Graduate Program State University of Padang The phenomenon in the field showed that the headmaster did not seem regard the supervisors as his or her partners in improving the work performance of the school. Supervision was supposed as an activity to find mistakes and rarely did the headmaster observe the teachers conducting teaching and learning process in the class. The aims of this research were to reveal: 1) the implementation of the headmaster‟ learning supervision at SMP Negeri 4 Solok Selatan, 2) the obstacles found in implementing learning supervision at SMP Negeri 4 Solok Selatan and 3) the efforts done by the headmaster to improve the implementation of learning supervision at SMP Negeri 4 Solok Selatan. This was a qualitative research which was conducted ad SMP Negeri 4 Solok Selatan Kecamatan Koto Parik Gadang Diateh Kabupaten Solok Selatan. The key instrument of this research was the researcher herself. The data was collected through observation, interview and documentation study. The result of the research showed that learning supervision wich had been implemented by the headmaster were face to face learning supervision, group learning supervision, individual learning supervision and planning learning supervision with 9 criteria which were 1) curriculum, 2) school administration and management, 3) organization and institution, 4) facilities and infrastructures, 5) human resources, 6) funding, 7) learners, 8) roles of the society and 9) environment and culture of the school. One of the main products produced by learning supervision was standard operational procedure (SOP) for learning supervision which was designed based on the goals. Some of the goals were 1) improving the learning quality, 2) improving the teachers‟ competence, 3) implementing learning supervision based on standard mechanism determined by the government. After learning supervision was conducted, the headmaster should do some follow-up activities such as doing face to face, individual and group learning supervisions.

Fenomena yang ditemui bahwa kepala sekolah tidak menjadikan pengawas

sekolah sebagai mitra bagi peningkatan kinerjanya. Supervisi masih dianggap

mencari kesalahan, dan Kepala sekolah keliatannya jarang melakukan kunjungan

kedalam kelas selama proses belajar mengajar berlangsung sebagian guru terkesan

mengajar hanyalah sebagai tugas rutin untuk memperoleh nafkah, akibatnya

cenderung melaksanakan tugas secara statis dan hampir-hampir tidak mengalami

pembaharuan. Tujuan penelitian ini adalah: 1) Pelaksanaan Supervisi

pembelajaran Kepala Sekolah di SMP Negeri 4 Solok Selatan. 2) Kendala dalam

Melaksanakan Supervisi pembelajaran di SMP Negeri 4 Solok Selatan. 3) Usaha-

usaha yang dilakukan Kepala Sekolah untuk meningkatkan Pelaksanaan Supervisi

pembelajaran di SMP Negeri 4 Solok Selatan.

Jenis penelitian ini menggunakan pendekatan kualitatif. Penelitian ini

diadakan di SMP Negeri 4 Solok Selatan Kecamatan Koto Parik Gadang Diateh

Kabupaten Solok Selatan. Instrument kunci dalam penelitian ini adalah peneliti

sendiri. Teknik pengumpulan data menggunakan observasi,wawancara dan studi

dokumentasi.

Hasil penelitian menujukkan bahwa, supervisi pembelajaran yang

dilakukan oleh kepala sekolah, dimulai dari perencanaan supervisi pembelajaran

yang dilakukan oleh kepala sekolah adalah supervisi tatap muka ke kelas-kelas,

supervisi kelompok dan supervisi secara individual dan merencanakan supervisi

pembelajaran dengan 9 kriteria 1) Kurikulum pembelajaran, 2) Administrasi dan

manajemen sekolah, 3) Organisasi dan kelembagaan, 4) Sarana dan prasarana, 5)

Ketenagaan, 6) Pembiayaan dan pendanaan, 7) Peserta didik, 8) Peran serta

masyarakat, 9) Lingkungan dan budaya sekolah, Supervisi pembelajaran

memberikan alternatif bagi kepala sekolah dalam melaksanakan supervisi

pembelajaran, produk utama bagi kepala sekolah adalah prosedur operasional

standar (POS) supervisi pembelajaran bagi kepala sekolah disusun berdasarkan

tujuan. Tujuan tersebut antara lain 1) meningkatkan mutu pembelajaran, 2)

meningkatkan kompetensi guru terutama dalam proses pembelajaran, 3)

melaksanakan supervisi pembelajaran sesuai dengan mekanisme yang telah

ditentukan oleh pemerintah, Tindak lanjut hasil supervisi pembelajaran kepala

sekolah melakukan tindak lanjut tentang supervisi pembelajaran yang telah

dilaksanakan sebelumnya, tindak lanjut supervisi pembelajaran dilakukan secara

tatap muka, kelompok dan individual.
