At the outset, sri Mitrasen Ma.ihi, Regional officer, State Pollution control
Board, Berhampur welcomed all the persons assembled in the hearing. Fle
briefed about the EIA notification, 2006 and the objectives of the public
hearing. He stated that M/s Saraf Agencies Private Limited has proposed to
have environmental assessment for expansion of 15 MW Captive Power Plant.
5000 TPA Ferro Titanium, 3000 TPA Ferro Manganese, l2 TPD Aluminitrnr
powder and 2.4 TPA Scandium oxide recovery plant at Kanamana, Tikiri-
Berhampur & Sriramchandrapur, Chatrapur, District- Ganjam and has applied
to obtain Environmental Clearance from the Ministry of Environment, Forcst
and climate change, Govemment of India and carried out Environmental
Impact Assessment (EIA) StudY.

. Executive summaries along with paper clippings regarding date, tirre
and venue of public hearing were made urytiluble to the Kanantana Crant
P anchaya t, Sr iromchandrapur G ra m Panchayat, Arj ipalli Gram P ancha.vo t,
Kalipalli Gram Panchayat and Chamakhandi Gram Panchayat of Ganjant
district.
c Furlher, announcements were also made through loud speaker
regarding Public Hearing for information of the public in the surrounding
villages.
He requested the audience to express their opinion orally or in writing
on the environmental aspects. Then he requested the Additional District
Magistrate (Revenue), Ganjam, Sri Bijaya Kumar Dash, O.A.S. (S) to kindly
preside and supervise the public hearing.
The Additional District Magistrate (Revenue) Ganjam, welcomed the
people for attending the hearing with a message to the audience that they
should give their comments based on the Environment & Pollution related
aspects. He briefed about the project and elaborated the objective of
conducting public hearing in respect of any project seeking environmental
clearance from the Govt. of India. Then he asked the representatives of M/s
Saraf Agencies Private Limited to give the detail description on the project.
On behalf of M/s Saraf Agencies Private Limited, Kanamana Chatrapur.
Ganjam, Sri Bipin Bihari Panda, from M/s Centre for Envotech &
Management Consultancy Pvt. Ltd.,, presented the salient features of the
project, the present status of the environmcntal conditions, possible impact on
the environment due to execution and operational activities and the remedial
measures to be undertaken by the project proponent to reduce the impact rvhile
execuring the project.
IJe concluded that a suitable Environmental Management Plan has been
formulated and would be continuously upgraded to mitigate thc impact on the
differe-nt components of the environment such as Watcr, Air, Noise & Soil.
The Additional District Magistrate (Revenue) Ganjam, invited the pLrblic
to ofl'er their views, objections. opinions, comments and suggestions regardin-e
the proposed project; specifically relating to environmental issues. About 600
persons were present in the public hearing meeting. but only 87 persons signccl
in the attendance sheet. 127 persons rcgistercd in the del ibelat ion sheel ancl
102 pcrsons part icipated in the oral dcl iberation. 02nos. of r,vr i t ten
representations were received in the hearing. The attendance shects o1'
audience and deliberatot's along with the writtcn representations are enclosed
as Annexure-I, Annexure-II and Annexure-II I respectively.

his happiness and said that the local people are getting direct and indirect
employment due to the industry and hoped that due to expansion of the pro.iect

gathering to support the expansion project.
