Statewide Parcel Map History
• Statewide parcel collection became statutory requirement resulting from of Act 20
• Wisc. s. 59.72(2)(a) - directed DOA to collect parcels and select tax roll attributes
• Called for data on Oct. 23rd 2014 and data streamed in steadily over next 4 months.
• Processing of “V1” statewide layer was complete June 31st 2015.
Statewide Parcel Map History
• Wisconsin Version 1 “V1” Statewide Parcel Application and GDB download released July 31st 2015.– 3.43 Million polygon dataset.– Application allows users to
interactively search and explore the parcel data.
– GDB download allows users to fully analyze all attributes through GIS or deploy their own map service.

What’s in a parcel layer?•Wisconsin use cases of the “V1” layer• Theoretical Usages•Other States’ Layers
Industry Uses
Envirotek Forestry Consulting, LLC
Envirotek Forestry Consulting, LLC• Used extensively for researching / locating property lines
of land owners• Creates GPS output for use when cruising a given area &
setting up timber sales• Previous parcel data available was 10+ yrs old and require
extensive cross-referencing on individual county mapping sites to ensure accuracy
• V1 layer allows for much higher degree of confidence than previously available
• Cost savings passed onto the client• Potential for future marketing of timber sales via map
showing buyers area of sale ahead of time
NorthstarMLS
NorthstarMLS• Used to improve the accuracy of Real Estate listings both
locationally and characteristically• Data cross-referencing includes:
– Parcel Acreages– Postal Location– Property values– Tax Values– School District– Waterfront adjacency
• V1 layer used to update 10,500+ current and historical property listings
• Continued use of the parcel layer to improve accuracy and consistency for new listings
Commonwealth Heritage Group, Inc
• Use the V1 layer to identify landowners– Required by clients to contact landowners before
conducting surveys– State law requires identification of landowners
because of the need to obtain permits to conduct surveys on public lands
– This data is critical to which landowners within a specified project area are public entities
• The use of this layer has saved the company time and improved the accuracy of project work
Wisconsin Geological and Natural History Survey
• Currently working on a project to inspect all large
volume springs in the state
• Use V1 layer to:
– Identify land owners
• Verify spring existence and characteristics
• Request permission to examine springs
– Load subsets onto mobile platforms for us in the field on
various projects
• Substantial cost savings!
Industry Uses
What have other states done?
Montana
MONTANA• One of the most established statewide layers with
completeness dating back to 2003.• Only 56 counties, but 4th largest state by area.• 49 counties maintained by Montana DOR.• 7 counties maintained by county themselves.• ~ 900,000 polygons statewide• Monthly updates, lead by Montana State Library
who aggregates geometries and joins CAMA (tax) data.
MONTANA• 5 years (‘98-‘03) to digitize 900,000 parcels.• With a $3 Million initial investment• Updates and maintenance funded annually
via a Montana Land Information Act budget line item.
• Total annual support cost is $802,329 in 2009.
MONTANA• Realized first return on investment(ROI) in
2005 (2.5 years after going live).• Parcel layer value estimated at $9 Million (as
of 2009) by a Montana DOA study.– http://giscoordination.mt.gov/cadastral/Cadastral_ROI_Final.doc
MONTANA
MONTANA• Proven Use Cases:– Agricultural appraisal– Leasing land for oil and gas operations– Routing transmission lines (right of way projects)– Testing sites where lead testing or abatement has
or has not been performed– Hunting permission on private land
Moving Forward
Call for V2 Data in progress• Call for V2 data went out Jan. 26th 2016• V2 Focuses– More complete/contiguous parcel attributes– More complete/contiguous parcel geometries– Inclusion of county maintained zoning info– Focus on efficiency and sustainability
• Created tools to assist counties in processing data– Address Parsing Tool– Data Standardize Tool– Etc.
Potential Additions for V2
• Individual County data downloads• Parcel centroid layer with attributes• Considering additional layers for use in the
application– PLSS
• Inclusion of measuring tools for length & area
Thank You!
