Fort Irwin peak electricity load ranges from 28-30 MWH. We have only one single line supply source; 30 mile long extension cord. During July 2013 flash floods Fort Irwin experienced 3 major power outages (36 hours, 24 hours and 16 hours long). Power poles were washed away about 20 miles from Fort Irwin. We the Army has a major issue in energy security and energy surety. This is a major risk to our training mission success. Since 2010, We have started exploring the renewable and alternative energy sources. Currently we have 6 roof top systems, two carports producing ~1 MW energy from solar PV system. New, to be, LEED platinum Hospital will have 2.4 MW solar PV farm, Water treatment plant will have 15 KW roof top PV system. 1-MW Concentrated Photo Voltaic Solar Power System, that is fully funded (~$6M) through ESTCP will be operational by end of July 2015. This will add up to ~ 4.4 MW of renewable energy produced by the end of 2016. Waste to Energy is our alternative source of energy that will produce 1.1 MW of electricity by end of August 2015. Office of Energy Initiative is working on 15 MW PPA project. Environmental documents are expected to be complete by the end of FY 15 and then the contract will be awarded. Through these efforts, Fort Irwin will produce about ~20 MW by end of 2018. To achieve Net Zero and Energy Security, Fort Irwin initiated an ESPC feasibility study in August 2014. Siemens is the ESCO and the study will be completed by end of FY 2015. The ECMs (Energy Conservation Measures) include bringing in Natural Gas from off-post to replace the existing LPG that is being trucked to the installation. We have a) two main LPG tank farms on the installation that constitute safety risk. b) heat recovery from EDR system at WTP. C) Cogeneration plant to supplement renewable energy. d) heat recovery from WTE. e) Smart- grid and micro-grid power distribution system. f) base wide energy monitoring system with DDC controls. This ESPC project when implemented will bring Fort Irwin closer to achieving Net Zero and Energy Security by end of 2020. Parallel to Renewable and Alternative Energy program Fort Irwin is working on other energy conservation measures , and LEED Sustainable designs. Some of the notable projects; 2 LEED Gold facilities (CDC and Company Operation facility), 2-Net Zero ware houses, over 60 facilities are equipped with T-5 lighting coupled with dimmable ballasts and occupancy and light sensors, all street lights are LED lights and over 600 solar street light, In 30 acre Rotational facility maintenance Area (RUFMA) we replaced 1000, 1000 watt lamps with 125 Watt LED light saving 85% of energy

• 6.0 Million Gallons per Day (MGD) electro- dialysis water treatment plant • The new plant will treat the water, including bringing Fluoride and Arsenic to MCLs. • The project will upgrade the water distribution from two pipes to one consolidated pipe. • The plant is guaranteed to exceed a recovery rate of 99%. • The expected construction completion date is January 2016.

Current Sources

NTC is totally dependent on 3 groundwater aquifers to meet all water supply needs.

Projection: Based on current use rates the NTC has 50-60 years of water supply remaining in these 3 aquifers.

Water conservation measures have been implemented and have reduced annual total water use by 25% over the last 10 years (920 M Gallions-720 M Gallons).

In Sep 2010 an Interagency Agreement was signed with the USGS to conduct a study of all basins that presented potential to serve as an alternate water supply to the NTC.

4 Potential sources were identified, however additional study is needed to fully define critical engineering parameters for basin development.

minimum-mainly for PT use only. Convert Army field to Artificial Turf Irrigate all greens with reclaimed water-

Fort Irwin lies in the high Mojave Desert where water is a commodity. We pump our water from three isolated groundwater aquifers. Only recharge of these happens through 2-4 inches average rain. In fact we are mining water from these aquifers. According to recent water study and modeling by USGS reveals, we have only 50-60 years of water left.-That means we must conserve and also find new sources of water to sustain NTC training mission. In 2004 Fort Irwin was pumping close to One-Billion gallons of water a year with about 6MGD peak daily demand. I can proudly say our current demand has reduce to 720 million gallons a year at about 3MGD peak daily demand, merely 25% reduction. We have implemented low flow toilets, showers and waterless urinals initiative where possible. Through out the installation we are using xeri-scape utilizing California Gold rock for landscape and dust suppression purposes. All wash racks including 22-bay central vehicle wash facility are close loop recycling system. saving ~ 15 Million gallons of water a month We are utilizing tertiary treated reclaimed water for irrigation and construction water use. We are extending our reclaimed water irrigation every year as the funds become available. Future goal- 50% reduction in water consumption by 2020 Conservation measures at the planning phase are as follows, Replace natural grass with artificial turf in the Army fields where feasible. Maximize the use of reclaimed water thus reduce the ground water use Implement leak repair program to reduce the water leakage. Lifetime replacement of main transmission lines. Our waste water system and waste water treatment plant are privatized through CH2MHIL. Ground water is high in fluoride and Arsenic content. Our water supply does not meet safe drinking water act. That is why we have 2-pipe delivery system, one for drinking water and the other for all non drinking water purposes. Our domestic and drinking water system is operated by CH2MHILL and is not privatized yet due to regulatory non compliance. until we have our we are done with WTP
