The funds, which come from the NYS Department of Economic Development’s “I Love NY” pro- gram, will largely go to spreading the word about local World’s Fair commemorative events over the next six months. “Queens has a lot of terrific attractions for visitors and the an- niversaries of the two World’s Fairs this year put an extra spotlight on some of the most important Queens cultural destinations,” said Assem- blywoman Markey, who chairs the Tourism, Parks, Culture and Sports Committee of the NY State As- sembly. “There are more than 43,000 tourism-related jobs in the borough, and the marketing pro- grams of the Queens Tourism Council during this special World’s Fair anniversary year will also help boost our local economy.” This year marks the 75 th and 50 th anniversaries of the 1939 and 1964 World’s Fairs, which took place in Flushing Meadows Co- rona Park. (VITA) sites, including the fiveQueens sites operated by the Ur-ban Upbound, a non-profit orga-nization that fights poverty. Ur-ban Upbound and the other VITAsite operators citywide help lowand middle-income New York-ers reduce their tax burdens andmaximize their refunds by show-ing them how to take advantageof tax benefits like the Earned

Income Tax Credit. A STATEMENT FROM QUEENS LIBRARYQueens Library provides critically important educational and informational resources to 2.3 million people. In

a special meeting of the Board of Trustees, a motion for a leave of absence for the President and CEO was rejected.Thomas W. Galante will continue his work leading the Queens Library.

As part of its continued commitment to ensuring the library’s standing as a premier, nationally recognized librarysystem, the Queens Library is pleased to announce that its Board of Trustees has adopted a series of reforms to itsgovernance and operating policies and procedures. In the last six weeks, the Board of Trustees has moved veryswiftly to implement a series of significant changes in policies and governance that strengthen the institution. Theadopted actions include:

* CREATION OF AN AUDIT COMMITTEE: The Audit Committee will assist the Board in improvingoversight of the internal and existing external audit function, including the appointment of both internal and externalauditors who will report directly to the Board and monitoring the implementation of audit recommendations.Members of the Audit committee have been appointed and their work has already begun. This committee will addan additional level of oversight.

* A PROCESS AND TIMELINE FOR REVIEW OF EXECUTIVE CONTRACT: The Board is undertak-ing an independent and thorough review of the President & CEO’s employment contract. Evaluation will be madeof the compensation and all contract terms of the Chief Executive Officer as compared to those of similar sized not-for-profit institutions. The work of the consultant is underway.

* GOVERNANCE REVIEW: To include the views and expertise of the entire Board of Trustees on criticalgovernance matters, a Special Committee on Governance has been formed; its work is already underway to reviewseveral serious matters recommended for consideration, including the current committee structure of the Board.

* NEW CONFLICTS OF INTEREST POLICIES: A revised Conflict of Interest Policy for senior officersis in place to limit outside employment; to clearly define conflicts of interests for such employment and require seniorofficers to disclose any outside employment prior to accepting outside employment. Additional reviews have beenauthorized by the Board to determine if additional limits exist in comparable positions at similar non-profitorganizations.

Additional proposals to further increase transparency, accountability and governance are under review by theBoard of Trustee Committees and we expect additional actions to be announced in the coming weeks.

The mission of the Queens Library is to provide quality services, resources, and lifelong learning opportunitiesthrough books and a variety of other formats to meet the informational, educational, cultural, and recreational needsand interests of its diverse and changing population.

Addressing LoomingDoctor Shortage

Rep. Joe Crowley (D-Queens,the Bronx), Vice Chair of theDemocratic Caucus, announcedthat a record-high 100 bipartisanmembers of Congress have signedon in support of his legislation toaddress the looming doctor short-age. The Resident Physician Short-age Reduction Act will expand thecurrent cap on the number of Medi-care-supported training slots fordoctors, helping to ensure teach-ing hospitals can meet the growingdemands for more physicians.

The announcement followswhat is known as “Match Day,”when medical students across thecountry learned where they willgo for the next stage of their re-quired training. Reports indicatethat nearly 1,000 U.S. medicalschool graduates did not initiallymatch to a position, and even afterthe supplemental next stage ofoffers, the total number un-matched graduates is estimated tobe several hundred.

“On this ‘Match Day,’ we sawthat too many graduating medicalstudents were left without a resi-dency position because there arenot enough training slots. Thisbottleneck in doctor training isstanding in the way of addressingthe looming doctor shortage anddiscouraging promising younger

students from entering the medicalprofession,” said Rep. Crowley.“The broad, bipartisan support forthis legislation demonstrates theurgent need to prevent the veryreal threat of a doctor shortage inthis country.”

According to the Associationof American Medical Colleges,the U.S. is expected to face ashortage of 45,000 primary carephysicians and 46,000 surgeonsand medical specialists – a stun-ning shortage of more than 91,000doctors – by 2020.

The Resident Physician Short-age Reduction Act would increasethe number of Medicare-sup-ported hospital residency posi-tions by 15,000 (3,000 slots peryear, over five years), bringingthe total number of slots availableto approximately 102,000. Thelegislation also places an empha-sis on expanding residency slotsin primary care and other special-ties necessary to meet the needsof a growing population.

The Resident Physician Short-age Reduction Act was introducedin March 2013 by Crowley andRep. Michael Grimm (NY-11) inthe House of Representatives, andby Senators Bill Nelson (FL),Charles Schumer (NY) and HarryReid (NV) in the Senate.

Assemblywoman Markey said: “This co-naming of 56th Road as Pope John PaulII Way will provide all Maspeth residents and visitors to our community a permanentreminder of our historic connection to a revered spiritual leader who will soon becanonized as a saint.”

The installation of the signage by the City’s Department of Transportationwas initiated by Councilwoman Crowley upon requests from the parish, PolishAmerican Congress, Jewish Historical Society of Queens, the Polish-JewishDialogue Committee.

The Passing OfMrs. Speer

Dear Editor,Reading the April 4th issue of

the Woodside Herald I was sad-dened to learn of the passing ofMrs. Elizabeth Speer.

Mrs. Speer was a good friendof the “Bix Beiderbecke SunnysideMemorial Committee.” Over the

years she supported our annualconcerts with donations to helpcover the costs and compensatethe musicians who volunteeredtheir time and talent.

I never met Mrs. Speer in per-son, but we spoke on the telephonemany, many times. She told methat she wanted to help keep thememory of Bix Beiderbecke alivein Sunnyside because Bix was thefavorite musician of her late hus-band Ed. Mrs. Speer said that herhusband loved Bix’s music.

The last time I was in touchwith Mrs. Speer was in Decemberwhen we both wished each other a“Merry Christmas.” Of course Iwas shocked to read that she hadpassed away in February and I had

not known.Mrs. Speer was a gracious lady

who will be missed by everyonewho knew her.
