A team of officers of crime branch led by Insp. Richhpal Singh and consisting of SI Gurmeet Singh, HC Jag Mohan, HC Ajit Singh, Ct. Nihal, Ct. Bijender, Ct Nitya Nand and Ct. Manoj Tyagi under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia has apprehended two snatchers/auto lifters. One Bajaj Platina motor cycle and one gold chain has been recovered. 2 cases of snatching and 1 case of M.V. Theft of Delhi have been worked out. Information was received on 16/02/2012 by HC Jag Mohan that a gang of snatchers and auto lifters active in Delhi would come near APS Colony, Delhi Cantt. on a motor cycle. On this a trap was laid and two persons were apprehended. They were identified as i) Ravinder Singh (aged 28 years) s/o Goru Singh Sekhawat r/o Vill. Mahipal Pur, Delhi and ii) Sumit Sherawat @ Mittay (aged 24 years) s/o Inderjeet Singh Sherawat r/o Vill. Mahipal Pur, Delhi. The Bajaj Platina motor cycle was seized. The motor cycle was found to be stolen from the area of PS Timar Pur, Delhi. One gold chain was recovered from them. The apprehension of the accused persons led to working out two cases of snatching and case of auto theft of Police Stations Vasant Kunj (North), Vasant Kunj (South) and Timar Pur Delhi. Both the accused persons were subjected to intensive interrogation. It was revealed that both are addicted of Ganja and other drugs. Information was received on 16/02/2012 by HC Jag Mohan that a gang of snatchers and auto lifters active in Delhi would come near APS Colony, Delhi Cantt. on a motor cycle. On this a trap was laid and two persons were apprehended. They were identified as i) Ravinder Singh (aged 28 years) s/o Goru Singh Sekhawat r/o Vill. Mahipal Pur, Delhi and ii) Sumit Sherawat @ Mittay (aged 24 years) s/o Inderjeet Singh Sherawat r/o Vill. Mahipal Pur, Delhi. The Bajaj Platina motor cycle was seized. The motor cycle was found to be stolen from the area of PS Timar Pur, Delhi. One gold chain was recovered from them. INVOLVED IN TRAFFICKING OF DRUGS ARRESTED. 45 Gms OF COCAINE AND 4.5 KGS. OF CHARAS

SEIZED. PRICE OF COCAINE IS RS. 45 LAKHS AND CHARAS IS

4.5 LAKHS APPROXIMATELY IN INTERNATIONAL MARKET.

In first instance, a team of officers of the Crime Branch led by Insp. Vivek Pathak and consisting of SI Sunil Jain, HC Omparkash, HC Mukesh, HC Joginder, HC Rajender, and Const. Yogesh under the supervision of ACP Bir Singh and overall supervision of Addl.DCP/Crime Sanjay Bhatia have apprehended a foreign national involved in trafficking of drugs and have recovered 45 Gms of Cocaine. The Cocaine recovered is worth Rs. 45 Lakhs in the International Market.

Information was received on 15/02/2012 by SI Sunil Jain that a person involved in trafficking of drugs in Delhi would come to Model Town, Ring Road, Delhi to deliver drugs to his contact. On this information a trap was laid a person was apprehended. He was identified as Sunday Eze (aged 30 years) s/o Eze r/o Ozo, Street No. 14, Lagos, Nigeria, Africa. 45 Gms of Cocaine was recovered from his possession. A case under the appropriate sections of the law was registered.

Sunday Eze was subjected to intensive interrogation. It was revealed that Sunday Eze initially came to Mumbai and then came to Delhi about 10 days back. He was staying in Vipin Garden, Uttam Nagar, New Delhi. He has studied up to Secondary education. He intended to export garments to Nigeria from India. His wife has a garments shop in Nigeria. In Delhi he met David, a fellow Nigerian National. David lured him for drug trafficking.

In the second instance, a team of officers of the Crime Branch led by Insp. Vivek Pathak and consisting of SI Rajbir Singh, HC Rajesh Kumar, Const. Sandeep and Const. Jai Parkash under the supervision of ACP Bir Singh and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended a person involved in trafficking of drugs and have recovered 4.5 Kgs of Charas. The recovered Charas is worth Rs. 4.5 Lakhs in the International Market.

Information was received on 17/02/2012 by SI Rajbir Singh that a person involved in trafficking of drugs would come near Tikri Border to supply drugs to his contact. On this information a trap was laid and a person was apprehended. He was identified as Umesh Kumar (aged 40 years) s/o Rampal r/o Village Gubana, District Jhajjar, Haryana. 4.5 Kg of Charas concealed in a wooden speaker box kept inside the bag which he was carrying was recovered from his possession. A case under the appropriate sections of the law was registered.

Umesh Kumar was subjected to intensive interrogation. It was revealed that he is a permanent resident of District Jhajjar, Haryana. He has studied upto 5th standard and thereafter joined his family business of farming. In the year 1995 he was arrested in a murder case of Najafgarh, Delhi. He

remained in Jail for 5 months and soon after his release from Jail he started trafficking of Charas in nearby villages of District Jhajjar. Umesh Kumar procured Charas from Rahul of Village Dhigal, Haryana. Efforts are on to apprehend Rahul.

Further investigation is in progress.

INTER STATE GANG OF AUTO LIFTER BUSTED TWO DESPERATE AUTO LIFTERS ARRESTED, NINE LUXURY CARS AND ONE MOTOR CYCLE RECOVERED, ACCUSED SANJEEV KUMAR @ GANJA IS INVOLVED IN MORE THAN 40

CASES OF CAR THEFT AND ROBBERY,

A team of officers of Crime Branch led by Inspr. Sajjan Singh Yadav and consisting of SI Virendra Singh, ASI Ragender, HC Deepak, Ct Ravinder under the supervision of ACP K.K. Sharma and overall supervision of Addl. DCP/Crime Sanjay Bhatia have apprehended two desperate auto lifters. 9 luxury cars and 1 motor cycle have been recovered. 3 cases of M.V. Theft of Delhi have been worked out.

Information was received on 12/02/2012 by HC Deepak Tyagi that two Interstate Auto Lifters would come at Anand Vihar Bus Terminal, Delhi and Welcome Metro Station in stolen vehicles to meet their associates. A trap was laid Near Anand Vihar Bus Terminal and a Black Pulsar motor cycle was intercepted. A person was apprehended. He was identified as Sanjeev Kumar Tomar (aged 33 years) s/o Jagdish r/o Meet Nagar, Delhi. The motor cycle was seized. On verification the motor cycle was found to be stolen from the area of PS Jamia Nagar, Delhi. Subsequently near Welcome Metro Station an Indigo car was intercepted. A person was apprehended. He was identified as Pradeep Aggarwal @ Babbal (aged 28 years) s/o Kanti Chand r/o Kashganj, UP. The Indigo car was seized. On verification the Indigo car was found to stolen from the area of PS Govind Puri, Delhi. The apprehension of the accused persons has led to working out 3 cases of M.V. Theft of Police Stations Jamia Nagar, Govind Puri and Paschim Vihar, Delhi.

Both the accused persons were subjected to intensive interrogation. It was revealed that Sanjeev Kumar Tomar @ Ganja is involved in more than 40 cases of Auto Theft and Robbery of Delhi and National Capital Region and Pradeep Aggarwal @ Babbal is also involved in 5 cases of auto theft of Delhi and UP.

Their apprehension has led to the recovery of the following vehicles:-

Pavithran, HC Rajiv Mohan, HC Vinod Kumar, Ct. Ankush, Ct. Ashok , Ct. Kavinder, Ct. Sanjay and Ct. Lokesh under the supervision of ACP M.C. Katoch and overall supervision of Addl. DCP/Crime Dr. Joy Tirkey has busted a desperate Interstate gang of high-way robbers involved in 5 cases of Murder, Kidnapping, Robbery, Theft and Arms Act of Rajasthan and Delhi. Three members of the gang have apprehended. Two country made weapons alongwith six live cartridges have been recovered.

Information was received on 19/02/2012 by Ct. Kavinder that members of an Interstate gang of highway robbers would come to Rohini, Delhi in a car to meet their contact. On this information a trap was laid and a Maruti Swift car was intercepted. Three persons were apprehended. They identified as i) Om Prakash @ Omi (aged 20 years) s/o Jai Narayan r/o Kotputli, Rajasthan, ii) Komal Jorwal (aged 20 years) s/o Manohar Lal Jorwal r/o Alwar, Rajasthan and iii) Sushil @ Sheetu (aged 50 years) s/o Bhim Singh r/o Gohana, Haryana. The Maruti Swift car was seized. On verification the Maruti Swift car was found to be stolen from the area of PS Shalimar Bagh, Delhi. Two country made weapons alongwith six live cartridges were recovered from their possession. A case under the appropriate sections of the law was registered.

All the accused persons were subjected to intensive interrogation. Their interrogation revealed that Om Prakash @ Omi is previously involved in over 11 cases of murder, burglaries and theft of Rajasthan. His associate Sushil @ Sheetu is earlier involved in 4 cases of murder, rape and theft of Delhi, Haryana and Jaipur, Rajasthan and their other associate Komal Jorwal is involved in a case of theft of Alwar, Rajasthan. Presently they operated on the Delhi-Jaipur Highway and their modus operandi was to intercept trucks on the Delhi-Jaipur Highway and then either dump the truck driver or his helper on the way side or kill them. They used to decamp with the truck and their goods. Their apprehension has presently working out of 5 cases of cases of Murder, Kidnapping, Robbery, Theft and Arms Act of Rajasthan and Delhi. The details are given below:-

1. In the month of January,2012, they intercepted a truck on Jaipur Highway and after overpowering the truck driver and his helper, they fled with truck. A case of kidnapping and robbery has been registered at PS Shahpura, Jaipur, Rajasthan.

2. In the month of January,2012, they intercepted a truck on Jaipur Highway and after overpowering the truck driver and his helper, they fled with truck. A case of kidnapping and robbery has been registered at PS Chandwaji, Jaipur Rural, Rajasthan.

3. In the month of January,2012, they hired an Indica car from Village Harod, Behror, Alwar. On the way they strangulated the driver and abandoned his dead body at an isolated place near Alwar-Jaipur Highway. A case of kidnapping cum robbery and murder has been registered at PS Behror, Alwar, Rajasthan.

4. In the month of January,2012, when they were traveling in the Indica car which had been robbed from the area of PS Behror, Alwar, they were intercepted by the police. They abandoned the vehicle and escaped. A case of Theft and Arms Act has been registered at PS Chandwaji, Jaipur Rural, Rajasthan.

5. In the month of July, 2011, they stole a Maruti Swift car from the area of PS Shalimar Bagh, Delhi which has since been recovered.

Further investigation is in progress.

Exhibiting brilliant investigation skills and professional competence, the outer district police comprising staff of PS Mangol Puri achieved a major success by arresting two auto lifters namely (1) Akash @ Monti S/O Jitender R/O F-96, Mangolpuri Delhi age 19 yrs, and (2) Rahul S/O Jagdish R/O G-593, Mangolpuri Delhi, age 20 yrs and recovered five stolen Motorcycles from their possession.

BRIEF FACTS OF THE INCIDENT:- In the light of increasing the motor vehicle theft cases in the area of Outer District a dedicated team comprising of staff of Police Station Mangolpuri was formed. On 20/2/2012 at about 5.30 PM team was directed to start the checking of vehicles in the area of S block Mangolpuri and accordingly team has started the checking of vehicle at S block near fish market. At about 6.15 PM team has stopped two boys riding on M/cycle No. DL8SAP 5053, who were without helmet and going towards Sultanpuri. On checking the recovered m/cycle was found stolen from P.S. Mangolpuri vide FIR No. 60/12 U/S 379 IPC.

Team:

A dedicated team comprising of SI Jas Pal Singh HC Niranjan, Ct Gaurav Ct Jitender, Ct Manoj, and Ct Hoshiyar, was constituted under the guidance of Insp. Gajendra Kumar, SHO/Mangol Puri and under overall supervision of Sh. K.P.S Malhotra, ACP/Rohini.

NTERROGATION.

Accused persons were interrogated at length and they revealed that they love to ride the different type of M/Cycles. They used to steal the M/cycles for joy riding. Accused Rahul has no work and accused Akash is studying at 12th class at Govt School D block Mangolpuri. Total five M/Cycles stolen from different places of outer district and west district were recovered from the instance of accused persons.

Further investigation is under progress.

TWO STOLEN TRANSFORMERS RECOVERED

With the arrest of Jamil s/o Ali Hassan r/o Gali No. 5, Ghaziabad, UP age 25 years, North East District police has worked out two cases of theft and one case of Arms act of PS Harsh Vihar has come in the line of trial proceeding. Two stolen electronic transformers have also been recovered.

TEAM & INCIDENT: -

In order to apprehend POs, PS staff of North East District have been assigned a special task to apprehend the POs and a comprehensive multi pronged strategy is chalked out in which major role in apprehension of POs is assigned to leadership quality, group work, and dedicated police teams. Various dedicated teams have been constituted at PS level to apprehend absconding criminals. The teams are well briefed and trained to develop intelligence which can lead maximum apprehension of such absconding criminals.

The incident of 21.02.12 of PS Harsh Vihar is a great example of dedication, group work and intelligence where in the absconding desperate criminal namely Jamil s/o Ali Hassan was got apprehended by the team of PS Harsh Vihar comprising of HC Vivender, HC Harender and

With the arrest of two desperate auto lifters namely 1. Asim Ali s/o Khalid Ali r/o E-5/39, Nand Nagari, Delhi age 22 years and Arif @ Ishan s/o Sadik r/o Gali no. 6/7, Hussaini Masjid, Mustafabad, Delhi age 21 years, the North East District police has solved out 4 cases of motor vehicle theft and one case of snatching. With their arrest, five stolen motor cycle have also been recovered.

TEAM AND INCIDENT:

In order to curb recent incidents of crime especially auto lifting in the area of North-East Distt, during the last 2/3 months, special teams at each PS level in North East District, comprising of dedicated staff members have been constituted to curb the crime and to nab criminals involved in crime by indulging in intensive picket checking, human and police intelligence and patrolling in the area. Special Staff of North East District has also been brought down in action to detect crime under this head.

The incident of 21.02.12 is a great example of dedication, alertness and painstaking job performance of the team of Special Staff, North East District comprising SI Vikas Pawar, HC Parmod Kumar, Ct. Sumit, Ct. Sath Pal wherein the team apprehended two desperate auto lifters and four stolen motorcycle have also been recovered.

INTERROGATION:-

During sustained interrogation, the accused persons spilled the beans and confessed his involvement in the crime. They further disclosed that they belong to poor family and for earning quick money; they started lifting vehicles form different area.

POLICE-PUBLIC LIBRARY INAUGURATED IN POLICE STATION JAMIA NAGAR (SOUTH-EAST DISTRICT)

Today, Police-Public Library has been inaugurated by Shri Sandeep Dixit, Member of Parliament in the premises of Police Station Jamia Nagar (South-East District). The inaugural function has been attended by all sections of community, various dignitaries, members of Residents’ Welfare Associations/Market Welfare Associations and residents of the area. The opening ceremony was also graced by Shri H.K. Khan, Ex. Chief Secretary/Gujrat, Shri Safdar H. Khan, Chairman/Delhi Minorities Commission, Govt. of Delhi and Shri P. Idea behind opening of Police-Public Library Majority of the people residing in Jamia Nagar and adjoining areas do not have adequate facilities for studies. Youth of the area have no idea about job opportunities and study courses. In order to inculcate a feeling of mutual trust & understanding and to bridge the gap between community and police, Police-Public Library cum Counseling Centre has been opened in the premises of Police Station Jamia Nagar for the benefit of the children of the area in which career oriented counselling and guidance to the deserving children will be offered. South-East District will provide career counselling and guidance with the help of “Shikhar” an NGO working in the field of education for a very long time. Career concerned magazines, computer education books, newspapers etc. are made available in the library.

Shri Sandeep Dixit, Member of Parliament promised financial aid from ‘M.P. Fund’ for the Police-Public Library in the interest of public welfare.

Opening of Police-Public Library has been vastly appreciated by dignitaries and residents of the area.

INFORMATION AND OPERATION

Keeping in view the increasing incidents of snatching & Motor Vehicle thefts in the recent past in the area of West District, special picket checking is being organized from time to time at different locations and times in the District. On 21.02.2012 special checking under the supervision of Inspr. Anil Kumar Chauhan SHO Paschim Vihar, Inspr. Shyam Sunder Inspr. ATO /Paschim Vihar was organized and while SI Ganga Ram, PSI Sapan Kumar, Ct. Sandeep No.1971/W, Ct. Deepak No. 1547/W & Ct. Pradeep kumar No 3175/W were conducting checking by installing barricades near District Park opposite Shubham Enclave in the area of PS Paschim Vihar . At about 10.30 P.M. two persons riding on a motorcycle came from Outer Ring Road Bhera Enclave towards checking point and were asked to stop for checking. Instead of stopping, they tried to run away by turning the motorcycle but were overpowered by the checking team. Vijay Tokas @ Ajay S/o Dharam Raj R/o 216-D/2 Village Munirka Delhi was riding the motor cycle No. UP16 AE 0354 and Vivek Tokas @ Bablu S/o Kamal Singh R/o 251A Village Munirka Delhi was pillion rider. They were asked to provide the relevant document but failed to give satisfactory reply. The Engine number and chasis number of the said motor cycle was checked through Auto match and it was revealed that the original number of M/Cycle is DL9SAG 6804 stolen from the area of P.S. Janak Puri vide FIR No. 33/12 dated 14.02.2012 U/S 379 IPC.

INTERROGATION AND MODUS OPERANDI

During sustained interrogation, it is revealed that Vijay Tokas @ Ajay S/o Dharam Raj R/o 216-D/2 Village Munirka Delhi and Vivek Tokas @ Bablu S/o Kawal Singh R/o 251A Village Munirka Delhi are History Sheeters of P.S. Vasant Vihar and involved in heinous cases like murder, robbery, theft etc. During investigation the accused broke down and confessed their involvement in the theft of 6 vehicles from the area of P.S. Paschim Vihar, Vasant Vihar, Janak Puri, Maurya Enclave and Rani Bagh and got recovered the above mentioned vehicles . The accused persons are drug addicts and to satisfy their urge for drug they are in the habit of stealing vehicles as they could not get sufficient money though both belong to affluent family.

Sh. Sudhir Yadav Special Commissioner of Police Traffic Delhi graced the occasion as Chief Guest. Sh. Rajesh Mukhija, Sr. GM Hero Honda and Sh. K.K Gandhi Ex. dir. SIAM attended the function as guests of honour.

Speaking on the occasion, Special Commissioner of Police Traffic Delhi called upon the schools and students to make active contribution for the cause of road safety by spreading awareness. He stressed upon the students to obey traffic rules, use zebra crossings, subways and foot over bridges to reduce the fatalities of the pedestrians on road. He was concerned about the road accidents in Delhi and appreciated the role of Delhi Traffic Police.

Road safety Rolling Trophy along with cash prize of Rs.11,000/- for best activities in the field of Road Safety during 2011 sponsored by Society for Automobile Manufacturers (SIAM) was awarded to Vidya Bal Bhawan Sr. Sec. School Mayur Vihar-III Delhi. Road Safety Club Rolling Trophy for best activities in club during 2011 sponsored by Hero Honda was awarded to Kulachi Hansraj Model School Ashok Vihar Delhi.

A team of jury comprising of faculties from Delhi College of Art and Department of Art - Jamia Milia Islamia adjudged the paintings of about 600 participants and declared the prize winners from Primary, Middle and Secondary groups, of the Painting Competition who were felicitated by the chief guest. In the Primary category Apurva Margam of Kulachi Hans Raj Model School, in the Middle category Prateek Kushawaha from Govt. Boys Sr. Sec. School Nangoli and in the secondary category Nitika from Vidya Bhawan Mahavidyalaya, Lodhi Estate were adjudged the best.

To spread awareness of Road Safety and inculcating the practice of using foot over bridges by pedestrians to cross roads, Delhi Traffic Police distrusted about 20,000 coupons for using foot over bridges at ISBT Kashmere Gate and Bhogal. A lucky draw was conducted and coupon NO. D-6928 declared the lucky winner.

1. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centres) prominently known as Call Centres, Corporate and Media Houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

4. And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr. P.C 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi`s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Parkash Chander Mann, Assistant Commissioner of Police, Sub-Division Vikas Puri do hereby make this written order that all such organization like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Vikas Puri, West District, Delhi shall:-

(a) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required.

security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

(e) Choose the route in such manner that as far possible a woman employee is not the first one to be picked up or the last to be dropped.

(f) Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their housed and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

(g) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

(h) Exercise effective check and control on the vehicle`s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

(i) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

6. These orders shall come into force with effect from 22/2/12 shall be effective for a period of 60 days up to 21/4/12 (both days inclusive) unless withdrawn earlier.7. Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and8. HIGHLIGHTS:- With the arrest of five Auto-Lifters from the different parts of district,

the Outer District Police have worked out 14 cases of MV Theft registered in Delhi and Haryana.

7cars and 7 two-wheelers recovered. 14 cases of MV Theft worked out.

INCIDENTS/INVESTIGATION:-

1. In the light of increasing motor vehicle theft cases in the area of Outer District a dedicated team comprising of SI Jas Pal Singh, HC Niranjan, Ct Gaurav, Ct Jitender, Ct Manoj, and Ct Hoshiyar, was constituted under the guidance of Insp. Gajendra Kumar, SHO/Mangol Puri and under overall supervision of Sh. K.P.S Malhotra, ACP/Rohini. On 20.02.12 at about 5:30 PM the team was checking the vehicles in the area of S-Block, Mangolpuri. At about 6.15 PM team stopped two boys riding on M/cycle No. DL-8S-AP-5053, who were without helmet and going towards Sultanpuri. On checking the recovered M/cycle was found stolen from P.S. Mangolpuri vide FIR No. 60/12 U/s 379 IPC. Their names were disclosed as Akash @ Monty and Rahul. On sustained interrogation they confessed of having committed more MV Thefts in Outer District and West District. On their instances 4 more M/Cycles were recovered and 5 cases of MV Theft were worked out.

2. On 21.02.12, staff of AATS, Outer District a special team headed by Insp. Swadesh Prakash I/C AATS/OD comprising of ASI Sajjan Pal, HC Ajay Pal and Ct. Manoj was checking vehicles at Jaipur Golden Hospital, Rohini. During the checking at about 04:30 PM one person came from Sec-3, Rohini side on a black Hero Honda motor cycle bearing registration no. DL-9S-W-3809. During interrogation he disclosed his name as Naveen S/o Balwan R/o Vill. Nankheri, PO & PS Chawla , Delhi. Motor cycle no. DL-9S-W-3809 was found stolen from PS South Rohini, Delhi Vide Case FIR No. 253/11 dt. 02.10.11 u/s 379 IPC. He was arrested u/s 41.1(d) CrPC and motorcycle was taken into police possession u/s 102 CrPC. During further investigation on his instances 01 Santro car no. DL- 1-CM-4897 stolen from PS-City Gurgaon vide FIR NO. 691/11 dt. 27/9/11 U/s 379 IPC was also recovered.3. On a secret information, the staff of Police Station Samai Pur Badli apprehended two juveniles with a Stolen Motor Cycle No.DL-8S-AK-0782 which was stolen in case FIR No.57/12 u/s 379/IPC PS-Samai Pur Badli. At their instance two Cars bearing No. HR-12-7012, make Maruti Esteem, stolen from PS Civil Lines, Sonipat vide case FIR No.80/11 u/s 379/IPC and car No.DL-3-CK-5864, make Maruti 800 also stolen from the area PS Civil Lines, Sonipat in case FIR No.63/12, PS Civil Lines Sonipat were recovered.

4. On 15.02.12, a team of Anti-Snatching Cell Outer, District, Delhi comprising of SI Sumit Kumar, HC Ravinder, Ct. Dharmender, Rajesh, Mahesh, Gopal Krishan, Anand, Vikrant & Ajay Pal were on special Anti-Snatching Checking near G3S

Cinema Hall, Rohini, Delhi. Two persons later on identified as Sonu s/o Umed Singh r/o Village Sisana, PS- Kharkhoda, Distt. Sonipat, (HR) & Sushil s/o Satyaprakash r/o Village Sisana, PS Kharkhoda, Distt. Sonipat, (HR), came in a without Number Plate Black colour Santro Car. They were stopped, Sonu s/o Umed Singh was driving the car while Sushil s/o Satya Prakash was sitting beside him on front sheet. They were asked to produce documents related to the ownership of the car, but they could not provide any document. They were apprehended and on sustained interrogation, they revealed that the car was stolen one, which was stolen by them from the area of PS-Paschim Vihar. The Car was found to be reported stolen vide Case FIR 365/11 dated 05/12/11 u/s 379 IPC, PS-Paschim Vihar, Delhi. They were interrogated & arrested u/s 41.1(D)/102 CrPC. On sustained interrogation, the accused persons disclosed that they had committed Vehicle thefts. They used to park the stolen cars in isolated places after removing their number plates which were later on used for smuggling of liquor. On their disclosure & pointing out, three more cars stolen vide FIR No 257/11 dated 10/12/11 u/s 379 IPC PS Bharat Nagar, Delhi, FIR No 24/12 dated 07/02/12 u/s 379 IPC, PS Naraina, Delhi & FIR No 18/12 dated 25/01/12 u/s 379 IPC PS- Naraina, Delhi were also recovered.

DELHI POLICE WEEK IN OUTER DISTRICT, NORTHERN RANGE

The Delhi Police have been celebrating “Delhi Police week” to commemorate its raising day on 16th February 1948. Various Programs are being organized in order to promote healthy policy of community policing involving unemployed youths, school children, senior citizens, RWAs and MWAs etc.

The following programmes/events have been organized in outer district during Police week. PS- Aman Vihar:-

On 16.02.12, Tenant’s Verification drive was launched at P.S. Aman Vihar. During Tenant’s Verification drive, 128 tenant’s verification forms were filled up. There are 07 senior citizens in the jurisdiction of P.S. Aman Vihar. A meeting with them was organized and all were briefed about security measures to be adopted by them. Besides this, the security audit of residential premises of these senior citizen have also been got done.

On 17.02.12, a meeting with the members of RWAs/MWAs was organized at P.S. Aman Vihar. 22 members of RWAs/MWAs were present in the meeting. The participants were sensitized about Anti-Terrorist, Anti-Burglary, Anti-Robbery and Anti-Auto theft measures.

On 18.2.12, a meeting with Property Dealers, STD Booth/Cyber Café Owners was organized at P.S. Aman Vihar. All the participants were sensitized about Anti-Terrorist measures.

On 18.02.12, a lecture on Road-Safety was delivered by SHO/Aman Vihar to the school children of Tula Ram Public School and Baldev Public School, Prem Nagar-III, Delhi .

On 20/2/12, Two separate programmes were organized at Bhagya Vihar and Pratap Vihar for awakening people about crime against women. Smt. Nirmala Vats, Ex. Councilor and Smt. Urmila Choudhary, Social Worker were also present in the programmes. Around, 68 women attended the programmes. Lectures were delivered on crime against women.

PS-Sultan Puri:-

On 16.02.12, a Tenant’s verification drive was conducted in the area of Police Station Sultan Puri at Jalebi chowk and at Police Station premises from 11 AM to 4 PM.

Three sites for tenant’s verification were identified and staff with forms and photographs were deployed at Rama Vihar, Begumpur Chowk and Sarswati Chowk, sector 24, Rohini Delhi, during drive 130 forms were filled up and sent for verification.

(B) Safety and security of senior citizens :-

A meeting with senior citizens was organized with the help of Sh. R.S. Gupta (Head of senior citizens). Issues related with the police protection to the life and property of senior citizens were discussed. They were also given security tips and security audit of their residential premises was also done.

The Police of PS Alipur of Outer District and Shraddha Cultural Society , Swami Sharddhanand College (University of Delhi) Alipur had organized a Debate in Swami Shraddhanand College of Alipur in which a large No. of students, participated. The students were given

their views and also answered the questions of audience. Most speakers spoke against the topic but later on appreciated the working of police and suggested many reforms in police. Two students from Govt. Sarvodaya School namely Divya Rana & Riya also participated in the debate.

Whereas, a large numbers of commercial places/shops have come up in Delhi, which are popularly known as Cyber Café and a large number of people visit them to use the facilities available in such places including e-mail facility.

1. And whereas, it has come to the notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigation agencies, create panic in the public, endanger the security of VVIPs and Govt. Installations, and help in the terrorist activities directly affecting the security of the State

2. And whereas, it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the state and disturbance of public and tranquility.

Painting competition - cum - commemorative function of Road Safety club-22 Feb. 2012

As part of Delhi Police Week – 2012 celebrations an on-the-spot Painting Competition-cum-Commemorative function of Road Safety Club was organized by Delhi Traffic Police today in association with Society for Indian Automobiles Manufacturers and Hero Honda, at India Gate Lawns with a view to aware the tiny tots about the importance of following road safety norms and obeying traffic rules.

Sh. Sudhir Yadav Special Commissioner of Police Traffic Delhi graced the occasion as Chief Guest. Sh. Rajesh Mukhija, Sr. GM Hero Honda and Sh. K.K Gandhi Ex. dir. SIAM attended the function as guests of honour.

Speaking on the occasion, Special Commissioner of Police Traffic Delhi called upon the schools and students to make active contribution for the cause of road safety by spreading awareness. He stressed upon the students to obey traffic rules, use zebra crossings, subways and foot over bridges to reduce the fatalities of the pedestrians on road. He was concerned about the road accidents in Delhi and appreciated the role of Delhi Traffic Police.

Road safety Rolling Trophy along with cash prize of Rs.11,000/- for best activities in the field of Road Safety during 2011 sponsored by Society for Automobile Manufacturers (SIAM) was awarded to Vidya Bal Bhawan Sr. Sec. School Mayur Vihar-III Delhi. Road Safety Club Rolling Trophy for best activities in club during 2011 sponsored by Hero Honda was awarded to Kulachi Hansraj Model School Ashok Vihar Delhi.

A team of jury comprising of faculties from Delhi College of Art and Department of Art - Jamia Milia Islamia adjudged the paintings of about 600 participants and declared the prize winners from Primary, Middle and Secondary groups, of the Painting Competition who were felicitated by the chief guest. In the Primary category Apurva Margam of Kulachi Hans Raj Model School, in the Middle category Prateek Kushawaha from Govt. Boys Sr. Sec. School Nangoli and in the secondary category Nitika from Vidya Bhawan Mahavidyalaya, Lodhi Estate were adjudged the best.

To spread awareness of Road Safety and inculcating the practice of using foot over bridges by pedestrians to cross roads, Delhi Traffic Police distrusted about 20,000 coupons for using foot over bridges at ISBT Kashmere Gate and Bhogal. A lucky draw was conducted and coupon NO. D-6928 declared the lucky winner.

And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employers are reported to have hired cabs operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.

3. And whereas, it has come to notice that certain criminal and anti-social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safely at their places of stay.

And whereas it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

5. Now, therefore, in exercise of the power conferred upon me by the virtue of Sec. 144 Cr. P.C 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi`s Notification No. U-11036/(i) UTL dated 09.09.2010, I, Parkash Chander Mann, Assistant Commissioner of Police, Sub-Division Vikas Puri do hereby make this written order that all such organization like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, security agencies, drivers and security guards in the jurisdiction of Sub-Division, Vikas Puri, West District, Delhi shall:-

(j) Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them for access by the police as and when required.

(k) Hire the security personnel and other contractual personnel as far as possible from licenced agencies only.

(l) Ensure verification of antecedents of all their employees including contractual employees.(m) Ensure that women employees are not made to travel alone with the cab driver and a duly verified

security guard or a male colleague (regular employee of the company) is invariably deployed in each cab carrying women staff during night hours i.e. 8 PM to 7 AM.

(n) Choose the route in such manner that as far possible a woman employee is not the first one to be picked up or the last to be dropped.

(o) Ensure that during the night hours cab involved in transportation of women employees picks up and drops such employees right at their housed and remains halted at the point where a woman employee has been dropped till she confirms about her arrival/reaching at her residence/place of stay through a telephone call.

(p) Ensure that, whenever the house of a woman employee is so located that the approach road is not motorable, the duly verified security guard or the male colleague, during night hours, accompanies the employee on foot upto her house and takes a confirmation about her safe arrival.

(q) Exercise effective check and control on the vehicle`s movement in order to check any unwarranted activities of the cab drivers, such as picking up strangers, straying away from the designated route etc.

(r) Get GPS system installed in the cabs used in the transportation of employees, especially of women employees within two months time.

6. These orders shall come into force with effect from 22/2/12 shall be effective for a period of 60 days up to 21/4/12 (both days inclusive) unless withdrawn earlier.7. Any person/employer/transporter etc. contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and8. HIGHLIGHTS:- With the arrest of five Auto-Lifters from the different parts of district,

the Outer District Police have worked out 14 cases of MV Theft registered in Delhi and Haryana.

INCIDENTS/INVESTIGATION:-

2. In the light of increasing motor vehicle theft cases in the area of Outer District a dedicated team comprising of SI Jas Pal Singh, HC Niranjan, Ct Gaurav, Ct Jitender, Ct Manoj, and Ct Hoshiyar, was constituted under the guidance of Insp. Gajendra Kumar, SHO/Mangol Puri and under overall supervision of Sh. K.P.S Malhotra, ACP/Rohini. On 20.02.12 at about 5:30 PM the team was checking the vehicles in the area of S-Block, Mangolpuri. At about 6.15 PM team stopped two boys riding on M/cycle No. DL-8S-AP-5053, who were without helmet and going towards Sultanpuri. On checking the recovered M/cycle was found stolen from P.S. Mangolpuri vide FIR No. 60/12 U/s 379 IPC. Their names were disclosed as Akash @ Monty and Rahul. On sustained interrogation they confessed of having committed more MV Thefts in Outer District and West District. On their instances 4 more M/Cycles were recovered and 5 cases of MV Theft were worked out.

2. On 21.02.12, staff of AATS, Outer District a special team headed by Insp. Swadesh Prakash I/C AATS/OD comprising of ASI Sajjan Pal, HC Ajay Pal and Ct. Manoj was checking vehicles at Jaipur Golden Hospital, Rohini. During the checking at about 04:30 PM one person came from Sec-3, Rohini side on a black Hero Honda motor cycle bearing registration no. DL-9S-W-3809. During interrogation he disclosed his name as Naveen S/o Balwan R/o Vill. Nankheri, PO & PS Chawla , Delhi. Motor cycle no. DL-9S-W-3809 was found stolen from PS South Rohini, Delhi Vide Case FIR No. 253/11 dt. 02.10.11 u/s 379 IPC. He was arrested u/s 41.1(d) CrPC and motorcycle was taken into police

possession u/s 102 CrPC. During further investigation on his instances 01 Santro car no. DL- 1-CM-4897 stolen from PS-City Gurgaon vide FIR NO. 691/11 dt. 27/9/11 U/s 379 IPC was also recovered.3. On a secret information, the staff of Police Station Samai Pur Badli apprehended two juveniles with a Stolen Motor Cycle No.DL-8S-AK-0782 which was stolen in case FIR No.57/12 u/s 379/IPC PS-Samai Pur Badli. At their instance two Cars bearing No. HR-12-7012, make Maruti Esteem, stolen from PS Civil Lines, Sonipat vide case FIR No.80/11 u/s 379/IPC and car No.DL-3-CK-5864, make Maruti 800 also stolen from the area PS Civil Lines, Sonipat in case FIR No.63/12, PS Civil Lines Sonipat were recovered.

4. On 15.02.12, a team of Anti-Snatching Cell Outer, District, Delhi comprising of SI Sumit Kumar, HC Ravinder, Ct. Dharmender, Rajesh, Mahesh, Gopal Krishan, Anand, Vikrant & Ajay Pal were on special Anti-Snatching Checking near G3S Cinema Hall, Rohini, Delhi. Two persons later on identified as Sonu s/o Umed Singh r/o Village Sisana, PS- Kharkhoda, Distt. Sonipat, (HR) & Sushil s/o Satyaprakash r/o Village Sisana, PS Kharkhoda, Distt. Sonipat, (HR), came in a without Number Plate Black colour Santro Car. They were stopped, Sonu s/o Umed Singh was driving the car while Sushil s/o Satya Prakash was sitting beside him on front sheet. They were asked to produce documents related to the ownership of the car, but they could not provide any document. They were apprehended and on sustained interrogation, they revealed that the car was stolen one, which was stolen by them from the area of PS-Paschim Vihar. The Car was found to be reported stolen vide Case FIR 365/11 dated 05/12/11 u/s 379 IPC, PS-Paschim Vihar, Delhi. They were interrogated & arrested u/s 41.1(D)/102 CrPC. On sustained interrogation, the accused persons disclosed that they had committed Vehicle thefts. They used to park the stolen cars in isolated places after removing their number plates which were later on used for smuggling of liquor. On their disclosure & pointing out, three more cars stolen vide FIR No 257/11 dated 10/12/11 u/s 379 IPC PS Bharat Nagar, Delhi, FIR No 24/12 dated 07/02/12 u/s 379 IPC, PS Naraina, Delhi & FIR No 18/12 dated 25/01/12 u/s 379 IPC PS- Naraina, Delhi were also recovered.

After school he could not get any job. He fell in bad company and started smuggling liquor from Haryana. He also started committing MV theft with one Sushil of his village to earn easy money. 9. Sushil S/o Satya Prakash R/o Village Sisana, PS Kharkhoda, Distt. Sonipat, (HR) Age-19 yrs. He is 12th Pass. His father is a farmer. He is unmarried and has one brother. After school he could not get any job. He fell in bad company and started committing MV theft with one Sonu of his village to earn easy money.5. The profile of the Juvenile cannot be mentioned as per the Juvenile Act. These boys are residing in MCD Colony, Samai Pur. Both the boys are school dropouts and belong to Lower Income family. They committed vehicle theft to impress their friends and for joy ride. 6. Naveen S/o Balwan R/o Vill. Nankheri, PO & PS Chawla, Delhi. He has studied upto 6 th

standard and unmarried. He also worked on a mechanic workshop in Gurgaon, Haryana. His father is in private job and he is unemployed. He started stealing bikes for pecuniary gains as it made fast money. He was not arrested earlier.

PRESS RELEASE

DELHI POLICE WEEK IN OUTER DISTRICT, NORTHERN RANGE

The Delhi Police have been celebrating “Delhi Police week” to commemorate its raising day on 16th February 1948. Various Programs are being organized in order to promote healthy policy of community policing involving unemployed youths, school children, senior citizens, RWAs and MWAs etc.

The following programmes/events have been organized in outer district during Police week. PS- Aman Vihar:-

On 16.02.12, Tenant’s Verification drive was launched at P.S. Aman Vihar. During Tenant’s Verification drive, 128 tenant’s verification forms were filled up. There are 07 senior citizens in the jurisdiction of P.S. Aman Vihar. A meeting with them was organized and all were briefed about security measures to be adopted by them. Besides this, the security audit of residential premises of these senior citizen have also been got done.

On 17.02.12, a meeting with the members of RWAs/MWAs was organized at P.S. Aman Vihar. 22 members of RWAs/MWAs were present in the meeting. The participants were sensitized about Anti-Terrorist, Anti-Burglary, Anti-Robbery and Anti-Auto theft measures.

On 18.2.12, a meeting with Property Dealers, STD Booth/Cyber Café Owners was organized at P.S. Aman Vihar. All the participants were sensitized about Anti-Terrorist measures.

On 18.02.12, a lecture on Road-Safety was delivered by SHO/Aman Vihar to the school children of Tula Ram Public School and Baldev Public School, Prem Nagar-III, Delhi .

On 20/2/12, Two separate programmes were organized at Bhagya Vihar and Pratap Vihar for awakening people about crime against women. Smt. Nirmala

PS-Sultan Puri:-

On 16.02.12, a Tenant’s verification drive was conducted in the area of Police Station Sultan Puri at Jalebi chowk and at Police Station premises from 11 AM to 4 PM.

On 18.02.12, a meeting with Cyber Cafe operators was organized at PS Sultan Puri and the same was attended by several Cyber cafe owners.

On 19.02.12, interaction with school children of Govt. Sarvodaya Sr. Sec. School, Shani Bazar, H-Block, Sultan Puri, Delhi was got conducted by Police personnel of PS Sultan Puri. The programme was attended by school boys & girls in large numbers.

(A) Tenant’s verification drive :-

Three sites for tenant’s verification were identified and staff with forms and photographs were deployed at Rama Vihar, Begumpur Chowk and Sarswati Chowk, sector 24, Rohini Delhi, during drive 130 forms were filled up and sent for verification.

(B) Safety and security of senior citizens :-

A meeting with senior citizens was organized with the help of Sh. R.S. Gupta (Head of senior citizens). Issues related with the police protection to the life and property of senior citizens were discussed. They were also given security tips and security audit of their residential premises was also done.

A Meeting with RWA was organized at Jain Nagar, Delhi by “ JAN CHETNA SAMITI”. Which was attended by 22 members including Shri Aman Bansal (Genl. Secy), and their problems were discussed. Participants were asked to get their tenants and servants verified through police.

PS Alipur:

A Debate was organized by PS Alipur :-

The Police of PS Alipur of Outer District and Shraddha Cultural Society , Swami Sharddhanand College (University of Delhi) Alipur had organized a Debate in Swami Shraddhanand College of Alipur in which a large No. of students, participated. The students were given topic “IS POLICE A ‘SAVIOUR’ OF SOCIETY IN THE REAL SENSE” and they were given options to speak in favour or against it. Participants were allowed to speak only for four minutes and after the speech audience asked questions to the Speaker. A total no. of 25 participants delivered

their views and also answered the questions of audience. Most speakers spoke against the topic but later on appreciated the working of police and suggested many reforms in police. Two students from Govt. Sarvodaya School namely Divya Rana & Riya also participated in the debate.

Whereas, a large numbers of commercial places/shops have come up in Delhi, which are popularly known as Cyber Café and a large number of people visit them to use the facilities available in such places including e-mail facility.

1. And whereas, it has come to the notice that certain criminal anti-social elements/terrorists are using these facilities to mislead the security/investigation agencies, create panic in the public, endanger the security of VVIPs and Govt. Installations, and help in the terrorist activities directly affecting the security of the State

2. And whereas, it is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the state and disturbance of public and tranquility.

3. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2008-UTL, dated- 31.10.2008 and further delegate to the undersigned vide Govt of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2010-UTL, dated 09.09.2010, I, Aas Mohd, Assistant Commissioner of Police of Sub-Division Ashok Vihar of North-West District, Delhi, do hereby make this written order, for strict compliance by the owner of such Cyber Cafes in the entire jurisdiction of Sub- Division, Ashok Vihar, Delhi:-

(a) Prohibiting the use of Cyber Café by unknown person and whose identity has not been established by the owner of the café.

(b) Maintaining a register for identity of the visitor/user.

(e) The user of Cyber Cafe are photographed on continuous basis and a record of the same is maintained properly.

(f) Activity server log should be preserved in main server and its record should be preserved for at least six months.

(g) If any activity of the visitor is of a suspicious nature, the owner of the Cyber Café will immediately inform the P.S.

(h) Record be maintained about the specific computer used by the person.

4. These order shall come into force with effect from 21.02.12 shall remain in force for a period of 60 days up to 20.04.12 (both days inclusive) unless withdrawn earlier.
