Hi Jennifer,

There is no mention of the capacity at the City of Portage la Prairie (the City) water treatment facility and its ability tosupply water to the Roquette Pea plant. The Office of Drinking Water requires confirmation from the City that there issufficient capacity to keep up with demand at peak times. Our records indicate that this would be close to 10% of thetotal capacity of the plant, based on the peak wastewater discharge flows provided in the EAP.

There is no direct discharge of wastewater so the Office of Drinking Water is satisfied that there will be no expectedimpact on surface water intakes.

Environmental Compliance and Enforcement has reviewed the proposal identified asRaquette Canada Ltd. - Portage Pea Project and has the following comments:

1. For all equipment and facilities that process, transfer or contain potential pollutants, theproponent should conduct inspections on a schedule acceptable to the Director; and arecord of the inspections should be available for review by an Environment Officer uponrequest, for a minimum of three years following the inspection.

2. For all equipment and facilities that process, transfer or contain potential pollutants, arecord of the maintenance should be available for review by an Environment Officerupon request, for a minimum of three years following the inspection.

3. Any incidents, cleaning or malfunction of equipment, that release or could release,pollutants to the environment should be reported to an Environment Officerimmediately.

4. The proponent should clarify if there will be any wastewater treatment or disposal ofwastewater except by way of the City of Portage la Prairie's Water Pollution ControlFacility.

5. The proponent should clarify what waste disposal ground is proposed to receive solidwaste. Disposal of solid waste should be at a licenced or permitted facility, or recycledor composted in a manner approved by the Director.

6. Regarding chemical storage and distribution, described by Section 2.1.2.6 of theproposal, the proponent should clarify the proposed capacity of secondary containmentrelative to the volume of storage tanks and intermediate bulk containers. Also, regardingthe sump pumps associated with chemical storage retention structures, the proponentshould clarify testing required prior to discharge, and where sump pump will dischargeto.

MI has reviewed the proposal under the Environment Act noted above and MI's South CentralRegion has the following comments/concerns:

With the construction of the new facility, there could be drainage impacts on theProvincial Drainage System as the proposed development is a half mile south of PTH 1.In order to address the potential drainage impacts, MI would like to review a completedrainage study from a professional engineer. It is recommended that the drainage planinclude:

• Pre- and post-development development drawings;

• Drainage splits, slope of land, direction of flow;

• Location of existing/proposed ditches/drains;

• Existing and proposed culverts (with dimensions);

• Legal description, (Sec-Twp-Rge, River Lot etc) - north arrow;

• Profiles and cross sections would speed up the review and provide confirmationof calculations; and

Further, the drainage report should include all calculations:

• use of a one in 5-year (20%) design storm for the allowable pre-developmentrun-off rate;

• determine the post development runoff velocities for the appropriate intensity (asper MIT's Drainage Policy) {2% (1 in 50 year), 3%,(1 in 33 year) or 5% (1 in 20year)};

• determine the size of outlet control that is equal to or less than the pre-developedvelocities;

• use a minimum 3 hour rainfall duration event and a minimum 1 hour time ofconcentration;

• the size/quantity of retention required for storage of runoff that will be in excessof the pre developed velocities; and

• design of a retention area/system that is capable of holding the required storageamount. Include supporting drawings.

Additional notes:

• All Drainage Reports and Drainage Plans must have the Engineer's Seal andSignature; and

• The Drainage Report must state that uBased on our analysis we can concludethat the drainage from this proposed subdivision will not have any negativeimpact on the highway drainage system since the post-development run-off willbe restricted to the pre development conditions".
