LSPR general info & faq’slspr program* refund policy. In the case of a schedule conflict or inability to attend a program a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount with-held will be approved by LSPR’s Assistant Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund the participant will be required to meet with the supervisor of each program. Refund checks or cred-its to credit cards will be processed within 14 business days. *We are unable to refund Camp Summit and Teen Factor enrollment fees, and activities/tickets that are provided by another organization or business. * Information about facility rental refunds can be found on page 31. 24 hour cancellation policy. A 24 hour notice of cancellation or change in contracted services like mas-sage therapy, personal training and private swim lessons is required. If an appointment is cancelled or changed within less than 24 hours of the sched-uled appointment, a refund will NOT be processed. In the event of a cancel-lation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

Public Participation: Board meetings are held the 4th Wednesday of the month at 7pm, at 220 SE Green. In the meeting, the public is permitted to speak during “comments from the public” portion of the meeting by following this procedure: Fill out a public participation form available at the main office. Submit it to the department at least five working days before the applicable Board meeting. The individual will then be placed on the agenda and given five minutes.

letter from the administratorIf a picture is worth a thou-sand words than I really don’t need to say much about the photo above (courtesy of Lee’s Summit Police Sergeant Chris Depue). By the time you re-ceive this issue of the Illus-trated, Lea McKeighan Park

South will be open for play. This renovation project came in on budget and on schedule (discounting the weather delay) and certainly above expecta-tions. The features and design represent the “best practices” for park land use, storm water manage-ment, and play. The center piece climbing tower provides participants continuous developmental experiences that address hand eye coordination, core strength, extremity strength, balance, creativ-ity and of course socialization. You will not yet find this feature anywhere else in the United States.

The park also includes a 2/3 mile multi-use trail will be an excellent place for a lunch time stroll or Sat-urday morning work out. There will also be climb-ing and play features, a zip line, a shelter and plenty of open space for free play.

Of course this is not the only project we have been working on. Our parks construction team complet-ed the design and construction of the new planting beds and fountain at the corner of 4th and Main

Streets in downtown Lee’s Summit. This is the third of several downtown renovation projects we are do-ing to upgrade our planting and fountain areas.

The Community Garden project has had an over-whelming reception with all garden plots already reserved by citizens anxious to have an area to grow veggies and flowers. We will be excited to get “growing going” this spring.

The highly anticipated second Dog Park being de-veloped off of Victoria Drive is in process. Design is complete and construction has begun. Watch for more information about when this project will be ready.

Upper Banner Park is getting some attention too. Work has started on building pickleball courts, resurfacing trails and the tennis courts, repairing fencing and improving landscaping.

You may have also seen staff hanging the downtown twinkle lights on the trees in preparation for the Mayor’s Tree Lighting on November 22.

Summer is fun, but fall and winter are great too. Hope to see you at the many activities and events and possibly at the new Foundation planning meetings! Make sure to check out the “invitation” on page 2 encouraging patrons to join the Foundation Friends.

Happy Tails Dog Park RulesLocated at 1251 SE Ranson Road in Lee’s Summit

1. The off-leash dog area is for dogs and their handlers. No other use is permit-ted (including skateboard, bicycles, scooters and rollerblades).

2. Create a positive experience for you & your dog. Make sure your dog can appropriately socialize with other dogs before using the park.

3. Dogs that exhibit aggressive behavior are not allowed in the park.4. Dogs must be removed immediately from the off-leash dog area at the first

sign of aggression.5. Handlers are responsible for any injuries caused by dog(s) under their

control.6. Park users and dog owners assume all risk related to this use of the dog

park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area.

7. All animal to human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of LS Ordinance # 5.53

8. All users of the park shall obtain and display a CITY OF LS dog license. Dog license and vaccination tag shall be on a collar or harness. City of LS Ordinance # 5.82.

9. No dogs under 4 months of age are allowed.10. All dogs visiting the park must be spayed or neutered. 11. Female dogs in heat and dogs with fresh wounds are not allowed in the

Park.12. Dogs must be under voice control of their handler and in view of their

handler at all times.13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting

the off-leash dog area.14. No dogs are allowed within the off-leash area while restrained by a leash.15. Spiked collars are not allowed.16. The Sexton’s Registerong ago before the creation of carbonless copies, much less computers, cemetery burial records were kept in bound volumes

locked down in the vault in the City Clerk’s office at City Hall. The bound volumes were the only records available to track family lot pur-chases and the burials that took place in said lots. Those names even-tually were used to describe the streets in the town, like Langsford, Colbern, Harris, and Blackwell to name a few.

In addition to the city records, families kept burial history in their bi-bles which can be a source of great history. The sexton’s register also serves as historical record for the area. One example of history discov-ered in the register shows that in 1867 the town of Strother, Missouri received a donation of land from Wil-liam B. Howard for the creation of a cemetery. The land was located east of the town. The first burials occurred in 1867 and the first person was a young girl and the first adult was a member of Quant-rill’s Raiders who was assassinated by Union soldiers. The map above shows the platt map from 1877 outlining the Howard Cemetery land.

The register can also be a rich source of history in regards to common diseases, if there was a trend in life span and more. Did you know that before the Civil War most of the residents in the area now called Lee’s Summit, were from Kentucky and Tennessee. After being forced from their homes by Order #11 and not allowed to return, the new residents included families from Ohio, Pennsylvania and New York. Burial re-cords indicate causes of deaths as diseases (such as consumption, scrofula, dropsy,) murders, suicides, accidents (stepping in front of trains) and infant deaths.

At this time, all the information from the old journals, obituaries, and family bibles has been entered over the years into a software program. Grave ownership and burial information may now be found at lsparks.net and then by clicking on Historical Cemeteries and then Interactive Map. This information is updated monthly and includes an interactive map to use in locating the family lots and grave spaces.
