Greetings Fellow Chief Warrant Officers

I hope everyone enjoyed his or her Thanks-giving and I hope this letter finds you doing well and staying safe. I know it has been a very challenging past nine months trying to maintain focus on both our professional and personal lives. Stay strong and we will all get through this.

The Association has been continuing to push forward with our plans regarding the CWOA office (Barge). The Long-Range Planning Com-mittee (LRPC) has taken up the discussions and will provide us with their recommendations for the barge moving forward sometime in early

2021. I thank them for volunteering to be part of this committee. I would also like to announce that after much discussion with the Board of Directors (BOD) unfortunately we will be forced to host the 2021 CWOA Annual Meeting virtu-ally again in April. As much as we wanted to have this event in the traditional manner with many present, we just felt it was too early in the year to expect a good turnout. Our plan is to come back in spring 2022 with a more robust an-nual event.

On a sad note, I would also like to announce that after over 7 years of exceptional service to the CWOA our Executive Director Carol Setteducato has announced she will be retiring in April of 2021. We will be actively searching for her replacement starting this upcoming January in the hopes of ensuring a smooth transition. I want to take this opportunity to thank Carol for her dedi-cated service to the Association.

We are still experiencing serious challenges at both the chapter and national level for volunteers to step up and become board members. This is concerning to me. As an Association with a long and cherished history, we owe it to those who have come before us and those who will arrive after us to keep the story going. I know it may seem daunting to step into one of these vital roles, but I promise it will help you grow into a stronger leader, mentor, and CWO.

I hope you have a great Holiday Season and a Happy New Year with fam-ily and friends! Stay strong and keep the faith.

Voting Item:Topic 1: Death Gratuity Timeline for Death Benefits Article X Section 2: The Association does not currently have a timeline/statute of limitation to pay out the death gratuity benefit. Insert “identified within 48 months of notification” to Article X Section 2 to read as follows

Section 2. DEATH BENEFITSImmediately upon receipt at the Association office of notification of the death of a Regular Member in good standing, a lump sum death gratuity shall be paid as a donation to the designated beneficiary. The amount shall be as specified in the following subsections. If there is no designated beneficiary, payment will be paid to the spouse, then to the surviving children, stepchildren and/or wards of

Greetings Fellow Warrants,

I hope this newsletter finds you in good health and spirits. As I have stated in previous newsletters – Membership is one of my primary duties as Vice President of the Chief Warrant Officers Association.

For years, the Association’s most successful membership initiative has been engaging with new Warrants attending CWO-PD in New London. In response to the COVID-19 pandemic the CWO-PD course has been modified to a hybrid class and the social event where I would promote the CWOA to the CG’s newest Warrant Officers has been removed from the student’s compressed schedule. I would normally take this opportunity to tell the students about our Association, what we do, answer questions, and inform them about how to get involved with a local chapter, etc.

We need your help to fill this gap. I’m challenging each of you to sit down with a new CWO at your Unit or in your area and please let them know about our association, and all the great things we are doing on behalf of all service members. In addition to our website, https://cwoauscg.org/membership/, our flyer is great source of information on benefits and the history of the CWOA. If anyone would like flyers mailed to them, or any info from me regarding membership please do not hesitate to contact me directly. I am happy to assist.

Greetings Fellow Retirees,

Here we are again for another holiday season, and to me it still feels like it is March when many of us were sent home for work due to COVID-19. This has been a very rough year and I hope that we can move past these struggles and get back to the old normal in the coming year. I want to thank the many retiree’s that sent me your email address to be added to the CWOA Retired Affairs email list. I still have some current email addressee’s that never make it to their destina-

tion. If you have provided your email in the past and are not receiving emails from me, then do two things, send me another email with your email address to [email protected] and add my email address to your contact list. Adding me to your contact list lets your provider know that I am a legitimate contact.

History – Did you know that the Chief Warrant Officer and Warrant Officer’s Association was instrumental in the Coast Guard developing a Chief Warrant Officer indoctrination School? In 1984, CWO Robert Lewis, then association president, took the issue to the Office of Personnel asking for a needs analysis study. The study did not take place due to funding and CG priorities but in 1990, CWOA President George Borlase took on a 4 year ordeal with top brass to get indoctrination training started.

In 1993 the Chief of Staff of the Coast Guard finally approved funding for instructional staff and 4 weeks of training for new warrant officers. The first class of warrants went through training in April of 1994. If you have CWOA History that you would like for me to share in future issues then please send them my direction.

In closing, I plead to you all to get involved in local chapters, get involved in association committees, and get involved in annual meeting discussions. Your time, experience, and leadership are all needed by the CWOA at both the chapter and association levels. If you would like more information on some of the yearly committees that work together for the betterment of our organization then send me an email and I will fill you in.

For Vice President Chief Warrant Officer Adam T. Cain, USCG

Chief Warrant Officer Adam Cain has 23 years of active duty service in the United States Coast Guard. After his previous assignment at CG-68 - he was transferred to TISCOM, which has been modernized to the new Command, Control, Communications, Computers, Cyber and Intelligence (C5IT) Service Center. He currently serves as a Project Manager for C5IT projects throughout the CG Enterprise.

Previous assignments include CGC Bainbridge Island, CGC Dallas, ESD Charleston, IT “A” School, ESU Cleveland, ESU Portsmouth, Advanced Computer Engineering and Technology (ACET) program where he re-ceived his Bachelor’s degree in Information Systems Management, CG-65, and CG-68.

He is a 2009 graduate of the Chief Warrant Officer Professional Development Course, a 2008 graduate of the Chief Petty Officer’s Academy, and a multitude of many professional courses and classes.

CWO Cain’s awards include Three Commendation Medals, Four CG Achievement Medals, and numer-ous other personal and professional awards.

CWO Cain is married to Haley A Cain, and they have one daughter McKenzie (19), and one Son Ryley (15).

For Vice President of Reserve AffairsChief Warrant Officer Jake Elks

Chief Warrant Officer Jake Elks currently serves as Vice President of Reserve Affairs and the sole Chief Warrant Officer in Sector New York’s Prevention Department, Inspection Division. He joined the national CWOA and local Philadelphia Chapter in 2016 where he has helped organize and participate several service projects to assist the local com-munity.

In 2018 he became a plank owner in the Empire State Chapter. In his full-time job, he serves as Business Development Manager - Federal Government/DOD for Honeywell Analytics. Prior to being selected as a Chief Warrant Officer, Jake was a Chief Marine Science Technician at Sector Hampton Roads.

CWO Elks enlisted in the Coast Guard Reserve in June 2001 and has had reserve assignments at the Atlantic Strike Team, Sector Baltimore, Sector Delaware Bay, and Sector Hampton Roads, including de-ployments to Hurricanes Katrin, Sandy, and Irma. He also served the active component for at total of six years in Sector Delaware Bay and Marine Safety Team Morehead City (now MSD Ft. Macon).

Jake is a 1997 graduate of the University of North Carolina at Asheville and holds a Bachelor of Science Degree in Environmental Science.

He has been married to his wife Susan for 19 years, they have two children Garrett and Claire, and reside in Unionville, PA.

For TreasurerChief Warrant Officer Justus Marks

Chief Warrant Officer Justus Marks has 20 years of active duty service in the United States Coast Guard. He has been a member of the Chief Warrant Of-ficers Association and the Stephen Shields chapter since 2015.

ISM3 Marks reported to Coast Guard Cyber Command (CGCYBER) in July 2015 to work with the Assessment and Authorization (A&A) division, later transferred to the Vulnerability Assessment Team (VAT), and recently reported to CGCYBER’s Blue Team to manage the Application Security (AppSec) shop.

ISM3 Marks spent the majority of his childhood in the Tidewater area of Virginia and enlisted to become a Telephone Technician in the Coast Guard in January 2001. His duty stations include: Small Boat Station Milford Haven (VA), CGC GALLATIN (SC), CGC RELIANCE (ME), TRACEN Petaluma (CA), ESD Anchorage, and finally to the TISCOM/C5ISC campus. He is a graduate of the Chief Warrant Officer Professional Development course (2015), Chief Petty Officer’s Academy (2010) and has achieved multiple technical certifications pertaining to cybersecurity to accompany the many other leadership and professional courses. His awards include 2 CG Commendation Medals, 2 CG Achievement Medals, the permanent Cutterman insignia, and numerous other personal and professional awards.

Chief Warrant Officer Marks is married to Jennifer Marks, has three children: Preston (20), Troy (16), Jillian (9). They live in Stafford, VA and he enjoys the outdoors, traveling, music, and sports.

The Art and Eleanor Colona ScholarshipLt. Art and Elenour Colona Scholarship Grant was established by the Colona family to financially assist depen-dant children of enlisted members of the United States Coast Guard (active, retired, or reserve). The National Retiree Help Desk Assists Service Members 365 In 2006, CAPT Bob Warakomsky and LCDR Dave Du Pont, members of the Capital Area Coast Guard Retiree Council (CACGRC), established the National Retiree Help Desk (NRHD). It was designed to respond to inquiries from the worldwide Coast Guard military retiree community and to connect retirees, their families, annuitants, and survivors with needed information, assistance, and referral services--for any area of concern. After a decade of service, the NRHD achieved an important milestone: becoming an official part of the Coast Guard Retiree Services Program organization (COMDTINST 1800.5H) in 2017. NRHD services align with the Retiree Services Program’s mission to support, monitor, and strengthen military retiree services and the lifelong relationship between the Coast Guard and its retiree community. CWO (F&S) Gerald Schott, USCG (Ret) crossed the bar on July 20, 2020. He is survived by his widow, Mrs. San-dra Schott. CWO Schott retired on Aug. 1, 1979 and he was a member of the Association for 51 years.

Lt. James Stribling, USCG (Ret) crossed the bar on July 23, 2020. Lt. Stribling retired on July 1, 1982 and he was a member of the Association for 50 years.

CWO (ELC) Clair Upton, USCG (Ret) crossed the bar on July 25, 2020. He is survived by his children. CWO Upton retired on Dec. 1, 1972 and he was a member of the Association for 54 years.

CWO (F&S) James Yetter, USCG (Ret) crossed the bar on Aug. 3, 2020. He is survived by his widow. CWO Yet-ter retired on Aug. 1, 1991 and he was a member of the Association for 38 years.

CWO (MAT) Harold Helfrich, USCG (Ret) crossed the bar on Aug. 6, 2020. He is survived by his widow. CWO Helfrich retired on Aug. 1, 1978 and he was a member of the Association for 53 years.

CWO (COMM) Ottis Leonard, USCG (Ret) crossed the bar on Aug. 15, 2020. He is survived by his widow, Susan Leonard of 4149 S. Alabama Ave Homosassa, FL 34446. CWO Leonard retired on March 1, 1981 and he was a member of the Association for 47 years.

CWO (F&S) Rowlin Browning, USCG (Ret) crossed the bar on Aug. 10, 2020. He is survived by his widow, Ma-sako Browning, of Honolulu, HI. CWO Browning retired on Sep. 1, 1988 and he was a member of the Association for 44 years.

CWO (F&S) John Dreger, USCG (Ret) crossed the bar on Aug. 17, 2020. He is survived by his widow, Joan A. Dreger, of Waterford, CT. CWO Dreger retired on June 1, 1990 and he was a member of the Association for 45 years.

Death Gratuity BenefitTo our members who are entitled to the death gratuity, (members who are paying $7, life members, or dues free members).

If you have divorced and your ex-spouse is designated as the beneficiary you may desire to change who gets the money. If you do not change your beneficiary your ex-spouse will receive the benefits, not your new spouse, or family members.

If you have not designated a beneficiary, payment will be paid to the current spouse, then to the surviving children, step children and/or wards of the deceased member.

If there are no designated beneficiaries, widow, or surviving children, step children and/or wards, then no benefit will be paid.

If your spouse has passed away and you have not updated your beneficiary then the payout upon your death will be according to the bylaws.If you have questions or need to change your beneficiary please contact the Executive Director.

CWO (ENG) Irvin Treadway, USCG (Ret) crossed the bar on Oct. 6, 2020. He is survived by his children. CWO Treadway retired on Apr. 1, 1979 and he was a member of the Association for 24 years.

Lt. Cmdr. Doyle Porter, USCG (Ret) crossed the bar on Oct. 8, 2020. He is survived by his five children. Lt. Cmdr. Porter retired on Oct. 1, 1976 and he was a member of the Association for 56 years.

Lt. Cmdr. Carlo Porazzi, USCG (Ret) crossed the bar on Oct. 17, 2020. He is survived by his widow, Karen Amon, of 8810 Walther Blvd Apt 3302, Parkvill, MD 21234-5771. Lt. Cmdr. Porazzi retired on June 1, 1992 and he was a member of the Association for 48 years.

Lt. Terrance Brennan, USCG (Ret) crossed the bar on Oct. 23, 2020. He is survived by his widow, Melanye Bren-nan, of Hiddenite, NC. Lt. Brennan retired on July 1, 1998 and he was a member of the Association for 27 years.

CWO (BOSN) Wilbur Coe, USCG (Ret) crossed the bar on Oct. 23, 2020. He is survived by his widow. CWO Coe retired on June 1, 1981 and he was a member of the Association for 50 years.

CWO (BOSN) Clayton Keith, USCG (Ret) crossed the bar on Nov. 18, 2020. He is survived by his two daughters. CWO Keith retired on Sep. 1, 1977 and he was a member of the Association for 54 years.

CWO (F&S) Gerald Taylor, USCG (Ret) crossed the bar on Oct. 30, 2020. He is survived by his widow, Shirley Taylor, of Rock Hill, SC. CWO Taylor retired on Oct. 1, 1982 and he was a member of the Association for 44 years.

As part of Child Passenger Safety Week, the Empire State CWOA chapter held an event to check the installation of car seats for our Coast Guard families. They teamed up with How-To-Safety and the NYPD, who all volunteered their time to check over 14 car seats in 10 different vehicles. They also educated the parents on proper installation and answered questions about correct car seat use for their little ones. This event was a huge success because of Alina at How-To-Safe-ty and the NYPD officers at the 120 precinct here in NYC. BZ to the Chapter members who volunteered their time and to the families that came out for this event!
