by European Red List to takeurgent action for threatenedbutterflies, beetles and dragon-flies in Europe.

This is because nearly athird of Europe's 435 butterflyspecies have declining popu-lations and 9 percent are al-ready threatened with extinc-tion, according to the list, whichwas funded by the EuropeanCommission.

Among them, the MadeiranLarge White Butterfly andMacedonian Grayling Butter-

fly are critically endangeredbecause of their reduced habi-tat caused by quarrying activi-ties.

Not only butterflies but alsowhat they call saphroxylicbeetles and dragonflies are atrisk.

Saproxylic beetles dependon decaying wood and play anessential role in recycling nu-trients. Almost 11 percent of the431 species assessed are at riskof being lost from the region,and 7 percent of them are glo-bally threatened with extinc-tion. A further 13 percent are

listed as nearly threatened.The main long-term threats

to these beetles are habitat lossdue to logging and the declinein the number of mature trees.

Dragonflies occur in Eu-rope, with the highest numbersin southern France.

Fourteen percent of the 130dragonfly species assessed arenow at risk and five of theseare threatened with global ex-tinction. A further 11 percentare considered nearly threat-ened within Europe.

Increasingly hot and drysummers combined with inten-sified water extraction fordrinking and irrigation is caus-ing the dragonflies' wetlandhabitats to dry up.

Scientists warned the ex-tinction of these species willimplicate the future of Europe'secosystems.

‘MAR IS A FRAUD’SEN. Mar Roxas is masquerading as an

opposition, according to Makati Mayor JojoBinay.

Roxas and Binay are rivals for the vicepresidency. Binay is the runningmate offormer President Joseph Estrada.

“There are those who claim to be oppo-sition and there is the true opposition,”Binay said, referring to Roxas, who is a Lib-eral Party bet. “For me there are glaring clas-sifications that differentiate ‘instant’ oppo-sition members from those who truly fightfor causes of our countrymen.”

He said a genuine oppositionist is onewho is against measures that bring suffer-ing to the masses like the value-added tax(VAT), which Roxas, a scion of the wealthyAranetas, has supported.

“The true opposition is completelyagainst VAT,” said Binay. “Those who saythey are oppositionist, let me tell you thatyou contributed to the suffering of the people

when you voted for VAT.”The mayor pointed out that Roxas never

stood up against that legislation in Con-gress to defend the welfare of the people,especially the poor. He pointed out thatVAT raised the prices of commodities, mak-ing them beyond reach of ordinary con-sumers.

“The instant opposition are those thatare like noodles and coffee – just add waterand there they are,” Binay said, describingRoxas in vernacular as “lusaw naoposisyon.”

“Seriously though, how can they be op-position when during the time of Edsa 2 theywere the ones who made Erap’s ouster ?,”he said. “Were they not the ones who aban-doned the impeachment process.”

A covenant has beendrafted requiring all the presi-dential candidates to make apledge that if elected president,he would reject the appointeeof President Macapagal-Ar-royo to the Supreme Court asthe new Chief Justice.

The covenant was draftedby the Sagip Korte SupremaMovement (SKSM) and copyof it is being circulated amongthe presidential candidatesfor them to sign.

Dubbed ”Compact with thePeople,” the covenant is nowunder the care of the NationalPress Club (NPC) inIntramuros, Manila.

The lead conveners ofmovement include the Phil-

ippine Bar Association, theIntegrated Bar of the Philip-pines, Manananggol, CPAsfor Transparency, Magdalo,National Federation of LaborUnions, PSLInk, Associationof Genuine Labor Organiza-tions, Libertas, Pro-Labor, Al-liance of Concerned Teachers,and the NPC, among others.

Also, the SKSM has linedup several activities leadingto the signing of the covenantthat included pickets and ral-lies to press the Judicial BarCouncil not to submit a shortlist to President Arroyo.

THE Commission on Elec-tions (Comelec) is set to studytelevision advertisementswhere a number of nationalcandidates are appearing.

Comelec CommissionerGregorio Larrazabal said hewants to see first the adver-tisement before he gives hisreaction, adding that he doesnot want to preempt whateveraction the Commission enbanc will take on the issue onMonday.

Larrazabal’s reaction wasin line with the number ofpolitical advertisements oftwo political parties,Nacionalista Party (NP) andPwersa ng Masang Pilipino(PMP), where all their nationalcandidates, presidential, vice

presidential and senatorialbets appeared in the ads.

All national candidates areonly given 120 minutes for thewhole campaign periodwhich started last February9 and will end on May 9, aday before the elections.

Larrazabal explained thatthey need to discuss the mat-ter since under the campaignrules, candidates are givenfixed time in placed advertise-ments on television.

“It’s different when a can-didate appeared with othercandidates in an advertise-ment. Assumption is per can-didate but now what hap-pened is several candidatesappear in one ad,” he said.

man dismissed the complaintfiled against Manila MayorAlfredo Lim and Vice MayorFrancisco ‘Isko Moreno’Domagoso in connection withthe passage and subsequentapproval of Ordinance 8187allowing the continued opera-tion of certain industries in Ma-nila, including thel oil depotsin Pandacan.

The dismissal was con-tained in a four-page decisionof the Office of the Ombuds-man through a decisionpenned by graft investigation

and prosecution officer IIAlteza Anoso. It was ap-proved by Ombudsman Ma.Merceditas Gutierrez upon therecommendation of acting as-sistant Ombudsman Mary Su-san Guillermo and officer-in-charge director Aleu Amante.

Lim welcomed the dis-missal, saying he had no doubtfrom the very beginning thatthe complaint will be junkedand was merely politically-motivated.

For his part, Moreno said thecomplaint was lodged againstthem only for the purpose of

serving the political interestsof those rivaling him and Lim,who only had the welfare ofManilans in mind.

“The principal complaintclaims the presence of the oildepots poses danger to the livesof Pandacan residents. How-ever, when that complainantran for councilor in Pandacanin 2007 using the issue of hisopposition to the oil depotsoperation as his battlecry, hedid not only lose but fared very,very poorly, a proof that theresidents want the depots tostay” Moreno stressed.
