INTRODUCTION

This Commander's Guide Book is provided to all Group Commanders, once they have completed their initial vetting procedure and have been Accepted into the Watchmen Command Board.

Each Official State Group is entitled to representation upon the Watchmen Command Board with a Commander (CO) and an Executive Officer (XO) as a Privilege of Command Group Acceptance. Board representation by all State Groups is Mandatory. Board Seats are assigned and they do come with numerous responsibilities. You can read more about these responsibilities further into this Manual.(See Section 1 - page 7)

We hope this Guide will be Instrumental in assisting Group Commanders in setting up a solid organizational foundation in which to get things started as an Official Watchmen State Group, and further their efforts in recruitment and establishing Standard Operating Procedures (SOP) and National Training Standards within their State Organizations.

Please read through this material thoroughly as it will explain a lot about the next steps in preparing to participate in the Command Group Board, and making your transition easier, in establishing your position and your State Group.

Welcome to the Watchmen Command Board

We would like to Welcome you to the Watchmen Command Board as a State Group Commander/Director (CO) and your Executive Officer (XO). Congratulations on your successful completion of the vetting procedure. The combined positions of CO and XO are considered to be the primary Command Element for any State Group.

As a State Group Commander, you and your Executive Officer are entitled as a privilege to represent your State by occupying seats on the Watchmen Command Board. The Purpose of the Watchmen Command Board is to create a Democratic Panel which is involved in giving input as to the ultimate directions, functions and procedural policies of the National Watchmen Organization as a whole and as it relates to the combined States of the United States of America.

Commanders also give their perspective related to the needs and special considerations for their State and Geographical Areas that may be different than that of other States and therefore is given credence when making decisions for the National Program Goals and Desires.

Once a Commander and the Executive Officer are granted a seat upon the Watchmen Board, they in turn are obligated to Accept Responsibility for participating in all applicable Board functions, meetings, group vettings, policy determinations, and any other "Special" meetings as required. Participation is very key to the success of this Board and is required in order to maintain those Command Seats.

If it is determined that any State Command Element has neglected to fulfill these obligations and commitments in participation on a regular basis, then that State Command Element can be brought before a Board Review to determine if the State Command Element shall forfeit their privilege to maintain their seats of representation on the Board and therefore face dismissal. (See Section 9 - page 25 )

A Board Review can be requested by ANY other Three (3) National Board Members if a State Group Element FAILS to show representation at three (3) meetings or functions during any annual period. A Minimum of at least One (1) State Group Command Staff must be present at Board Functions, unless otherwise excused by the National Group Affairs Officer or any of the Administrative Officers.

State Group Commanders can also be dismissed (by review) from the Watchmen Board for Violation of any Security Protocols, Confidentiality Issues, Code of Ethics, Code of Duty & Conduct issues.

Your Probationary Period

As a New Watchmen Group Commander, you and your Group Command Staff are accepted under the terms that there will be a Sixty (60) Day Probation Period, in which certain things need to be accomplished according to an established set of goals and procedures. Also as part of this probation period, is an opportunity to develop your command relationship with the Watchmen organization and determine if you feel that participation in this program is a correct fit for you. Making certain that both parties feel this is a win/win situation for all involved is a very important aspect of determining long term goals and aspirations.

At the end of Sixty (60) Days and upon Acceptance by both parties of the Probationary Review, the New State Group Command Element retains the Option of Accepting "Permanent" Status".

Below are the minimal requirements that are a part of your Tasks in which must be completed within the Sixty (60) day probation period.

1) The Commander and Executive Officer must become Official dues paying Watchmen Group Level Members and maintain that status in order to be considered for retaining your command positions.

2) Your Group must Recruit and Sign-Up a total of four (4) additional dues paying members, not including the Commander and the Executive Officer, into the National Watchmen of America Program for their State.

3) You Must Read and Agree to ALL the Terms and conditions set forth in this Commander's Guide, including the Contractual Agreement Forms found in the back of the guide. This must be done by both the Commander and the Executive Officer in writing. (You should know everything in this Commanders Guide Book extremely well.)

4) You must work with the Watchmen National Staff to create a State Watchmen Web Site, based on the parameters and guidelines provided for in the "Creating a State Web Site" section of this Guide. (See Section 24 - page 54)

5) You must establish your State Group Standard Operating Procedures (SOP) and have it written out for submission to remain on file with the National Watchmen of America.

6) You must show Good Faith Effort that you have Created and are Implementing a Recruitment Strategy in order to increase your Group Membership, State wide Coverage and Participation.

We are here to Assist you in any way we can and you have all of our existing resources at your disposal in order to complete these tasks.

Commanders Responsibility (SOP)

1. Attend monthly Watchmen Conference Meetings (TeamSpeak)

► If you cannot attend, then delegate one of your command staff to attend and Notify the Group Affairs Officer and/or the 2nd Officer. ► These meetings are normally scheduled for the 1st and 3rd Sunday of each month, at 1900 hrs or (7:00) pm eastern time. ** Monthly Commander's Meeting - 1st Sunday of each Month (TeamSpeak) ** New Group Vetting Meeting - 3rd Sunday of each Month (Skype) ► Skype notices for all upcoming meetings are sent out by the Executive Assistant. These notices are posted in the Skype Command Social Room and the SITREP rooms.

► Roll Call will be taken at all meetings. It can be considered Grounds for Dismissal for any State Group to not be represented for three (3) consecutive meetings.

2. Establish a Command Staff.

► CO (Commanding Officer)► XO (Executive Officer) ► PAO (Public Affairs Officer)► TO (Training Officer)

3. Maintain accurate membership Rosters.

► Maintain updated and accurate Membership Rosters and compare them to the National roster list often.

► Maintain registration applications and membership records, and accounting on member’s dues and accurate contact information.

NOTE: All State Group Members must be valid Watchmen of America dues paying members.

4. Establish an official State Application process for New Members.

► Develop an Online application► Create a Hard Copy application form. (We have hard copy samples available)► Email responses for membership application acceptance.► Respond to all emails and inquiry’s within a timely manner. (usually within 48

hours)

5. Maintain Contact with all members.► Establish a means of contact with all State members and maintain contact with

them on a regular basis.

6. Member Counting► All Watchmen members will only be counted as State Watchmen Members, once

they have registered with the Watchmen Of America and pay their membership dues.

►Plan and schedule monthly or bi-monthly Field training Exercises (FTX), Classroom Training Exercises (CTX) and Regular Meetings.

7. Build and maintain a web site for your state group.

► Watchmen National will assist you in creating an Official State Group web site.

► Watchmen Of America links, logos and program information must be promoted on the State Group site at all times.

► Watchmen Of America owns Every domain name for every State, therefore even if you create your own web site, you do not have to purchase the Domain

Name for it. We already own them all. We will simply re-direct the Domain Name to forward all traffic toward your web page.

For example: WatchmenOfMaine.com or WatchmenofKentucky.com, etc.

► Your are required to use the Domain Names that we own and are not authorized to obtain any other domain name. This protocol exists in order for us to maintain a sense of unity and branding for the National Program as a whole.

For example: FloridaWatchmen.com, WatchmenPatriotsOfTexas.net, etc are samples of Prohibited domain names.

8. Establish a TACTS (Tactical Alert Call Tree System)

► All State Watchmen groups should use same template for TACTS, even though they can operate independently of one another.

(See Section 34 - Page 77 thru 84) for information on setting up your TACTS.

9. Set up a Recruiting Strategy and Program for your State Group

► Establish and implement an active recruiting program.► Establish and maintain recruiting material online.► Establish and maintain hard copy recruiting material such as handout’s, WOA

brochures, flyer's, stickers, pens, etc.► Use and fill out the monthly status report in your SITREP's and email it to the

Group Affairs Officer of WoA each month.► Report all recruiting and FTX status to the Group Affairs Officer monthly. (We DO NOT expect to have you divulge anything sensitive or COMSEC, in

your reports.)

10. Participate in National Recruiting for the Watchmen of America► Each Watchmen State Group and it's members are responsible for assisting in

National Recruiting efforts and should make every attempt to be courteous and helpful for all new member inquiries, even if the candidates are from another states and wish to obtain information about joining or starting a group in their state.

► Learn the program inside and out and be ready to direct any and all inquiries to the proper Departments or Web Site Links in order for them to obtain the appropriate information they seek.

► You and your staff will be tasked with reaching out to fellow Patriots all over your state and assist with recruitment whenever possible.

► You and your staff will also be tasked with searching the Internet for like minded Individuals to become members and reaching out to spread the word about the Watchmen of America.

► You and your staff will be tasked with assisting in all endeavors of promotional activities and events that would assist in recruitment, including those situation that are created and set up by the Watchmen State Coordinator.

11. Work Cooperatively with your State Coordinator ► Make sure to effectively use your State Coordinator to assist you in any recruitment or event endeavors. This is what they are there for, to assist you

and help resolve any issues your members may have. If any of your members need assistance with their relationship to Watchmen National, the State Coordinator is the primary contact person that can assist with most issues, concerns or need for information.

► NOTE: If your state currently does NOT already have an Official Watchmen State Coordinator, at the time the new State Group is established, then the Command element should work with National in every effort to recruit someone for that National Staff position as soon as possible. State Coordinators are very instrumental in the overall scope of advancement and progression of the group.

► Please NOTE: that the State Coordinator is NOT a person of higher authority or ranking over the State Group Command Element. Neither the Commander nor the State Coordinator have any authority over one another. The State Coordinator is encouraged to be an official member of the State Group, however it is not mandatory.

If a State Coordinator in fact becomes a member of the State Group, they cannot hold any Command Staff positions of authority within the State Group structure.

RESPONSIBILITIES AND DUTIES

The commander is responsible for all that his/her staff and team does or fails to do. He/she cannot delegate this responsibility. The final decision, as well as the final responsibility, remains with the Commander. The commander must foster an organizational climate of mutual trust, cooperation, and teamwork.

When the commander assigns a staff member a mission or task, he/she must also delegate the necessary authority for the group staff member to accomplish the mission/assignment. The commander must also provide the staff member with the guidance, resources and support necessary to accomplish the mission/assignment.

CHARACTERISTICS AND ATTRIBUTES NEEDED TOBE AN EFFECTIVE COMMANDER:

1) Competence:Every Commander has to be competent in all aspects of his/her position. They must know their specific duties and responsibilities better than all others in their group.

2) Initiative and Judgement:A Commander must have the initiative to anticipate requirements, and the ability to use good judgement in applying those requirements.

3) Creativity:A good Commander and their staff are always looking for new, and innovative solutions to challenges, using creative thinking, and critical reasoning.

4) Flexibility:A Commander must have the maturity and presence of mind to avoid being overwhelmed or frustrated by changing requirements and priorities of his/her group, or the changing dynamics of any given situation.

5) Confidence:A Commander must maintain mental discipline. They must have confidence and understanding with his/her group members, and never give them less than a full effort.

6) Team Player:The Command Officer must be a team player. He/she cannot complete staff actions and staff duities in a vacuum. He/she must advise, consult, and cooperate with other members of the group. He/she must be prepared to support decisions of the group, as if they were his/her own when necessary.

A wise Commander should also maintain a pleasant disposition. It will help achieve results, which he/she could not otherwise obtain. He/she also needs to maintain the mind set that not all members have the sameskills, knowledge and abilities. Some members may tend to neglect their assignments, while others may have difficulty understanding, and following instructions. The Commander must be able to have some insight to this problem and assign tasks accordingly, while attempting to correct these deficiencies in each member.

7) Effective Manager:The Commander must have the ability to effectively manage his/her time and resources. Time is, and always will be critical. He/she must consider not only his/her time requirements, but the time required by other staff members, subordinate units, and personnel who participate in any given activity. The ultimate goal is to stay focused and diligent to achieve goals in a timely, and precise manner.

8) Effective Communicator:Effective communication is crucial. The Commander must clearly articulate orally, in writing, and visually (with maps, graphs, instructional demonstrations and in documentation) the commander’s intent and decisions. The Commander must be skilled in orally briefing individuals and large groups. He/she must know and understand proper briefing techniques and be able to convey complex information so that it is easily understood, both verbally, and in writing.

WHERE TO BEGIN?

The following list is provided as a guideline for completing tasks that will need to be done now that your Command Element has passed the initial vetting process.

General Membership Requirements Sign-up as a dues paying member of the Watchmen of America National Program.

Receive your individual Membership Identification Number from Member Services

Create your Unique Membership Profile on our Watchmen web site in order to access the Members Only Area.

Make sure ALL of your established Command Staff personnel are registered with Watchmen Of America National Program. (You can verify them by asking them to produce their unique Membership Identification Numbers, or by checking your roster found within the Commanders Area for your State.)

Commander Specific Requirements Obtain Access to ALL pertinent Watchmen of America Skype rooms applicable to any National

Board Member.Specifically: SITREP/Check-in Room Command Social Room Commanders Only Room National Training Room

Review the Rules and Protocols for each Skype Room with the National Group Affairs Officer (GAO)

Review the information "Guide To Membership I.D. Numbers" from the Commanders Guide.

Obtain a copy of the Watchmen Commanders Guide Book from (GAO)

Obtain your official Group Authorization Number or GAC from (GAO)

Request a Security Clearance UPDATE from Member Services Director in order to access specialized areas of the Watchmen web site such as the Commanders Area. (Check and confirm your access is working once they approve you.)

Set an appointment to meet with Freebyrd (1st Officer) to review your web site requirements and go through an orientation of the Commanders Area Pages.

Submit to the National Executive Assistant (NEA) your complete Emergency Contact Information including mailing address, home and cell phone numbers.(You will need to obtain a copy of the overall National Board Contact List once your information has been added.)

Review and Test your web site and the relevant forms of contact for potential new members.

Review and Sign the Command Proprietary and Confidentiality Agreement Form and return it to the (GAO)

Review and Sign the Media Representation Protocol Agreement Form and return it to the (GAO)

Review and Sign the Watchmen National Property Agreement Form and return it to the (GAO)

Review the Watchmen of America main web site and make sure the appropriate links to your State web site are working.

Review the document "Who Is Who in the Watchmen" (Obtain on web site or from (GAO)

Any questions you may have for needing assistance, can be directed to the National Group Affairs Officer (GAO) or contact any of the National Officers if the (GAO) is unavailable and you have an urgent matter.

Steps to Establish Your Roleas a Watchmen Commander

Item 6a - Setting-Up and Establishing Your Command Staff

You will need to establish your Command Staff as soon as possible in order to have the support you need to move forward at this point.

Recommended are the Following:Commander (CO)

Executive Officer (XO)

Training Officer (TO)Public Affairs Officer (PAO)

Technical Support Officer (TS)Medical Officer (MO)

Please notify the Group Affairs Officer, when you have completed this task.

Item 6b - Establishing A Call-Sign for Communications

For Personal Security Issues, it is best that you and your officers Create Call-Signs or nicknames for one another to use in most all communications. These will be the names in which we will come to know you by as most all Board Members use them. Make sure you notify all other Board Members of your selected Call-Signs and use these if possible when setting up all Internet based communications systems, including Skype and Team Speak.

Recommended Format is: Call-Sign - Position - State Initials

Item 6c - Different Skype Command Rooms and Functions

We have Two (2) Primary Skype Command Chat/Meeting Rooms in which we use for different purposes. The Commander and Executive Officer will automatically be added to these Skype Rooms upon Acceptance to the Watchmen Board. Make sure you Send a Skype "Contact Request" to MFreebyrd so that you can be added to all the necessary rooms.

The Group Affairs Officer will assist you in downloading and installing the Skype Communication program to your computer.

The Separate Skype Rooms:

Command Social Room:This room is where our Command Board Members typically spend their time day in and day out conversing in matters of general interest and socializing. They will often post links to current event stories and participate in Watchmen related discussions.

Command SITREP Room:

This room is used for all "Official" Watchmen Notices and Business.

Major Announcements of the Serious Nature are posted in this room.

Also, the majority of our Command Board will report in each day that they are "All Clear", meaning they are okay and reporting a secure status for themselves and their Group.

The purpose for this is so that if any one person fails to report in, it will Alert us to the fact that something may be wrong and we need to check on that person.

T he general rule is 48 hours missing, we go on Alert to Locate and check the Status of the State Command and/or its' members.

PLEASE NOTE: Idle chit chat and social posts are PROHIBITED in this room in order to keep a clear channel and less posts to scroll through.

Commanders Only Room:

This room is used for all Watchmen Commanders and for their purposes of caring out and discussing Group Issues and Discussions of a very general nature.

This room is designed to allow them the opportunity to share with one another as Commanders and address topics of State Group interest, in order to gain insight and perspectives from fellow Commanders.

Occasionally they will also tackle specific projects and assignments within this area.

Watchmen Vetting Room:

This room varies in number of people according to How many will be attending the Vetting meetings for New State Groups. Since Skype has a 24 person limit for Live Audio Chat Calls, we ask that we can get at least one Command Member from the many groups to participate in the Vetting Calls. In the Event that we are getting close to the 24 person limit, State Commanders required presence, trumps the need for National Staff Members such as State Coordinators, Member Services, etc. therefore they may be dismissed from participating in order to seat a State Commander.

Steps to Establish Your Roleas a Watchmen Commander

Item 6d - Establishing Your Team Speak Account for Command Meetings

The Watchmen Command Board holds One Regularly Scheduled Main Meeting Per Month in order to discuss organization issues and to allow all State Groups to give their SITREP Reports regarding Group Activities and Group growth and progress issues. Other topics of discussion may also be presented from time to time as organization issues and Board votes are requested.

These Monthly Board Meetings are scheduled for the First Sunday of Every Month, and All Watchmen Command Members and National Staff are fully expected to attend this very important once per month meeting. The meetings are typically scheduled for 7:00 p.m. Eastern time.

Because the SKYPE conference call feature only allows up to 24 participants, we use an additional call conferencing program feature called TEAM SPEAK.

It will be imperative that the CO and XO establish their Team Speak accounts as soon as possible in order to participate in the Monthly Meetings.

Establishing this Team Speak Account involves downloading a program and then setting up a connection to the Specific Server. We have a couple of people who specifically handle the task of assisting others with this set-up. You can begin the process by contacting the Group Affairs Officer in order to set an appointment for your assistance in doing so. A Crucial First Step in opening Lines of Communications is Establishing Contact with all the other Command Board Members.

One good way to start is by sending a "Contact Request" in Skype, to all the other National Board Members.

There is a Command Board Listing also available in order to share Email Addresses with the other Board Members. You can find this Directory in the Special Command Area of the Watchmen Web Site.(The Actual Button for this Area is found within one of the MEMBERS AREA Side Bar menus on the Watchmen web site.)

We encourage you to establish these Contacts as soon as possible in order to begin sharing and learning more about the Watchmen Program from your Fellow Command Members. If you ever have any questions, please do not hesitate to Ask Someone.

Accessing Special Commander Areas:

Part of becoming a member of the Watchmen of America, you will need to create your web site membership profile in order to access the exclusive Members Only Area. Upon acceptance of your profile, you and your Executive Officers as Commanders, will have special access to various features and areas on the Watchmen web site. This access will automatically be set up through the Member Services Director.

About Rank Structures

Upon acceptance into the Watchmen of America as an official State Group Commander, you have the exclusive "right and privilege" to choose how your State Group will be structured.

Most State Group commands choose to be set up with an official "Rank" type structure. Keep in mind that this is NOT mandatory. The other Watchmen Board members will often refer to you as "Commander", therefore please take no offense, as it is our way of showing respect.

It is totally up to you as Commander to decide if you want to use an official rank structure and it has nothing to do with whether you are considered a militia or not! For example, the Salvation Army organization uses a rank type structure to title their various job positions, and they are neither a militia nor any kind of "real" national army.

If you do happen to choose the use of a rank structure, here are some recommendations based upon what the majority of other State Groups use;

Section or Regional Commanders Major

General Command Staff 1st Lieutenant

Training Officer Command Sergeant Major

These are purely recommendations ONLY!!

Keep in mind when starting fresh with creating a new group, it is best to start your Command Staff positions out at the lower ranks and provide them the opportunity to "earn" higher ranks through participating achievements.

This gives them goals to shoot for as well as a sense of pride in accomplishment and achievement as they "move up" in rank.

About Rank Structures - Continued

You will need to design, create and provide your members with the guidelines and provisions for what may be required to achieve these promotions in rank.

It is also wise to consider each members' past personal background record, when deciding on rank assignments such as prior military or law enforcement backgrounds, etc.

When using any official ranking structure, emphasize the Honor, Respect and Hierarchy of these positions in establishing your "Chain of Command."

Let your members know that it is inappropriate to "run around" a ranking officer and disregard their authority of position. Make them realize and use the proper chain of command, unless they have a specific grievance with regard to that officer. In that case a formal review may be required to resolve some personal issues in order to get things back to normal rank conditions.

In some situations, typical civilians will try to create conflict in following the chain of command protocol simply for personal reasons or they may just not like the person directly in ranked over them in leadership. Exercising proper discipline will be very crucial when using a rank system.

Always have them remember that there is a time for joking and cutting up and a more serious time when respect for rank is pertinent and more appropriate as well as "expected."

Please observe, that you do not have to utilize ALL the ranks listed on the page, but it is advisable in order to allow your members to "move-up" in positions.

Command Board Meeting Etiquette and Voting Protocols

Occasionally, matters of importance are presented to the Command Board that have been brought forward by a motion and carried by a second. These items will sometimes require that a vote be taken by the Command Board in order to be implemented, enforced or executed, etc.

When these situations arise, there are certain protocols for proper proceedings during meetings and especially during voting sessions. Below is a list of both expected Etiquette during Meetings and the Procedural Protocols for voting procedures.

MEETING RULES OF ETIQUETTE:

> Arrive early and resolve any connection problems prior to the scheduled meeting time, in order to not cause delays.

> Before the meeting, try to isolate yourself and minimize all background noise so there will not be any interference or disruptions, coming through your microphone.

> When the meeting starts, Mute your microphone and only turn it on when it's your turn to speak or you have been called upon.

> As discussions proceed, if you wish to participate then you can indicate so by entering into the chat box "HAND UP". This will alert the Host that you desire a turn at adding your input to the conversation.

Please wait for the Host to call your name before jumping into the conversation. If for some reason, you are skipped over, then simply re-type "Hand Up" again so you can be acknowledged.

> Do not attempt to Introduce one motion on top of another that is already in progress.

Page 24PROTOCOLS OF THE VOTING PROCEDURE:

1) A Command Board Member has brought forth an issue that requires a vote by the board.

2) The Second Officer introduces the topic for review and then hands over the floor to the Member(s) who tabled the Item, for them to present their discussion.

3) Once the presentation is complete, the Second Officer will open the floor for discussion at which time the Board Members shall indicate they have input by typing "Hand Up" in the chat box. The Second Officer will call upon each Member in turn of which they Raised their hand.

4) After everyone has been given the opportunity to present their questions, comments or suggestions, etc., the Second Officer will summarize any conclusions based on the discussion that just took place regarding the Issue.

5) Once the Summary of the Issue has been presented, he will call for a Motion on the Issue at hand.

The Motion can either be to simply adopt any resolutions that were summarized or to take a formal Board Vote in certain matters of greater importance, such as vettings, suspensions, new policy, benefit changes or additions, etc.

6) If the motion to vote is accepted, then the actual vote issue itself is to be typed into the Chat Room Box for all to read and clearly understand what they are voting for or against. Yes or No

7) The Second Officer will read the Vote topic one more time and then he will go through the room list of all those who are present and call for each persons vote. This will include each Commander, Executive Officer, State Coordinator and all other National Staff Members and Officers who are present.

If a person misses the meeting for any reason, excused or un-excused, and is not present, then they forfeit their opportunity to vote. There will be no votes by proxy, unless otherwise approved beforehand by the Second Officer.

8) When all the Votes are taken, they will be counted and a Vote shall Carry or Stand with a majority cast of 2/3rds.

If a Vote does not Carry by the required 2/3rds. then a motion can be made for further discussion of the topic or issue.At the end of this additional discussion, a motion will be made to take a Final Vote on the Topic.

If the second Vote produces the same result then the vote will Not Carry and the subject matter will be closed at that time.

Watchmen National Review BoardGrievances, Review and Dismissals

State Group Commanders are Responsible for adhering to all organization protocols, policies and procedures, and a specifically higher degree of behavioral posture and Integrity. Occasionally, there will be times when a Command group will Falter and become negligent in one or more of these expectations within the Command Board or WOA National Policies. It is not our intent to immediately punish for such defects or conflicting situations, but rather to assist in finding the cause and help provide solutions in order to maintain activity and commitment from the State Group.

The fact is, not all people will get along all the time, and this opens the door for In-Fighting and Inappropriate behavior and disrespect to take a grasp upon any organization. The Goal here is to have protocols and policies in place to handle these disagreements when they arise. If Command Board Members cannot resolve their personal issues among themselves respectfully, then the National Review Board can intervene upon request by one member or another. Internal Dissension is Not Permitted in any form or fashion.

Types Of National Board Reviews

There are basically Two types of National Board Review. Informal and Formal.Below is a simple description of each and the actions pertaining to each.

1) Informal Board Review - An Informal board review is when a very minor infraction has occurred or been brought to the attention of the Watchmen National Director. A minor default is usually dealt with by first requesting an "Inquiry" by the National Director to verify that a problem exists and if so, to discuss informal manners in which it can be resolved. ACTION: Informal Hearing Requested

2) Formal Board Review - A Formal board review is where a more serious discretion has taken place that would be considered on a level of total insubordination on the part of the Person or Group being charged. This could also include behavior unbecoming of a Command Officer and/or Direct and deliberate violation of protocol or policy. ACTION: Formal Investigation and Board Review Panel Hearing.

A Informal Hearing would include 1 to 2 National Officers, while a Formal Hearing will require a Full Panel to be assembled for Review of the Case. (See more on Full Panel participants further in this section)

Requesting a National Board Review:

Upon recognition that any State Command Group are in defect of policies, protocols or participation, or indiscretions of behavior, a Board Review can be requested in order to Formally address the issues or situation with that particular State Command Staff Member or Group.

An Initial Board Review can be Requested by any other Command Board Member or National Staff Member and approved for Review by the National Director. Once the Review has been requested and motioned by two other Command Board Members, then a Formal Claim is lodged against the parties in defect.

The National Director will randomly choose two other Command Board Members to review the claim and decide if the situation requires an Informal Hearing or Formal Hearing. The goal here is to see if the other Commanders feel that they can intervene and try to assist in resolving the situation Before it gets any worse.

We Strongly encourage that ALL Commanders assist in working out these indiscretions or conflicts before any situation requires National Board Review. By Commanders working together, this forms a bond of unity and brotherhood in looking out for one another even in times of controversy and disagreement.

Once a Claim has been filed and sent to the Command Board Member or Group, they will have 72 hours to give their "Formal Response" to the allegations or claim or they can choose to appear before the National Board for Review at an "Informal" meeting.

A National Review Board Panel shall consist of Five (5) State Command Group Members and Three (3) National Staff Members. State Coordinators ARE eligible for service on a National Review Board. Also Present will be at least One (1) Primary Officer of WOA. This would bring the Total Minimum number required to Nine (9) people to form a National Review Board Panel.

NOTE: Any Command Board Member or National Staff Member that is involved directly or indirectly, in the situation being reviewed, will not be eligible for participation in the Review Board Panel.

National Review Board Formal Hearing Procedures:

At the proceedings, the allegations, claims or charges will be read and any evidence submitted in support of the incident(s) in question. First Person Testimony may be accepted as evidence to be considered, when no written or otherwise physical evidence is available. There will be No third party testimony allowed as it would be considered "Hearsay." Witnesses can choose to remain anonymous, provided they supply sufficient written testimony and any evidence required.

Once the case has been presented, the Command Board Member under review, shall have a chance to present their testimony and evidence in rebuttal to any claims and or charges. Cross examinations will be allowed before adjournment for Case Judgment Consideration.

The National Review Board shall adjourn and discuss the evidence and all testimony that is applicable to the case, at which time the National Director will ask for a Vote of Judgment in the case. The Majority vote shall prevail in the case.

If the State Command Group or Command Board Member is found guilty of defect in the case, then they have a right to Appeal within Ten (10) days, at which time an Appeal hearing will be scheduled.

Once a judgment has been reached and if in fact the Command Board Member has been found in defect, they shall be subject to disciplinary action as appropriately set forth by the National Review Board. If that disciplinary action involves Dismissal from the Watchmen Command Board, then they shall be removed from all Command Skype Rooms Immediately. and actions set in place in order to reconcile any return of property belonging to the Watchmen Of America.

GRIEVANCE ISSUES ANDINTERNAL CONFLICT RESOLUTION PROTOCOLS

As with any growing organization of people, there will be times when opposition and conflict will occur. The more we grow in numbers, there will be an increase in different personalities and ideologies. These differences will cause disruption at times if the situations are not treated with personal respect and honor.

When conflict arises between individuals or groups, we must enforce a policy of "Respect". While debate can be a healthy way to resolve certain issues, we cannot allow ourselves to turn these disagreements into personal and degrading attacks upon one another. This type of behavior will not be tolerated and can possibly result in Termination of membership and Dismissal of State Group Command.

In order to address issues that may arise from conflict, we have established policies and protocols to be followed here in efforts to peacefully resolve the situations. We certainly realize that not all efforts will be met with compliance and acceptance, however we feel that these rules must be put in place in order to appropriately address these issues.

Various Types of Situations may result in a need for Conflict Resolution or Policy Enforcement.These may include, but not be limited to the following:

> Members who may initiate into a disagreement with other Members, that results in an escalation to personal attacks and/or degrading remarks.

> Members who falsely or inappropriately make accusation against another Member.

> Members that openly or covertly propose or incite division within a group or segment of Members.

> Group Command leaders that may attempt, or successfully subvert their group, or a portion of their Membership, away from the Watchmen Program.

> Members who divulge sensitive information to other people or groups, including Watchmen Members, that may otherwise not be entitled to such information.

Page 29Recommended Procedures For Resolution:

We strongly urge any and all parties involved in a dispute, to act accordingly, with Respect and Integrity. Opposing parties should try to work out their differences between them as much as possible. If the situation cannot be reconciled through reasonable discussion, then the incident can be escalated to a Request For Mediation.

The Mediation process will involve a third party negotiator to be employed to address both parties in an attempt at resolution. Both parties must agree to abide by the Rules of Conduct during mediation and to accept the Ruling of the Mediator in resolving the Dispute or Conflict. If one or both parties fail at the Mediation Hearing Process, then the incident will be Brought before the Watchmen Board and Submitted for a "Board Review."

The Board Review will consist of National Board Members and Command Board Members, and at least one Primary WOA Officer. If any Board Member is included as a party in the dispute, then they and anyone in their respective Group are prohibited from participating in the Board Review Panel.

The First step in requesting a Board Review is filing a Resolution Complaint Form. This can be done by either of the parties involved in the conflict or by the Mediator from the Previous step. This Resolution Complaint Form can be found on the Watchmen Of America web site in the Members Area. ( Section Command Area.)

Resolution Complaints must be submitted with full and proper Evidence of the infraction being claimed. This can be "Screen Shots", Official Email Copies, Web Site Links or Chat Logs, that clearly show any evidence through conversations that took place. Without proper evidence of the dispute or conflict itself, the complaint will be denied. No third party testimony will be accepted unless they were actually present during the incident and are testifying as a direct witness.

Once a Resolution Complaint is accepted and filed, then the Defendant of the Complaint will be contacted for a Formal Written "Response" to the charges or allegations. When the Defendants Response is received, the Review Board will examine the case and all the evidence and make a determination in the matter, at which time disciplinary action will be rendered against any party that is found guilty in the incident.

Group Commanders shall be responsible for their Group Members to adhere to our Conflict Resolution Policies and Watchmen National will enforce the Policy with Individual Members.

Disciplinary Protocol and/or Dismissal from Command

We have a specific Guideline that details the parameters and situations that may exist or may arise or are brought to our attention regarding problems with a State Group Command element. ( Commander and/or Executive Officer)

These policies and protocols, exist for all State Command Elements who tenure as the lead structure of any Watchmen Of America approved and vetted State Group. The nature and level of possible disciplinary action will be directly related to the severity of the violation of protocol.

These could range from a minor incident requiring a written warning, temporary suspension and/or probation period up to more severe violations resulting in Dismissal of Command position and Termination of Membership.

If it were to become necessary to dismiss a State Group Commander (CO), then the Executive Officer (XO) would immediately be elevated into the role of primary Commander, UNLESS it was determined that the XO was also complicit or equally involved in the violation or infraction.

The dismissal of both CO and XO would require the Watchmen of America National Board to contact the remaining State Group Members in order to solicit a potential new Command Element.

During a Review Board Hearing and once all evidence has been considered and the informal or formal review completed, the Review Board decision for any disciplinary action will be purely mechanical, based upon current policy and protocol. The Review Board has no option other than to administer the necessary discipline directly related to the severity of the violation.

Disciplinary Protocol - Continued

..........A word about Equal Command Responsibility.

Because the Commander and Executive Officer make up the Command Element of any State Group, they both become involved in any situation that might arise and require a Review Board Hearing.

In other words, as Commanders, they are equally responsible for the actions of each other in times where something inappropriate has occurred. This is why it is important for them to work together and ADVISE each other in cases where something could go wrong or is happening that would put the entire group or any member in jeopardy or cause disruption.

Each one of the Commanders is directly responsible for the primary Concern, Safety and Integrity of the entire State Group, first and foremost.

The bottom line is...............

If one Commander is in violation of a protocol, it is the other Commanders' responsibility to advise him to correct the situation BEFORE it gets out-of-control and results in a Board Review. Failure to do so results in Both Commanders being found equally guilty or complicit in the situation.

In certain cases whereby one Commander is acting totally upon his own, and the other Commander has no prior knowledge of the situation, then he or she will not be held directly responsible, but must step forward to assist in remedy of the problem and/or take full command responsibility of the group if necessary.

This would include web sites, Facebook pages, twitter postings, etc. or any other form of public forum or media such as newspapers, television or radio.In other words, if you have a complaint about something or someone, you address it directly with us or allow us to assist you in mediation and/or resolution.

KAny Mutinous type behavior that would undermine the State group into proposing to leave the Watchmen National Structure for any reason and seek to remove or recruit current members away from Watchmen for that purpose.Subversion of a State Group is a very Serious Offense.This means any attempt to subvert the State Group Members or influence them away from the Watchmen National Organization.

Types of Disciplinary Actions

The following is a break down which describes the various types of disciplinary action a Command Element may face for violations of protocol:

WRITTEN WARNING:

For first time offenses of minor violation of protocol.

A Written Warning will be provided to both the Commander and the Executive Officer, or any other Watchmen Board Member who has had a complaint filed against them.

The Written Warning Document will contain the following details:

> Description of the Allegations> Copies of any Evidence submitted or obtained> The Type of Violation that would apply to the Allegation.> The Review Board Investigative Summary and Decision> A Written Warning to Correct the situation.> Time deadline for completion of corrective measures, If any> Consequences if the situation fails to be remedied.

PROBATION - 10 DAYS:

Probation is designed to have the Commander go back and Review any related Policy and Protocols concerning the violation and to create a written SOP for their command position, that would be instrumental in deterring any such incidents in the future.

The Commander will be required to submit their SOP assignment and a Final Report to the Review Board Panel, prior to resuming their command position.

SUSPENSION:

A Suspension can take place as a result of a situation rated as Above Minor, but yet does NOT necessarily justify a Dismissal of Command.

Suspensions are temporary in nature and are designed to allow the Commander time to reflect upon their actions or misconduct that resulted in the violation and suspension.

During a Suspension, the Commander is still expected to do daily check-ins for the SITREP Skype room and keep advised of any official Watchmen business posted there. The Commander will NOT be allowed to participate in any other Watchmen Skype room activities, events or committees , etc. and shall be removed from all applicable Skype Rooms until the expiration of the Suspension period.

Suspensions can result from failure to comply with any required remedies from any written warnings and/or probationary assignments. Suspensions can also occur when any major disruption in Group Leadership happens as a result from numerous complaints from State Group Members.

Depending on the severity of the allegations of the Group members, a decision to suspend may be necessary until a complete and thorough internal investigation can be performed.

NOTE We are very conscious that mutinous and inappropriate behavior can take place within the membership of a State Group. If in fact, any Commander is found Not-Guilty of severe allegations, then the Commander may resume his position and those persons responsible for the malicious and/or false accusations will face immediate membership termination.

Keep in mind that we will NOT accept any form of complaint against any Commander from a State Group Member, or group of multiple members, without first reviewing adequate and verifiable evidence of any infraction or violation. Without substantial evidence, no Allegations will be considered or accepted.

SUSPENSION - 30 DAYS:

A 30-DAY Suspension is considered a short term disciplinary action to provide a cooling off period and to reflect upon the violation or infraction for the purpose of creating and implementing policies or behavior that would correct the situation in the future.

At the end of the 30 days, the Commander can report their findings and resolutions back to the Review Board, before resuming their command position.

SUSPENSION - 60 DAYS:

The 60-DAY Suspension is a bit more serious and therefore may require the Commander to take some additional time to prepare and/or perform tasks directly related to resolving the issues that resulted in the violation.

Once again, the Commander will be required to submit their findings and report for resolution to the Review Board Panel, before resuming their command position.

Media Representation Protocols (SOP)

Media Representation Protocols SOP

The following is a Standards of Operating Procedures (SOP) Agreement for All Watchmen Command Board Members and National Staff, relating to Representation of the Watchmen Organization in all forms of Media, including Internet Resources.

The following is a list of our guidelines that must be adhered to when setting up or creating promotional, advertising, recruitment material and sources, etc.

1) This agreement is between the Watchmen of America, hereinafter known as (WOA) and the Watchmen of America State Group representative or National Staff person, hereinafter known as (AGENT).

2) Whereas, WOA is the National Membership Organization and L.L.C. hereby establishing these Policies and Procedures in which all AGENTS agree to adhere to.

3) This Agreement represents the total understanding of all policies and protocols, regarding Public Representation of the Watchmen of America Program, and any officially sanctioned State Group Establishment, such as "Watchmen Of Alabama" etc., and will not reply upon any verbal or other communications, as part of this agreement.

4) When creating any form of visual imagery or textual content, for the purpose of promotional material for the Watchmen of America Program and/or any of the Official State Groups, we Request that these be submitted for approval to the National Board of Watchmen of America, prior to them being publicly disseminated.

5) When creating any type of Internet Medium such as web sites, Facebook pages, Facebook Groups, Forums, Blogs, Videos, etc., we Request that these concepts and their intended purpose be submitted for approval, prior to them being published and presented to the public. This does not apply to any personal related material, but only those of which will display our National Logos or Registered State Logos as an Official Organization Representation in any of these mediums.

6) It is understood that when any AGENT is representing the WOA in an official capacity by either printed, verbal, published works, graphic imagery, videos, etc. that they are in fact placing the National Organization in a position of Responsibility and Reflection upon the Reputation and Integrity of the WOA organization as a whole, and in doing so places the WOA at risk if any or all of these forms of Media are for whatever reason deemed inappropriate.

We do not wish to be represented officially in any capacity as an organization upon any web site or forum, etc., that would be consideredracist, extremely radical, demoralizing, gender biased, hate mongering, anti-government, etc.

We do not desire to have our Logos and Organization represented on certain mediums of which contains an abundance of in-fighting and dissension among it's participants, such as web sites where people are known to spend far too much time fighting among each other in postings, instead of participating in the movement in a more positive manner.

7) AGENTS agree that they will forward Any and All respective requests for statements or interviews from News medias, Radio or TV media, etc. to the WOA National Officers for further communications, and that they are Not to engage in any attempt to provide information or statements to Public, or Media organizations without explicit prior written consent. If an AGENT is approved for such events, we request that an Official copy of the Broadcast Event, Interview, etc. be provided to WOA National for Archiving purposes.

The Media has a way of taking things out of context and demonizing Patriot organizations by twisting and mis-quoting from information they obtain through contacting individual members or groups. It is our desire to make sure that the WOA and all of its respective represented State Groups and Members all over the Nation, are not projected in a bad light or misrepresented, because someone did not know what "To Say" or "Not to Say" during an unapproved media interview.

8) It is understood that it is Not the intent of WOA to intrude upon anyone's personal rights to express themselves or their thoughts and opinions, or Freedom of Speech, but rather only to gain a reasonable amount of control over what is presented to the general public by means of various forms of Media. Each person is entitled to their own personal Freedoms however, we require the courtesy of Pre-Approving Any such representations of the WOA or its' affiliated State Groups, in the event that the Communications are done so from the position of Official Standing.

9) It is understood that if an AGENT, does create a Web Site, Facebook Group, Facebook Page, Forum, Blog, video, etc., that represents the WOA or any of it's Official State Groups, that these forms of Media be made available to National WOA Officers or their Assigned Staff Members to have no restricted access, and be able to Administrate such Activities on behalf of the WOA if necessary.

NOTE: This is only a SAMPLE of the Actual Document that must be completed and signed by each Command Board Member, including All National Staff.

Working With Your State Coordinator

The State Coordinator Position is a National Staff Position and falls under the direct supervision of the Assistant National Director. State Coordinators are to be considered the Liaison between All Members in each State, including Individual and Group Members. Their primary duty is to keep things running smooth in their State and to work with every possible tool with respect to Recruitment in their State.

The State Coordinator is there to Assist your Command element with any needs the Group has, including but not limited to, Assisting with "Meet and Greet Events", Recruitment Events, Setting up Special Promotional Events, etc.

It is Clearly understood that neither position of State Coordinator, nor Commander are subordinate to each other. In other words neither one is above or below the other in rank, status or position within the Watchmen organization. Both Positions are equally important as far as we are concerned as a Growing National Organization, and a positive and ever progressive relationship needs to be maintained between them.

STATE COORDINATOR LOGO

A State Coordinator may NOT hold a Command Position within any State Group, although they may hold lower positions within the Unit. If your State does not currently have a State Coordinator, then please work at every opportunity to assist us in finding a qualified candidate, even from within the Members of your Group, if necessary.

Organizing A State Group Structure

In order to accomplish a Statewide Command, you must organize your State into various, other smaller units or Command Elements (CE). This will enable you to provide a wider coverage for a Statewide Membership and for them to function on a more local level than that which can not be obtained due to time and distance of travel. In other words you will need to create independent units within your state that report back to you as the State Command. Each of these smaller units can perform their own Field Training Exercises (FTX) or Classroom Training Exercises (CTX) on their local levels according to a Standardized Training Guide and Protocols that you set forth.

Below you will find a Sample of what this might look like with respect to dividing up your State into smaller command elements. It is provided purely as an example and you should modify it to meet your desires and or the needs for your State. The Titles and Unit names are also samples and you can create your own Template for Titles and Ranks, etc.

A Sample State Organization Template:

To better serve your state it must be somewhat organized and structured to be effective during a disaster or SHTF situation. The following is only a template provided for your discretion. Each state will have its own issues and your structure will need to reflect your State's needs and requirements.

The best way that we have found to accomplish this task is to divide your State into Regions, Divisions and/or Areas Of Responsibility (AOR)

In this example we have divided the State of Kentucky into Three (3) Regions and Ten (10) AOR's (Area Of Responsibility).

In this example, we have decided to call each Region a "Watch Command" (WC) or "Watch."

The AOR Leadership Team positions may be filled with lower ranking or junior members provided that they can show that they have the needed skills, certifications and resources necessary to fulfill the job scope and duties. It is more important to have the proper people in the positions of leadership than it is to have the most senior or longest active members there.

AOR staff will work with and report to their Regional staff with the Regional staff reporting to the State leadership staff.

In the event that the Regional staff fails to communicate with the State Staff, the AOR staff may circumvent the Regional staff and contact the State staff at their discretion. The intention of these independent leadership teams is to create a local AOR group capable of operating independently if the need arises and to help with localized training though out the state.

Remember these are only suggestions and hypothetical scenarios, you will want to modify any of this material to suit your own needs for your State Command Structure.

Establishing Your Group SOP(Standard Operating Procedures)

Each group should establish their own SOP, which guides the entire group with every aspect of their intended operating procedures and protocols in order to maintain a well organized and informed group.

The SOP is designed to provide detailed and critical information to all Group Members with respect to how each Group is organized and how is operates in various situations as well as any Rules and Regulations the Group may have.

For example: Stated Ranks and Positions within the GroupProtocols for Promotions within the GroupStated Meeting Times and Dates and Meeting ProtocolsHow to resolve internal conflict and/or rules for Dismissal of MembersTraining Protocols and/or guidelinesEquipment Needs and expectationsUniform Requirements

You of course can create your own SOP from scratch, if you have that kind of prior experience and knowledge, however you do not have to do this. You can borrow from your fellow Commanders who have already written such SOP's for their Groups and they are always willing to share any generalized documents that does not effect the security of their group. All you have to do is ask.

We will have many SOP examples, from volunteer groups, in our Commanders Area within the Watchmen Of America web site for you to work with in customizing your own SOP. Feel free to use these SOP's to guide you in wording and creating your own. Just copy and paste the things you like and disregard the things you do not.

Adding New Group MembersYour Group Authorization Code (GAC)

As a general rule, all State Group Members must be a dues paying Member of the Watchmen Of America National Program. Any person can join your group so long as they become a WOA National Member within 30 days of joining your State Group. This 30 days usually relates to a probation period in which Groups assess new members, however you may set your probation at whatever length you feel is adequate. No matter what each State Group decides will be their probation period the new member must join the WOA National within 30 days.

When Groups actively recruit new members, the new member knows in advance that he is going to be a part of the State Group, therefore he can be given a proper Authorization Code in order to Register his new membership with WOA National.This Group Authorization Code (GAC) is provided to each Commander upon them being accepted into the Command Board.

The GAC number is exclusive to each State Group and should only be given out to State Group recruits once they have been accepted and are to join the WOA National. Upon registering their membership for the first time, they can enter this GAC code in the proper place in the registration form and this allows us to classify the new member as a State Group Member. I t is best NOT to tell them what it is, or the purpose, but rather just explain to them they will need it in order to Register with Watchmen Of America on their Registration Form.

Occasionally, there will be an instance where an existing WOA National Member will want to join a new group that has formed and once they complete the application process and are approved by your Command, then they do NOT need to go back and re-register. Simply contact our Account Services Officer or Member Services and they can change the persons membership from "Individual" status to "Group" status. They will be issued a New Membership Que number indicating this change and you will be notified once that happens.

Y ou should receive your Group Authorization number from the National Director of Watchmen Of America or you can go through Member Services to obtain one. Please remember that this GAC number is used also to verify you as the Commander of a State Group, along with other pertinent information such as email address, so keep it handy and memorize it if possible.

GAC Codes are Important to RememberOnly the Commander and the Executive Officer should hand this out to New Members.

Taking In New MembersWeeding Out Informants and Agent Provocateurs

Any time your dealing with people you have to be cautious and alert to the fact that there are those out there that will mean to do you and your group harm. Sometimes they will be acting on their own and there are other situations whereby they may be working on behalf of a government agency in order to disrupt or infiltrate your group.

Assessing the risks. It is imperative that you run tests to verify the reliability and integrity of new recruits who are applying to join your cell. Failure to evaluate recruits will result in your group being penetrated by your adversary – much like the militia groups in the USA have been penetrated by the FBI.Every time you admit a new recruit into your cell you are risking the security of your group. Yes, the recruit might be a bona fide supporter of your cause – or he might be an informant or an agent-provocateur.

The Informant. The informant is a cell member who is providing information to your adversary. He may betray you for money. She may betray you because she is being blackmailed. He may betray you because he is unethical, immoral, and weak-willed. She may betray you because she has a passive-aggressive personality disorder.

The Agent-provocateur. The agent-provocateur is someone who feigns enthusiastic support for your cause while enticing you to commit acts that are illegal. She is acting on the instructions of the FBI – or she may actually be an FBI agent. You are being set up for arrest, interrogation, and conviction.

The Mole. The mole is a cell member who quietly works to sabotage your operations. He may deliberately forget to do things that result in failed operations. He may intentionally ruin meetings with specious arguments and pointless debate, often introducing paranoia into the discussion. A typical mole is a long-time cell member who has been recruited by the FBI, perhaps by blackmail. Less frequently the mole is an FBI agent who has penetrated the organization at an early stage in its development.

The Counterintelligence Role. It is vital that your organization have a counterintelligence officer. This is someone whose role is to detect and neutralize attempted penetrations by the enemies of your organization. Whether this is a formal position or an ad hoc role is not important. Someone in your group must take steps to systematically and conscientiously evaluate new recruits.If you don't make an effort to defend yourself against penetration by your adversary, then you'll end up like the militia groups in the US... paranoid, disorganized, ineffective, and – more often than not – in custody.

Uncover informants...Here is how established resistance movements uncover informants.

First, reveal some sensitive information to the recruit – and only to the recruit. For example, you might inform him of the existence of a (bogus) hidden cache of weapons.Then wait and watch. If the cache is suddenly discovered by the authorities, you may be dealing with an informant. More tests may be required to confirm your suspicions.

In serious cases where you're playing by Big Boys' Rules, you might need to use live bait. If your adversary is sophisticated and experienced, you might need to reveal genuine secrets to the recruit you're evaluating. For example, you might reveal the name of a whistle blower who is leaking information to you about your adversary. If your recruit betrays your information to your adversary, you'll have lost your whistle blower – but you'll have unmasked an informant before he can do too much damage.

Unmask an agent-provocateur...Here is how any organization can unmask an agent-provocateur.If the person is full of ideas for future operations, then insist that he lead by example. Make him commit himself first. Or, to put it another way, make him incriminate himself first before asking others to risk injury, exposure, or arrest.If the person balks, then he may simply be "all talk". Or he may be a coward. Or he may be an agent-provocateur. In either case, you've called his bluff and now you know not to fall for his jive-talk.

Enforce compliance...Here is how resistance movements enforce compliance with the counterintelligence functions.

If a trusted group member brings an outsider into your group – or reveals sensitive information to an outsider – without performing any of these counterintelligence measures, then that cell member must be severely disciplined.Depending on your situation, simply ostracizing the individual may suffice. Revoking his membership may be all it takes to remove the threat he poses. Or firmer steps may need to be taken.

Our Membership I.D. Number System derives from an old standardized membership numbering system that was once connected to a Distribution Que System we no longer use. The Members Distribution Que Numbers became their Regular Membership Identification Numbers and we decided to keep the system in place as our standard Identification Numbering system.

A Membership I.D. Number, not only provides each Member with a unique identifying number but it is also specially designed to provide instantly recognizable information about the persons Membership Status and Classification. This section will break down and explain each element of this unique I.D. Number System.

Each element of the I.D. Number has a special meaning and it is important that even the dashes are in the proper place when presenting a I.D. Number for purposes of Identification.

GUIDE TO MEMBERSHIP WELCOME PACKAGES

Each new member is entitled to a Watchmen Members Welcome Package when they join the National organization. We have changed the method in which these packages have been distributed several times over the past few years, as well as their contents.

After careful consideration and listening to both our Member's input and that of our Customer Service Support Teams, we have decided to make these Welcome Packages available through the Watchmen of America web site and allow the Members to Claim them in the Secondary Benefits Area.

All the member has to do is go to the appropriate area of the web site and find the Welcome Package link and click on that for instructions on how they can claim their package. They can only claim one package per member and if there are other household members they must make their claims separately.

Once they make their claim, the package should go out in the mail within 48 hours, provided we have everything in stock and are not waiting on supplies to come in.

Within the Watchmen Of America web site, there is a special section for Commanders Only. This area is reserved for each Commander to have a place to go in order to obtain reference material and other items that should serve useful to them as they organize and move forward with their State Groups.

This Special Commanders Area is always evolving and growing, therefore there will be times when changes and modifications are being updated to this web page area. In this instances, you may experience temporary disruptions in access or availability to this Section.

Commanders are encouraged to submit samples of their NON-Sensitive documents or templates for sharing with other Commanders and to be posted in a reference area for this purpose. This way we are sharing simple documents, illustrations, protocols, etc. that may serve useful for those new Commanders coming on board and starting from scratch.

You can submit your items to the First Officer in order to have them posted to this Special Commanders Area. Make sure you send them through email to the First Officer of WOA, and not simply post them into a Skype room and assume they were received by all.

The access to this area is password protected and you must receive this from the National Director at request. Participation is the key to making this area successful and it would serve us much better if everyone contributed what they can as far as reference material. This could include standard training program ideas, etc.

This Special Command Only Area is available to the Commander and Executive Officer of each State Group and includes a special set of pages for each group that are only available to the specific State Command element.

CREATING YOUR WATCHMEN WEB SITEAND DOMAIN NAMES

One of the first things you will need to consider is setting up your Official Watchmen State Group web site.You have our complete assistance in getting this task done, as we have "market proven" templates that we use to create great looking web sites for each State Group.

We have people ready to help you in creating your Watchmen State group web page, simply by electing for us to do so. We provide the server and the web space on our main web site provider. This would mean that in order to make any necessary changes to your site, you would have to contact us for that assistance, because only our web site people are allowed to have access to the server.

It is best to design a web site that is as maintenance free as possible and we have many templates that suit this need. We have spent a lot of time and money getting expert marketing advice and have created appropriate web site templates that are designed to produce the best results.

The other thing that is needed is a Domain Name, which we have already purchased every possible Domain Name for each U.S. State. Your page will need the Official Domain re-directed to the page location on our the server. We can do this very easily once we have your finished web page designed and we will handle this automatically

So in essence this it does not cost you anything for us to host this for you.

Our service also provides you with One (1) email box for your State Group. You can use this special email address to receive emails, contacts, and application forms, etc. from your web site automatically.

BECOMING A WATCHMEN SENTINEL

One of the Program Features of the Watchmen Of America is our Sentinel Program and the National Patriot Alert System. This Program has stood the test of time and the ability to accurately serve the entire Patriot Community.

The Sentinel Program consists of Covert Field Operatives known as SENTINELS, whose responsibility is to Report any Intel regarding situations of grave concern that might be taking place in their local areas.

Another task they are given is to Confirm Incoming Intel that may arrive from outside sources other than that of an Official Sentinel Operative or WOA Member.

Any Watchmen Member can submit an application to be a Sentinel in their local Area Of Responsibility (AOR.) The qualifications are minimal, so long as they have some basic equipment and understand the role they must perform and the importance of factual and true intelligence. The role of a Sentinel Operative is much like a Reconnaissance operative, and to only report what is observed and documented in a situation and not to get directly involved or put themselves in danger.

The Sentinel Program is supervised by Special National Officers known as Sentinel Command Officers a.k.a. (Sentinel.Cmd) These are the Intel Officers that take in any incoming Intel and disseminate it for processing. They make every attempt possible to verify and confirm any substantial reports coming in from our Central Receiving Center (CRC) through the web site or through direct email or phone contact.

Each Commander and their Executive Officer are automatically considered part of the Sentinel Program and enrolled when they are vetted in and accepted for command. Therefore it is a good idea to go through the Sentinel program pages and learn what the program is about and how it functions in order to properly answer the questions you may get from your new group members or prospects seeking to participate.

The Sentinel Program has it's own special area within our Watchmen web site and can be accessed through the Members Area. Once approved, you will automatically be given access to this area.

HISTORY AND SYMBOLISM OF THE WATCHMEN PATCH

WATCHMEN PATCH SYMBOLS AND MEANINGS

Patches are always unique in their creation and often times represent some sort of symbolism for the purpose in which they are created. Various different Aspects of a Patch will usually represent the organizations' ideology or beliefs.

I have often been asked if there are specific meanings or symbolism with the Watchmen Patch design. As with most patches, ours have certain details that carry special meanings and symbolism. Below is an explanation of the Ideas and foundations from which the Watchmen Triangle Patch was created.

It all started one day, when I was thinking about the patch design, that I stumbled across this image........

This image depicts the Elite Cabal of the New World Order Presiding Over the PEOPLE in an Elite Status with the People being beneath them at the bottom as basically Slaves. These Elitists tend to use the upright triangle or pyramid a lot in their Logos, Symbolism, motifs, etc.

So naturally, I decided that the "Opposite" to this would be the inverted Triangle, which would place "The People" over the Rulers or Governing Powers that be. This is as it should be according to our Founding Fathers.

For this reason, I decided to use the Triangle Inverted to represent the Opposite viewpoint that the People (widest part of the triangle) are above the Government and the Power is always vested within the People.

The Triangle has been since early civilizations, the symbol of the Trilogy or the Triad that makes all existence possible. The Man, the woman and the Creative Power. It has a dual meaning as the Essence of Democracy as the Two (points) outweigh the vote of the One (point.)

This means the Elimination of Unsettled Division between two opposing views and that "no one person shall rule over all". Then came the center of the patch. Here I thought long and hard of the proper symbolism that I felt would Represent the People in the most profound way considering our current situation and the Nation as a whole.

This lead me to the idea of using a "Diamond" shape, especially since it fit within the patterned shape of the inverted Triangle perfectly.

We have all heard the term, "A Diamond Lasts Forever".

In ancient Native American Symbolism, the Diamond motif conveyed the element ofRebirth, Revitalization, Spiritual Stability and Devotion. The Goal for mankind is to walk a path on which our souls will shine and sparkle as brightly as diamonds.

The Diamond is also commonly referred to as the "hardest Substance known to mankind", which would represent our Resolve to be Free and an unbreakableBond and Spirit as Brothers and Sisters and Americans.

Lastly, I just added the letter "W" in the center to complete the Patch.

Representing the single individual "Watchmen" encompassed by the whole, further reinforcing the True Spirit of Protection, Unity and Brotherhood.

We try to maintain this symbolism in most, if not all of our Patches as they are produced and released over time. I hope this sheds light on the topic for those who have asked, as nothing is always as simple as it seems.

DESIGNING YOUR STATE GROUP PATCH

Many State Groups prefer to have their own State related Watchmen Patch for their membership. We have included here a guide to assist you in designing your own Group Patches.

Basically, anyone with the standard Watchmen patch (with the "W" in the center) is considered an Individual Watchmen Member. Therefore if someone is wearing a Triangle patch that has State Initials in the center, this means they are a State Group Member.

We have a standard format for the State Designation patches, which basically can be any color, but has to have the diamond and the State Abbreviation Initials in the center. (see samples below) It is advised that you create two separate State Patches, one in color for general use in graphic representations for your State group and the other being a subdued version for actual use on uniforms.

When working toward getting your patches made it would be best to obtain your subdued patches first since they would be the priority, and save the color patches for later. You can use our buying power and patch vendor and save quite a bit of money when considering having your State patches made. Due to our often times large volume patch purchases, our vendor allows us to "split" an order up into two different color variations.

This means that for a minimum order of 100 patches you can split the order up with 50 being the color version and 50 being your subdued version. Most patch makers want to charge extra set-up fees for this type of order and they also charge for artwork set-up fees. Our vendor waives these fees for us due to our higher volumes of purchases.

You of course are free to purchase your State Group Patches on your own and find your own vendor, but we are here to assist you if needed.

Groups often select their State colors when designing their patches, but you can choose any colors you want. Below is a Sample of a State Patch design in both a Color version and a Subdued version.

As with any Corporate Branding, it is best that all people or departments within an organization use the same formating, as it represents a show or uniformity, standardization and stability.

We have our own Business Card Template that we prefer to use for the Watchmen Organization and you can choose to take advantage of this and use our Graphic design, or create your own as an independent State Group.

You are welcome to use your own supplier, however we have found that a company called VistaPrints usually provides the best quality product at very inexpensive prices for business cards. This is who we use, and you are welcome to use them directly as well, or we will be happy to order your cards through us when we place our Corporate orders.

If you choose to pursue your business cards on your own, we can provide you with a blank template for you to use in adding your desired information to. We will make this template available to you in the Commanders Area for you to download at any time.

ORGANIZING YOUR STATE FAMILY PROTECTION GROUP (FPG)

The Family Protection Group (FPG) is a specialized unit created within each State Group, that consists of potentially several Special Operations Teams, otherwise known as a Quick Response Force or (QRF). These teams are specifically trained in many various physical and tactical skills and are to be considered the "Best of Your Best."

This unit within your group is tasked with responding to Special Call-Outs for rescuing or extracting Family Members of your group, should an emergency situation occur that would require a tactical response.

Each State Group is responsibile for establishing these Special Operatives within their State at many various locations as needed according to the areas where a majority of your Members and their families live.

This Program is not to be taken lightly and will have a set of standardized training modules that each operative must be able to successfully complete in order to qualify and participate in this Special unit. These need to be members of your group that are not only physically fit but have high endurance traits and be able to perform flawlessly in many adverse and very dangerous situations and be counted upon to complete their missions.

Once you have a certain growth level within your State, it will become obvious if you have enough people to consider developing your FPG Team and get things rolling with respect to the specialized training requirements.

The Watchmen of America will provide you with a Complete Training Guide that includes a wide variety of training standards as well as Instructor's Material and Testing Guidelines. This FPG Manual is to be considered one of the "crown jewels" of our program and kept Very Confidential at all times. Only those with very special clearance within your group should ever have access to it and only shared to the Team unit members on an "As Needed" basis.

We will assist you in every way we can, in order to get you prepared for establishing your Family Protection Group.

The next few pages will explain in Greater detail, exactly what the FPG program is. The information comes right off our web site, however it is in the Members area only and therefore only existing memebrs have access to it.

What is the FPG?

The FPG stands for Family Protection Group, which is a specially trained response team assembled for the purpose of rescuing and extracting a family member or entire family who may find themselves in a very difficult and/or dangerous situation.

What is the Purpose? In a severe situation, such as a total social or government collapse or natural disaster,

there may be instances where a Watchmen member and/or their family become trapped or face being victimized.

The purpose of this specific Watchmen program feature is to educate and prepare families for these scenarios in order to provide enough advanced information and warning to have the best chances of survival. In some cases it may become necessary to provide the family some assistance in getting out of harms way by sending in a "Special Response Team" or (SRT), when normal public civil services are not available or unable to respond in a sufficient amount of time.

How Does It Work?

Through our own National Intelligence Network (NIN) and the exclusive Sentinel Program feature, we are able to receive reports, detect and monitor most situations that may occur and could possibly put family's at risk.

Upon detection, or from ground reports, and verification of these incidents, we notify all Watchmen Members in the affected area and confirm their "Secure" status.

If the situation becomes extremely volatile and a family or member is unable to evacuate the immediate area safely, they can request extraction assistance from the Official Watchmen State Group Command element.

The State Group Command will use all previously gathered Intel on the situation in order to assemble and brief the appropriately needed "Special Response Team" in order to execute the extraction operation orders. The type of team dispatched will depend on the situation and the dangers that are presently known and the resources needed to deal with it.

How Does All This Benefit Me As A Watchmen? It is one of our primary goals to provide you with the knowledge and information

required, in order to be prepared for a wide variety of dangerous, violent and potentially life threatening situations.

As a Watchmen member, there are many things that can be prepared, that will allow you to gain an extra advantage in securing your family's safety during these dangerous situations. We have many members that work in Law Enforcement, Civil Services such as Fire and Rescue, Emergency Medical, etc. that have collectively brought forth their experience, knowledge and special skills to provide excellent plans specifically suited for these purposes.

We share these plans and information with our members, in the strict understanding that each member must take personal responsibility for using this knowledge and implementing their own security/safety strategy.

It is not the responsibility of the Watchmen of America, or any State Group, to assist those who make no effort or take the initiative in helping themselves.

With that being said, it is our mission to collectively come together nationally and at the individual state levels in order to provide assistance for those who may simply find themselves in a dire situation even though they have actively prepared and exhausted all their security measures.

The biggest single benefit to derive from this exclusive program feature, is the knowledge and skill sets needed in order to assure your best chances for survival and learning from top experts in these fields. The ultimate benefit is achieved by participation and taking responsibility for doing your part. By being involved, this should provide some peace of mind in knowing that you will not have to face the dangers alone.

How Can I Participate?

The first and foremost way to participate, is to join and become active in your Official State Group.

If there is no Official Watchmen State Group in your state, then assist in gathering people to come on board in order to get one started. You do not necessarily have to Lead the group, but help gather people together and we can usually find the leaders who will step up to Command.

The best way for us to maximize our strengths in this endeavor is by organizing through larger State Group organizations.

The second way to participate is to become totally knowledgeable about the Family Protection Group (FPG), and the various materials available as a Watchmen member that will allow you to begin your "Family Security Plan" immediately. Having a strategic plan in place will be crucial at the time of truth and may mean the difference in saving your family's life.

Additionally, we feel that the more knowledge and skills that people have, they should share collectively. Therefore, we always encourage new and fresh ideas and perspectives from everyone who desires to submit their input for possible improvements.

"Remember, we are ALL in this battle together, If youhave skills sets and knowledge, step up to offer assistance."

It is true that we do not currently have an Official State Group in All states, although we do have Individual Watchmen Members in every state. One very vital way to participate is to assist us in recruitment efforts in your state and helping to build the ultimate solution that having a organized State Group can provide.

How Can I Join The FPG Team?

The Family Protection Group program is specifically organized and implemented at each individual State Group level. This means that each Official State Group of Watchmen of America is responsible for developing and training their own "Special Response Teams" (SRT).

In order to directly become an FPG team operative, you must first become involved at the State Group level and complete all the necessary basic training elements required.

Once you have completed all the initial requirements and have become accepted as an FPG Trainee, you will be required to successfully complete a very rigorous specialized training course for FPG.

Each State Group will build various FPG Teams in order to maximize coverage of their state accordingly and provided that they have enough qualified members to do so.

Make no mistake about it, the people who volunteer for this specific service must be physically fit and able to perform at much higher levels than any normal citizen soldier. The training will be tough and extensive as you will be expected to perform at these higher levels of physical ability and mental discipline.

While each FPG Team is built and implemented by the Official State Group, the Watchmen of America provides support and oversight in order to adhere to a very specific set of Standards and Guidelines.

What Are The Types Of Response Teams For FPG? Response Types can be broken down into FOUR basic categories.

Wellness Check Response (WCR)Civil Service Response (CSR)

Wellness Check Response (WCR)

There may be instances where a family member is away from home, perhaps a son or daughter away at college, and contact or communications have ceased for a period of time that might indicate something bad has happened.

As a last resort measure, an FPG operative may be assigned to physically locate and check on their well being.

In order to implement this operation, certain specific guidelines must be followed on the part of the parents and the child as indicated in the "Family Security Planning Guide."

Information will be needed, such as developing preset protocols to establish normal routine schedules and behavior of the student, siblings and/or elderly parent(s). It will be important to establish certain rules about maintaining communications so that if anything does go wrong, both parties know what to look for.

Although younger family members do not always adhere to strict routines and normal behavior such as elderly parents may do, it is wise to develop certain traits in their lives that will assist in this status checking system.

This type of Call-To-Action would be implemented using the Sentinel Program Central Receiving System, whereby a "Request For Action" (RFA) may be completed and then received for implementation. This would particularly apply to all Individual Associate Members, as State Group Members will usually put their requests in directly with their Commander or the assigned Sentinel Officer within the group that is responsible for intake of Requests For Action.

Civil Service Response (CSR)

This type of response picks up where local and/or State government services may fail in cases of natural disaster.

In most cases, with the exception of earthquakes, most natural disasters are weather related and therefore come with a certain amount of warning before the disaster strikes.

In the case of hurricanes, the Alert or Warning usually come days before they make landfall.

A family may find themselves in a situation where they are having a difficulty evacuating on their own due to various reasons. No transportation, a wheelchair or bed ridden family member, etc.

In these instances where the family needs assistance and government services are nonexistent or over-whelmed, it may become necessary to call for an emergency extraction from the FPG Program.

Rescue/Evacuation Response (RER) This type of response usually becomes very critical because it typically means that a

disaster has already taken place and the family members are already in a dangerous or compromising situation.

An example might be a family who has survived a tornado that has wiped out the immediate area and destroyed most of the property including transportation. They may find themselves trapped in the local area with no food, water or shelter and need to be extracted to a location where they can receive the proper assistance they need.

Local civil services operations will usually become over-whelmed and we all know that FEMA has a very poor response time in most of these instances.

It may become necessary to call-out an FPG Emergency Response Team to come to the aid and assistance of that family. Keep in mind that the FPG Response Team will NOT be there to recover or sift through debris for lost property.

They are there for one purpose, to extract the family to a safe and secure location where they can get the assistance they need.

Tactical Extraction Response (TER)

This type of response is the most critical and dangerous of all the responses. This particular response type involves an already verified element of possible violent danger, or the threat thereof.

Basically, this means that a family is caught up or trapped behind enemy lines and are facing imminent danger if not extracted.

There are many scenarios that can come into play when a SHTF (Shit Hits The Fan) situation erupts. Roving street gangs, neighborhood riots, flash mobs, martial law, unlawful government round-ups, just to name a few.

When a family finds themselves in a situation where they were unable to evacuate in time or escape has been cut off, then it may become necessary to activate an extraction operation, in order to secure them and evacuate them from the danger area.

This is where a highly trained specialized group come in handy. No doubt about it, this is where the rubber hits the road and it is a very profound situation that can be very dangerous as well as controversial.

In these extreme incidences, the enemy can become those who no one wants to face. It can not only be criminal elements that will take advantage of the mass chaos, but it can become the neighboring families that may be trying to get what you have so they can survive. In some cases it can even become law enforcement elements that may try to prevent anyone from entering or "exiting" the affected area, while they do nothing to protect the individual families trapped in their homes.

In any case, this type of call-out is the most serious and should always be treated with the utmost respect.

An Explanation of the various SecurityClearance Levels within the WOA

Some Areas of the Watchmen of America web site are secured for specific purposes and for specific classifications of Security Clearance. These pages will all have a Special Clearance Level Button in the very far upper LEFT corner of each page screen.

The section below will explain what the different Security Clearance Levels are andwhat access is allowed for each based on the type of participant involved.

YELLOW - LEVEL I Individual Associate Members

This is the most basic security level of the Watchmen Of America. Level I is comprised of all active dues paying members. All Level I pages are secured for this clearance only and may NOT be shared with anyone who is Not a WOA member. Page links nor actual content of web site pages or files, etc. CANNOT be shared or provided to any outside entity or person. Any violation of this protocol will result in immediate termination of membership.

ORANGE - LEVEL II National Staff Members

This is a second level security status and is reserved for any members who have volunteered and been accepted for a National Staff position. Members who are classified in this level have access to certain pages as National Staff that cannot be shared or accessed by regular members. This would include areas such as Member Services, Customer Support Operations, Web Site Tool Functions, State Coordinator Areas, Staff Training Pages, etc

GREEN - LEVEL III State Group Members

This security clearance level is reserved for Watchmen of America members who are also members of an Official State Group. This level of clearance has access to certain areas of the web site particularly focused on State Group activities, Events, Benefits, etc. These areas and the contents contained within are NOT to be shared or accessed by anyone with less than a Green - Level-III clearance. Any violation of this protocol will result in immediate termination of both their State Group and National membership.

GRAY - LEVEL IV State Family Protection Group (FPG) Members

The Gray Level IV security clearance is for State Group members who have successfully qualified and been accepted as Family Protection Group (FPG) Operatives and/or Trainees. This specialized unit within each State Group trains in specific tactics and operations related to Family Security and Emergency Extractions and Rescues. There are certain pages related to Classified Training Materials, Reference Material, On-Line Educational Courses, Benefits, etc. that are unique to these Member Operatives only.

BLUE - LEVEL V State Group Command Elements (CO & XO)

This security clearance level is reserved for the Command Element of each Official State Group within the Watchmen of America. The Command Element consists of the Commander (CO) and the Executive Officer (XO) of each group. These particular members have access to specific specialized areas of the web site designated for all Command Elements with respect to Communications, Resource Material, Special Documents, Operational Requests, etc.

RED - LEVEL VI National Officers and Directors

The Red - Level VI security clearance consists of any members who also hold executive positions within the National Watchmen of America organization. These may be Department Heads or Specific Area Managers who oversee different divisions or services. All these positions are considered "Officers" of the WOA and hold seats on the Watchmen Command Board as well. This level has access to very specific areas of the Watchmen web site that consists of information and or resources they use in the performance of their duties.

PURPLE - LEVEL VII National Administrative Officers ( Top Three)

There are three Top Officer positions within the Watchmen Of America. These top officers are referred to as the 1st Officer, 2nd Officer, and 3rd Officer. These positions are the Administrative Officers that lead and manage the overall operations of the Watchmen of America organization. They hold the highest level of clearance in the organization within the Purple - Level VII. There are areas of the web site where only these Officers can view and work from in the performance of their duties.

Many have been wondering, just What is the Structure of the Watchmen Program. They were under the impression that this is a small operation with only a very few people in charge and running the Program. This could not be further from the Truth.

The Watchmen program started out as any organization in its' humble beginnings. However, it has grown to spectacular proportions and has invoked the Response and Dedication from some of the most Patriotic and Committed people I have ever had the pleasure of serving with. I have to truly say, beyond a shadow of any doubt, that the Watchmen have been able to accomplish some of what other Patriot Support Groups only dream of, and our people are Vigilant in every aspect of their Participation in the the Management of the organization.

TACTS Function - Tactical Alert Call Tree System

The TACTS function is a Call Tree system specifically designed to use in cases of emergency in order to Alert all your members of situations that may place them in peril or danger. This section describes the many details and protocols needed in order to create your TACTS function in your state, as well as some guidelines for Testing and maintaining your system.

What Is A Call Tree System?

A Tactical Alert Call Tree System (TACTS) is a function by which an Alert goes out and people notify each other through specifically orchestrated phone calls and/or text messages in order to spread the word to more people as fast as possible. A Call Tree is designed to notify people of Alarming Events or Dangerous Situations that may be taking place, so that they can receive the earliest possible warning and be able to assess their own personal situations and safety and any information related to possible actions necessary on their part.

It Starts with One or Two Specific Calls being placed to Certain designated people, once the Alarm goes out. Those designated People then in turn begin calling everyone on their CALL LIST, and each of the people called will also continue the Call Tree by calling everyone on Their List. Therefore the initial Call quickly results in a multitude of people being notified in a short period of time.

TACTS can be set up Locally or even Nationally and within certain Groups, such as Organizations, Family Structures, Patriot or Militia Groups, etc. Please note that we here at Watchmen of America have tried numerous times to establish a National Call Tree system, and have failed to be able to implement it effectively,..... Here is Why.

Due to the various differences in telephone systems, especially with individual cell phone companies and the operation of their cell towers, there are a vast quality of performance and range issues that impede the ability to receive texts or calls. Therefore, we highly recommend that any TACTS function be created and designed to work ONLY at the State Level. These types of systems seem to work far better than attempting to reply on cell phone communications and hardline communications Nationally in all the various states.

Note: Call Tree systems become important to use, because we realize that eventually the entire Internet may go down or be deliberately taken off-line in efforts to break our means of communicating with one another. In this situation, the hardline phone systems would most likely be the last thing to go down, hence giving us the best opportunity to use this as a final resort or back up mechanism to get the Alerts out.

HOW DOES THE CALL TREE SYSTEM WORK?

We will be using some illustrations to examine How the Call Tree system works and how it Alerts as many people as possible.

STEP #1

The Call Tree System starts with establishing a Centralized PRIMARY HUB. The Primary Hub is the person or persons responsible for making the INITIAL CALLS to others within the TREE. In Larger Call Tree Groups the Centralized HUB may be made up of several individuals, as indicated by HUB Type #2 on the right. It is not recommended to have more than 3 to 4 Individuals in this HUB. It would be better to have additional HUBS instead, if they are necessary. Calling HUBS can be directly related to divisional Sectors within your State and therefore you could have each different HUB report back to your Central Command, once the call circle has completed.

The HUB person(s) is called the PRIMARY and they will be in charge of taking in the "Verified" INTEL or Information and then Initiating the CALL TREE out to others once the Commander Activates the TACTS. This means that no matter WHO in the group received the INTEL, ALERT or has obtained Crucial Information, they will Contact the Group Commander who then in turn will verify and pass along the Activation Notice to the PRIMARY. It is very important that ONLY the PRIMARY initiates the call and that regular members in the branches of the call tree do not try to initiate the Call Tree themselves. It is Crucial that the FLOW of the Call Tree Protocol be followed religiously.

In cases with larger groups that have more than one Primary, the Primary person receiving the information must FIRST notify the other Primaries in the HUB. For instance, there may be situations where the Commander can only reach the PRIMARY #2 person first and PRIMARY #1 and #3 still need to be notified, so they can all begin the Call Tree Process as simultaneously as possible.

Therefore, no matter who receives the Activation Alert first, that Primary Unit must call the other Primaries immediately, BEFORE proceeding with calling or notifying their own specific SECONDARIES. (see illustration #2)

The State Group Commander receives the incoming INTEL and VERIFIES the information prior to initiating the ACTIVATION of the TACTS function. The Commander Activates the TACTS function by contacting one or more of the PRIMARY HUB callers.It is then the duty of the "other" HUB Primaries to call each other at the Commanders discretion according to their Group protocol.

The second step in establishing the Call Tree is to set up the SECONDARY Units. These are the People that the Primary will call first in order to continue the spread of the Flow of the Alert Information. The Secondaries are usually going to be those people who are most likely to be reached the easiest. The Selection of the Secondary is totally up to each Call Tree Group, but important considerations should be made, such as accessibility, responsibility, rank, location, etc.

As illustrated, in the Multi-Person HUB below, Each Primary will be responsible to call their Secondary specifically and each HUB may have more than one secondary depending on the size of the overall Call Tree. (See Image on the right)

The third step would be to establish the next level of the Call Tree and have designated people for the Secondaries to call and notify. These would be called the BRANCH (B) Callers. An Important note here is to not overload ANY ONE person in the Call Tree with too many numbers to call.

You should limit the number of calls for each Branch Member of the Tree to only call to around 3 (three) people no more than that. In situations of extreme survival, it may be crucial that once the Calls are received that people need to act quickly and they cannot do so if burdened down with too many calls to make. Therefore, it should be all planned out ahead of time exactly WHO IS TO CALL WHO, and not allow any one person to be over burdened with making too many calls.

Also Calls should be very brief, giving only crucial information and or instructions, even coded if necessary and no call should have to take more than 5 minutes to complete. Remember, time may be of the essence and you may have to act quickly to get your family to safety, so keep the call process short and sweet and move on.

TESTING THE EFFECTIVENESS OF YOUR CALL TREE

The last step, and somewhat the most important, is the TESTING of your Call Tree System. In order to make this easier, we are going to install TWO more positions in the Call Tree Structure. These will be called the ROOT and ANCHOR positions of our system.

We need to establish the ROOT CALLERS near the Bottom of the Call Tree, so that they can finalize the procedure by calling the ANCHOR position. The Anchor position is a specially designated person at the END of the Call Tree that will report back to the Primary Position in their Path and informs them that the Call Alert has reached the end of all the Branches.

In this manner, we now know that all phone calls that were necessary were made in order for this ANCHOR position to have received the TEST Message and know to report back to the Primary. Here is what that would look like.

The ANCHOR Person, after hearing from the appropriate ROOT CALLERS, would then call in and report back to the PRIMARY. This way the Primary can assess just how long it has taken for the entire Call Tree test to be completed. You can also find "Broken" Links in your system or if someone is missing.

For example, if the ANCHOR PERSON has received the phone calls from ALL THREE bottom ROOT CALLERS then he knows that the network connection has been completed or else someone would be missing. The unique purpose for the ANCHOR POSITION is to give the Primary the heads up on whether the entire Call Tree has been reached to the Last branch or not, if one of the ROOT CALLERS has not checked in to the ANCHOR, then there is a potential break in the line of Communications.

A general starting Time goal, is 30 minutes for a medium sized Call Tree involving 20 to 30 people. You can use the scale below as a guide and work on improving your Time Responses from that.

Small Call Tree (5 to 19 People) 15 Minutes response time

Medium Call Tree (20 to 30 People) 30 Minutes response time

Large Call Tree (31 to 60 People) 45 Minutes response time

Network Call Tree (over 60 People) 50- 60 Minutes response time

Beating these Time Frames should be quite easy and you have to remember, this is based on a lot of calls being made simultaneously. At least it gives you a place to start in testing your own Call Tree and Response times.

ADDITIONAL TIPS AND INFORMATIONA Word On Security Measures: A lot of people, especially when dealing with perhaps a group of

strangers, feel they may have apprehensions with a great number of others having their phone number or contact information. Please keep in mind that a Call Tree system is actually designed in such a way that, very few people are required to have your phone contact information. In most cases it will only be the person one level up from you that will have that information and likewise, if you are one of the Branch Callers, you only have to know the actual people you are suppose to call and not necessarily anyone else other than perhaps the Primary Hub Person(s).

Additional Notes: One of the aspects of the System is to QUICKLY pass on information to the next Branch member of the Call Tree. One such way to do this is for the Primary, or Secondary level people, to Set-Up an automated Voice Message system on a dedicated phone line, so that ANY or ALL members can call in and retrieve the detailed information that explains the nature of the Alert. You would have to make sure that numerous people calling in would not overload the system or cause others to get busy signals.

Keep ANY message as short as possible and learn to give only pertinent information very quickly, for example: ("Call Tree Alert: Martial Law has been enacted in Jefferson County, Kentucky.....Repeat Martial Law has been declared in Jefferson County, Kentucky, be advised you may need to evacuate very soon, Call ECHO Unit for updated information.") this would be just a sample of a message that you would tell the people your suppose to call in your Branch.

The object here is not to get into a long drawn out conversation about the Alert or to try to answer a lot of questions you may not have the answers to. You may have one or two other calls to make still and time is of the essence. Make the calls short and hang up and move on to the next person your suppose to call.

If an automated answering system is out of the question, try designating one or two other Members of the Call Tree System that might live in a more secure or rural area, that could use their time to answer Inquiry calls and transmit more details to those who may need it. Of course it would be best if all the Call Tree members have their own plan on how to react beforehand and a place designated for them to retreat to. It is always better to have a plan and that way once the Call comes in you won't need to waste a lot of time trying to get ready.

C all Tree Alerts should be taken very seriously and never abused by the "Cry Wolf" scenarios. The Call Tree group should already decide what type of information justifies the Call Tree to be activated and which does not. Some can be Generalized Alerts, which could mean something is happening we all need to be aware of that could possibly turn into a dangerous situation for us...........or it could be an Alert of Immediate Action required for safety of all concerned, meaning likely evacuation.

The Call Tree system works great for Natural and Man-Made disaster situations as well, in order to alert all members who may live in or near the event taking place such as a flood or hurricane, earthquake, tornado, ice storm, etc.

C all Tree Systems should be tested frequently and any members who might have changed phone numbers should notify their Branch Contact Immediately. You should run a FULL System Test at least once a month given the current status of things in our country right now. This means Initiating a Call from the Primary down through ALL Branches and making sure that all people have been reached and also make notes on how long your process is taking and try to improve on the time on each occasion. Frequent assessments should always be made as to the effectiveness of your Call Tree.

I understand that as a Member and/or Guest of Watchmen Of America L.L.C., that I may be participating in activities, events and training exercises, etc. hosted by Watchmen Of America and/or it's Affiliated State Group(s)

I understand that every effort will be made to insure the safety and security of all participants, members and guests, but that the possibility of harm or injury still exists.

I also understand that designated intermediate emergency medical personnel will be on site during all events and training exercises.

WATCHMEN OF AMERICA L.L.C.MEMBER PROPRIETARY AGREEMENT

AndCONFIDENTIALITY AGREEMENT

In consideration of my membership to Watchmen of America, I hereby agree to the following restrictions placed on my use of information specific to Watchmen of America:

1. PROPRIETARY INFORMATIONRestrictions on Proprietary InformationI agree that during my membership and after, I will hold the Proprietary Information of Watchmen of America in strict confidence and will neither use the information nor disclose it to anyone, except to the extent necessary to carry out my responsibilities as a member of Watchmen of America or as a specifically authorized in writing by a duly authorized officer of Watchmen of America. I understand that “Proprietary Information” means all information pertaining in any manner to the business of Watchmen of America or its affiliates, consultants, or members.This definition includes, but is not limited to, (A) passwords, logo’s, design drawings and manuals, electronic codes, radio frequencies, standard operating procedures specific to W.O.A.; (B) information about costs, profits, markets, sales, customers, and bids; (C) plans for business, marketing, future development and new product concepts; and (D) any and all personnel files about any active or past W.O.A. member. Third Party InformationI recognize that the Watchmen of America has received and will receive confidential or proprietary information from third parties. I will hold all such information in the strictest confidence and will not use the information or disclose it to anyone (except as necessary in carrying out my work for Watchmen of America consistent with Watchmen of America’s agreement with such third party).

2. Obligations During MembershipI agree that during my membership with Watchmen of America and for a period of 1 year after termination of my membership with Watchmen of America, I shall not directly or indirectly (i) divert or attempt to divert from Watchmen of America (or any affiliate) any business of any kind in which it is engaged, including, without limitation, the solicitation of or interference with any of its suppliers or members or (ii) solicit, induce, recruit or encourage any member of Watchmen of America to leave or terminate their membership.

3. TERMINATIONReturn of Watchmen of America’s PropertyI agree to promptly return to Watchmen of America upon termination of my membership and/or position, all Proprietary and Member Information and all personal property furnished to or prepared by me in the course of or incident to my membership. Following my termination, I will not retain any written or other tangible material containing any Proprietary Information or information pertaining to any Invention or product concepts.Subsequent GroupsI agree that after the termination of my membership with Watchmen of America, I will not enter into any agreement that conflicts with my obligations under this Agreement and will inform any subsequent Group of my obligations under this Agreement.

4. REMEDIESI recognize that nothing in this Agreement is intended to limit any remedy of Watchmen of America under federal or state law concerning trade secrets. I recognize that my violation of this Agreement could cause Watchmen of America irreparable harm and agree that Watchmen of America shall have the right to apply to any court of competent jurisdiction for an order restraining any breach or threatened breach of this Agreement.

I further agree that should I be found guilty of violation of any provision within this agreement, that the Watchmen of America L.L.C. shall have the right to pursue legal remedy and financial restitution in an amount of no less than Five Thousand Dollars... ($5000.00) and any higher amount that may additionally be awarded by a jury for liable damages, or financial losses suffered by Watchmen of America due to my actions.

MEDIA Representation Protocols SOP

The following is a Standards of Operating Procedures (SOP) Agreement for All Watchmen Command Board Members and National Staff, relating to Representation of the Watchmen Organization in all forms of Media, including Internet Resources.

The following is a list of our guidelines that must be adhered to when setting up or creating promotional, advertising, recruitment material and sources, etc.

1) This agreement is between the Watchmen of America, hereinafter known as (WOA) and the Watchmen of America State Group representative or National Staff person, hereinafter known as (AGENT).

2) Whereas, WOA is the National Membership Organization and L.L.C. hereby establishing these Policies and Procedures in which all AGENTS agree to adhere to.

3) This Agreement represents the total understanding of all policies and protocols, regarding Public Representation of the Watchmen of America Program, and any officially sanctioned State Group Establishment, such as "Watchmen Of Alabama" etc., and will not reply upon any verbal or other communications, as part of this agreement.

4) When creating any form of visual imagery or textual content, for the purpose of promotional material for the Watchmen of America Program and/or any of the Official State Groups, we Request that these be submitted for approval to the National Board of Watchmen of America, prior to them being publicly disseminated.

5) When creating any type of Internet Medium such as web sites, Facebook pages, Facebook Groups, Forums, Blogs, Videos, etc., we Request that these concepts and their intended purpose be submitted for approval, prior to them being published and presented to the public. This does not apply to any personal related material, but only those of which will display our National Logos or Registered State Logos as an Official Organization Representation in any of these mediums.

6) It is understood that when any AGENT is representing the WOA in an official capacity by either printed, verbal, published works, graphic imagery, videos, etc. that they are in fact placing the National Organization in a position of Responsibility and Reflection upon the Reputation and Integrity of the WOA organization as a whole, and in doing so places the WOA at risk if any or all of these forms of Media are for whatever reason deemed inappropriate. For example:

We do not wish to be represented officially in any capacity as an organization upon any web site or forum, etc., that would be consideredracist, extremely radical, demoralizing, gender biased, hate mongering, anti-government, etc.

We do not desire to have our Logos and Organization represented on certain mediums of which contains an abundance of in-fighting and dissension among it's participants, such as web sites where people are known to spend far too much time fighting among each other in postings, instead of participating in the movement in a more positive manner.

7) AGENTS agree that they will forward Any and All respective requests for statements or interviews from News medias, Radio or TV media, etc. to the WOA National Officers for further communications, and that they are Not to engage in any attempt to provide information or statements to Public, or Media organizations without explicit prior written consent. If an AGENT is approved for such events, we request that an Official copy of the Broadcast Event, Interview, etc. be provided to WOA National for Archiving purposes.

The Media has a way of taking things out of context and demonizing Patriot organizations by twisting and mis-quoting from information they obtain through contacting individual members or groups. It is our desire to make sure that the WOA and all of its respective represented State Groups and Members all over the Nation, are not projected in a bad light or misrepresented, because someone did not know what "To Say" or "Not to Say" during an unapproved media interview.

8) It is understood that it is Not the intent of WOA to intrude upon anyone's personal rights to express themselves or their thoughts and opinions, or Freedom of Speech, but rather only to gain a reasonable amount of control over what is presented to the general public by means of various forms of Media. Each person is entitled to their own personal Freedoms however, we require the courtesy of Pre-Approving Any such representations of the WOA or its' affiliated State Groups, in the event that the Communications are done so from the position of Official Standing.

9) It is understood that if an AGENT, does create a Web Site, Facebook Group, Facebook Page, Forum, Blog, video, etc., that represents the WOA or any of it's Official State Groups, that these forms of Media be made available to National WOA Officers or their Assigned Staff Members to have no restricted access, and be able to Administrate such Activities on behalf of the WOA if necessary.

Acknowledgment

This Agreement between both parties, WOA and AGENT, is the entirety of this

agreement made on the _________ Day of ________________, _________

Neither party will rely on any other form of agreement, verbal or otherwise that is not included within this document.

I have hereby read and agree to the complete protocols regarding Watchmen Of America Representation as it is set forth in this agreement and I further accept my responsibility in

adhering to these policies and procedures.
