What is the EU Multi Annual Financial Framework?

The multiannual financial framework is

a spending plan that translates the EU

priorities into financial terms.

It is not a seven-year budget, but the

basis for the annual budgetary

exercise.

It sets the maximum annual amounts

which the EU may spend in different

political fields.

How are projects selected for financing from the Structural Funds?

Structural Funds are run under a SHARED MANAGEMENT between the Commission and the Member States.

PROGRAMME MONITORING COMMITTEES are chaired by Managing Authorities (MA) and bring together PMC members from public, private and voluntary sectors in that region

PMC members consider recommendations issued by the MA on projects to be approved or rejected

Member States have flexibility to opt for national or regional OPERATIONAL PROGRAMMES

Projects are CO-FINANCED between 50% & 75% (80% COHESION FUND)

scoring; (3 external evaluations)

Problem not in evaluation but at consortium building stage

Attend brokerage events

Anecdotally not impacting on imperial Oxford or Cambridge but smaller

organisations and SMES.

Discrimination from certain members states but again anecdotal

Where participation and knowledge is the key issue, UK partners could seek

to "members of advisory panels" which makes them eligible for T&S only

to de risk project for lead partners;

Unlikely to be lead partners or work package leads;

Anecdotal evidence of Brexit being used for excluding U.K. partners on

basis of competitive advantage;
