  • BACKGROUND

    Compensating reduced emissions from deforestation in developing countries requires the development of effective (widely accepted, credible, and scientifically sound) methods for measuring and monitoring the reduced carbon emissions from deforestation and forest degradation. To achieve this means we must reach agreed upon methods for establishing baselines, against which progress can be effectively measured. These methods must be both cost-efficient in tracking the changes in the carbon pools of different types of forests, and equitable in their implementation by including local participation and capacity building when necessary.

    Unlike its predecessor, A/R CDM, under REDD schemes each participating country will be monitored and verified at the national level on the implementation of the reduced emissions from deforestation and forest degradation (REDD). However, countries can implement activities at the sub-national level, thus leading to a reduction of overall emissions. A key question is how to ensure that successful implementation activities, at the project or sub-national level, can be captured at the national level. It may be possible to apply different baseline approaches to different projects or sub-national activities, but it should be demonstrated that the rate of emissions from deforestation and forest degradation at the country level falls below the agreed national reference emission levels. In addition to the development of reference emission level (REL), the methodologies for monitoring, reporting and verifying (MRV) reduced emissions are crucial.

    Workshop on REDD Methodologies: Lessons learned from demonstration activities

    OBJECTIVES

    The key objectives of the workshop include:

    1. Understanding global and national processes in the

    development of REDD policies and implementation. 2. Exploring various approaches and methodologies in

    setting the national REL in the context of cost-efficient sub-national implementation.

    3. Sharing methodologies for effective implementation of

    REDD.

    4. Exchanging lessons learned in community development

    projects, implementation and monitoring for equitable

    benefit sharing.
