What Every Township Supervisor Needs To KnowCongratulations! You’re a township supervisor...now what?Whether new to this position, or a veteran of township government, you are aware that your role as township supervisor requires a dedication to the public good and a commitment to your community. Obviously, you want to be sure your actions and decisions are the best for your township and its residents. Registering for this two-day training program is an important step to being successful in your new responsibilities.

PSATS is your state association, has assembled an experienced but down to earth team of township officials (managers and elected supervisors), and matched them with the knowledgeable members of our training partners to bring this program to you at 13 locations around the state in January, February and March of 2012. The training is a two-part program being of-fered on two consecutive Saturdays to meet your busy schedules.

Upon completion of this program, you will receive a certificate showing that you were trained in the duties and responsibilities of your elected township office. You will also receive a handbook for Township Supervi-sors that will serve as an excellent reference tool, along with other valuable materials.

Make sure you attend this specialized training, the only newly elected official training designed solely for townships, so you can return to your township more prepared to take on the many challenges that await you as a township supervisor in your community.

WHO SHOULD ATTEND

This workshop is designed for newly elected township supervisors and incumbent officials who are looking for updates and changes in legislation, as well as a refresher on their responsibilities. The training will also be useful to municipal secretaries or managers who work with and assist elected township supervisors.

INSTRUCTORS

Instructors will vary from location to location. All are highly skilled, experienced township officials or local government specialists who have taught for the Pennsylvania State Association of Township Su-pervisors, the Governor’s Center for Local Government Services, or the Pennsylvania Department of Transportation, or the Department of General Services and the PSATS Trustees Insurance Program.

To register, complete the form in this brochure and return it to the Pennsylvania State Associa-tion of Township Supervisors (PSATS). Please be sure to indicate which session you plan to attend. Registration checks should be made payable to PSATS. You may also register online at www.psats.org. Registrations will be accepted on a first-come, first-served basis. Please register at least two weeks prior to the session. Because material is shipped to the training facility before the session, we cannot guarantee that your name will appear on the registration list if you register within three days of the session. To verify registration or for more informa-tion, please call (717) 763-0930.

Walk-in RegistrationsPre-registration is strongly recommended. Walk-ins are accepted on a space-available basis. Please note there are times when a session is cancelled or rescheduled. Registered attendees will be notified of schedule changes prior to the session. Call (717) 763-0930 or visit www.psats.org prior to the session to verify the correct date, time and location. Substitutions are permitted without notice.

Cancellation/No-Show PolicyCancellations must be received in writing by faxing to 717-763-9732 or sending an email to [email protected]. Refunds will be determined by the date of the fax or email. A cancel-lation received less than 10 business days of the session you are registered for, is subject to a $20 processing fee for refunds. Those who cancel within 2 business days of the session date or do not attend, forfeit the full registration fee and if unpaid, will be invoiced.

Inclement WeatherPSATS will do everything possible to hold all scheduled workshops. In the event of inclement weather at a specific location, please verify that the workshop is taking place by calling PSATS at (717) 763-0930. If calling outside of normal business hours, enter extension 166. Course cancellations are updated by 7:00 a.m. on the day of the workshop.

Session 1The Role of the Supervisor / Pennsylvania’s System of Local GovernancePennsylvania’s local government structure will be reviewed with an emphasis on township government. Learn about the roles and responsibilities granted to elected officials under the law. Vacancies, compensation, conflicts of interest and liability will also be reviewed.

Legislative PowersLegislative powers will be discussed along with meeting management, general duties and powers, the Sunshine Law, agendas, conduct, minutes, records and resolutions vs. ordinances.

Administrative FunctionsThis segment will focus on records, personnel issues, purchasing and contracting, cooperative purchasing and appointments (manager, secretary, emergency management coordinator, boards-commissions, solicitors).

What is PSATS?Find out what the Pennsylvania State Association of Township Supervisors is and how it can help you as an elected official. During this session, you will be given an introduction to the Association, learn how it is governed and administered, and receive an overview of the services it provides for township officials. You will also learn where to go and whom to call when you have a question about running your township.

Public SafetyFind out how to manage and work with police, fire departments, and other emergency management personnel.

Ethics Speakers will explain the mandates of the Ethics Act as it relates to local public officials and employees, and will explore and define potential conflicts of interest situations that public officials and employees should avoid. Actual case scenarios will be presented and discussed as examples of situations relevant to public positions held. The substantive and administrative aspects of filing a personal disclosure statement will also be discussed.

Agency RepresentativesIndividuals from various state and local agencies such as the Pennsylvania Department of Transportation and the Pennsylvania Department of General Services will be making presentations.

Session 2The Governor’s Center for Local Government ServicesThis session will provide an overview of the resources and services provid-ed by the Governor’s Center for Local Government Services.

Finance / Audits and IndebtednessLearn about the process of budgeting, taxation, the budget calendar, budget forms and submission, capital plans and budgets, and borrowing. Instructors will also review the Local Government Unit Debt Act and auditing.

Land Use PlanningFor townships experiencing growth and those longing to see more of it, planning for land use and community development is a critical part of the job of the board of supervisors. In this session, you will review your respon-sibilities and options under the Municipalities Planning Code and learn more about the role of the elected official in the planning process.

Public WorksMaintaining a safe and adequate infrastructure has always been one of the most important responsibilities of a township supervisor. In this session, you will learn more about maintaining roads and streets through an understanding of the terminology, the budgeting process, the importance of drainage, and the basics of road and surface maintenance. Services provided through LTAP will be discussed.
