ZACETODI’s main goal is to introduce our Tourism Development and Youth

Entrepreneurship Awareness Project, in order to minimize poverty and

accelerate economic growth in Zanzibar. We focus on women empowerment

and youth entrepreneurship through tourism awareness. Tourism is the

main economic drives of Zanzibar, so it is essential provide women and

youth, who are the most disadvantage of the population due to lack of

education, skills and employment within the tourism sector.

The proposed project will focus on reaching out to 10 schools in

Unguja and 6 in Pemba. We intend to reach 100 students from each

school, totaling 1,600 youths within a period of 6 months. We have

collaborated with Zanzibar Institute of Tourism Development (ZITOD),

Jambiani Tourism Training Institute (JTTI), and Volunteer Services

Overseas (VSO). They will all be part of the delivery of awareness

workshops to be held in Unguja and Pemba.

Our tourism development and youth entrepreneurship awareness approach

provides our target groups with necessary information and guidelines

to engage in tourism related businesses or employment within the

tourism sector. Currently, more than 33% of Zanzibar youths are

unemployed, and majority of those that are employed are not properly

matched to appropriate job skills, which in turn increase the rate

unproductivity at the workplace. Most Zanzibaris are aware of the

tourism pattern, but are not keen on how to tap on the unexhausted

resources and opportunities the tourism sector has to offer.

ZACETODI has piloted with couple of women’s groups by creating SME’s

awareness and engaging them in Home soap making and handcraft making

businesses. The results were positively staggering, except for the

fact that there was no continuity, due to the lack of funds to

maintain the monitoring and evaluation of the activities. Partnering

with and getting support from ZANTEL will in the future allows us

raise more awareness and reach out to more women and youth beyond

Zanzibar, but all over Tanzania as a whole. Engaging Zanzibaris in

tourism employment or tourism related businesses will have a great

impact in reducing poverty, creating sustainable livelihoods and the

sustainable development of the Zanzibar tourism sector in general.

The total funding required is TSH. 81,460,000.00 and has been calculated

based upon financial requirements after the completion of the 6 months

project. We however will appreciate with thanks, full or part

sponsorship of this proposes project. The summary of the breakdown of

all funds made available is such to support our administrative cost is

9,000,000.00, Projector 1,500,000.00, Stationery 2,735,000.00,

computers 1,300,000.00, Video materials 2,400,000.00, Travel Expenses

in Unguja and Pemba 30,020,000.00 and promotional materials to bear

the name of our sponsor and project 4,000,000.00,Refreshments for the

students 1,200,000.00,Facilitators 19,200,000.00,Media 200,000.00,

Phone and Usage 630,000.00, Printer (1102) model black 275,000.00

Evaluation and Monitoring 9,000,000.00. The request for funding

submitted to Ford Foundation is to aid in the implementation of this

incredible project, which will only improve the lives of the local

people and the Zanzibar economy through a successful collaboration and

coordination between Ford foundation, the beneficiaries and the ever

popular Tourism industry in the Zanzibar region, with the possibility

of expanding into other regions of Tanzania. We hope that Ford

Foundation will take an interest in our organization and project in

helping Zanzibar youth towards poverty alleviation and gain

employment.

1.1 Context and justification of the project:

Zanzibar consists of two main islands, Unguja and Pemba, and

several other smaller islands. Zanzibar is located in the Indian

Ocean, about 30 kilometres off the East Coast of Africa between

latitudes 5 and 7 degrees south of the Equator. The Island has a

total area of 2,654 square kilometres; out of this, Unguja,

which is the largest, has an area of 1,666 square kilometres

while Pemba has an area of 988 square kilometres. Zanzibar’s

population has rapidly grown from 980,000 in 2002 to 1.4 million

in 2012, which around 70% lives in rural areas and that a

fraction of that are involved in small business activities

catering to the tourism industry and the local community. In

2005, a Household Budget Survey (HBS) showed that 62% of

Zanzibaris, mainly women and youths lived below the basic needs

poverty line and 25% lived below food poverty line. One major

contributing factor is lack of knowledge on the following:

Tourism small business opportunities

Tourism employment opportunities

Available government programs

Tourism industry training programs

Importance of community tourism development

Competitive edge

It is estimated that 35% of Zanzibar youths are unemployed,

however, due to the lack of data, it is difficult to track and

estimate the total number of unemployed youths in Zanzibar,

largely because most of them shift from place to place in search

livelihood, during the peak tourist season.

Zanzibar consists of the following tourism or tourism related

establishments, all of which can create employment and or

business opportunities and tourism training programs.

500 registered hotels

240 tour operating companies

30 Airline companies

30 travel agencies

35 natural sightseeing attractions

2 tourism training institutions

Heritage museums, art galleries, craft shops

There has been is a modest 8% growth of tourism arrivals since 2007.

In 2012 alone, it is estimated that the total number of tourist April

18, 2012 arrivals into Zanzibar is about 169, 000, which includes both

the Airport and Seaport gateways. The Zanzibar Ministry of Tourism,

Investment and Trade, and the Commission for Tourism has produced a

document entitled “The Strategy of Half Million Tourist in Zanzibar

(2007-2013)”. The strategy suggests that if the current number of

tourist arrivals grows to about 500,000 by 2013, Zanzibar will

experience a significant economic boost by creating additional 40,000

jobs, which can also expand the tourism revenue multiplier effect.

The informal sector absorbs the bulk of the Zanzibar youth labor force

but it is stretched to the limit. Informal sector employment is

growing at 3.5 per cent annually which is below the growth of the

labor force (4 per cent).Youth are an important resource; they have a

very important role to play in socio-economic development of the

Zanzibar. Apart from being bigger in number youth are energetic,

courageous and often have new ideas that can make a vital contribution

to the socio-economic development if they are well organized and

involved in tourism development issues in various sectors.

1.2 Organization description:

Zanzibar Association for Community Empowerment (ZACETODI) through

Tourism Development Initiatives “ZACETODI” is an NGO located in

Zanzibar, and focuses on empowering Zanzibar communities through

tourism development and youth entrepreneurship awareness. ZACETODI was

established in the year 2011, with registration Number 1064 under the

societies Act no 1995, issued at Zanzibar on under the ZANZIBAR

REVOLUTIONARY GOVERNMENT through the Registrar Societies. The major

aim of the organization is to alleviate poverty and improve

livelihoods of the communities through tourism development, but

focusing on woman and youth.

ZACETODI was established because most of the village communities in

Zanzibar are surrounded by the coastal area and which are-occupied by

the tourism investors especially Hotels, Resorts, Restaurants, Tour

Operators and etc. ZACETODI’s intervention was triggered by economic

challenges faced by the communities as a result lack of tourism

awareness, lack of knowledge and entrepreneurship skills, lack of

tourism training, lack of social support and networking and lack of

basic human rights.

The organization cooperate and collaborates with the Government,

Stakeholders and other organizations, to help accomplish ZACETODI’s

goals and mission of improving the lives of Zanzibar communities as a

whole. ZACETODI piloted with couple of women groups in the Kiembe

Samaki area of Zanzibar, by training the women in the areas of; soap

and handicraft making. Nonetheless, due the lack of funds, the

projects came to a standstill. Being a young local NGO and funded

by a woman, ZACETODI has already established trust and good

relationship with the community. As a result, with the help and

support needed to implement this project, there will be minimal

resistance and more cooperation from the communities.

1.3 Problems to be resolved:

Eradicate or reduce the low level or lack of tourism and

entrepreneurship awareness within the communities

Advocate for and support equality of opportunity by

encouraging a social and economic environment that upholds

the equality of opportunity for both youth and women

Encourage an open and effective tourism markets through

creating of business environment that stimulates

entrepreneurship, that is open to competition and tourism

market expansion

Encourage more women and youth to be involved in SMEs,

activities, due the fact that they play a central role as

income earners, in lifting themselves, their families, and

their communities out of poverty. Yet they face significant

huddles to full and effective participation in many

economies, as employees, employers, and entrepreneurs,

often due to legal, social, regulatory, awareness, and

cultural barriers

Convince youth and women not fail to find productive, decent

livelihoods, and not to become socially excluded and enter a

cycle of poverty, often leading to crime and violence

Advice youths not to just focus on the urban areas which continue

to attract rural youths, but also remain incapable of creating

job opportunities

Collaborate with government and non-governmental organisations to

help balance the labor intensity inclusive economic growth

2.1 General Objectives:

To increase awareness of the Tourism Industry, the many career options

available and major developments in the sector, ZACETODI, in

collaboration with JTTI, ZITOD, ZIFFYA and VSO, will embarked on a

schools outreach program. Visiting secondary schools, throughout

Zanzibar during the academic term, the program will include

informative and entertaining presentations on the role of various

organizations in Zanzibar's tourism industry. In accordance with the

tourism development awareness vision, an economic sustainable and

competitive tourism industry in Zanzibar will lead global 'best

practice' in socially, and economically responsible tourism. This

vision is supported by the following general objectives:

Generate economic growth, by aggressively creating tourism

developing and entrepreneurship awareness

Promote the establishment of tourism as a priority

Provide information on tourism employment opportunities and

contribute to the well-being of all Zanzibar communities

Advice and optimize opportunities for tourism SME's, specifically

emerging entrepreneurs and tourism training graduates

Educate youths and the general public that Tourism strengthens

the economy and creates jobs

Tourism career is recommended and the jobs are satisfying

Youths are informed to select tourism as a career and to

establish tourism related businesses

Make communities living near or around tourism attractions aware

of the benefits of tourism and more accepting of tourists

Educate communities on how they can support the local tourism

experiences and protect tourism sites

2.2 Specific objectives:

While more segments of the general public understand the importance of

tourism in benefiting the economy of Zanzibar, many fear the effect of

tourism on their communities and are cautious of what negative

lifestyles or damaging the environment it may promote. Being the case,

proactive awareness campaign with clear and precise objectives as

follows is necessary:

Create a conducive environment for the promotion of youth

economic empowerment for 1600 youths in Unguja and Pemba

Advocate for and support youth owned enterprises and employment

Promote youth entrepreneurship and skills development

Create awareness on opportunities for 2000 young people to learn,

gain skills and work experience through services

Engages young people in activities that benefit communities and

fosters in them a sense of patriotism and nationhood

Fosters responsible citizenship and ensures that young people are

not marginalised in the overall development effort

To mainstream youth economic empowerment in all policies,

strategies and program being implemented by ZACETODI

2.3 Desired and expected outcomes:

The project will run for 6 months and when successful the following

outcomes are expected, and with more financial support, it is

anticipated to be scaled up in the next year. Changing attitudes and

behavior can be a long-term process that requires intensive nurturing

to alter opinions while respecting local values toward tourism in the

host communities. Recognizing this challenge and transforming it to an

opportunity, it is necessary to implement a sustained and well-

coordinated tourism awareness campaign to successfully trigger change

in perceptions, attitudes, and behavior of community concerning the

value of tourism and its benefits.

The campaign will involve the following actions;

Implement an island-wide community based school awareness campaign

that targets career influencers, students, teachers, workers in the

sector, and owners of tourism businesses, the media and locals close

to tourism attractions. To achieve the goals of this tourism awareness

campaign, it is important to identify what specific desired outcomes

the campaign should generate from target audience. The table

summarizes these desired outcomes:

value of tourism for the economy and support

legislations that promote the sector, while also

building the local economy and creating sustainable

secure livelihoods for thousands in the community.

Local communities

Communities will provide a richer tourist experience

by showing more hospitable behavior and providing

better products and services as a result of starting

and improving their SME’s tourism businesses.

Show more support for tourism workers by offering

training and incentives. They will also encourage

constant development of facilities and improve level

of service and create thousands of job opportunities.

5.1 Foreseeable risk:

Inadequate and or insufficient tourism products may hinder strong

market positioning, which can prevent SME’s from being able to

market their products effectively.

Government policies relating to tourism SME’s may hinder business

growth or slow the process of newcomers getting into the sector.

Chronic mind-set of unskilled workers due to lack of training,

education facilities and trainers is likely to hinder growth.

Lack of government intervention could slow the process of growth,

which is usually due to the lack of information on specific

government interventions and lengthy bureaucratic processes.

Periodic political violence in Zanzibar can affect tourism growth.

Limited or no funds or capital may prevent many from attending

tourism training programs and or investing in a SME.

6.1 Monitoring and Evaluation Procedures:

Keeping track of the progress of the project requires a

constants Monitoring and Evaluation to be conducted quarterly,

this tells us whether we are on track to reach our objectives,

and whether or not the project achieved or contributed to the

desired impact. Frequent monitoring and evaluation of the

projects designed and activities implemented to eliminate or

reduce income inequality and poverty, will help determine the

effectiveness and develop a better program that responds to

specific needs and circumstances in the target youth community

as they change overtime.

ZACETODI, intend to use the following tools of M&E:

7.1 Sustainability of the project:

According to UNWTO, in 2012 alone, more than one billion tourists

crossed international borders in a single year. And not including

another five to six billion that are estimated to travel in their own

countries every year. Tourism is responsible for;

9% of world GDP

1 out of every 12 jobs

1.2 trillion USD in exports

6% of world trade

8% exports of least developed countries

Considering that fact that 51% of all tourist travel for leisure,

recreation and holidays, Zanzibar has yet to exploit the full

potential of the opportunities the tourist market has to offer.

The success of tourism in any local community hinges on the ability to

create economic opportunities for members of that community. However,

most entrepreneurs lack the know-how to set up their own micro

businesses and even individuals who own small businesses do not

usually retain healthy practices that meet the international tourist’s

expectations. Therefore, we have partnered with several industry

experts who can provide the required training that will include

tourism management, marketing, entrepreneurship, and accounting needed

to run proper businesses or be effective at the workplace.
