register now and register early – April will see 500 changes and there maybe delays

Play CricketScorecards – within 5 days please

Gives you end of season stats

Will be used to help determine player of the week

Umpires Ground Marks Pitches and outfield will be marked  1‐ 10

Why?

Because the previous 1‐5 was not discerning enough

How will they make the judgement?

Guidance for marking at each level will be made available to all umpires and club umpires

The form remains unchanged apart from that

What will we do with the information?

We will set a threshold once the results start to come in under which we will begin investigation and support process

movable;2. score‐box/‐board present, covers ready;3. outfield well cut with minimal grass cuttings, 

weeds, ruts, holes, surrounds tidy.4. Outfield clear of debris.Mark 7/8 if in addition to the above1. boundary clearly defined by rope, line etc.2. outfield mown with very few grass cuttings3. Clear messages from 52,000 players that ECB have spoken to:

Players are playing less often and they want variety

End times of games and travel time are big issues

The weather adds to the frustration as we are not prepared for it

Clear ripple effect when games aren’t played

We have looked at end times and travel, we can not control the weather but we can all make an effort to “Get the Game on”   ‐ when it is safe to do so

Are you aware of the wet weather regulations and the flexibility they offer?You can play a 20 over match, you can lose 50 or 60 overs and still play a game

A reminder – Covers & Fitness of Pitches1.5 Covering the Pitch – Law 11

In Premier division and Division 1 to 6 inclusive, covers are mandated by Club

standards, and will be used during an interruption to the match. The home Club will

have the responsibility for covering and uncovering the pitch when requested to do

so by the Umpires.

1.5.1 Should no official Umpires be present the pitch will be covered on the request of

either captain and uncovered by mutual agreement between the captains.

1.6 Fitness of the Pitch – Law 3,8 and Law 3.9

For the avoidance of doubt the Umpires are the final judges of fitness of the pitch or

ground. This condition 1.6 does not replace the Laws and is included here only for

information of players.

Cancelling a game2 Cancellation

2.1 The captains (or their nominated representative) when in agreement may call off or

abandon a match at any time on the playing day if they agree a ground is unfit for

play due to climatic conditions. Irrespective of the ownership of a ground, all

grounds are subject to the Rules, Regulations and Club Standards of the League.

Cancelling a gameHowever, a Club which is a tenant of a third party will not be penalised for the

independent cancellation of a match by a landlord on the basis that the pitch is unfit

or otherwise unavailable through no fault of the tenant Club. As all Clubs have an

obligation to ensure that every effort is made to complete all fixtures, the Club

should therefore agree a service level agreement with the landlord to establish the

landlord’s responsibility to ensure that a suitable pitch is available wherever possible.

2.2 Either captain may demand a pitch inspection by a Panel Umpire un associated with

the particular teams at which a representative of both teams may attend. If at this

inspection the match is not cancelled then both teams are required to attend the

ground ready for the scheduled start time

Screens – make sure you as the batting side captain are ready to move screens (left / right batsmen etc)

Help the home side get covers on if it rains!

Maintaining over rates

Where you have umpires they will manage this, you have a responsibility to manage your players though

Where you don’t have umpires, report slow play.  Don’t expect an immediate reaction, we will be looking for repeat offenders. DO THIS WITHOUT STIMULATING CONFRONTATION  ON THE DAY
