The problem!

There is a demand for core reading list e-books but these are not being made available and when I ask publishers why they say that there is no evidence of the demand and thus they are reluctant to make these e-books available. But if they don’t make the core titles available online then users are not as interested and therefore the level of demand seems low.

The 2007 Publishers Association Annual Survey of Spending in University Libraries shows that the total textbook market in the UK ‘is estimated to be at about £180 - £200 million per year’. Around £182.6 million of that figure comes from universities; ‘72.6% was spending by students and 27.4% spending by libraries.’ (The University Library Spending Report 2007 p.20)

Project Aims

1. license collections of e-books that are highly relevant to UK higher education taught course students in four discipline areas:

– Business and Management studies

– Engineering

– Medicine (not mental health or nursing)

– Media Studies

2. evaluate the use of the e-books through deep log analysis and to asses the impact of the ‘free at the point of use’ e-books upon publishers, aggregators and libraries

3. transfer knowledge acquired in the project to publishers, aggregators and libraries to help stimulate an e-books market that has appropriate business and licensing models

What do we get?

– Free access for 2 YEARS to 36 e-books selected by the HE librarians to support engineering, business and management studies, media studies and medical students

– Unlimited simultaneous user access

Deep Log Analysis

The aims of the DLA study are to:• monitor, analyse and evaluate the usage of the e-books included in the project through deep log analysis techniques• assess, understand and report on the behaviours of users through surveys informed by the deep log data• analyse the deep log data for each title in the collection against the print sales figures provided by the publishers / aggregators over the lifetime of the study and for the past three years• analyse the deep log data for each e-book in the project against the ‘print circulation data’ provided by librarians over the lifetime of the study

Participation

What we have to do:

– Catalogue the books

– Disseminate surveys to staff and students

– Submit circulation data for the print equivalents we have in our collection

– Inform CIBER if we already have access to an e-book title included in the project

– Inform CIBER of who runs our campus bookshop

– Inform CIBER of any promotional strategies being employed so that they can see if there is an impact on use

– Provide CIBER with help on identifying our sub-network labels so that they can identify where our users have come from

Participation

What we have to do as a case study institution:

– Student Focus groups – 3 groups of 8 students

– Academic staff focus groups – 5 from each subject area

– Librarian interviews – telephone interviews

Being a case study institution will provide us in-depth data on:

– our users attitudes

– how e-books are used

– how e-books could be created and designed

– what their impact is on teaching and learning

– how we can best promote to our users

– inform pricing and licensing within our institution

What do we get?

– findings on the demand for e-books that form part of higher education taught courses by our students and staff

– findings on the use of the e-books included in the project by our students and staff

– findings to inform best practice for the effective promotion of e-books to staff and students

– findings to inform the future pricing and licensing models for e-books that take into account student use and buying behaviours

– findings on the impact of the e-books included in the project upon teaching and learning practices

– Not all publishers are ready to move forward and even if they are, a lack of strategy and coordination can hold them back

Selecting the right e-books

Consultation methodology

– at the time was looking at over 3000 e-books!

– each institution is different

6 bids = 136 books

The value placed by the publishers on these 136 e-books, with free at the point of use access, for all UK HE institutions (that’s over 2.4 million students and their tutors) was £2.08 million excluding VAT! The consultation process enabled JISC Collections to prioritise within the £600,000 funding available.

Meeting Expectations

– Want a core collection of e-books

– Want good terms and conditions of use

– Want the e-books on the platforms already using

Clarifications / Updates

Cengage not negotiating on the printing and copying of material for use in academic work but will allow links. 15 simultaneous users is also set. No platform fee via their platform. Will make the titles available on other platforms, fee thus dependent. Lack compliance for COUNTER, Open URL etc.

MyiLibrary will not charge NEW customers an access fee for the duration of the project. Their compliance with the model licence is realistic and aim to join the Federation. They will offer unlimited access and are working on their compliance.

Ovid will make the titles available under unlimited access and no access fee will be levied. They comply with the licence. A minimum of 8 titles are required to keep the pricing as in the bid.

Clarifications / Updates

T&F will make their titles available on MyiLibrary but costs to make available on other platforms would be bourne by JISC! Their compliance with the model licence is good. They would offer unlimited access via their platform and MyiLibrary. They have good levels of compliance with COUNTER and Open URL etc and aim to join the federation in 2008.

Wiley Blackwell will not disaggregate their collection and supplied reasons why.

Average cost of e-book in business and management was £60k!
