Mahatma Gandhi 4 killed as car falls into gorge in Tehri DEHRADUN: Four people were killed when a car in which they were travelling fell into a deep gorge in Uttarakhand's Tehri dis- trict on Wednesday, police said. One person was also injured in the accident which occurred near Ulad on Kirtinagar-Silkhakhal mo- tor road on Tuesday evening, they said. The car fell into a 300-metre- deep gorge killing the four people on the spot, the State Emergency Operation Centre said. The injured person has been ad- mitted at a hospital in Srinagar, it said. AGENCY NEW DELHI, OCT 9 After onions, retail price of tomatoes shot up to Rs 80 per kilogram in the national capital on Wednesday due to supply disruption caused by heavy rains in key growing states, including Karnataka. However, the price of onions has come down marginally compared to past week and is now hovering around Rs 60 per kg in the national capital. According to traders, tomatoes have turned costlier in the last few days as supplies have been impacted. At Mother Dairy's Safal outlets, tomatoes are being sold at Rs 58 per kg, while local vendors are selling between Rs 60 and 80 per kg on Wednesday, de- pending on the quality and locality, they said. As per the central govern- ment data, the average retail price of tomato in Delhi increased to Rs 54 per kg on Wednesday from Rs 45 per kg on October 1. "Tomato prices have in- creased sharply in the last few days as the supply has been affected because of floods and heavy rains in the key growing states," a wholesale trader at Azadpur Mandi told a news agency. Southern states like Karnataka and Telangana as well as some hilly states have witnessed rains in the last few days, which has led to damage of the crop, creating a supply disruption, he added. Retail price of tomatoes in oth- er metros were also ruling high. Tomato was quoted at Rs 60 per kg in Kolkata, Rs 54 per kg in Mumbai and Rs 40 per kg in Chennai on Wednes- day, as per the government data. Meanwhile, price of onions in retail markets in Delhi has come down to below Rs 60 per kg due to increase in supply of the bulb by the central gov- ernment through cooperatives Nafed, NCCF and Mother Dairy. "The Nobel Prize in Chemistry 2019 rewards the development of the lithium- ion battery. This lightweight, rechargeable and powerful battery are now used in everything from mobile phones to laptops and electric vehicles," an official state- ment by the Nobel committee read. Elaborating on the indi- vidual contributions of the three scientists, the official handle of the Nobel Prize tweeted, "Chemistry Laureate John Goodenough doubled the lithium battery's potential, creating the right conditions for a vastly more powerful and useful battery." It also outlined that in 1970's, it was Whittingham who had used lithium's enor- mous drive to release its out- er electron when he devel- oped the first functional lithi- um battery. Sharing details of Yoshi- no's breakthrough, the com- mittee stated that he had suc- ceeded in eliminating pure lithium from the battery, in- stead basing it wholly on lithium ions, which are safer than pure lithium. The party which had ear- lier agreed to participate in the electoral process, took a U-turn today. Today happens to be the last day for filing of nomina- tions for the October 24 polls. ''We approached the Elec- tion Commission also regard- ing the prevailing situation in Jammu and Kashmir on Sep- tember 5 and requested for the release our leaders under house arrest,'' JKPCC chief Ghulam Ahmed Mir told re- porters here at a press confer- ence. He said, ''We asked the administration to defer the polls by two to three months but our demand was not con- sidered. Our leaders are de- tained and the situation is not conducive so finally we de- cided to boycott the BDC polls.'' PDP and National Con- ference are also not taking part in the exercise for the same reason, he said. ''If they want to ensure BJP's victory and give them a ''walkover'', then let them go ahead with the polls without the partici- pation of prominent political parties,'' Mr Mir added. How- ever, he said on the one hand, the Centre has announced Jammu and Kashmir and Ladakh as new Union Territo- ries but simultaneously hold- ing BDC polls without 73rd amendment. ''As J&K and Ladakh becomes UTs then all Centre laws automatically be- comes applicable here and if so, then without 73rd amend- ment, BDC polls are null and void as they are not being con- ducted as per Central Laws Act,'' Mr Mir claimed. AGENCY PARIS, OCT 9 Defence minister Rajnath Singh concluded the annual India-France Defence Dialogue with French Armed Forces minister Florence Parly in Paris, with enhanced strategic ties on top of his agenda. Singh was received by a mili- tary guard of honour at Hotel de Brienne, the headquarters of the French Armed Forces ministry in Paris, on Tuesday night at end of a packed day's schedule during which he re- ceived the delivery of the first Rafale com- bat jet for the Indian Air Force (IAF). This marks a new milestone in the Indo- French strategic partnership and indeed a new high in the bilateral defence coopera- tion. Such achievements encourage us to do more and that will be on my agenda when I meet minister Parly, said Singh, just before he performed Shastra Puja on the new Rafale aircraft before flying a sortie in it. The minister is on a three-day visit to France, which will cover a tour of a facility owned by French multinational Safran the company which produces the engines for the Rafale fighter jets on Wednesday morning. Singh had kick-started his busy schedule with a meeting at Elysee Palace with Presi- dent Emmanuel Macron for talks described as a warm and productive , as both leaders resolved to take the India-France relation- ship to a higher level. He was then flown for Merignac Airport in the nearby town of Bordeaux for a grand induction ceremony planned for the first of 36 Rafale combat jets, which are all sched- uled to be delivered to India by around May 2022. This aircraft marks a massive enhance- ment in the Indian Air Force combat capa- bility but that enhancement is not for attack purposes but as a deterrent for self defence. And, the credit for this milestone goes to Prime Minister Narendra Modi, whose deci- siveness has made this crucial air enhance- ment possible today, the minister said after a 25-minute sortie in the aircraft. Within less than 24 hours, another two drones were sighted on late Tuesday night in two villages of Hazaras- ingwala and Tendiwala in Tarn Taran district. The first sortie was sighted at Hazariwala village at about 1920 hrs and the second was sighted at Tendiwala at about 2210 hrs, police said. It is also said that people of both the villages had clicked the pictures of the drones flying high on both the villages. Defence minister Rajnath Singhconcluded the annual India-FranceDefence Dialogue with FrenchArmed Forces minister FlorenceParly in Paris, with enhancedstrategic ties on top of his agenda.

Singh was received by a mili-tary guard of honour at Hotel deBrienne, the headquarters of theFrench Armed Forces ministry inParis, on Tuesday night at end of apacked day's schedule during which he re-ceived the delivery of the first Rafale com-bat jet for the Indian Air Force (IAF).

This marks a new milestone in the Indo-French strategic partnership and indeed anew high in the bilateral defence coopera-tion. Such achievements encourage us to domore and that will be on my agenda when Imeet minister Parly, said Singh, just beforehe performed Shastra Puja on the new Rafaleaircraft before flying a sortie in it.

The minister is on a three-day visit toFrance, which will cover a tour of a facilityowned by French multinational Safran thecompany which produces the engines for theRafale fighter jets on Wednesday morning.

He will conclude his tour with a meetingwith captains of French business and indus-try around the merits of the Make in Indiainitiative, during which he will also extend aformal invitation for them to participate inthe DefExpo to be held in Lucknow fromFebruary 5 to 8, 2020.

Singh had kick-started his busy schedule

with a meeting at Elysee Palace with Presi-dent Emmanuel Macron for talks describedas a warm and productive , as both leadersresolved to take the India-France relation-ship to a higher level.

He was then flown for Merignac Airportin the nearby town of Bordeaux for a grandinduction ceremony planned for the first of36 Rafale combat jets, which are all sched-uled to be delivered to India by around May2022.

This aircraft marks a massive enhance-ment in the Indian Air Force combat capa-bility but that enhancement is not for attackpurposes but as a deterrent for self defence.And, the credit for this milestone goes toPrime Minister Narendra Modi, whose deci-siveness has made this crucial air enhance-ment possible today, the minister said after a25-minute sortie in the aircraft.

Singh has said he expects the first 18 air-craft to be delivered by February 2021, with the remaining expected by April-May 2022.

The continuous spotting of Pakistani drones along theIndo-Pakistan border on the Indian side had heightenedthe worries of the Border Security Force (BSF) and thePunjab Police, besides the state and Central intelligenceagencies.

Within less than 24 hours, another two drones weresighted on late Tuesday night in two villages of Hazaras-ingwala and Tendiwala in Tarn Taran district.

The first sortie was sighted at Hazariwala village atabout 1920 hrs and the second was sighted at Tendiwalaat about 2210 hrs, police said.

It is also said that people of both the villages hadclicked the pictures of the drones flying high on both thevillages.

The Badagudha police have regis-tered a case against 11 people, in-cluding a woman, in a ground dis-pute. Nagoki resident Indrajit Singhtold that Kuldeep Kaur, resident ofGadrana and her son KhushwantSingh got 16 acres of land in theirname under a conspiracy. Accord-ing to the complainant, the saidpeople sold 6 acres of his father's 16acres of land. The people werethreatening to kill him if he de-manded the right from the land.

It is alleged that KhushwantSingh and his aunt Kuldeep Kaurand 9 other people armed withguns, lathis and sharp weaponscame to his house and threatenedhim with the threat that if theyasked for the right from the ground,it would not be given. When thenoise was made, the people fledfrom the spot.

Haryana police for the first time willbe deploying one of its personnel withpolice teams of neighboring states atinterstate/border nakas in last 72hours to intensify vigil against smug-gling of unaccounted money, illicitliquor and arms ahead of coming Vid-han Sabha election.

Stating this here on Wednesday,Additional Director General of Police(Law and Order) Navdeep Singh Virksaid, "police is adopting new meas-ures this time and as a part of thesame, we have decided to deploy onepolice personnel with all 1900 spareEVM parties in the state to ensurecomplete safety and security of suchEVMs on the poll which was not doneearlier. We have mobilised additionalmanpower of more than 5,000 person-nel as compared to ParliamentaryElections-2019 to ensure proper lawand order during election process inthe state and are deploying a total of57583 police and home guard person-nel in addition to 130 companies ofCentral Paramilitary forces this time."

Enumerating the details about po-lice arrangements, Mr Virk said thatnaka bandi, patrolling and checkinghave been intensified by police teamsalongwith the central paramilitaryforces. As a result of the tight vigil,police have so far seized a total of1,53,431 bottles of illicit liquor andover 1,256 kg 800 gram narcotic sub-stance including heroin, opium, pop-py husk, ganja, smack and charas.

The seized narcotics include over656 kg ganja, more than 27 kg churapost, 2 kg 50 gram of charas, over 1kg 36 gram heroin, 9 kg 280 gram opi-um, over 2 kg 16 gram smack, 634

gram chita, 673 gram sulfa, 134 kg890 gram poppy husk, 322 kg dodapost and over 98 kg khaskas.

He said that a meeting for en-hancing coordination in terms of in-telligence sharing and joint operationswas also held with the senior most po-lice officers of the neighbouring statesincluding Punjab, Rajasthan, UttarPradesh, Himachal Pradesh, Delhiand Union Territory of Chandigarh.Vigil at interstate check posts andnakas to prevent any unlawful activi-ty is being stepped up. Probing attack over Punjabpolice team in Sirsa village CHANDIGARH: Haryana police is in-vestigating the matter, in connectionwith confinement and beating of Pun-jab Police team in Desu Jodha villageof Sirsa district.Giving this information here onWednesday, a police spokesman saidthat a CIA team of Bathinda Police hadgone to conduct a raid at Desu Jodhavillage, Dabwali in Sirsa district at 0500hrs in connection with a case of drugtrafficking. It is learnt that 6000 tramadol tablets were recovered by Punjab Policefrom an accused who during interrogation informed that he had purchased the pro-hibited pharma pills from a resident of village Desu Jodha.According to the law, the Bathinda Police should have sought help by informing thelocal Police before going to conduct a raid, but no such information was given to theSirsa police in this case, which shows a procedural lapse on the part of Bathinda Po-lice. The raiding team of Punjab Police was attacked by villagers who also torchedthe police vehicle. In self defence, Police fired in the air to scare them. On this, vil-lagers collectively attacked and fired gun shots at police in which police personnelwere injured. One Head Constable and a villager have received bullet injuries. Whilethe villager died during treatment at Odhan Community Health Centre, the HeadConstable of Punjab Police, who was seriously injured, have been admitted to ahospital in Bathinda for treatment.

Among the top poll promises for the upcom-ing Assembly elections in Haryana, the Con-gress is planning to waive off the debts offarmers in the state.

The party is likely to release its manifestoon October 11 at the Pradesh Congress Com-mittee headquarters in Chandigarh.

"Eight major declarations will be an-nounced in the manifesto, in which waiving ofdebt of farmers in Haryana, will be in the toprundown. The debt will be waived off within24 hours," sources told here.

The manifesto is also likely to containpromises of pension for senior citizens andfree rides for women in the buses run by thestate government, among others.

"Elders will get a pension up to Rs 5100and women will be given free rides 365 dayson Harayana roadways," sources said.

Congress wants to play the farm waivercard in Haryana again after it proved fruitfulfor them in Chattisgarh, Rajasthan and Mad-hya Pradesh elections.

Speaking about the reservation for localyouth and other promises that could be in themanifesto the source added, "To diminish un-employment 50 per cent of the reservation willbe given to Haryana youngsters, GST wouldbe made simpler for the small businessmanand vendors. Also providing good roads andemployment to the people would be a majorpart of the Congress manifesto."

"Manifesto will be released at around 12on October 11 at the HPCC headquartersChandigarh in Sector-9, with all big leaderspresent," sources added.

Elections for 90-member Haryana Assem-bly will be held on October 21 and counting ofvotes will begin on October 24.

Himachal Pradesh known for low crime graph andpeaceful existing, is showing alarming trend as it'sjails or prisons occupied beyond their carryingcapacity are overcrowded alike other states. Tinyhill state in terms of low population and evenlydemographic profile, is currently recognised bettergoverned because of its crime rate and crowdedjails. A report published by the State DirectorGeneral of Jail and Persecution, Sumesh Goelrevealed that state jails are crowded by 12.75 percent. Fourteen jails provide carrying capacity tohandle around 2173 inmates including 127 womenare handling 2450 inmates including 87 per cent,the report reveals. Nahan's Central model jailhandles most of the convicted inmates more thanBilaspur. The overcrowding is mainly attributedfor heavy under trail flux in these jails. Out of total2450 inmates undertrials are 1522 which comes tonearly 61 pc of the total prisoners including 55women inmates. About 928 convicts (39pc) arelodging in jail including 28 women. Himachal,being a small state have small population numberand lesser number of inmates are reflected by theprisoners in overcrowded jails, report concluded.

125 more private hospitals empanelledunder Sarbat Sehat Bima Yojna: Sidhu

Keeping up its commitment toprovide standardized health serv-ices to the people of Punjab, theState Government on Wednesdayincluded another 125 private hos-pitals under the flagship SarbatSehat Bima Yojna (SSBY) takingthe total number of such hospitalsto 361. It was disclosed here to-day by Health & Family WelfareMinister Balbir Singh Sidhu, inpress communiqué.

Giving details, Balbir SinghSidhu said that after empanellingthe new 125 hospitals under Sar-bat Sehat Bima Yojna, now total361 private hospitals were facili-tating the secondary as well as ter-tiary healthcare services to the

beneficiaries. He said thatpresently, in addition to privatehospitals, 202 public hospitalswere already empanelled underthe SSBY and with this figure,563 public & private hospitalswere being providing the qualityhealthcare services in the State.

“Soon 45 more private hospitalswould be empanelled in nextphase under this flagship schemehe further said adding that anoth-er set of applications pertaining to70 private hospitals were underscrutiny which would be con-firmed after completing theprocess of empanelment.

Underlining the success ofthe programme, the Minister saidthat 21,697 patients had alreadybeen administered treatment un-der this under Insurance Schemeof which 13,980 patients re-ceived the treatment care servic-es at public hospitals besides7,717 patients at private hospi-tals involving cost of Rs. 22.28cr. Balbir Singh Sidhu said thatthe Scheme does not discrimi-

nate on the basis of number, ageor gender of the family membersand that all the members of thefamily are included for access tofree in-patient health services.The main objective of theScheme is to provide free healthservices to the people so that theeconomic burden on people fortreatment can be reduced.

Lauding the department forputting in the best efforts in sucha short span of time, BalbirSingh Sidhu also said that Pun-jab now stood in row of leadingstates in North India.

He said that it was a matterof record that after launching ofthe 'Sarbat Sehat Bima Yojna’,around 32,54,733 e-cards hadbeen issued to the beneficiaries.

Goa: Cabinet rollsback road tax by 50per cent till Dec 31PANJI: The Goa cabinet onWednesday rolled back the road taxby 50 per cent for all vehicles up toDecember 31 this year. Chief MinisterPramod Sawant resolved to slash theroad tax by 50 per cent on purchasesof new vehicles for a period of threemonths from October onwards. "TheCabinet has granted its nod to reducethe road tax by 50 per cent onpurchase of any type of new vehiclestill December 31, 2019," Sawant saidwhile speaking to media here. The Delhi High Court">DelhiHigh Court has granted twomore months of time to theCentral Bureau of Investigation(CBI) to probe charges againstthe agency's former specialdirector Rakesh Asthana andothers. Justice Vibhu Bakhrugranted two months' time to theCBI after the agency soughtmore time to complete theinvestigation into thecorruption charges leveledagainst Asthana and DevendraKumar. The CBI had onSeptember 30 moved the courtseeking time to complete theinvestigation into thecorruption charges leveled

against the duo. The agencymoved the court on the expiryof the four months extensiongranted to it to investigate thecase. According to theapplication, it sought the

extension as there is an issuerelating to the investigation inthe foreign countries.

Earlier, the agency had alsosubmitted to the court a statusreport in a sealed cover

containing all the developmentmade in the investigation so far.

Prior to this, the CBI hadfiled a status report in Marchearlier this year mentioning theprogress made in theinvestigation and sought furthertime from the court which wassubsequently allowed.

Asthana and DevendraKumar are being probed by theCBI for allegedly accepting thebribe in exchange for a cleanchit to Hyderabad-basedbusinessman Sathish BabuSana.

Asthana had also accusedformer CBI Director AlokVerma of trying to falselyimplicate him in the case,following which the Centre sentboth on leave last year.

Chinmayanand, law student takento Lucknow for voice samples

The special investigation team (SIT) hastaken the remand custody of formerUnion minister Swami Chinmayanandand law student from Shahjahanpurdistrict jail to record their voice samplesat a lab in Lucknow on Wednesdaymorning.

Chinmayanand was arrested by SITon September 20 and was booked undersections 376C (sexual intercourse byperson in authority), 342 (wrongfulconfinement), 354D (stalking) and 506(criminal intimidation) of the IPC on thebasis of the complaint filed by the 23-year-old woman who studies law at acollege run by his ashram. The samewoman was also arrested by SIT onSeptember 25 after she was bookedunder IPC’s Sections 385 (extortion),506 (criminal intimidation), 201(disappearance of evidences), 35(criminal act done with a criminalknowledge or intention) and Section 67of the Information Technology Act bySIT for attempting to extort Rs 5 crorefrom Chinmayanand along with threeothers. A Shahjahanpur court hadgranted the permission to collect theirvoice samples for further investigationin both the cases probed by SIT onOctober 5.

Sub-inspector Sanjay Kumar fromSIT took the remand of Chinmayanandat around 9am while the law student wastaken into remand custody earlier in themorning. “When I came to district jail at8.30am to meet my daughter, I was toldthat SIT has already taken her toLucknow,” said father of the lawstudent.

“SIT has taken the remand custodyof Swami Chinmayanand and the lawstudent after providing legal courtdocuments on Wednesday morning,”said Rakesh Kumar, jail superintendent.

ED grills co-operative bankpresident in money laundering

leader D K Shivakumar. Theinvestigating agency hadsummoned K N Rajanna toprobe his role in sanctioningloan to a sugar firm owned bya close associate ofShivakumar. Shivakumar wasarrested on September 3 andwill be in the judicial custodyin Tihar jail till October 15. A

money laundering case was registered againstShivakumar by the ED in September last year, basedon a complaint filed by the Income Tax department,alleging tax evasion, hawala transactions runninginto crores. In the last hearing, the court had allowedED to interrogate Shivakumar on October 4 and 5inside jail. Earlier, his brother and Congresslawmaker DK Suresh was also summoned by theED in connection with the probe.

Research and develop-ment (R&D) spends ofIndian pharma compa-

nies have been coming downsince FY17 and are expectedto remain low in FY20 aswell due to challenging mar-ket conditions in the US.

Between FY11 andFY17, several Indian pharmacompanies have been ramp-ing up their R&D spend, tar-geting the US market. Theaggregate R&D spends of topfew domestic companies hadincreased from 5.9 per centof sales in FY2011 to close to9 per cent in FY2017.

However, the trend start-ed reversing thereafter. R&Dspends moderated to 8.8 percent during FY18 and furtherto 7.8 per cent in FY19. Theaggregate R&D spends of topfew domestic companies fur-ther moderated to 6.9 percent in Q1FY20. Ratingagency Icra expects R&Dbudgets to remain at 7- 8 percent in FY20.

Communal riots’ is one of the frequently used terms in In-dia’s political discourse and administrative parlance.There have been communal riots since Independence

and riots even before Independence. ‘Google’ — now in use asa verb — it and you will get a long list of incidents of commu-nal strife in the subcontinent. Historically, these violentepisodes have occurred in various parts of the country: Kerala,Telangana, Karnataka, Maharashtra, Gujarat, Uttar Pradesh,Bihar, Bengal, Assam, Punjab and Kashmir. If a schoolchildfrom another country happens to see the list of communal riotsin India over the last hundred years, she is likely to concludethat Indians spend most of their time in killing persons be-longing to other faiths. Although the truth is far from it, the coldfacts in history do provide some support for such a conclusion.However, if the same child were to look at the long history ofreligious faiths born in India, she may think of India as theworld’s most fertile cradle of theologies. Besides, if one wereto draw up even a casual list of religious philosophers, godmen,spirituality vendors and various salvation sects that sprang upin India over the last century or two, the imaginary schoolchildis bound to get entirely confused. Her question then will be, isIndia a cradle of spirituality or is it a torture-house dominatedby religious bigots? One need not be a schoolchild from Tim-buktu in order to have this confused response. Most of us in In-dia, too, frequently find ourselves caught in this sambhrama,dilemma.

There is another dilemma that bewilders us. It relates to themeaning of the term ‘secular’. The Oxford English Dictionaryoffers the following meanings of the term: “1. Concerned withthe affairs of this world; not spiritual or sacred. 2. Not con-cerned with religion or religious belief. 3. Not ecclesiastical ormonastic; not bound by a religious rule. 4. Occurring once inan age or a century. 5. Lasting for an indefinitely long time,etc.” It is possible that in our post-truth world dictionary mean-ings of words are no longer valid. Yet, none of these meaningsseems to help us in capturing the shrill campaigns for or againstsecularism that have beleaguered our politics. The term thatmay perhaps help us is ‘agnostic’, which the OED interprets asa “person who believes that nothing is known or can be knownof the existence or nature of God”. Its original Greek root is‘agnosia’, which means “the loss of the ability to interpret sen-sations”. It also means, plain and simple ignorance. Going bythe noise surrounding the ‘secularism’war in the country, I tendto think that collectively we have hit the condition of agnosiain which one is far removed from any consideration of the sa-cred or the humane.

val of literature on music inPatna. SBI lowers rates onnon-repo-linkedloans by 10 bpsMUMBAI: State Bank of India (SBI) onWednesday announced reduction in itsmarginal cost of fund based lending(MCLR) rate by 10 basis points acrossall tenors, effective October 10. Thisis the sixth time that the country'slargest lender has cut its MCLR orminimum lending rate in the currentfinancial year. The rate reduction is notapplicable to the repo-linked loans. "Inview of the festival season andextending the benefits to customersacross all segments, we have reducedour MCLR by 10 bps across alltenors," the bank said in a statement.With this reduction, the one yearMCLR, to which all the lending ratesare linked to, is set at 8.05 per cent asagainst 8.15 per cent earlier. The cutin MCLR follows a 25 bps reduction inrepo rate by the RBI last week.

Pakistan has decided to grant atax exemption to a Chinesefirm for 23 years to facilitatethe establishment of itsindustrial units at Gwadar Portin Balochistan.

Pakistan's Minister forMaritime Affairs Ali HaiderZaidi, along with the firm'sChief Executive OfficerZhang Baozhong, said that theChina Overseas Ports HoldingCompany (COPHC) hasalready been operating atGwadar Port since a long timeand would get tax exemptionfor installation of machineryand other equipment at theport, Dawn News reported.

The initiative was a steptowards the relocation of theChinese manufacturingindustry in Gwadar andengaging the local labour, theminister said, adding that themove would ultimately boostPakistan's economy.

Equity benchmark indices reversedearly losses on Wednesday andsurged upwards, led by banking andfinancial stocks ahead of the Q2corporate earning results.

At the closing bell, the BSE S&PSensex was up by 646 points or 1.72per cent at 38,178. The Nifty 50wound up 187 points higher at11,313. At the National StockExchange, all sectoral indices were inthe positive zone except for IT.

Led by cheerful marketsentiment, Nifty bank edged higherby 3.6 per cent and financial serviceby 3 per cent. But Nifty IT slipped by0.7 per cent. Among stocks,Raymond jumped by over 10 per centintraday after its associate companysigned an agreement to sell itsproperty in Thane for Rs 700 crore.

Private lenders IndusInd Bankand ICICI Bank moved up by 5.5 percent and 4.9 per cent respectivelywhile State Bank of India gained by5.1 per cent ahead of the festiveseason. Gold prices gainRs 315 on strong

Gold prices on Wednesday rose by Rs 315 to Rs39,325 per 10 grams at the bullion market in thenational capital following strong global cues.

The yellow metal had closed at Rs 39,010 perten grams on Monday. Silver was trading up by Rs1,010 to Rs 47,330 per kg as against the Monday'sclosing price of Rs 46,320 per kg.

The bullion market was closed on Tuesday onaccount of Dussehra. HDFC Securities SeniorAnalyst (Commodities) Tapan Patel said, "Goldprices traded higher on Wednesday with COMEXInternational spot gold prices gained to USD 1,507amid US-China trade talk worries. Gold prices areexpected to trade higher in near term withuncertainty over US-China trade talks, Brexitconcerns and weak economic data". He, however,added that a weaker rupee also supported gains ingold prices. The rupee opened on a cautious noteand fell 20 paise to 71.22 against the US dollar inearly trade on Wednesday.

In the international market, gold was tradingabove USD 1,500 an ounce in New York on tradetalk worries and economic growth concerns. Theinvestors are concerned after the US announced toblacklist more Chinese companies and restrictedvisa to Chinese officials, Patel said.

India is among 34 UnitedNations member states whichpaid their regular annual dueswithin the stipulated time.

In a document shared by theUnited Nations, as of 27October 2019, 129 memberstates have paid their regularbudget assessments in full. Outof 129, only 34 members havepaid their regular budgetassessments in full within the30-day due period specified inthe UN's Financial Regulation.

The UN's operating budgetfor 2018-2019 is close to USD5.4 billion excluding the moneyfor peacekeeping operations.Meanwhile, India hascontributed USD 23,253,808this year.

Although 129 States out of193 have now paid their regularannual dues, only 70 per cent ofthe total assessment for the yeartill September had been paid,versus 78 per cent this time lastyear.

The United Nations isfacing the worst cash crisis innearly a decade and it might not

be able to pay the salaries to itsofficials next month, said theSecretary-General AntonioGuterres.

In a statement issued by hisSpokesperson StephaneDujarric, Guterres said he hadwritten to the Member States,"about the worst cash crisisfacing the United Nations innearly a decade. Theorganisation runs the risk ofdepleting its liquidity reservesby the end of the month anddefaulting on payments to staffand vendors."

Addressing the budget-setting Fifth Committee of theGeneral Assembly on Tuesdaymorning, the Secretary-Generalsaid: "this month, we will reachthe deepest deficit of thedecade." He said that theOrganization risks "exhaustingthe closed peacekeeping cashreserves and enteringNovember without enough cashto cover payrolls."

"We are hopeful that theIUC charge will be doneaway with as per the currentregulation and that thistemporary charge will cometo an end by December 31and consumers will not haveto pay this charge thereafter."

In the meantime,consumers can use theadditional data entitlement inlieu of the IUC top-upvouchers so that there is noeffective tariff increase till theyear-end, Jio said. IUC is acost paid by one mobiletelecom operator to anotherwhen its customers makeoutgoing mobile calls to theother operator's customers.These calls between twodifferent networks are knownas mobile offnet calls. IUCcharges are fixed by TRAIand are currently at 6 paiseper minute. Since 2011,TRAI has repeatedly affirmedits stance that the IUCcharges should be broughtdown to zero. Al-Qaeda's South Asia chiefkilled in Afghanistan

KABUL, OCT 9

The leader of Al-Qaeda's South Asian branch,Asim Umar, was killed in a US-Afghan joint raidin southern Afghanistan last month, Afghanofficials have confirmed. Asim Umar, who led Al-Qaeda in the Indian Subcontinent (AQIS) from itsinception in 2014, was killed during a raid onSeptember 23 on a Taliban compound in the MusaQala district of Helmand province, said the mediareports. The Afghanistan's National Directorate ofSecurity said Umar was a Pakistani citizen, thoughsome reports claim he was born in India. He "was#killed along with six other AQIS members, mostof them Pakistani", the NDS said on Twitter,adding that Umar had been "embedded" with theTaliban. The raid was part of a lengthy andconfusing overnight operation from September 22-23 for which the US provided air support.Authorities said they would investigate reports that40 civilians, including children, were killed in anair strike during the operation. The NDS said thatamong the six other AQIS members killed in theraid was a man identified as "Raihan", a courier forAl-Qaeda leader Ayman al-Zawahiri. US Forces-Afghanistan declined to comment. Under a stalledwithdrawal plan negotiated between the US andthe Taliban, Washington agreed to pull troops fromAfghanistan if the insurgents abide by securityguarantees and cut all ties with Al-Qaeda.

India will once again expect a similar per-formance from their opening pair in the sec-

ond match so that they keep a strong grip onthe visiting team from the beginning and putpressure on their bowlers.

The Indian team, however, will have to becautious in the middle order. Captain ViratKohli, Ajinkya Rahane, Hanuma Vihari andwicketkeeper batsman Wriddhiman Saha willalso have to play their part in the middle or-der.
