Minutes of the Meeting of the Faculty of Arts and Sciences
27 February 1987
The fourth regularly scheduled meeting of the Faculty of Arts and Sciences
for the academic year 1986-1987 was called to order at 4:07 p.m. in room 201
of Crow Hall by Richard N. Rosett, Dean, presiding. Fifty-four members were
present.
I.
The minutes of the meeting of the Faculty on 5 December 1986 were
approved.
II.
The Dean announced that Professor Ira Hirsh has relinquished the office
of Faculty Parliamentarian and that our new colleague and former United States
Senator, the Honorable Thomas F. Eagleton, would now take up the duties of Parlia-
mentarian. The Dean also announced the appointment of A. V. L. Brokaw as
Assistant Dean for Admissions and Strategy Planning in the Faculty of Arts and
Sciences.
The Dean next addressed the matter of the Library reorganization. He read
the full text of his memorandum to the Olin Library System Staff, dated 27
February 1987. It stated that there will be no further layoffs as a result
of the recent reorganization. In light of limited resources and pressing needs,
difficult decisions had to be made. Whatever the reaction by individuals to
these changes, it is now time for cooperative effort and for moving ahead to
make the new management system effective. A copy of this memorandum is filed
with these minutes.
The Dean then commented on the table of organization of the Library, which
he described as very fully supervised. The organization consists of the Dean
or chief officer, three directors, eight service heads, twenty-four super-
visors, and sixty-two staff members. To judge from early indications, which
admittedly are fragmentary, performance under the new system is improving.
He acknowledged, however, that there are still many unsatisfied staff members
who were unprepared for the changes in system. Professor Kazimierz Luszczynski
then asked if the Dean would be willing to meet with a group of the faculty
to discuss the issues, especially those relating to the management system
installed by the Proudfoot Company, the consulting firm involved in the library
reorganization. The Dean responded by saying he would speak at Faculty meet-
ings and before designated committees, but he was reluctant to address an
ad hoc group. Interested parties should make representations before the proper
committees. Luszczynski next inquired if the Dean would discuss the contents
of the memorandum of 25 February, addressed to him by members of the library
staff. The Dean said that the document recommended that the University find
positions at WU for those who were discharged, invite Charles Churchwell to
return to the position of Dean or initiate an immediate search for a successor,
and suspend the operating system installed by the Proudfoot consulting firm.
He stated that his letter of 27 February was an answer to this petition. A
copy of the memorandum of 25 February from members of the library staff is
filed with these minutes.
Professor Luszczynski next asked if the costs in dollars and human terms
for these changes could be presented. The Dean replied that he would not
reveal the amount paid to the Proudfoot Company, but that the money was well
spent. As for the human dimensions, five persons were discharged and five
others who were offered reassignments rejected them and resigned. All of
these were young persons of relatively short employment, but generous
severance payments were made as well as an offer to maintain fringe benefits
for one year. To a further question about staff unhappiness in the library,
the Dean said that change can cause pain and the terminations were a source
of great anxiety, but his memorandum of 27 February should now allay all
fears. Finally, Luszczynski asked if the Dean would be available to answer
questions about the new management system at meetings of the Library Council,
and the Dean responded that someone else might soon take up the position
of acting library director, and he therefore might not be present at such
meetings.
Professor Burton Wheeler next asked about the report that the management
consultants recommended a 30 percent reduction in staff. The Dean said
twenty-nine positions were listed for elimination, but modifications and
revisions were made, including the assignment of ten staff members of the
new Technical Services unit which will work to computerize the catalog.
Wheeler next mentioned the low average salaries of the library staff, noting
that in a national survey WU was 99th in a list of 99. The Dean stated
that the situation involves two kinds of jobs, one requiring a national
search and the accompanying competitive pay-scales, and the other which
draws from the local labor market. Associate Vice Chancellor Gloria White
will make a study of salaries in comparable libraries, he said.
Professor Gary Jensen then asked about the role of the Library Council
in this reorganization, and the Dean replied that the Council was kept well
informed, but that it is not involved in the management of the Library.
The Council concerns itself with services and books for faculty and students.
Professor Joseph Klarmann, chairperson of the Library Council, added that
the Council was advised about the plans to the extent that they affected
library services, but the Council is not the proper medium for oversight
of management of the library.
III.
Ms. Wendy Armstrong, Treasurer of the Council of Students of Arts and
Sciences, presented the organization's report in the absence of Mr. James
T. Madore, President. She described recent events such as Washington
University Day at the St. Louis Symphony, ongoing activities such as the
work of the Student Academic Advising Service, and the approaching CSAS
Symposium, to be held this year on Wednesday and Thursday, 8 and 9 April.
The theme will be: "The Future: The Challenges Facing America as She Prepares
to Enter the 21st Century." The keynote address will be given by Ben Bova,
an authority on space exploration.
IV.
Professor C. David Gutsche, Chairperson of the Council of the Faculty
of Arts and Sciences, presented the Faculty Council slate of nominees to
fill expiring terms and vacancies on the following Councils and Committees:
Advisory Committee on Tenure, Promotion, and Personnel; Faculty Council;
Review Committee on Faculty Personnel Procedures; Curriculum Committee;
Academic Freedom and Tenure Hearing Committee; and Senate Council. There
being no nominations from the floor, the slate of candidates as presented
was then accepted without dissent. A copy of this listing is filed with
these minutes.
V.
Wayne T. Hanebrink, Associate Dean, College of Arts and Sciences, acting

for the Curriculum Committee, presented a list of new courses and course-
changes which has been approved by the Curriculum Committee. A large number
of verbal amendments was made to the printed list, and these are noted here
only by the discipline involved: Anthropology, Biology, Classics, Comparative
Literature, German, Political Science, Psychology, Religious Studies, Romance
Languages, and Sociology. The corrected copy was then accepted unanimously
and it is filed with these minutes. An additional fair copy is available
for inspection in the Office of the Dean, College of Arts and Sciences.
VI.
There being no other business on the agenda, the meeting was adjourned
at 5:00 p.m.
