Slow Play

The regular occurrence of “Slow Play”

is discussed consistently among members, and with the thought that almost every player/member of the Club has at sometime expressed concern about the effects of Slow Play on their enjoyment of the game.

We publish the following ten suggestions which could be of assistance in overcoming the problem

By-Laws – General

1. The Club is your recreation, make it enjoyable by assisting to promote harmony and good fellowship in the observance of the rules and etiquette of golf.

2. Conduct of Members: The General Committee of the Club has the power from time to time to consider the conduct of any Member of any class in relation to the Member’s conduct. In the event that any Member’s conduct is considered unsatisfactory, the Committee has the right to deal with such Member under Article 21 of the Club’s Constitution.

3. No collection to be made in the Clubhouse without the permission of the Board.

4. No notice, written or printed, is to be exhibited in the Clubhouse without the sanction of the Committee.

5. No Member of the Club shall be allowed in any part of the Clubhouse other than that set aside for the use of Members.

6. No liquor is to be brought into the Clubhouse or the Golf Course from outside sources.

7. Members are requested to take notice of information posted on the Notice Board.

8. Unless contained in a locker, golfing equipment is not to be stored in the locker rooms.

9. Golfing equipment, travel bags and other personal items are not to be left in the vestibule or trading areas of the Clubhouse.

10. Members, when using the carpark must park wholly within DEFINED parking spaces. At no time will a Member use any Director, Life member, Staff Parking or Disabled Parking area unless in possession of correct permit to do so.

By-Laws relating to GolfCompetitions & other matters

1. The General Committee/Board of Directors may from Time to time approve the alteration of a Member’s handicap if in its absolute discretion, and having regard to all of the circumstances including the Member’s results in any form of competition, it considers that the change is warranted under the handicap system which the Club follows. The Member shall have no right to make any representation to the General Committee/Board of Directors in relation to any proposed alterations of the Member’s handicap.

2. The buying of golf balls from persons on the course is not allowed.

3. Competition players have precedence over other players.4. Slow players, irrespective of rules of precedence,

must call the following faster players through.5. Having lost a ball, call the following players

through immediately. Do not delay. Waiting holds up play. Having found your ball do not begin play until those you have called through are clear, or have asked you to carry on.

6. Do not put your buggy on the green or tee. Keep carts at least 10 metres from all greens and tees unless on a designated path. When holding the flag, do not lean it against the edge of the hole or press the end into the turf.

7. Do not drop the flagstick, and after holing out, replace it carefully. Be careful not to damage the hole when retrieving your ball.

8. No player shall play more than 1 ball in a non-competition round.

9. When practising, players must not pitch to a green or play shots on a fairway.

10. HANDICAP FOR MATCHPLAY: The method of ascertaining handicap in MATCHPLAY is: The

lowest marker in any particular match goes back to scratch and gives the other player or players the difference in their respective handicaps. The strokes thus arrived at are taken at holes indicated in the matchplay index on the scorecard.

11. PAR OR STABLEFORD COMPETITIONS: When a player has exhausted the number of

strokes at a hole to secure a half or a point, he must immediately pick up, to help speed play.

12. In the event of a tie in any Club competition, the event shall be decided whenever possible by replay, but if the Committee considers this to be inexpedient the following countback method shall be used. For 18 Hole events the best score for the last 9 holes shall be used, if there is still a tie, the last 6 holes, if still tied, the last 3 holes, then hole by hole from the 18th until a winner is decided.

13. PROTESTS: Any protests in connection with any competition or match

shall be made to the Match Committee immediately upon the completion of such competition or match and such protest shall be dealt with as soon as possible.

14. Starting times must be strictly adhered to. Members are required to report to the starter at least 15 minutes prior to hit off time. All players are expected to be at the first tee, ready to hit-off at the scheduled time. Players that are late but within 5 minutes of their scheduled time will be given a 2 shot penalty. Any player that arrives after the 5 minutes will be disqualified.

15. Members intending to cancel from a day’s competition must give at least 2 hours’ notice (this also applies to Members on the waiting list) The minimum number of players for all competitions shall be 21 as set out in the Golfers’ handbook. E.g. 4BBB – 20 Pairs.

16. When playing 4B competitions, Members booked to play together shall not be broken up in the

event of a group only having 3 starters. The 3rd player will play an individual round and all such players in the 4B event will have their cards paired up by the committee to form 4B pairings.

17. The dress requirements for Ladies/Gentlemen During Member Golf Competitions are as listed:

PERMITTED Golf/sports hats, caps and visors Golf/sports shirts with collars including mock style or rollover Tailored slacks, shorts or shirts. Short socks or sports socks visible above the shoes and

predominately white. Specific golf shoes with soft spikes, joggers or sports shoes

ONLY. NOT PERMITTED Singlets, T-shirts, football jumpers, tracksuits, beachwear or gym gear. V-neck shirts without collars. Denim jeans or shorts. Drawstring shorts or trousers. Any clothing with offensive wording or advertising other than appropriate to golf. Steel spikes. 18. If using pull buggies, tyres must be of the wide design.19. Motorised transport must not be used whilst competing in

Championships unless the player can provide a current Doctor’s certificate.

20. No alcohol is to be taken onto the course or consumed by players or their caddies during Club Championships.

21. To be eligible to represent the Club in Men’s Pennants, the player must be a Full Member or Platinum Member. (Exceptions: Intermediate, Junior or Cadet Members)

22. The use of mobile phones or pagers on the course during competition is not allowed except in an emergency.

Failure to abide by any of the By-Laws may result in the Member being disqualified from the day’s event.

Club By-Laws relating to Voting Procedures

If the number of candidates duly nominated for any office exceeds the number required to be elected, a ballot shall take place at a date/dates as nominated by the Board preceding the Annual General Meeting.

The results of such ballot will be announced at the following General Meeting.

The times that the nominated Returning Officer is on duty will be posted on the Club Notice Board twenty eight (28) days before the Annual General Meeting. In the event that there are insufficient candidates for the unfilled positions, nominations for the unfilled positions will be accepted from the floor at the Annual General Meeting, as per provisions of the Constitution of Woolooware Golf Club Ltd and if necessary a ballot for the unfilled positions will be conducted at that meeting.

Any Member entitled to vote who may be ill, absent or for any other pressing domestic circumstance be unable to attend the Clubhouse to vote, may apply in writing to the Secretary for a postal ballot paper not less than fourteen (14) days before the date of the Annual General Meeting.

The Secretary shall, not less than seven (7) days prior to the Annual General Meeting of the club, forward to the applicant a formal ballot paper showing the names of all the nominees for election and the positions they have nominated for.

Also the Secretary shall enclose with the ballot paper a postage paid envelope addressed to:

A member shall not vote at any Meeting of the Club or elections of the Club as the proxy of another Member.

The distributing of any material that relates to how to vote cards for the election is forbidden within the Clubhouse.

Slow Play

The regular occurrence of “Slow Play” is discussed consistently among members, and with the thought that almost every player/ member of the Club has at some time expressed concern about the effects of Slow Play on their enjoyment of the game.

We publish the following ten suggestions which could be of assistance in overcoming the problem.

1. Not being ready on time. Select club and ball while other players are having their shots.

2. Delays on tees or greens while marking the card. Always mark the card while awaiting your turn at the tee.

3. Players wait with others on the tee until all have played their shot, then walk to their own ball. Walk directly to your own ball, or level with same, and select club to be used while waiting for others to play their shots.

4. Unnecessary number of practice swings. It is agreed that each player has his own preference in this matter, but practice swings should be limited by discretion.

5. Delays in locating lost balls. If, after a reasonable period, it is apparent you are holding up play, call next group through.

6. Lack of discretion in going through a team that has lost a ball. If called ahead as in (5) but immediately afterwards, the team ahead locate their ball and it is evident that play will proceed faster if they continue; you should signal them to go ahead.

NOTE: The discretion is in the hands of the team called through and not the players who were looking for the lost ball.

7. On the putting green unnecessary marking of balls and players not continuing to putt out. On reaching the green and your ball, study the line of your ball, study the line of your putt immediately. When it is your turn to putt, try and whenever possible putt right out.

Marking the ball is sometimes necessary, but not always and should be avoided.

8. Players not using the time on the green, while waiting their turn, to assess their own putt. Whenever possible, a player should have assessed his own putt for direction and speed while the other players are putting, providing in do so, no interference is caused to the other players.

9. Incorrect handling of the flag, on the green. The player nearest the hole should attend the flag and then pass to the first player to hole out, then appraise his own putt.

10. Leaving buggies in front of or around the green on the wrong side of the next tee. Always place your buggy adjacent to the approach to the next tee.

11. Important points to remember: Pace is always related to the group in front. Keeping pace is maintaining an interval of one shot (6) minutes with the group ahead. Keeping pace is finishing each nine in 2 hours or less.

BY FAR THE MOST IMPORTANT RULE IS BRIEF

Each player walks directly to or adjacent to his ball at all times, and waits there for the player farthest from the hole to play his shot. That he has used that time to assess his own shot. We ask you all to get into the habit of playing this way, and if you see anybody NOT playing this way, this is why you are having a slow round.
