CONFIRMATION OF MINUTES OF THE 69th STATE LEVEL BANKERS’ COMMITTEE MEETING FOR THE QUARTER ENDED 2012 HELD ON 15.11.2012

MINUTES OF THE MEETING

The 69th SLBC Meeting of Delhi State, for the quarter ended Sep 2012, was held on 15th Nov., 2012 at Hotel 'Le-Meridian', New Delhi. The meeting was chaired by Shri Bhupinder Nayyar, Executive Director, Oriental Bank of Commerce and attended by the representatives of Reserve Bank of India, Govt. of NCT of Delhi, NABARD, NHB and member banks as per the list placed at Annexure-1.

Smt. Vidyavati Rudra, General Manager, Oriental Bank of Commerce welcomed Shri Bhupinder Nayyar, Executive Director, OBC; Shri Chandan Sinha, Regional Director, RBI; Ms. Sonali Sen Gupta, General Manager, RBI; Sh. Ved Prakash, IAS, Pr. Secretary-cum-Commissioner Development, Govt. of NCT of Delhi; Sh. Santosh Vaidya, IAS, Special Secretary to CM & MD-SSS, Govt. of NCT of Delhi; Sh. Sohan Singh Kanawat, Spl. She stated that CD ratio of the State has gone up to 90.20% as on Sep 2012 from 82.63% as on Sep 2011 and CD Ratio of Delhi Rural has increased on YOY basis from 69.75% to 131.73%. The Priority Sector Advances have increased by Rs.7321 crore but on percentage terms Priority Sector Advances as compared to Total Advances have come down from 12.21% as on Sep-11 to 11.65% as on Sep-12. Smt. Rudra stated that Delhi provides good scope for lending to MSE sector and requested all Banks to target atleast 25-30% increase in Priority Sector Advances on YOY basis.

Smt. Rudra stated that our Hon’ble Prime Minister in his Independence Day speech has talked about banking facilities to each and every household in next two years. She informed the House that in Delhi all the villages with population more than 2000 have been covered except one village “Nithari” and 22 villages with population less than 2000 have been identified and allotted to member Banks for coverage. She requested member Banks to speed up the process and cover these villages by March-13. She further informed that Dy. Governor, RBI during recent video conference has stressed on disaggregated Financial Inclusion Plan at Regional Office Level / Branch level so that implementation can be monitored. She requested all Regional Heads to obtain the disaggregated plan from their respective Head Offices and distribute to branches under their command under intimation to RBI and SLBC.

She further stated that campaign to open accounts of Migrant Labour and Street Vendors/ Hawkers was started in Delhi State on pilot basis and keeping in view the success of the campaign, the Ministry of Finance has replicated the same to all States of the country. She informed that more than 59,000 accounts of Migrant Labour and Street Vendors/ Hawkers have been opened. She requested all member banks to open such accounts on priority.

She also informed that Delhi Govt. is going to launch a new welfare scheme Delhi Annshree Yojana. An amount of Rs. 600/- per month shall be paid to the identified beneficiaries under this scheme. All payments shall be made electronically based on Aadhaar. She informed that 6 Aadhaar enabled banks namely BOI, BOM, OBC, PNB, UBI and SBI are participating in the Scheme as per the decision taken by the State Govt. She requested all the 6 banks to extend maximum support to Delhi Govt. and make implementation of the Scheme successful.

She concluded her address by requesting Shri. Bhupinder Nayyar, Executive Director, Oriental Bank of Commerce to preside over the Meeting and deliver Key Note Address.

He stated that Reserve Bank of India in its Monetary Policy Review on 30 th October, 2012 has slashed CRR by 25 basis points from 4.5% to 4.25% of NDTL. The Repo Rate, Reverse Repo Rate and MSF Rates have been left unchanged. The cut in CRR rate will facilitate releasing of Rs.17,500 crore in the system and enable banks to extend more credit to productive sectors. He requested all banks to utilize the opportunity and increase their credit portfolio accordingly.

Shri Nayyar informed the House that CD Ratio of member banks in Delhi has declined from 94.16% as on March, 2012 to 90.20% as on September, 2012. The percentage of Priority Sector Advances to Total Advances has also come down from 11.81% as on March, 2012 to 11.65% as on September, 2012. We are far behind the benchmark of 40% in lending to Priority Sector. We have to move progressively in this direction in a phased manner. He requested all member Banks to ensure that both CD Ratio and lending to Priority Sector improve significantly in the second half of the financial year.

Shri Nayyar further informed the House that overall achievement of ACP targets in Priority Sector during the half year ended September, 2012 was 37.33% and stated that it cannot be said to be satisfactory. Only four and half months are left now and we have to gear up ourselves for achieving the targets. He requested all controlling heads to

monitor the progress personally and ensure that the targets are achieved to the extent of 100% on quarter to quarter basis. Shri Nayyar stated that MSE advances have increased from Rs.33428.63 crore as on March, 2012 to Rs.36830.40 crore as on September,2012. In percentage terms, the percentage of MSE to total advances has increased from 6.01% as on 31 st. March, 2012 to 6.74% as on 30th.September, 2012 but the percentage has declined YoY from 6.99% as on September, 2011 to 6.74% as on September, 2012. In the last SLBC meeting also it was emphasized that the major portion of Priority Sector advances in NCT should be towards the SME clusters identified by RBI as it will not only enable us to achieve 20% growth in SME sector but also the Priority Sector targets

Shri Nayyar further stated that under Financial Inclusion Plan, for villages having population of 2000 and above, only one village (Nithari) remains to be covered and requested IDBI Bank to immediately cover the same and convey formal communication to RBI and SLBC. Speaking on coverage of villages with population below 2000, Shri Nayyar requested all concerned banks to prepare roll out plan and start coverage of the villages. Shri Nayyar opined that apart from opening bank accounts, the banks should also focus on extending other facilities to the villagers in accordance with RBI/Govt. Guidelines like issuance of KCCs, allowing overdraft facilities, etc. and should focus on increasing the number of transactions in these villages.

Talking about Common RFP for Appointment of Single Business Correspondent, Shri Nayyar informed that M/S Vakrangee Finserve Ltd. has been selected service provider for BC services through common RFP for the states of Rajasthan and Delhi. He requested those bank which are yet to sign agreement with them to do so, so that M/S Vakrangee Finserve Ltd. starts the work at the earliest. He stated that SLBC has also conveyed RBI’s instructions to all the member banks that till the time the new BC is in place, the old BCs should continue so that banking service is not disrupted at any stage in any of the villages.

Drawing attention of the House towards One Family One Account drive of Government of India, Shri Nayyar informed that all the 272 wards have been allocated to different Banks and SLBC has also given publicity through local vernacular newspapers. He requested controlling heads to monitor opening of accounts under One Family One Account drive personally.

Shri Nayyar mentioned that the Government of India had instructed SLBC Delhi to initiate a drive for opening of accounts of migrant labour and street vendors/hawkers. He congratulated all SLBC members on replication of Delhi’s pilot project all over India and expressed confidence that all the controlling heads will further accelerate the pace of bringing the marginalized sections of the society in banking fold.

Speaking on EBT, Shri Nayyar stated that in order to pass on EBT facilities to beneficiaries, it is essential to have their bank accounts. Informing about drive to open the accounts of school children, Dilli Annashree Yojana beneficiaries and other beneficiaries under various schemes, he requested controlling heads to monitor the progress at regular intervals to ensure that accounts of the eligible beneficiaries are

opened as soon as possible. He further requested the State Government officials to sensitize their field level staff and make list of beneficiaries available to SLBC so as to ensure that every beneficiary has bank account.

Showing concern with regards to delay in sanction and disbursement of loans under SJSRY and PMEGP schemes, Shri Nayyar requested all controlling heads to ensure timely disposal of these loan applications and take requisite steps for disbursement of sanctioned cases as soon as possible.

ADDRESS BY SHRI CHANDAN SINHA, REGIONAL DIRECTOR, RBI

Shri Sinha started his speech by wishing Shri Bhupinder Nayyar, Executive Director, OBC; Smt. Vidyavati Rudra, General Manager, OBC; Sh. Ved Prakash, IAS, Pr. Secretary-cum-Commissioner Development, Govt. of NCT of Delhi; Sh. Santosh Vaidya, IAS, Special Secretary to CM, MD-SSS, Govt. of NCT of Delhi and other officials from various Govt. departments and member banks.

Shri Sinha stated that role of SLBC is changing as focus is moving from traditional development role to newer and emerging issues like financial inclusion, electronic benefit transfer, issue of fake currency notes and failed ATM transactions, etc.

Shri Sinha further stated that CD ratio in the State remains high due to large corporate loans and CD ratio in the rural area is significant and needs to be monitored. He stated that the performance under ACP is far from satisfactory as the coverage is still about 35%, which is despite the drastic reductions in targets. Shri Sinha opined that there seems to be lack of seriousness for trying to achieve these targets and one of the reasons for non achievement of ACP targets could be that the basic level fora, like Block Level Banker’s Committee (BLBC) and District Consultative Committee (DCC) are not able to function effectively which could be because of reasons like non-attendance of the BLBC meetings by the officials concerned, casual approach, non-submission of data, inaccurate data and lack of monitoring by the controlling offices of the banks. Shri Sinha further expressed that we should come to know underlining causes which are refraining the banks from achieving targets.

Shri Sinha stated that in NCT of Delhi, 22 unbanked villages having population below 2000 have been identified and allotted to 7 banks in Delhi. As per the information obtained these banks would be covering the villages allotted to them through BC mode, some banks with their existing BCs and some banks would be engaging the services of common BC for this purpose. It will take some time as the new BC has to get operational. He requested that those Banks who would be using the services of existing BC can cover villages allotted to them at the earliest.

Speaking on the issue of Disaggregation of FIPs of Banks, Shri Sinha stated that all Banks had submitted the FIP targets to RBI but these were not disaggregated to the level of States and Regions and the same needs to be done.

Drawing attention of House to the Implementation of Aadhaar Enabled Payments, Shri Sinha informed the House about Annashree Scheme of Govt. of NCT of Delhi and stated that is shall be formally launched on 15th Decemebr,2012. Shri Sinha Further stated that there are several departments of State Government which have different modes and different times of payments and these should be harmonized so that it would be easier for the banks for implementing EBT in the State. Shri Sinha stated that it is learnt that at present there are only six banks whose IT systems have provision for Aadhar and suggested remaining banks to develop the same capabilities to enjoy the expected business opportunity arising out of EBT of welfare schemes.

Talking about the issue of face currency notes, Sh. Sinha informed that from next SLBC meeting onwards RBI would be providing data on fake currency notes to SLBC. He further informed that while analyzing the data for the period Sep-11 to Aug-12, huge discrepancy is observed in reporting of fake currency notes by various banks.

Shri Sinha further informed the House about the new item “ATM Failed Transactions” and stated that format for reporting of failed ATM transactions has been devised and shared with SLBC convenor Bank and it shall be part of the SLBC agenda.

ADDRESS BY SHRI VED PRAKASH, IAS, PRINCIPAL SECRETARY CUM COMMISSIONER, GOVT. OF NATIONAL CAPITAL TERRETORY OF DELHI.

Shri Prakash informed the House that issuance of KCC has been very low in Delhi although there are about 25000 farmers in the State. He further informed the House that there is around 34000 hectare of land where agriculture activities take place and 25000 families are involved in farming activities in Delhi and around 9200 KCCs have been issued. Shri Prakash stated that issuance of KCC needs to be accelerated and more attention is required from various Banks for achieving a good number of KCC in the State.

Speaking on Financial Inclusion, Shri Prakash requested IDBI Bank to open Bank Branch at Nithari as early as possible so as to achieve 100% Financial Inclusion in the State. Shri Prakash stated that achievement of 37.33% in ACP is unsatisfactory and requested all bankers to consider the reason for same for better achievement of ACP. Shri Prakash stated that overall finance to the Agriculture sector has been low.

ADDRESS BY SHRI SANTOSH VAIDYA, IAS, SPECIAL SECRETARY TO CHIEF MINISTER

Shri Santosh Vaidya initiated his address by wishing all and stated that he would like to highlight few points from the CM office side. He placed his gratitude to Public Sector Banks for their contribution towards Delhi Govt. Programme “Aap ki Rasoi”. He informed the House that the Govt. of NCT of Delhi is working on complete reform of Public Distribution System in Delhi to stop leakages and delays and has tried cash benefits transfer to the beneficiaries in place of Ration under pilot programmes in few areas for which very good response has been received despite initial apprehensions shown by some quarters. Shri Vaidya continued by informing the House about “Delhi Annashree Yojna”, in which cash amount will be transferred to the bank account of identified

beneficiaries. Initially the scheme will be only for those families who are not getting any support under BPL Scheme, Anntodya Scheme and are not getting Ration from PDS system. Shri Vaidya stated that Govt. of Delhi has completed surveys and has prepared a beneficiaries’ list of around six lac households under Delhi Annashree Yojna.

Shri Vaidya requested RBI and DFS, Ministry of Finance, Govt. of India to facilitate opening of hassle free savings account of beneficiaries under Govt. Schemes. He expressed concern that only 6 PSBs are Aadhaar Enabled upto now. Shri Vaidya further stated that they continuously receive inputs from Delhi Police regarding counterfeit notes and suggested to have mechanism in place in all the bank branches in Delhi for immediate detection and taking necessary steps for providing input to Delhi Police. Shri Vaidya expressed concern on non-printing of receipt at large number of ATMs in the State and requested all bankers to ensure that receipts are printed at all the ATMs in State.

Shri Vaidya informed the House that around 20,000 people are getting training in various skill sets like tailoring, beauty craft, computers etc. under Livelihood Mission and proposed that banks should link these training with some schemes for financial access. He requested all concerned 6 banks, viz., BOI, BOM, OBC, PNB, SBI and UBI, to actively open no frill accounts of Delhi Annshree Yojana beneficiaries. He informed that the scheme shall be launched on 15th December, 2012. He requested all concerned to cooperate and make the scheme successful.

MS. JOAN R. BLAH , AGM, NABARD

Ms. Blah wished Happy Diwali to all and stated that there is not much scope of Agriculture Advances in the State which stood at less than 2% of the Total Advances. She expressed that there is scope for MSE activities in the State which stood at 11.6% of the Total Advances.

She informed that only 9000 KCC have been issued so far. She stated that some of the farmers in the State are not even aware about KCC and some farmers face problems like mutation of land etc. She informed that NABARD has been promoting usage of KCC through various modes like farmers clubs and other promotional activities etc. and suggested that those farmers facing difficulties in land mutation should be given some credit through JLG mode. She stated that the Bank linkage of SHGs formation is not even 75% and there is ample scope for SHG linkage.

Ms. Blah further informed the House that NABARD has introduced SHG-2, where SHGs can be given CC limit and same can be utilized for entrepreneurship development as it is not limited to consumption purposes. Ms. Blah suggested that every bank should contemplate opening of Micro Finance Branches in rural areas of Delhi as done by Canara Bank and Corporation Bank. She further suggested that exclusive time slots should be defined for Micro Finance Activities in branches.

Ms Blah requested Government of Delhi for speeding up the process including signing of MOU for revival and relief package for Handloom Sector.

Ms. Blah informed the House that in the coming DCC meeting, NABARD would be launching PLP for the 12th Five Year Plan from 2012-13 to 2016-17 with special emphasis on 2013-14. She thanked SLBC, LDM office and entire banking fraternity for the help extended to NABARD in preparation of PLP.

ADDRESS BY SHRI R. K. AHUJA, DY. SECRETARY, GOVT. OF NCT OF DELHI

Shri Ahuja wished all present and stated that Delhi Government has been receiving communications that some of the Banks are not opening accounts for EBT schemes on account of non-availability of address proof and are refusing for opening of No-Frill accounts. He requested all banks to open accounts of beneficiaries without asking for several documents. Sh. Ahuja further stated that Banks are charging 2-3% charges for activation of the No-Frills account and requested SLBC convenor to look into the matter.

ADDRESS BY SHRI DINESH SINGH, ADDITIONAL DEVELOPMENT COMMISSIONER, HANDLOOM, MINISTRY OF TEXTILES, GOVERNMENT OF INDIA

Shri Singh wished all present and stated that Government of India has launched scheme called Weavers Credit Card and has also announced financial package for the weavers. Shri Singh informed the House that Financial Package is being extended to the individual weavers as well as the co-operative societies of the weavers. NABARD has been entrusted the task of implementation of financial package in consultation with the State Government. Shri Singh stated that information about the financial package and guidelines in this regard have already been circulated. He informed the House that Ministry of Textiles has got information of loan details of about 28,000 handloom weavers across country but information specific to Delhi State is still not available with them.

Shri Singh further informed the House that this scheme under which 100% of the principle amount and 25% of the interest part as on 31st March 2010 would be waived, is going to end on 31st Dec, 2012 and only pre-condition is that bank has to give fresh credit to the weaver. Shri Singh requested all banks to liberally provide credit assistance to handloom weavers.

Providing details on weavers credit card, Shri Singh stated that Government of India is providing assistance of Rs.4,000/- as margin money irrespective of the loan amount. Further 3% interest subvention is given by Government of India and all such loans are covered under CGTMSE upto 80% of the loan amount and the annual guarantee fee and the service charges for the same are being borne by the Government of India. Shri Singh stated that various weavers’ awareness camps have also been organized and around 3 lacs applications for weavers’ credit cards have been collected across the country but performance is not satisfactory. In Delhi not even a single weaver credit card has been issued against 1000 applications received. Shri Singh stated that though guidelines have been issued by the top Management of the banks, weavers’ credit cards are not being issued at the branch level.

Shri Suman, LDM stated that they have returned a number of applications to Ministry of Textiles as the applicants have refused to avail loan. Shri Nayyar, Executive Director, OBC enquired whether requirement for loan is not there is or there is some other reason for not availing of loan by them. Representative from Canara Bank informed the House that they received 18 applications from Nand Nagri slum area and during the visit of the officer from bank branch, it was observed that applicants were daily wagers and not weavers, they did not have any space for handloom because of which they had to reject all the 18 applications. Representative from Bank of India informed that they contacted few applicants through telephone number available in their application form and the applicants refused to avail loans stating they did not find the project financially viable, therefore they had to return the applications to Ministry of Textiles.

Shri Nayyar, Executive Director, OBC concluded the discussion stating that the views of the Government and bankers are clear and urged Ministry of Textile to confirm the sanctity of the applications and assured that for all deserving cases, it shall be ensured that applicants get loan.

Ms. Blah enquired to know from State Government whether MOU for Revival Package is ready for signing. Representative from State Government informed the House that proposal has been sent to the Principal Secretary, Government of NCT of Delhi and thereafter it shall be sent to Ministry of Industries and they are hopeful of getting the same during next 7 to 10 days. Ms. Blah further enquired to know the status of Passing of the orders to the CA to the SIMRC and Auditors for Special Audit. Representative from State Government informed that they are awaiting approval from Finance Department of State Government after which order shall be passed.

AGENDA WISE PRESENTATION BY SHRI B. N. JHA, DGM, ORIENTAL BANK OF COMMERCE

Shri Jha welcomed all present and stated that late submission of data by some Banks causes problems in timely preparation of SLBC Agenda. He urged all Banks to submit the correct and complete data well within the stipulated date for data submission.

Shri Nayyar, Executive Director, OBC stated that importance of correct and complete data should not be undermined. He expressed concern on late and impure data submission by member banks. He requested all Controlling Heads to ensure that time schedule for data submission is strictly adhered to.

AGENDA 1 – CONFIRMATION OF MINUTES OF 68 TH SLBC MEETING

The minutes of 68th SLBC Meeting were already sent to all concerned. KVIC had suggested some changes which have been incorporated. Since no more suggestion was received, the minutes were confirmed by the House.

AGENDA 2 - ACTION POINTS OF 69 TH MEETING

The Action Points which emerged during the 69 th SLBC Meeting and Action Taken on the same have been given on page 22-23 of Agenda Book.

AGENDA 3 - CREDIT DEPOSIT RATIO

The CD Ratio of all banks has increased from 82.63 % as on 30/09//2011 to 90.20% as on 30/09/2012. However, the CD Ratio was 94.16 % as on 31.03.2012 which has come down to 90.20% as on 30.09.2012. On YoY basis CD Ratio of Delhi Rural has increased from 69.75 % to 117.76 %. However, during the half year it has come down from 126.60% as on 31.03.2012 to 117.76% as on 30.09.2012. Shri Nayyar advised all banks to further improve the CD ratio.

AGENDA 4 - FINANCIAL INCLUSION (FI)

110 villages with population 2000 and above were to be covered in Delhi State under FIP by 31/03/2012. 109 villages have already been covered by the concerned banks and only village left is Nithari. Shri Nayyar advised the concerned bank, IDBI Bank, to cover the same immediately.

Ultra Small Branches As per Government guidelines Ultra Small Branches are to be opened in all villages which are covered by BCAs and where opening of regular brick and mortar branch is not feasible presently. He informed that only 6 USBs have been opened so far. Shri Nayyar, Executive Director, OBC showed displeasure over progress and advised that all concerned banks to expedite opening of USBs. He also advised the SLBC Deptt. to follow up the matter with all concerned banks.

Opening of "No-Frill" Accounts and issuance of GCCs A statement showing number of No Frill accounts opened with nil or very low minimum balance and no. of GCCs issued by banks upto September, 2012 is given in Annexures A&B, at Page numbers 67-68 of the Agenda book. He informed that the banks have opened 2074450 "NO Frill" accounts, 3597 GCCs with loan amount of RS.249.19 lac have been issued upto 30.09.2012. Smt. Rudra requested all banks to instruct branches under their control to open No Frill accounts aggressively and issue GCC on priority basis.

ICT based Financial Inclusion ICT based facilities are being provided in 81 villages as on 30.09.2012. 30019 Smart Cards have been issued. 932182 accounts have been opened so far. Smt. Rudra requested all member banks to provide ICT Based facilities to maximum villages.

Geographical Information System Shri Jha requested all member banks to send the information called by the Lead District Manager immediately and LDM to ensure that the

data in GIS module is regularly updated as new branches are opened, BCAs get engaged, ATMs are installed and Currency Chests are opened.

Financial Literacy and Credit Counselling Centres (FLCC) & Financial Literacy Centres (FLCs)

Shri Nayyar, Executive Director, OBC announced opening of one FLCC by Oriental Bank of Commerce at Nangloi. Shri Nayyar requested SBI to contemplate opening of one FLCC in the eastern part of the State.

Electronic Benefit Transfer (EBT) Scheme The Ministry of Finance, Government of India has recently sent guidelines on Strategy and Approach for Electronic Benefit Transfer vide Circular dated 26.06.2012. Smt. Rudra requested the State Government to provide list of beneficiaries of all Govt. Schemes at the earliest. She requested all SLBC member banks to open accounts of beneficiaries on priority basis and cooperate with the State Govt. in implementation of EBT.

Shri Jha informed the House that all payments under new welfare scheme of Delhi Govt., Delhi Annashree Yojana, shall be paid electronically based on Aadhaar. With the launch of this scheme the EBT shall be started in Delhi State wef 15 th December 2012. Shri Nayyar informed that benefits being provided in 51 districts of the country are to be paid electronically based on Aadhaar w.e.f. Ist January 2013. Out of these 51 districts, 2 districts fall in Delhi State – North East and North West. He requested the State Govt. and all member banks to ensure that the Govt. of India directions are successfully implemented in the State.

Shri Ahuja informed the House about difficulties reported by their Mission Convergence Deptt. in opening of Bank Accounts of the beneficiaries of Delhi Annshree Yojana. Shri Jha clarified that during the recent meeting held on 12 th Nov,2012 the matter has been resolved. It has been decided by the State Govt. that the accounts shall be opened only in 6 Aadhaar Enabled Banks and presently there is no complaint regarding opening of bank accounts.

Provision of Banking Services in Villages with population 1600 to 2000 He informed that the Ministry of Finance, Government of India has directed that all villages of 1600 to 2000 population as per 2001 census shall be covered under Swabhimaan, the financial inclusion campaign. Accordingly, exercise of identification of uncovered villages with population of 1600 to 2000 as per 2001 census has been done at SLBC level and no village has been identified as uncovered with population of 1600 to 2000 in Delhi State.

Provision of Banking Services in Villages with population below 2000 He informed that the Reserve Bank of India vide has directed that all unbanked villages of population less than 2000 (as per 2001 census) should be provided banking facilities in a time bound manner. He informed the House that a total 22 such villages have been identified and allotted to member banks for coverage. Shri Nayyar requested all concerned banks to devise their plan to cover these villages and extend banking facilities to these villages at the earliest.

Urban Financial Inclusion – Launch of Campaign to ensure at least one bank account for each family In order to provide banking services to entire population residing in Urban and Metro Centres –so as to financially include the urban poor, slum dwellers and the inhabitants of urban/metro villages and facilitate electronic benefit transfer in respect of benefits/ subsidies under various Government Schemes directly into the account of the beneficiaries residing at these centres, it has been decided by the Ministry of finance to start the campaign to ensure one bank account per family. He requested all SLBC member banks to ensure compliance of the same.

SLBC has already allotted 272 wards of Delhi State to member banks for ensuring at least one bank account in each household. SLBC is also making appeal to all households in Delhi State who are not having any bank account to open account in any bank, through advertisement in local newspaper. All SLBC member banks were requested to cover the wards allotted to them at the earliest so as to ensure that every household has at least one bank account.

AGENDA 5 - ACHIEVEMENT UNDER ANNUAL CREDIT PLAN DURING 2011-12

Only 37.33% of overall ACP targets has been achieved. All concerned banks were requested to ensure 100% achievement of targets during the year.

Shri Nayyar stated that these targets were not imposed targets as these were fixed after discussions with the concerned banks. He sought commitment from all concerned banks for achievement of targets and they assured to achieve the targets.

Ms. Sonali Sen Gupta opined that if BLBC works properly, ACP monitoring would be much more effective. She requested all controlling heads to ensure that bank officials take active participation in BLBC meetings.

AGENDA 6 - PRIORITY SECTOR LENDING

The Priority Sector Advances have increased by Rs. 7320.73 crore YoY but decreased by Rs. 2021.13 crore during the half year ended September, 2012. The percentage of PSAs to total advances has decreased to 11.65% as on 30.09.2012 as compared to 12.21% as on 30.09.2011. 5 banks (BOB, lDBI Bank Ltd., PNB, Vijaya Bank and Axis Bank) have reported decline of more than 500 crore in PSAs over March, 2012. The banks have reported that the repayment in big Priority Sector Loan Accounts has been main reason of decline.

Shri Nayyar, Executive Director, OBC requested that respective participants should attend the meeting with complete information and position of their banks. He suggested to include the data of corresponding period of previous year also in the agenda booklet to compare the position with current year.

AGENDA 7 - AGRICULTURAL ADVANCES

The total Agriculture Advances have decreased by Rs. 250.11 crore YoY and Rs. 6483.80 crore during the half year under review. Agriculture Advances stood at 1.64% of Total Advances as on 30/09/2012 as compared to 1.99 % as on 30/09//2011. The major decline in Agriculture Advances has been reported by Allahabad Bank, Corporation Bank, State Bank of Mysore and HDFC Bank. The reason of decline has been informed to be repayment in big Agriculture Loan Accounts.

The representative of Delhi Government was requested to inform the House about status of computerization process of land records in the state. Shri Ahuja informed that it is under process and it has been delayed due to repeated fragmentation. He further stated that Revenue Department of Delhi Government is taking up the task on priority basis.

AGENDA 8 - MICRO, SMALL & MEDIUM ENTERPRISES (MSE & MSME) ADVANCES

The Advances under MSE Sector have increased by Rs. 4588.46 crore over the year. Advances under MSME Sector have increased by Rs.10518.01 crore over the year. Amount under CGTMSE Scheme have increased by Rs. 697.21 crore over the year. Smt. Rudra requested all banks to increase advances under MSME particularly under MSE Sector. AGENDA 9 - HOUSING FINANCE

The Direct Housing Finance has increased by Rs.4802.13 crore over the year. Indirect Housing Finance has gone down by Rs. 1047.96 crore over the year. Total Housing Finance has increased by Rs. 5850.08 crore over the year. Smt. Rudra requested that all banks should increase Housing Finance.

AGENDA 10 - PMEGP

Against a target of 321 projects 45 no. of cases have been sanctioned and 29 loans have been disbursed upto 30.09.2012. Shri Nayyar showed displeasure over low performance of banks under the scheme. He advised that all banks should immediately dispose of all pending applications and achieve the targets.

AGENDA 11 - SJSRY

Against an annual target of 800, 106 applications were received till 30.09.2012. Only 27 applications had been sanctioned and 7 cases had been disbursed till 30.09.2012. 47 applications were pending as on 30.09.2012. Shri Nayyar advised all banks to take active interest in financing under Govt. Sponsored Schemes and achieve the targets.

AGENDA 12 - RECOVERY OF ADVANCES

The percentage of recovery in Agriculture advances has been 85.73% ; 53.41% under PMEGP; 40.30% under SJSRY and 63.16% under DRI. The Revenue Department of Delhi Government has proposed that the bank officials can be conferred powers of

Assistant Collector Grade-I if requested by the concerned bank and such incumbent officer would be competent to effect recovery of outstanding bank dues under the existing Act. SLBC convenor has sent the above proposal of Delhi Government to all SLBC member banks with a request to examine the same and send their views. Only few Banks have reverted with their views. All member banks were requested to send their views on the matter to SLBC Convenor immediately.

AGENDA 13 - KISAN CREDIT CARD

669 KCCs have been issued by all the banks during the current quarter and 1494 during the half year ended September-2012. Shri Ravinder Yadav, AGM, OBC Head Office suggested that rural branches of various banks should explore the possibilities of issuing more KCCs.

AGENDA 14 - SELF HELP GROUP

3715 SHGs have been formed upto the quarter under review. Further 2098 Groups have been linked and loans amounting RS.2343.44 lacs have been disbursed. All banks were requested to increase formation and linkage of Self Help Groups.

AGENDA 14 A - JOINT LIABILITY GROUPS

JLG formation of 10 groups has been reported by the banks during the quarter under review- 6 by Corporation Bank and 4 by Canara Bank. All banks were requested to take active interest in formation of JLGs.

AGENDA 15 - ADVANCES TO WOMEN ENTREPRENEUR

The advances to women entrepreneur have increased by Rs.171.51 crore over the year but decreased by Rs.119.72 crore during the half year ended September 2012. All banks were requested to increase advances to women entrepreneur.

AGENDA 16 - ADVANCES TO WEAKER SECTIONS

The Advances to Weaker Section have increased by Rs. 630.31 crore over the year and by Rs.582.46 crore over March, 2012. All banks were requested to ensure disposal of proposals belonging to Weaker Section on priority basis.

AGENDA 17 - ADVANCES TO MINORITY COMMUNITIES

The Advances to Minority Communities have increased by Rs.51.10 crore over March, 2012. Shri Nayyar advised all banks to ensure that the classification is made as per RBI guidelines.

AGENDA 18 - CREDIT FLOW TO DISABLED PERSONS

The Advances to Disabled Persons have increased over March, 2012 by Rs.0.95 crore. All banks were requested to increase advances under this category.

AGENDA 19 - DIFFERENTIAL RATE OF INTEREST SCHEME (DRI)

The Advances under DRI scheme has increased by Rs.7.28 crore during the year but only by Rs.0.47 crore during the half year ended September, 2012. The figure of DRI at 0.003% of total advances is far behind the benchmark of 1 % of previous year's Net Bank Credit. All banks were requested to intensify efforts for increase of advances under the Scheme.

AGENDA 20 - CREDIT FLOW TO EX-SERVICEMEN & WIDOWS OF EX-SERVICEMEN AND SEMFEX SCHEME

The Advances aggregating to Rs.895.05 lac were sanctioned to 473 beneficiaries during the year 2011-12 and Rs.1281.73 lac to 639 beneficiaries during the half year ended September, 2012. All banks were requested to give priority to the applications under this category.

AGENDA 21 – IMPLEMENTATION OF REVIVAL, REFORM AND RESTRUCTURING PACKAGE FOR HANDLOOM SECTOR

The Govt. of NCT of Delhi has constituted a State Implementation Monitoring and Review Committee (SIMRC). Industries Deptt. of NCT of Delhi shall coordinate all work regarding implementation of the Govt. of India packages in the State. The Industries Deptt. was requested to expedite the implementation of the packages.

AGENDA 22 – AUTOMATION OF STATE TREASURY

The representative from the Government of Delhi was requested to inform the status. Shri Ahuja informed the progress made in this regard. Shri Sinha, RD, RBI informed the House that RBI has setup a sub-committee to decide on the matter of Automation of State Treasury.

AGENDA 23 – DETECTION AND IMPOUNDING OF COUNTERFEIT NOTES

All banks were requested to comply with the RBI directions in this regard.

AGENDA 24 - INSTALLATION AND MANAGEMENT OF CASH DISPENSERS (CDs) UNDER OPEX MODEL

The Ministry of Finance has directed that for all future requirements of ATM/CD deployments banks must adopt OPEX Model. To meet this objective, MoF has divided the entire country in 16 geographical clusters and assigned the said clusters to 6 identified Lead Consortium Banks (LCBs) for floating the common tender on behalf of all PSBs. All banks were requested to ensure compliance of MoF directions.

The Department of Financial Services, MoF has directed that all PSBs should make all disbursements/payments, except for petty cash, only through direct credit to the accounts electronically. This would include payments to the staff, vendors, suppliers, disbursements of loans and other payments. The use of electronic mode of payments is beneficial to all concerned. All banks were requested to ensure strict compliance of the MoF directions.

AGENDA NO. 26 FAILED ATM TRANSACTIONS

The use of ATMs has increased considerably. The customers prefer to make transactions through ATMs. The use of ATM is convenient to customers and cost effective to banks. However, the incidences of ATM transaction failures have also increased with the increase in ATM transactions. All banks were requested to ensure that their ATMs are working properly and in case of any dispute regarding ATM transaction, the same is resolved immediately.OPEN DISCUSSION

- Representative from KVIC informed the House that 172 projects were forwarded to different bank branches out of which 60 cases have been disbursed and subsidy was also drawn by the branch but they are not aware of the status of the remaining 112 cases. He requested all concerned banks to send the monthly report of PMEGP in the same format which has been distributed by KVIC. He further requested the bankers to co-operate with the representative of the agency (Spectrum Planning India Ltd.) enrolled by KVIC for online tracking of the PMEGP proposals.

- Representative from office of Banking Ombudsman Shri B.M.K. Singh informed the House that there has been slight decline in the total number of complaints during the Quarter ended Sep-2012 as compared to the previous Quarter. He stated that out of total 2277 complaints, ATM related complaints amount to 36% which ihasmarginally increased as compared to 35% during the previous Quarter and requested all bankers to closely monitor the complaints related to ATMs. Shri Singh requested all controlling heads to sensitize their branches for sending prompt reply to Office of Banking Ombudsman. Shri Singh stated that in many cases it is observed that customer complaint could have been resolved at branch level itself by maintaining good communication level. Speaking on ATM related transactions, Shri Singh suggested that banks should arrange training of their staff in consultation with NPCI for faster resolution of ATM related complaints. He informed the House that Governor, RBI has announced setting up of a committee under Chairpersonship of Smt. Uma Verma, CGM to review, update and revise Banking Ombudsman Scheme.

All concerned banks have been time and again advised to dispose of all pending applications within prescribed time limit. 136 PMEGP and 57 SJSRY Applications were pending as on 31/12/2012.

6. IDBI Bank should cover their allotted village Nithari at the earliest so as to ensure 100% coverage of villages with population above 2000.

IDBI Bank IDBI Bank has now opened their branch in village Nithari. All 110 allotted villages under FIP stand covered now.

7. Electronic Benefit Transfer(EBT) should be implemented in the State at the earliest particularly in 2 identified districts, i.e., North East and North West w.e.f. 01/01/2013.

The EBT has been started wef 15/12/2012 in the whole State in case of new welfare Scheme of Delhi Govt., Dilli Annashree Yojana. EBT has been started in case of 6 Centrally Sponsored Schemes w.e.f. 01/01/2013. SLBC is making constant follow up with the State Govt. in this matter.

8. Enactment of Draft Recovery Act in the State.

The data was submitted timely by most of the member banks. However, several mistakes in data were observed by SLBC and it took a lot of time for making corrections after discussions with the concerned banks.

22 uncovered villages were identified under this category, however subsequently it was found that one village does not exist. All concerned banks have assured to cover these 21 villages by 31/03/2014.

Shri B.N.Jha welcomed all the participants. He informed the House that various SLBC Members have requested for holding the Sub Committee Meeting on Priority Sector Advances (PSAs) on half-yearly basis instead of quarterly basis. He stated that keeping in view the fact that the progress on Priority Sector Advances is being monitored in all SLBC meetings on quarterly basis, the Sub Committee Meetings may be held on half yearly basis. He sought the views of the participants on the matter. All the participants unanimously agreed that the Sub Committee Meeting should be held on half-yearly basis for reviewing the progress for the half-years ended September and March every year.

Reviewing the progress on Priority Sector Advances, Shri Jha informed that the Priority Sector Advances stood at Rs.63602 crore as on 30.09.2012 compared to Rs.65623 crore as on 31.03.2012. The percentage of PSAs has decreased to 11.65 % from 11.8 % as on 31.03.2012. Bank of Baroda, IDBI Bank, PNB, Vijaya Bank and Axis Bank have reported more than Rs.500 crore decline in PSAs during the half-year ended 30.09.2012. These banks have reported that the repayment in big PS Loan Accounts has been the main reason of decline. He urged all the banks to increase PSAs. He informed that there is a large scope for MSE advances in Delhi State and as such, the member banks should proactively provide finance to MSEs.

The following suggestions came from the participants for increasing Priority Sector Advances:-

There is good scope for lending to Service Sector coming under the ambit of Priority Sector in Delhi and the opportunity should be explored to possible extent.

The Retail Trade accounts falling under Priority Sector category should also be targeted.

Special camps be organised for lending to MSEs. Education Loan provides good opportunity for increasing Priority Sector

advances and all banks should provide maximum Education Loans.

Shri Arun Gupta, Chief Manager, OBC raised the issue of Enactment of Public Monies (Recovery of Dues) Act. He informed that the enactment of this Act will improve PSAs also. Shri Jha informed that the Govt. of NCT of Delhi has proposed that the bank officials can be conferred powers of Assistant Collector of Grade-I on the request of the concerned bank and such incumbent officer would be competent to effect recovery of outstanding bank dues. This proposal has already been sent to all SLBC Member Banks. He requested the participants to share their view in the meeting. The participant banks stated that they would share their views in the forthcoming SLBC Meeting after getting opinion from their legal counsels.

Shri B.N.Jha welcomed all the participants. He apprised the House that Direct Cash Transfer Scheme was launched for 6 schemes viz. (1) Post Matric Scholarship for SCs (2) Post Matric Scholarship for OBCs (3) Scheme for incentives for SC Girl Child for Secondary Education (4) National Means cum Merit Scholarship (5) Indira Gandhi Matritva Suraksha Yojana (IGMSY) and (6) Janani Suraksha Yojana (JSY) in North East and North West districts of Delhi on 01.01.2013 in a function held under the Chairpersonship of Hon’ble Chief Minister of Delhi. These schemes will be launched in a full fledged manner w.e.f. 01.04.2013. In addition to abovementioned 6 schemes the Govt. of NCT of Delhi shall launch 3 more schemes viz., (1) Matric Scholarship Scheme (2) Maulana Azad National Fellowship and (3) Merit cum Means Scholarship Scheme w.e.f. 01.04.2013. The Govt. of NCT of Delhi intends to target the whole State instead of only two identified districts viz. NE and NW districts for all the 9 schemes. The State Government authorities have fixed time line for different activities in this regard and the deadline fixed for providing beneficiaries’ list of 9 schemes to banks has been fixed for 27.02.2013. Shri Jha requested the bankers to extend all out support for opening of

accounts of the beneficiaries. He also requested that seeding of Aadhar numbers of beneficiaries and putting the accounts on NPCI mapper thereafter should get top priority at the banks. All the participants assured that they will ensure compliance of all the guidelines issued on the matter from time to time.

Shri Jha informed the House that IDBI Bank Ltd. has opened a branch at Nithari and all the 110 villages of Delhi having population of more than 2000 stand covered. As regards covering villages of Delhi having population of less than 2000, he informed the participants that a meeting was convened by the General Manager(RPCD), RBI, New Delhi on 29.01.2013 to discuss the roadmap for the same. She desired that instead of covering all the 21 villages by BC model only, at least, 3-4 villages should be covered by low cost brick and mortar branches. She also requested the banks that they should try to cover all the 21 villages much earlier than the deadline of March, 2014 given by them.

Shri Arun Gupta, Chief Manager, OBC informed the House that Delhi Annashree Yojana was successfully launched on 15th. December, 2012 in a function held under the Chairpersonship of Smt. Sonia Gandhi, the Hon’ble Chairperson of UPA in presence of Smt. Sheila Dixit, Hon’ble Chief Minister of Delhi and other dignitaries. Six banks viz., Bank of Maharashtra, Bank of India, Oriental Bank of Commerce, Punjab National Bank, State Bank of India and Union Bank of India which were UID enabled at that point of time participated in the scheme. 4 banks viz., BOM, BOI, OBC and Union Bank of India also displayed the payment through micro-ATM at the venue of the function. The no. of beneficiaries at the time of the launch of the scheme was 13286. The State Govt. intends to increase it to 200000 by March, 2013. It is also in the process of increasing the no. of participating banks as many of them have become UID enabled now. Shri Gupta emphasized on timely seeding of Aadhar No. and putting the accounts on NPCI mapper thereafter so that the payments may be made to all the beneficiaries through AEPB. Further, it is an ongoing programme and the branches of the banks should remain in constant touch with their respective GRCs and ensure that the accounts of the eligible beneficiaries are opened in a hassle free manner. All the participants from banks assured to do so.

Shri Jha informed the House that a Special SLBC Meeting was held on 17.12.2012 which was attended by senior functionaries from DFS, MoF, GoI, RBI and banks. In accordance with the decision taken in the meeting, the responsibility of Nodal Officer – Financial Inclusion and DCT Programme was given for each of the 11 districts of Delhi to various banks. The Minutes of the said meeting has already been circulated to Member Banks. The duties of Nodal Officers are mentioned therein. The participants acknowledged receipt of the Minutes. Shri Jha informed that Bank of Baroda has represented that keeping in view their low presence in Central Distt., the responsibility of Nodal Officer - Financial Inclusion and DCT Programme should be assigned to the bank having maximum no. of branches in the distt. Shri Arun Gupta informed that Syndicate Bank has largest network of branches in Central Distt. Shri Jha stated that keeping in view the maximum presence of Syndicate Bank in Central Distt., the responsibility of Nodal Officer – Financial Inclusion and DCT Programme is assigned to Syndicate Bank. All participants agreed for the same.

Shri Jha requested all Distt. Nodal Officers to actively perform the duties as assigned to them. The Nodal Officers should ensure that all households are covered by the banking facilities in their respective districts.

Speaking on DRI advances, Shri Jha informed the House that DRI advances were Rs.16.64 crore as on 31.03.2012 and the same has increased to Rs.17.00 crore as on 30.09.2012. The increase is very meager and far from satisfactory. He urged all the member banks to finance actively under DRI Scheme.

MINUTES OF SPECIAL SLBC MEETING DT. 17.12.2012

To establish an effective institutional arrangement for implementing Financial Inclusion activities and monitor progress in this regard in all the 11 districts of NCT of Delhi State, a Special SLBC Meeting was held on 17/12/2012 at 3.00 pm in the conference room of Oriental Bank of Commerce, Harsha Bhawan, E Block, Connaught Place, New Delhi. The meeting was chaired by Smt. Vidyavati Rudra, General Manager, Oriental Bank of Commerce and SLBC Convenor – Delhi State. 49 participants from Ministry of Finance, Reserve Bank of India and 33 SLBC Member Banks attended the meeting. The list of participants is attached as Annexure ‘A’.

Minutes of the Meeting

At the outset, Smt. Vidyavati Rudra, General Manager, Oriental Bank of Commerce and SLBC Convenor – Delhi State welcomed Shri Rajat Sachar, Economic Advisor, DFS, MoF, Smt. Sonali Sen Gupta, General Manager, Reserve Bank of India and other participants. She informed the House that a lot of emphasis is being given by the Government of India and Reserve Bank of India on Financial Inclusion in rural areas as well as in urban areas. The purpose is that no one should remain deprived of banking facilities in the country. Banks have also been directed to ensure that every household should have atleast one bank account. SLBC has allotted 272 wards of Delhi State to 33 member banks for this purpose. As per the direction of Govt. of India, benefits under Government Schemes are to be transferred to the accounts of the beneficiaries electronically.

She stated that there is only one Lead Bank Office in Delhi State upto now. With the formation of 2 new districts recently, Delhi has 11 districts at present. Keeping in view the emphasis being given by the Govt. of India and Reserve Bank of India on Financial Inclusion activities, there is a need of having districtwise effective monitoring. She stressed the need of having districtwise Lead Bank Offices in the State.

Smt. Sonali Sen Gupta from RBI informed that the basic purpose of formation of Lead Bank Office is to monitor the progress of rural financing i.e. preparation of Annual Credit plan for rural areas etc. Since rural area/population forms a meager portion of the total area/population in Delhi, there is hardly much scope for rural financing in the 11 districts in the State. She stated that formation of Lead Bank Offices in all the 11 districts of the State, would only add new layers to the task and there would be no value addition. Formation of new Lead Bank Offices would hardly serve much purpose and would cause undue financial burden on the respective banks.

Shri Rajat Sachar from DFS stated that the present system of only one Lead Bank Office in Delhi is not working effectively in the State. At present the Govt. of India has

decided to roll out the Direct Cash Transfer(DCT) for 34 Centrally Sponsored Schemes / Central Sector Schemes w.e.f. 01.01.2013 in 43 districts and over a period of time major schemes are to be included under DCT. As such, to ensure that the DCT programme is a success, this requires a lot of coordination among the banks and with the Govt. departments and districtwise monitoring by the designated bank officers for each districts. Smt. Rudra stated that there are 3 districts in Delhi State which are having presence of most of the rural areas of Delhi, (i) North District (Block Alipur); (ii) North West District (Block Kanjhawala) and (iii) South West District (Block Najafgarh). She stressed the need of more Lead Bank Offices and atleast in these 3 districts. Shri Avinash Kapoor, AGM, RBI stated that the total ACP Target of the whole State is 294 crore only for the year 2012-13. In view of the small ACP Target, it is not advisable to further divide it in several Lead Bank Offices.

Shri Rajat Sachar invited suggestions from the House. It was suggested that instead of having more Lead Bank Offices in Delhi State, it would be appropriate to designate Nodal Officers for Financial Inclusion and roll out of the DCT programme in each of the 11 districts.

After wide deliberations it was decided that based on the major presence of a bank in a district, banks would designate Nodal Officers – Financial Inclusion in each of the 11 districts. The districtwise responsibility of designation of such Nodal Officers was entrusted to various banks as under:-

It was agreed that SBI as the Lead Bank will continue to perform duties for all the 11 districts as hitherto. The Nodal Officers – Financial Inclusion and DCT Programme will perform the following duties in their allotted districts:-

1. Proactively coordinate the whole process of Financial Inclusion in their respective districts.

2. Coordinate with all the banks; collect information on name, address of bank branches (including contact details of branch incumbents) functioning in the district. Furnish information to LDM and SLBC Convenor and work in coordination with them.

3. Preparation of district profile including total population (rural/urban); No. of Households; details of Sub Division, Block, Villages and Wards; details of bank branches in each village and ward in the district.

4. All the nodal officers shall provide information on Financial Inclusion Activities at fortnightly intervals or as desired by DFS/RBI to SLBC Convenor, who shall consolidate and submit the position to various authorities.

5. Maintain liaison with Govt. Officials working in the district.6. Coordinate with UIDAI and State Government Officials for UIDAI Enrolment, total

number of expected beneficiaries in the district.7. Other duties as assigned time to time by DFS, MoF/ RBI/ SLBC.

Some banks raised the issue that only 6 banks were allowed to participate in Delhi Annshree Yojana launched on 15th December, 2012, whereas more banks were interested in participating. Shri B.N. Jha of OBC informed that UIDAI had informed Delhi Government about preparedness of these 6 banks regarding Aadhaar. He requested all banks to ensure their Aadhaar preparedness at the earliest. It was agreed that SLBC Convenor shall request the State Govt. to allow participation of more banks in Delhi Annshree Yojana and other Schemes.

Under Financial Inclusion Plan-2010-12, 110 unbanked villages having population over 2000 in Delhi State were allotted to 18 Banks for providing Banking Services.

The bank-wise progress in implementation of Financial Inclusion Plan of villages having population of over 2000 is given in Annexure ‘C’ (page no. 73). The summarized position is as under:-

A Sub- Committee of SLBC on Financial Inclusion is monitoring progress under this plan. The last meeting of the Sub-Committee was held on 30.01.2013. The minutes of the meeting have already been sent to all SLBC member Banks. The minutes are also mentioned in Agenda Book on Page No. 27

ULTRA SMALL BRANCHES

In terms of directions of Ministry of Finance, Ultra Small Branches are to be opened in all Villages which are covered by BCAs and where opening of regular branch is not found viable presently. The detailed guidelines on Ultra Small Branches are given in the DFS Master Circular on Strategy and Guidelines on Financial Inclusion dated 21/10/2011. 81 USBs are to be opened in Delhi State. 47 USBs have been opened so far. All concerned banks are requested to open remaining Ultra Small Branches at the earliest.

As per the directions of the Ministry of Finance bank officials should regularly visit the villages allotted to them under FIP. The name, designation of the officials designated for visiting the villages alongwith day and time of visits should be specified and informed to SLBC Convenor. Further, the Branch Manager of the concerned branch should visit the allotted village atleast once a week with a laptop. All SLBC Member Banks are requested to adhere to the directions of the MoF and do the needful immediately.

FINANCIAL INCLUSION - OPENING OF "NO-FRILL" ACCOUNTS AND ISSUANCE OF GCCs

A statement showing number of "No-Frill" Accounts opened with "NIL" or “very low minimum balance” and number of GCCs issued by Banks upto DEC 2012 is given in Annexures A & B (page no. 71-72 ), respectively. The Banks have opened 2389238 "No-Frill" accounts. 2180 GCCs with loan amount of Rs. 408 lacs have been issued upto 31.12.2012. All Banks are requested to instruct branches under their control to open No-Frill Accounts and issue GCCs on priority basis.

ICT BASED FINANCIAL INCLUSION :

ICT Based facilities are being provided in 81 villages as on 31.12.2012. 30225 Smart Cards have been issued. 1021659 Accounts have been opened so far. Member Banks are requested to provide ICT Based facilities to maximum villages.

GEOGRAPHICAL INFORMATION SYSTEM

The Ministry of Finance has sent user manual for Geographical Information System(GIS) to all banks and application to facilitate the PSBs to enter the data of banking amenities is available on the website of the Department of Financial Services, MoF. All SLBC Member Banks are requested to send the data called by the Lead Bank immediately. The Lead District Manager is requested to ensure that the data in GIS module is regularly updated as new branches get opened, BCAs get engaged, ATMs get installed and Currency Chests get opened.

FINANCIAL LITERACY AND CREDIT COUNSELLING CENTRES (FLCC) &FINANCIAL LITERACY CENTRES (FLCs)

Oriental Bank of Commerce has opened one FLCC in Delhi recently. Two FLCC are already functioning in Delhi which are being managed by Punjab National Bank and State Bank of India respectively. Reserve Bank of India has sent new guidelines on FLCs recently vide circular dated 06.06.2012. The RBI Circular has been forwarded to all SLBC Member Banks by us. All banks are requested to ensure compliance of the RBI guidelines.

ELECTRONIC BENEFIT TRANSFER(EBT) SCHEME

As per the decision taken by the Govt. of India, the benefits under various welfare schemes of Central Govt. and State Government are to be paid electronically direct to the credit of the bank accounts of the beneficiaries. As per the directions of the Govt. of India, DBT is to be started in 43 pilot districts- in 20 districts w.e.f. 01/01/2013, in 11 districts w.e.f. 01.02.2013 and in remaining 12 districts w.e.f. 01.03.2013. EBT has been started in Delhi State w.e.f. 15.12.2012

with the launch of new welfare scheme of Delhi Govt., Dilli Annshree Yojana. The scheme was launched by Hon’ble Chairperson of UPA. Rs. 600/- per month are being paid to identified beneficiaries under this scheme w.e.f. 01.04.2012. DBT in 6 Centrally Sponsored Schemes has been started w.e.f. 01.01.2013 in 2 identified (NE and NW) districts. The State Govt. has decided to start DBT in all the districts of Delhi in applicable 9 Centrally Sponsored Schemes wef 01/04/2013 through Aadhaar Payment Bridge All banks are requested to cooperate with the State Govt. Departments implementing EBT and open maximum accounts.

PROVISION OF BANKING SERVICES IN VILLAGES WITH POPULATION BELOW 2000

The Reserve Bank of India vide circular No. RPCD/CO/LBS/BC/No.86/02/.1.001/2011-12 dated 19.06.2012 has directed that all unbanked villages of population less than 2000 (as per 2001 census) should be provided banking facilities in a time bound manner. 22 uncovered villages with population below 2000 were identified in Delhi State and allotted to various banks for coverage. Out of 22 uncovered villages, one village has been reported to be not existing now. As such, 21 villages are to be covered under below 2000 category. All concerned banks are requested to cover the allotted villages at the earliest.

URBAN FINANCIAL INCLUSION – LAUNCH OF COMPAIGN TO ENSURE AT LEAST ONE BANK ACCOUNT FOR EACH FAMILY

In order to provide banking services to entire population residing in Urban and Metro Centres –so as to financially include the urban poor, slum dwellers and the inhabitants of urban/metro villages and facilitate electronic benefit transfer in respect of benefits/ subsidies under various Government schemes directly into the account of the beneficiaries residing at these centres, it has been decided by the Ministry of Finance, GoI that the campaign to ensure one bank account per family should also be launched in such Urban areas for the purpose of Urban Financial Inclusion. Detailed guidelines have been given in MoF circular dated 24.07.2012. SLBC has already allotted 272 wards in Delhi for coverage to the member banks. All SLBC Member Banks are requested to ensure compliance of the same.

FINANCIAL INCLUSION DRIVE TO OPEN BANK ACCOUNTS OF MIGRANT LABOUR AND STREET VENDORS/HAWKERS IN URBAN AREAS

To inculcate savings habits and to extend banking facilities to the migrant labour and street vendors/hawkers in urban areas, a drive to open accounts of migrants labour and street vendors/ hawkers in urban areas has been initiated by the Ministry of Finance, Government of India. The drive was initiated initially in Delhi which was co-ordinated by SLBC Convenor Bank – Oriental Bank of Commerce. A 24X7 Call Centre was started by OBC to reply to the queries of the persons intending to open accounts in any of the Public Sector banks. Toll Free Number is 1800-1800-124. SMS Number is 88267-31122 and e-mail ID is [email protected]. A Simplified Uniform Saving Bank Account Opening Form has also been devised and format of the same has been sent to all banks by the Ministry of Finance. The drive has been successful in Delhi State. 174937 accounts of migrants labour and street vendors/ hawkers have already been opened by different banks. Keeping in view the success of pilot project in Delhi State, the MoF has initiated the drive in all States. All SLBC Member banks are requested to continue to open

accounts of migrants labour and street vendors/ hawkers on priority basis and timely report the same to SLBC as per the established practice.

NODAL OFFICERS – FINANCIAL INCLUSION AND DCT PROGRAMME

Delhi State is having only one Lead Bank Office . With the increase of total districts of the State to 11, the need of having more Lead Bank Offices was being felt for quite some time. With a view to discuss the matter in details, a Special SLBC Meeting was convened on 17/12/2012 which was attended by the representatives from DFS,MoF; RBI and member banks. The issue was discussed in the meeting. Since there is limited scope of rural activities in Delhi State and financial inclusion activities are taking place with full strength, it was decided to have Nodal Officers – Financial Inclusion and DCT Programme instead of Lead District Managers in each of the 11 districts of the State. It was decided that the responsibility of Lead Bank Office shall vest with SBI, as hitherto, for all the districts and the responsibility of the Nodal Officer shall be taken by the banks as decided in the meeting. The role and functions of such Nodal Officers were also discussed in the meeting. The minutes of the meeting have already been sent to all concerned. The minutes are also incorporated on Page No.30 of this Agenda Book.

Bank of Baroda had subsequently represented that they have low presence in the Central Distt., allotted to them and the responsibility of Nodal Officer should be given to some other bank. The matter was discussed in the Sub Committee Meeting dated 30/01/2013 and it was decided that Syndicate Bank having largest network of branches in Central Distt. shall have the responsibility of Nodal Officer – Financial Inclusion and DCT Programme.

All the Nodal Officers – Financial Inclusion and DCT Programme are requested to proactively perform their duties, provide support to LDM & SLBC and ensure that all Govt./RBI directions are complied with in their respective districts.

DISAGGREGATED FINANCIAL INCLUSION PLAN

All domestic commercial banks were advised by RBI to forward a Board Approved three year Financial Inclusion Plan starting April 2010. All such banks have now been advised by RBI to send Board Approved Financial Inclusion Plan for the next three years (2013-16) to RBI by 15.02.2013. Such targets have to be disaggregated to Regional Office level and then to branch level. Every bank is requested to take up the matter with their Head Offices and get the disaggregated Financial Inclusion Plan (2013-16) for Delhi State and send the sane to the local Regional Office of RBI with a copy to SLBC.

AADHAAR ENABLED BANK ACCOUNTS AND PAYMENTS

We are pleased to inform that most of our SLBC Member Banks have updated their CBS System so as to be enabled to seed Aadhaar No. of the account holders in the System. All banks are requested to ensure that Aadhaar No. of all their customers are seeded in the CBS System and updated on the NPCI mapper. The branches should be sensitized to educate the account holders to get their Aadhaar No. seeded in the CBS System at the earliest. As per the decision taken by the Govt. of India, the payments under EBT shall be made through Aadhaar Payment Bridge. As such, all banks should make necessary preparedness by seeding Aadhaar No. of the beneficiaries and updating the same on NPCI mapper at the earliest.

1% INTEREST SUBVENTION SCHEME:

The 1% interest subvention Scheme of the Govt. of India, Ministry of Finance is in operation since October 1, 2009. The Scheme provides interest subsidy on Housing Loans to eligible borrowers and is being implemented throughout the country by Scheduled Commercial Banks and Housing Finance Companies registered with National Housing Bank (NHB).

The Scheme is quite simplistic in content. All Banks are requested to generate more public awareness about the benefits of the Scheme and ensure vigorous implementation of the Scheme.

Interest Subsidy Scheme for Housing the Urban Poor (ISHUP)

Interest Subsidy Scheme for Housing the Urban Poor is being implemented by the Ministry of Housing Urban Poverty Alleviation (MHUPA), Govt. of India. The scheme envisages the provision of interest subsidy of 5% p.a. on NPV basis for loans upto Rs. 1 lakh for whole duration of the loan availed by the EWS/LIG category beneficiaries from the financial institutions. All banks are requested to proactively provide credit under the scheme and send the progress in this regard to SLBC regularly.

Reverse Mortgage Scheme

Most of the people in the senior age groups, either by inheritance or by virtue of building assets have properties in names, but they are not able to convert it into instant and regular income stream due to its illiquid nature. The Union Budget 2007-2008 had a great proposal which introduced the Reverse Mortgage Scheme. The concept is simple, a senior citizen who holds a house or property, but lacks a regular source of income can put mortgage his property with a bank or housing finance company (HFC) and the bank or HFC pays the person a regular payment. The good thing is that the person who ‘reverse mortgages' his property can stay in the house for his life and continue to receive the much needed regular payments.

All banks are requested to be aggressive in implementation of the Scheme.

PRIME MINISTER'S EMPLOYMENT GENERATION PROGRAMME (PMEGP)

Government of India introduced a new credit linked subsidy programme called Prime Minister's Employment Generation Programme (PMEGP) by merging the two Schemes that were in operation till 31.03.2008 namely Prime Minister's Rojgar Yojana (PMRY) and Rural Employment Generation Programme (REGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. This Scheme is administered by the Ministry of Micro, Small and Medium Enterprises (MoMSME) and implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) and Banks.

RECOVERY OF ADVANCES

Timely recovery of loans is essential for financial institution to complete the credit cycle. It has assumed greater importance ever since IRAC and Capital Adequacy Norms have been made the essential parameters for judging the health of Banks. The increasing NPAs has been a major cause of concern for the banks. The matter of NPAs was also discussed in the recent meeting chaired by the Secretary, Department of Financial Services, Ministry of Finance. The delay in obtaining various permissions / clearances from the State Government has been a cause of project held up resulting in the account slipping to NPA category. The Ministry of Finance has desired that such matters should be taken up by the SLBC Convenor with the State Government where projects financed by banks are delayed due to delay in getting statutory clearances. All banks are requested to bring such matters to the knowledge of SLBC Convenor and the same shall be taken up with the concerned departments.

ENACTMENT OF PUBLIC MONIES (RECOVERY OF DUES) ACT

Enactment of the Public Monies (Recovery of Dues) Act has been an issue pending with the Govt. of NCT of Delhi since long. The State Govt. has now informed that the provisions contained in section 7 of the Delhi Land Revenue Act 1954, clause (b) sub-section (i) of section 27(i) (b) of the Punjab Land Revenue Act 1887 and section 15 of UP Revenue Act 1901 are adequate to effect recoveries of any outstanding dues, if the recoveries are certified as arrears of land revenue. The Revenue Department of Delhi Govt. has proposed that the bank officials can be conferred powers of Assistant Collector of Grade-I on the request of the concerned bank and such incumbent officer would be competent to effect recovery of outstanding bank dues. SLBC convenor has sent the above proposal of Delhi Govt. to all SLBC member Banks with the request to examine the same and send their views. The matter was also discussed in the Sub Committee Meeting. All SLBC members are again requested to send us their views on the matter immediately.

Self Help Group is a group of rural poor formed to initially engage in thrift activities and save out of their earnings for contribution to a common fund, which can be lent to the members for meeting productive/emergent credit needs. It is a homogeneous group voluntarily formed to save whatever amount the member can save conveniently.

JOINT LIABILITY GROUP

Government, through NABARD and Banks is encouraging formation of Joint Liability Groups (JLGs) of farmers. The target of providing KCC to financially excluded farmers, particularly tenant farmers, lessees and farmers belonging to weaker sections can be best achieved by promotion of JLGs of such farmers.

Only fourteen groups of JLGs formation have been reported by banks during the quarter under review. IDBI bank has formed 10 JLGs, Corporation Bank 2 and Canara Bank has formed 2 JLG during the Quarter under review.

All Banks are requested to take active interest in formation of JLGs.

CREDIT FLOW TO WOMEN ENTREPRENEURS

The need for strengthening credit delivery to women has been engaging the attention of the Government and other developmental agencies like RBI/NABARD for quite some time. In this connection, Government of India had constituted a Committee of Secretaries (CoS) to examine the issue, on how to meet the credit needs of women within the existing institutional frame work. To monitor the credit flow to women, all participants were requested to take into account credit extended to women directly for smaller projects, credit under different Schemes of banks/Govt. Sponsored Schemes and credit to companies where majority of the promoters share are held by women; partnership firms where majority of the partners are women and proprietary concerns where proprietors are women.

IMPLEMENTATION OF REVIVAL, REFORM AND RESTRUCTURING PACKAGE FOR HANDLOOM SECTOR 

The Financial Package of Rs. 3,889 crore for loan waiver of Handloom Sector has been approved by the Cabinet Committee on Economic Affairs on 24 th November, 2011.   The Comprehensive Package for the Handloom Sector for Rs. 2,362 crore has also been approved by the Cabinet on 18th December, 2011.  The Government of India, Ministry of Textiles has already communicated the guidelines for implementation of Financial Packages for Handloom Sector with   the   advice to   all concerned to ensure compliance of the same.  The Govt. of NCT has recently appointed Chartered Accountants for the State Implementing Monitoring Review Committee(SIMRC) and for Special Audit of eligible handloom cooperative societies.

All Banks are requested to provide best support to the State Govt. and NABARD in implementing the Packages announced by the Government. All banks are also requested to send progress made in implementation of Packages to SLBC Convenor immediately.

AUTOMATION OF STATE TREASURY

The Public Sector Banks are providing banking services to various State Governments and are effecting payments on behalf of the State Government Treasuries. Presently all the work related to State Treasuries is done manually. Some of the State Government Treasuries have adopted some technological solutions for electronically authorization to banks. However, the processes of the treasuries have not been fully automated upto now to reap the benefits of technology. The full automation of interface of State Government Treasuries with the banks would have immense benefits for all the stakeholders including the concerned State Governments, the banks and the beneficiaries, such as, convenient and smooth processes, instant fund transfer and quick credits to all beneficiaries’ accounts, elimination of risks associated with human interference, cost and time efficient transactions, quick settlement of claims, automatic reconciliation of transactions, substantially reduced paper work, etc. The Ministry of Finance, Government of India has desired that the State Government Treasuries should be fully automated.

The matter of Automation of State Treasury was taken up in the last SLBC Meeting also and SLBC Convenor Bank had made necessary follow-up with the State Government. Now, the Finance Department, Govt. of NCT of Delhi has informed that they are in the process of automation of Treasury. The Government of NCT of Delhi is requested to expedite the work.

DETECTION AND IMPOUNDING OF COUNTERFEIT NOTES

The Reserve Bank of India has issued Master Circular No. DCM (FNVD) No. G-16.01.05/2012-12 dated 02.07.2012 on Detection & Impounding of Counterfeit Notes. As per the information obtained, only 11 banks have reported detection of counterfeit notes to RBI during the quarter ended December 2012. All banks are requested to comply with the instructions contained in the above circular and take prescribed action on detection of counterfeit notes.

AGENDA NO. 24

INSTALLATION AND MANAGEMENT OF CASH DISPENSERS (CDs) UNDER OPEX MODEL

The Ministry of Finance has directed that for all future requirements of ATM deployments, Banks must adopt OPEX Model. To meet this objective, MoF has divided the entire country in 16 geographical clusters and assigned the said clusters to 6 identified Lead Consortium Banks (LCBs) for floating the common tender on behalf of all PSBs. All banks are requested to ensure strict compliance of MoF directions in this regard.

GREEN INITIATIVES

The Department of Financial Services, MoF has directed that all PSBs should make all disbursements / payments, except for petty cash, only through direct credit to the accounts. This would include payments to the staff, vendors, suppliers, disbursements of loans and other payments. The use of electronic mode of payments is beneficial to all concerned. All banks are requested to ensure strict compliance of the MoF directions.

FAILED ATM TRANSACTIONS

The use of ATMs has increased considerably recently. The customers are preferring making transactions through ATM. The use of ATMs is convenient to customers and cost effective to banks. However, the incidences of ATM transaction failures have also increased with the increase of ATM transactions. The customer feels harassment when his account is debited without his getting cash. All banks are requested to ensure that their ATMs are working properly and in case of any dispute regarding ATM transaction, the same should be resolved immediately.

SERVICES OF CERSAI

The Central Registry of Securitisation Asset Reconstruction and Security Interest of India (CERSAI) is a company licensed under section 25 of the Companies Act, 1956 and registered by the Registrar of Companies, New Delhi. CERSAI was promoted by Central Government to prevent frauds involving multiple lending by different banks on the same immovable property. It became operational on March 31,2011. The Company is a Government Company with a shareholding of 51% by the Central Government and select Public Sector Banks and the National Housing Bank are also shareholders of the Company.

The object of the company is to maintain and operate a Registration System for the purpose of registration of transactions of securitisation, asset reconstruction of financial assets and creation of security interest over property, as contemplated under Chapter IV of the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (SARFAESI Act). The Registration would be applicable to transactions of security interest over property created to secure loans and advances from the banks and financial institutions as defined under the SARFAESI Act.

The Company is providing the platform for filing registration of transactions of securitisation, asset reconstruction and security interest by the banks and financial institutions. Any person can also search and inspect the records maintained by the Registry on payment of fees prescribed under the Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest (Central Registry). All SLBC Member banks are requested to proactively take services of the CERSAI. The information on filing of transactions on CERSAI portal should be reported to SLBC for discussion in the meetings.

REVIVAL OF THE STALLED RESIDENTIAL PROJECTS

There are a number of Residential Projects particularly in Metro Areas which have got stalled for various reasons including for want of further lending support from the banks. There is urgent need to ensure resumption of construction activities in respect of incomplete residential projects with a view to generate positive sentiments and renewed confidence in the market among all stake holders. Kick starting the unfinished projects will also unlock the capital already invested / lent in the projects which are partly stuck because of liquidity crunch being faced by the builders. Timely completion of the Projects is beneficial for all the stakeholders including lending banks. Increased construction activity and delivery of the projects will generate all round growth across the economy.

The National Housing Bank has already called for the information on semi-constructed residential projects vide letter dated 26/12/2012 addressed to CMDs of all PSBs. We have also called for the information on such projects in Delhi State for discussion and review in the SLBC Meetings as per the directions of MoF. We have received information from 20 banks only despite several reminders. The information has been given as Nil by all the 20 banks. All the remaining banks are requested to have a look on their credit portfolio and find out whether there is any such project with them. The concentrated efforts should be made to revive such projects at the earliest. The information on these projects be please sent to SLBC immediately.
