HOA Dues Prepayment Incentive for 2014

Annual Meeting with Pool registration for 2014

The Board of Directors reauthorized the prepayment incentive for 2014. The HOA is offering ten $50 gift cards to be raffled off to homeowners who have pre-paid their entire remaining year balance off by March 31, 2014.

The goal of the campaign is two-fold; to reduce the administrative burden of tracking residents at various stages of repayment and to reduce the number of delinquent accounts due to “missing” the payment due date because of an “oversight.” This plan also benefits residents who will have one less bill to pay for the remainder of the year. You will continue to receive quarterly statements from the management company showing a credit for the remainder of the year so you can track your balance.

The Board of Directors would appreciate your consideration and cooperation with this effort.

FarewellJessica Morgan

The Board would like to bid farewell to our HOA Public Works Chairperson Jessica Morgan. Brad and Jessica moved back to Utah with their two children. While serving as the PW Chair, Jessica coordinated projects such as WH Cleanup day, spreading the kiddie cushion at the playground, and the bulky/brush pickup. We will miss her. Meridith Weiss, who has been a PW volunteer since April, will be taking over as our new Public Works Chair.

The Annual meeting of the membership of Wildhorse will be held Wednesday, March 5th at the Krueger Elementary Cafeteria. Doors will open at 5:00 p.m. to 6:45 p.m. for pool registration only so please arrive early and bring your pool card(s) to be registered. The annual meeting will begin promptly at 7:00 p.m.

The agenda includes elections to fill two expiring positions on the Board of Directors (BOD) and discuss official business. The format will include only official business to serve in an effort to expedite the meeting. Please send your signed proxy form to the meeting with a neighbor, friend, or mail it to Spectrum if you are unable to attend. Returning this year is the option to vote online. A notification will be sent in the mail in the coming days.

All completed forms must be mailed or faxed to Lisa James of Spectrum Association Management by February 26, 2014. POOL 2014 REGISTRATION

The opening of the pools for 2014 is just around the corner. To better serve Wildhorse residents, pool registration for the 2014 pool season will take place at the March 5th Annual meeting from 5:00 p.m. to 6:45 p.m. at Krueger Elementary Cafeteria. Please be prepared to present the following to register:

1) All household pool cards (no stickers are given out)2) Identification3) Signed pool rules (limited copies available at the meeting)You must be a resident current with HOA dues and have no

outstanding violations in order to receive your pool sticker(s). Spectrum associates will be available to process quarterly or yearly payments on-site. All forms are available for download at www.wildhorsecommunity.com . A separate form for owners with tenants is also available and will need to be notarized before it is accepted. Please take advantage of this opportunity to register for the 2014 swim season.

Receptacles Updated Suspicious

ActivityThe community trash cans located in the Sports Park have been

recently updated to increase capacity, reduce stray garbage, and overall improve the appearance of the park. Four receptacles were replaced by the picnic tables, two by the pavilion, one at the end of the walking trail, and one at the Timber Country pool.

There have been recent reports to the Bexar County Sheriff’s Office this past January regarding stone throwing on the “bridge” located between the 4-way stop on Wildhorse Parkway and the roundabout. Spring Break is just around the corner. To celebrate the arrival of Spring Break this year, the Sports Park Pool will open its doors for one week only starting Saturday, March 8th. It will remain open until close of business, March 16th. Not only is this a good time to get a sneak peak into the 2014 swim season, but will also be an ideal time to register your pool cards. Please look for notices in this newsletter and on our community website, www.wildhorsecommunity.com for more information. Come by and enjoy the water, sun, and shade at our community pool.

HOA PROXY POINTERS

VALENTINE'S DAY ON A BUDGET

A proxy is a person appointed to represent another. The instrument by which a person is appointed is also called a proxy. Proxies play a very important role in homeowner associations. Using proxies ensures the ability to meet quorum requirements (the minimum number of members needed to hold a legal meeting). Proxies permit one person to represent many members so while the actual body count at the meeting may be few, the quorum can still be met. Using proxies is particularly useful in HOAs comprised of second homes or rentals where many members may be far away. Use of proxies can be contentious if there is a contested election or a disagreement on a proposed bylaw or special assessment. At those times, certain members may scurry around trying to convince others to appoint them as proxy so a unified voting block can be amassed. While the proxy giver can actually direct how the representative votes, it’s more common to leave that decision up to the proxy holder.

There are several significant basics of the proxy system that should be understood by all that employ them:

• A vote by a proxy holder is just as effective as the owner of record.• The proxy holder may not vote the way the owner would unless

given specific written direction on the proxy form itself.THERE ARE TWO TYPES OF PROXIES:General: The proxy agent may vote on behalf of the owner without

restriction. The proxy will be valid for annual or special meetings within the ensuing 12 months, unless provided otherwise.

Limited or Directed: Restricts how the proxy agent may vote, is limited to a specific event, a specific issue or directs how the agent must vote. If the proxy fails to follow the giver’s directions, the giver can challenge the vote. The determination of whether to grant a general or limited proxy is totally within the discretion of the giver.

What is not to love about Valentine's Day? It is a time to show the people in our lives how much we love them by throwing expensive gifts at them and demonstrating this by the amount of money we spend. Or is it? The card companies would like us to believe that this is what makes the holiday special. This holiday can be a tightwad's worst nightmare, but it doesn't have to be. For those of us who are tight on money, it is a great way to show how creative we can be when giving gifts and it is a wonderful time to display all of our talents. Here are a few creative and budget-friendly ideas for making this holiday special for that certain someone in your life.

Table for TwoThe Valentine's Day that I loved the most was the year that we

couldn't get a babysitter for our son. We were broke and could not afford a dinner out, let alone the price of getting someone to babysit. That year, I was able to really let my creativity shine through. I got a folding table and chairs out and covered the table with a long tablecloth (you could also use a sheet). I put a candle in the center and made us a steak dinner and bought a bottle of inexpensive wine. When my husband got home, I suprised him at the door and told him that I was able to get reservations at our favorite place and showed him our table. After our son went to bed, we had the best dinner and enjoyed some wonderful conversation together. The food was superb and the price tag was just right!

The Written WordThere is nothing more powerful than the written word. I have saved

many notes that my husband has written me over the years. When we were younger we would write top ten lists of why that person was special to us. Writing a list of reasons why you love someone makes them feel much more special than an expensive gift could. Take lipstick and write a special note to your spouse on the mirror. You could also tuck a note in their briefcase or in their lunch to suprise them and tell them how much they mean to you. One year, my husband saved all of the red Hershey Kisses from a bag of Christmas candies that we had and made a trail of them up to our room. He made a giant heart out of them and in the center was a note about how much I meant to him and to our family. That gift stands out to me more than a bouquet of roses could because it was a powerful statement of how much he appreciated me. Those are the kinds of gifts that create lasting memories.

Coupons & ChoresWhat could say more to someone than you actually doing something

for them? Give your spouse the day off and pick up the slack of the chores for them. Take the dog for a walk, take out the trash, wash the car, get their oil changed- do anything that they would do that day so that they can sit and relax. A more creative way of doing the same thing would be to create coupons for your spouse. Include items on it that you know they would hate doing and write them up on construction paper. An envelope of coupons shows how much you appreciate them and, as long as they don't use the coupons up all once, it is a gift that
