Since the first-ever UN General Assembly High-level Dialogue on International Migration and Development (HLD) in 2006, the international debate about how best to harness the benefits of migration for development has intensified significantly. Yet migration remains inadequately integrated into development frameworks at national and local levels, and public perceptions of migrants and migration are often very negative. In 2013, a second High Level Dialogue on International Migration and Development will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a person’s well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a person’s quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data – the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a high-income country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South. The first three chapters of the World Migration Report 2013 provide an introduction to the chosen theme ‘Migrant Well-being and Development’, present the current global migration situation across four migration pathways and review existing research on the emerging field of happiness and subjective well-being. Chapter four presents original findings on migrant well-being from the Gallup World Poll, looking at outcomes on six core dimensions of well-being across the four migration pathways. The final part draws conclusions and makes recommendations for future initiatives to monitor migrant well-being and the impact of migration on development, with reference to the inclusion of migration in the post-2015 global development framework.

The World Drug Report presents a comprehensive overview of the latest developments in drug markets. It covers production, trafficking, consumption and the related health consequences. Chapter 1 of this year’s Report examines the global situation and the latest trends in the different drug markets and the extent of illicit drug use, as well as the related health impact. Chapter 2 addresses the issue of new psychoactive substances (substances of abuse that are not controlled by the Drug Conventions, but which may pose a public health threat), a phenomenon that can have deadly consequences for their users, but which is hard to control with its dynamic producers and fast-mutating “product lines” which have emerged over the last decade.

Using the integrated environmental assessment (IEA) methodol-ogy, the United Nations Environment Pro-gramme has produced fi ve GEO reports thus far, which have analyzed environmental state and trends at the global and regional scales, described plausible outlooks for various time frames and formulated policy options. Each GEO report builds on the assessment fi ndings of its predecessor reports and draws upon les-sons learnt.

UNEP Year Book 2013: Emerging Issues in Our Global EnvironmentUnited Nations Environment ProgrammeThis series examines emerging environmental issues and policy-relevant events and develop-ments. It also presents the latest trends using key environmental indicators. This 2013 edition shows that changes in the Arctic will have con-sequences far beyond this fragile region and that they require an urgent international re-sponse. The volume of chemicals in the world continues to grow, with a shift in production from developed to developing countries. To meet the goal of producing and using chemi-cals in ways that minimize signifi cant impacts on health and the environment by 2020, eff orts must be made to reduce the use of toxic chem-icals, promote safer alternatives and build ca-pacity for sound chemicals management. Ad-equate information for minimizing chemical risks is essential to support these eff orts.

The Asia-Pacifi c Disaster Report 2012: Reducing Vulnerability and Exposure to DisastersUnited NationsThe main message of this publication is that exposure and vulnerability continue to be twin challenges for the region. Faced with growing economic losses and increas-ingly vulnerable populations, and inspired by good practices in reducing social vulner-ability, the publication analyzes the drivers of risks and the strategies that are in place to deal with these growing risks.

Integrating Environmental Sustainability and Disaster Resilience in Building CodesUnited NationsThe publication reports on a project carried out by the United Nations Economic and Social Commission for Asia and the Pacifi c (ESCAP) in partnership with the Asian Insti-tute of Technology on the subject of building codes in the Asia-Pacifi c region. It presents the conclusions of an analysis on the current status of integration of environmental sus-tainability and disaster resilience in building codes. The report also summarizes the fi nd-ings of documenting six good practices for enforcing greener and more resilient build-ings. It concludes with recommendations on the subject.

The Role of Ecosystems in Disaster Risk ReductionUnited Nations UniversityThe increasing worldwide trend in disasters, aggravated by global environmental change, urges us to implement new approaches to hazard mitigation, as well as exposure and vulnerability reduction. Ecosystem manage-ment is a well-tested solution to sustainable development that is being revisited because of its inherent “win–win” and “no-regrets” appeal to address rising disaster and cli-mate change issues. It is one of the few ap-proaches that can impact all elements of the disaster risk equation – mitigating hazards, reducing exposure, reducing vulnerabilities and increasing the resilience of exposed communities. Yet, the uptake of ecosystem-based approaches for disaster risk reduction (DRR) is slow despite good examples of suc-cess stories. Reasons for this are explained in this publication.

2013 Global Assessment Report on Disaster Risk Reduction: From Shared Risk to Shared Value - The Business Case for Disaster Risk ReductionUnited NationsThis is the third biennial report coordinated by the United Nations Offi ce for Disaster Risk Reduction (UNISDR). The report explores why increasing disaster risks represent a growing problem for the economic and busi-ness community on diff erent scales. It exam-ines how paradoxically business investments that aimed to strengthen competitiveness and productivity may have inadvertently contributed to increasing risks. This report seeks to engage businesses in a dialogue on disaster risk management that goes beyond the current emphasis on response and pre-paredness and instead identifi es opportuni-ties for the creation of shared value for busi-ness and society.

Measuring Vulnerability to Natural Hazards: Towards Disaster Resilient Societies (Second Edition)United Nations UniversityThis publication is a completely revised, sec-ond edition of the popular book of the same title. Aside from being fully updated, this new edition includes the dimension of adaptation to climate change and new risks resulting from climate change. The text provides and combines practical examples from Africa, Asia, the Americas and Europe with theo-retical and conceptual frameworks. It is key reading for all those interested in improving risk reduction and adaptation strategies to extreme events and gradual changes in the context of climate change and natural haz-ards. Measuring vulnerability and evaluat-ing adaptation are essential prerequisites to strengthening the capacities of communities in building resilience through knowledge-based approaches.

Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific region’s growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base.

The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues.

As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy.

The Survey finds that most countries can finance such a package without jeopardizing macroeconomic stability, although least developed countries would also require global partnership and development cooperation. The analysis underlines the need to move forward the regional development agenda from a discussion on the future we want to the means of implementation to realize that future.

African trade posed by non-implementation of regional trade agreements and provides new insights into how to enhance imple-mentation of existing regional agreements.

The report argues that for African countries to reap expected gains from intra-African trade and regional integration, they will need to place the building of productive capacities and domestic entrepreneur-ship at the heart of the policy agenda for boosting intra-African trade. In this con-text, the report recommends that African Governments should promote intra-Africantrade in the context of developmental regionalism. In particular, it stresses the need for a shift from a linear and process-based approach to integration, which focuses on elimination of trade barriers, to a more development-based approach to integration, which pays as much attention to the building of productive capacities and private sector develop-ment as to the elimination of trade barriers.

Over the period 2013–2014, FDI fl ows are projected to rise moderately. However, a number of potentially destabiliz-ing factors may add to the uncertain outlook for the global economy and thus constrain the pace of FDI recovery.

Youth Exclusion in the ESCWA Region:Demographic, Economic, Educational and Cultural Factors

Millions of young people in the ESCWA member countries suffer multifaceted exclusion. Aspects of this exclusion vary from country to country; ranging from rising unemployment, low qualifications, exacerbated illiteracy, to decline of social and political participation.

Given their wide capabilities, these conditions impede life progress of young people and reduce their integration in society; thus preventing the countries concerned from benefiting from the demographic window they have and impeding national and even regional development. These resources cannot be utilized, now or in the future, without expeditious short and medium term interventions, within declared powerful youth policies covering broad areas, based on specific goals and targets that mobilize all the necessary capabilities. Such policies would be guided by the World Programme of Action for Youth to the Year 2000 and Beyond and best international practices.

Since the first-ever UN General Assembly High-level Dialogue on International Migration and Development (HLD) in 2006, the international debate about how best to harness the benefits of migration for development has intensified significantly. Yet migration remains inadequately integrated into development frameworks at national and local levels, and public perceptions of migrants and migration are often very negative. In 2013, a second High Level Dialogue on International Migration and Development will be held, presenting the international community with a critical opportunity to focus its attention on how to make migration work for development and poverty reduction. The HLD takes place at an important time, as the international community is seeking to formulate a new agenda for global development as we approach the target year of the Millennium Development Goals in 2015. The World Migration Report 2013 contributes to the global debate on migration and development in three ways: First, the focus of the report is on the migrant, and on how migration affects a person’s well-being. Many reports on migration and development focus on the impact of remittances: the money that migrants send back home. This report takes a different approach, exploring how migration affects a person’s quality of life and their human development across a broad range of dimensions. Second, the report draws upon the findings of a unique source of data – the Gallup World Poll surveys, conducted in more than 150 countries, to assess the well-being of migrants worldwide for the first time. Third, the report sheds new light on how migrants rate their lives, whether they live in a high-income country in the North, or a low or middle income country in the South. Traditionally the focus has been on those migrating from lower income countries to more affluent ones; this report considers movements in all four migration pathways and their implications for development i.e. migration from the South to North, between countries of the South or between countries of the North, as well as movements from the North to the South. The first three chapters of the World Migration Report 2013 provide an introduction to the chosen theme ‘Migrant Well-being and Development’, present the current global migration situation across four migration pathways and review existing research on the emerging field of happiness and subjective well-being. Chapter four presents original findings on migrant well-being from the Gallup World Poll, looking at outcomes on six core dimensions of well-being across the four migration pathways. The final part draws conclusions and makes recommendations for future initiatives to monitor migrant well-being and the impact of migration on development, with reference to the inclusion of migration in the post-2015 global development framework.

Hence, nations are reluctant to endow the UN with the authority and the resources it needs. It is proposed that systemic improve-ments, largely through weighted voting for-mulae that balance the needs of stakehold-ers in diverse UN agencies be introduced. It indicates ways by which the interests of regions can supplement those of nations. It also proposes that NGOs and ordinary citi-zens be given a greater voice. United Nations ComtradeThe United Nations Comtrade database, compiled by the United Nations Statistics Division (UNSD) off ers scholars and commerce professionals over 1,858 records of annual merchandise trade statistics for approximately 200 countries and regions representing more than 95% of the world's trade volume. Contents are continuously updated with an average of 175 country statistical periods added to the database each year. UN Comtrade off ers its users several query options for data extraction as well as advanced API developer tools enabling institutions to embed UN Comtrade within their institutional infrastructure. Premium account holders are capable of personalizing their account settings and queries even further, thus allowing for increased effi ciency and specifi city in their data extracting activities. All UN Comtrade subscribers have access to the UN Comtrade Knowledge Base section which contains a collection of useful articles, reference materials, forums and a comprehensive user guide. In addition, users may send any questions regarding the database to UNSD's help line at [email protected]. Lately, UNSD has launched UN Monthly Comtrade, which off ers worldwide trade statistics and analysis for a specifi c month. DSAR - Daily Subsistence Allowance RatesDaily Subsistence Allowance Rates (DSAR), accumulated and maintained by the International Civil Service Commission (ICSC) is a database which contains rates which relate to good-level commercial hotels and restaurants at various locations in more than 900 cities around the world. These rates are meant to be used as guidelines for business travellers, human resources managers, travel coordinators, etc. These rates include an extra 15% on top of lodging and meal costs to accommodate for incidental expenses. In general, DSA rates relate to specifi c cities within each country. Additionally, users can refer to an "elsewhere" rate, provided to encompass all remaining areas of a country.

Half a decade since the onset of the Great Recession, the Asia-Pacific region continues to anchor the global economy, but its rate of economic growth remains subdued compared to the pre-global financial crisis period. It is also showing signs of strain, as uncertainty and crisis deepen in the United States and the euro zone. More importantly, the Asia-Pacific region’s growth path continues to leave behind hundreds of millions and to put unsustainable pressure on the natural resource base.

The 2013 edition of the Economic and Social Survey of Asia and the Pacific argues that macroeconomic policies can play a key role not only in supporting the economies of the region in the short term, but also in reorienting the region towards a more inclusive and sustainable pattern of development. By carefully designing short-term support measures, it is possible to sustain growth as well as address long-term structural issues.

As an illustrative example, the Survey 2013 estimates, for a number of Asia-Pacific countries, the public investment needs required to deliver a package of policies to sustain growth and to promote inclusive and sustainable development. The policy package comprises a job guarantee programme, a universal pension scheme, disability benefits, increased public health spending, universal school enrolment and universal access to modern energy.

The Survey finds that most countries can finance such a package without jeopardizing macroeconomic stability, although least developed countries would also require global partnership and development cooperation. The analysis underlines the need to move forward the regional development agenda from a discussion on the future we want to the means of implementation to realize that future.

This report presents the 2010 Revision of the population estimates and projections prepared by the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat. The 2010 Revision constitutes the twenty second round of the global population esti-mates and projections produced by the Population Division since 1951 and it breaks new ground in the production of population projections. For the first time, projections are carried out up to 2100, instead of 2050 as previously. In order to extend the projection period to 2100, a new method for the projection of fertility was developed. The method used in the 2010 Revision is based on the advances made in projecting fertility since the 2000 Revision, advances that have been combined with a probabilistic approach to yield the future paths of fertility used in producing the medium variant of the 2010 Revi-sion. The full results of the 2010 Revision are presented in two volumes. The first volume provides comprehensive tables displaying key demographic indicators for each develop-ment group, major area, region and country for selected periods or dates within 1950-2100. The second volume contains demographic profiles presenting time series and plots covering the period from 1950 to 2100 for selected indicators for each country with at least 100,000 inhabitants in 2010 as well as for development groups, major areas and regions.
