A summary of allowable uses of these one-time funds are listed below*: purchasing education technology (including hardware, software,

and connectivity); providing summer learning and supplemental afterschool programs

(including online learning); planning for long-term closures; addressing the unique needs of special populations; providing mental health services; and conducting other activities necessary to maintain operation of

services and employing existing staff and coordination activities, including childcare and the needs of principals and school leaders.

ESSER 2.0 Programmatic & Fiscal Monitoring

ESSER Funds monitoring will occur through on-site, desktop, and self-assessment monitoring like other federal grants in the 2021-22 monitoring season.

Staff Stipends

LEAs may use ESSER funds for bonuses or additional pay, such as hazard pay, only when such expenses are related to disruptions or closures resulting from COVID-19.

LEAs may pay staff for COVID-related work that has been documented. Most, if not all, staff likely had extra responsibilities as well as time and

effort to respond to the pandemic. ESSER funds can be used to pay staff for that work and LEAs are

responsible for documenting (with internal controls) that this work occurred. This is consistent with guidance on all salary and stipend payments with all federal funds.

Data and Reporting Collection

ESSER 2.0 grants require tracking of funded activities and expenses. The department will request reporting of how ESSER 1.0 and

2.0 funds are being utilized. Assurance in ESSER 2.0 funding application: The LEA shall

report spending progress and reimbursement request on a monthly basis to the Tennessee Department of Education, along with any other required documentation.

Davis-Bacon Act

Davis-Bacon prevailing wage regulations will be applicable to construction projects funded with ESSER 2.0 and ESSER 3.0 funds. The department recommends LEAs consult with local counsel

regarding Davis-Bacon Act requirements.

Final Expenditure Report (FER) The Final Expenditure Report (FER)

– Covers expenditures incurred between the day funds were awarded and till June 30, 2021.

– Due in ePlan by Aug. 1, 2021 Directors of Schools should work with their LEA’s fiscal team

to ensure the FER is complete. More detailed instructions for completing the FER and an

archived webinar can be found on ePlan.

Final Expenditure Reports (FER)

• FERs for ESSER 1.0 and 2.0 will be prioritized for approval• ESSER grants will only have carryover in FY22, so prompt

submission and approval of FERs are critical to continuation of the flow of funds to districts
