A port driven by dedicationand excellent, congestion-free and multimodal

hinterland connections.

But, even more than this, Zeeland Seaports is a port

with people who brainstorm with clients, people

who ensure that cargo is handled speedily and

securely. People who are keen to seek solutions

for every logistical challenge, together and with the

client. Thanks to this dedication, we have become

one of the fastest growing ports in the region. This

dedication is therefore something we do not intend

to change. Because you have to cherish some things

and keep them as they are.

Development

When I looked at this new edition of the Port

Handbook, I thought how quickly the information

in this reference work would become outdated. In

the dynamic world of our port, development is very

rapid. We, as well as existing and new firms, are

investing constantly to keep the service we offer

continually up to date.

You will then see that we, as a port, are continuing

to develop whilst, more importantly, remaining

ourselves, driven by dedication.

Our Port Handbook is traditionally issued

every two years. It is a reference work

containing a lot of information about

our organisation, about our ports and about the

companies which operate from there.

This latest Port Handbook could not have been

better timed. That is because it sketches a picture

of a new Zeeland Seaports with a new house style

and an updated logo. These innovations were not

introduced without a lot of thought.

Growth

Zeeland Seaports, as a port, wants to continue

to grow. Current maritime transhipment figures

of 33 million tonnes are likely to increase in the

coming years to 50 million tonnes by 2020. We

have comparable ambitions for inland shipping. In

order to be able to achieve our aims, we first looked

at our current position. What makes us unique

in comparison with neighbouring ports? Why do

companies choose to set up business here or have

their cargo transhipped via our port?

We have summarised these positive features of

our port in a new slogan – ‘Driven by dedication’

– coupled with an updated logo and a new house

style. In this way, we want to make it even clearer

what we stand for. Because Zeeland Seaports is,

naturally, a port that enjoys an ideal location with

respect to the North Sea, with minimum tidal

restrictions, a maximum depth of 16.5 metres

the Zeeland Seaports complex has a key position

near the mouth of the Western Scheldt – only a brief

diversion from North Sea shipping routes.

Both ports, with their associated industries, play a

vital role in driving the economy and work prospects

of the province. One of the key aims of Zeeland

Seaports is to generate sustainable prosperity for

Zeelanders by developing and managing the ports

of Terneuzen and Vlissingen. It aims to achieve this

by welcoming new port and industrial companies

as well as helping the established businesses to

prosper. The port company develops and manages

all kinds of infrastructure including harbours, quays,

roads, railways, pipelines, communications, optical-

fibre networks and utility connections. It also assists

in the development of investment plans.

In the quest for sustainability, Zeeland Seaports

looks for ways of combating environmental change

Few ports are more ideally located in west

Europe than Zeeland Seaports. With open

access to the North Sea and first-rate

hinterland connections by road, rail and inland

waterway, its twin ports of Terneuzen and Vlissingen

offer unique opportunities for business development.

The port company, Zeeland Seaports, is staffed by

dedicated people who know the importance of forging

personal links with the port’s customers and responding

quickly and intelligently to their needs. It is no idle boast

that Zeeland Seaports is driven by dedication.

Geography

The Province of Zeeland in the south-west

Netherlands is, indeed, a place of ‘sea and land’

where the geography is shaped by the Eastern

Scheldt and Western Scheldt estuaries. With

Terneuzen to the south and Vlissingen to the north,

while promoting the development of industrial

complexes. Key initiatives include the new wind farm

support base in Vlissingen-Oost, Bio Base Europe,

and the Greenhouse project at Biopark Terneuzen to

use surplus energy from nearby industry.

Zeeland Seaports is the third-largest port complex

in the Netherlands, handling over 33 million

tonnes a year of seaborne cargo. Its port areas

deal with a wide range of commodities, from

petrochemicals, coal, steel and forest products

through to containers, vehicles and refrigerated

cargo. Specialist terminals have been constructed to

handle various types of cargo.

Ideal

The strategic location of Zeeland Seaports at the heart

of the Amsterdam, Rotterdam, Antwerp (ARA) Range

makes it ideal for logistics companies, which use its

hinterland connections to provide first-rate services.

Truck traffic is able to flow freely in Zeeland thanks

to a well maintained network of roads, bridges and

tunnels. The Western Scheldt Tunnel has cut the

journey time between Terneuzen and Vlissingen to a

matter of 20 minutes.

Rail is another key mode of transport. Both Terneuzen

and Vlissingen are linked to the European rail network

and make wide use of rail freight services.

Volumes

Meanwhile, huge volumes of cargo are transported

to and from the hinterland by inland waterway.

The largest European standard barges can move

between Zeeland Seaports and the Dutch and

Belgian river and canal networks via the Rhine and

through to Germany, eastern France, Switzerland

and elsewhere. In the interests of sustainability,

Zeeland Seaports is giving encouragement to inland

shipping by improving its port facilities for barges.

Port authority’s new status is good news for customersZeeland Seaports is the single authority in charge of Terneuzen and Vlissingen, the third-largest port complex in the Netherlands. It is responsible for managing and developing the port facilities in an area that covers the municipalities of Borsele, Terneuzen and Vlissingen. These three municipalities, together with the Province of Zeeland, are shareholders in Zeeland Seaports.

An important step was taken on 1 January 2011 when the legal structure of Zeeland Seaports was changed from a ‘joint agreement’ to a government corporation. The province and municipalities have changed their role from participants to shareholders and in this way are further removed from day-to-day operations. As a result, the board of Zeeland Seaports has more power and is able to respond more quickly to developments in the market and in port circles. The managing director is Hans van der Hart. A supervisory board has been set up to act as a liaison between the shareholders and the management of Zeeland Seaports. It consists of four people with experience in port-related business and politics. A fifth supervisor will be appointed soon.

Apart from the general meeting of shareholders, the supervisory board and managing director, the organisation structure consists of three operational departments:

Infrastructure and Planning

Nautical.

Support is provided by three staff departments:

Human Resources Management

Public and General Affairs

Finance, Control and ICT.

This new structure is the latest chapter in the recent history of Zeeland Seaports. The separate port authorities of Terneuzen and Vlissingen were created in the early 1970s. In 1994 the government announced its decision to discontinue participation with the Zeeland port authorities and urged a move towards just one organisation. The process of merging was formalised on 1 January 1998 when Zeeland Seaports was launched.

Zeeland Seaports is authorised to purchase land and to contract it to eligible users. The authority also has the power to collect port fees and to issue port regulations.

No wonder so many world-class companies have

taken up residence in Zeeland. There are over 250

high-quality industrial and port-related enterprises

in areas managed by Zeeland Seaports. And, with

ample room for further expansion, the door is open

for more companies to set up shop.

The availability of a well trained workforce is a

bonus for Zeeland Seaports. High-quality education

is provided by institutions in Zeeland, helping to

fulfil the demand for competent staff. There is also

a focus on professional training in collaboration

with the business community to produce the skills

needed for today’s competitive market. Maintenance

Valuepark is a good example of how this works.

Exciting

Perhaps the most exciting development that

lies ahead for Zeeland Seaports is the planned

construction of container terminals in Vlissingen.

While the global credit crunch has led to a slowdown

in capital-intensive projects, the phrase ‘location,

location, location’ still rings true.

Vlissingen has the twin advantages of being close to

the open sea and having its hinterland links already

in place when the new terminals come on stream.

Future terminals like the Westerschelde Container

Terminal and Verbrugge Container Terminal will

offer a viable alternative to established container

ports. They will also be able to accommodate the

world’s largest containerships. When built, Zeeland

Seaports can expect to join the ranks of Europe’s top

five container ports.

A key advantage for both Terneuzen and

Vlissingen is their first-rate transport links

with the hinterland. This allows cargo to be

moved quickly from port to end-user by road, rail,

inland waterway – or by sea to Scandinavia and

other parts of Europe.

The distance from the North Sea is comparatively

short, and with development land available at both

port areas, there is a unique opportunity for logistics

companies to set up cargo hubs.

The proximity of both Antwerp and Rotterdam

means there is no shortage of haulage companies

prepared to offer trucking services to and from

Zeeland. Indeed, many have bases or depots in

Terneuzen and Vlissingen and are able to handle

refrigerated goods, liquid bulks, project or specialist

cargoes and containers.

Road

The main road links from Zeeland run east-west and

north-south, allowing the free transit of heavy traffic

through the mostly rural landscape. For example, from

Vlissingen the A58/E312 links with other key routes,

allowing trucks to complete the 245 km journey to

Duisburg, in the heart of the Ruhr, in less than three

hours. Europoort is a similar distance away, but the

journey time here could be longer due to congestion.

Terneuzen has equally good connections with the

European road network and is well placed to serve

Belgian and French markets.

Improvements to the N62, which links Vlissingen

with Terneuzen via the 6.6 km Western Schelde

Road Tunnel, has reduced the journey time between

the two ports to less than 30 minutes.

The Zeeland Provincial Council has unanimously

approved the €295.6 million budget for the

construction of a road tunnel under the Ghent-

Terneuzen Canal. With detailed design work and site

preparations under way, building work is planned to

commence in mid 2011. The drilling work will start

early in 2113 and the new tunnel is expected to open

in mid 2015.

Rail

The rail network that connects the Netherlands

with Germany offers a range of options to suit many

transport needs, and facilities provided at both

Terneuzen and Vlissingen ensure these options can

be taken up by cargo handling companies.

Zeeland Seaports is keen to see greater use of

the rail network, and initiatives in the province to

enhance the local environment will also encourage

rail transport. Vlissingen has direct links to the

European rail network, while lines from Terneuzen

go via Ghent.

The largest freight operator is DB Schenker Rail

Nederland, formerly Railion Nederland. It is part

of the transport and logistics division of Deutsche

Bahn AG, a prominent global logistics services

provider with major interests in forwarding, air

freight, seaborne cargo, road haulage and rail

transport.

DB Schenker Rail is responsible for rail transport

operations on the European Continent and this

is reinforced by the group’s presence on major

international transport routes. This enables it

to offer customers attractively priced transport

solutions. Investing in multi-voltage locomotives has

made it possible to perform non-stop cross-border

operations.

The company’s trains serve all the major Dutch

seaports, including Terneuzen and Vlissingen, on a

daily basis. This includes the storage and processing

terminals present in these ports, while in the

hinterland it also serves several large companies

located in major industrial centres.

Barge

The Netherlands has the densest network of inland

waterways in Europe, with some 2,200 km used

commercially by Class IV barges and higher. Inland

waterways offer the most efficient and reliable

means of transport, with about 40 per cent of

international freight movements to and from Dutch

ports carried via the waterway system deep into the

European hinterland and as far as the Black Sea.

The waterways serving Zeeland Seaports are

designated ‘Inland Waterways of International

Importance’ (E waterways) by the UN, with those

serving Terneuzen and Vlissingen/Westerschelde – the

E 03 and E 04 waterways respectively – considered to

be main elementary parts of the E waterway network.

Currently, E waterways must be able to

accommodate the basic requirements of Class

IV ‘Johann Welker’ barges whose minimum

dimensions are 80 to 85 metres x 9.5 metres and of

1,000 to 1,500 dwt. As the network is modernised,

however, the minimum dimensions must satisfy the

larger Class Va Rhine barges (95 to 110 metres x

11.4 metres and 1,500 to 3,000 dwt).

The major waterway routes from Zeeland’s ports are:

The Ghent-Terneuzen Canal. Links both ports with the River Schelde.

The Schelde-Rhine Canal. Provides a 37 km short cut between the River Schelde/Antwerp and Rotterdam.

The Zuid-Beveland Canal. To the west of the Schelde-Rhine Canal, this 100 metre wide waterway provides an alternative route to Rotterdam.

The Walcheren Canal. Connects the River Schelde and Vlissingen with Middelburg and the Veerse Meer and gives access to the European waterway system.

The Seine Nord Europe Canal. Due for completion in 2016, this €4.7 billion scheme is designed to link the Rivers Seine and Schelde via a link between Compiegne and Cambrai to enable Class Vb vessels of 4,400 dwt to navigate between the Zeeland Seaports and Paris.

It is anticipated that the Seine Nord Europe Canal

will handle about 10 million tonnes of cargo in its

first year, later growing to 30 million tonnes a year.

Transhipment

Terneuzen and Vlissingen are ideal locations for

transhipment cargoes destined for other north

European ports, Iberia, the UK and Scandinavia.

Cobelfret Ferries is one of the busiest ro-ro

shortsea operators using Zeeland Seaports

with four sailings a day between Vlissingen and

Dagenham, on the River Thames, on behalf of Ford

Motors. As part of this contract, Cobelfret also

undertakes less frequent sailings to Immingham,

Portbury, Killingholme and Southampton.

Terneuzen at a glanceTerneuzen lies at the entrance to the Ghent-Terneuzen Canal, partly fronting the River Scheldt and partly behind the locks. The port covers 2,000 hectares and stretches from the deepwater Braakman Harbour to the industrial town of Sas van Gent. The lock system accepts seagoing vessels up to 265 metres length, 37 metres width and 12.5 metres draught.

Cargoes passing over the quays of Terneuzen include oil and oil products, chemicals, dry bulks such as fertilisers, metals, minerals and ores, and forest products.

Vlissingen at a glanceThe deepwater port area of Vlissingen was originally built to serve the needs of heavy industry, but today it has diversified into a truly multipurpose facility. Covering a total area of 2,400 hectares, Vlissingen is home to major industrial facilities including an aluminium production plant, a gas terminal, an oil refinery, steel processing and shiprepair. The port can receive bulk carriers up to smaller capesizes for the import of raw materials and the export of finished products.

Cargoes handled by Vlissingen include new cars, forest products, refrigerated products, containers, oil and oil products, chemicals, dry and liquid bulks, fertilisers, metals, minerals, ores and project cargo.

The Zeeland Seaports complex is made up

of two main port areas, Terneuzen and

Vlissingen, located on either side of the

Western Scheldt. A modern road tunnel provides

quick access between the two port areas.

These two port areas are different in character and

the strategy of Zeeland Seaports has been to make

optimum use of their strong points by encouraging

clusters of similar or related activities. For example,

Terneuzen has become a centre for sustainable

industries and ‘green’ activities, while Vlissingen

has evolved into a highly efficient hub for cargo

transhipment and logistics. The two port areas

thus have different activities that are nevertheless

complementary. And the synergy between Terneuzen

and Vlissingen is further underlined by terminal

operators such as OVET and Verbrugge, which have

had a major presence in both areas for many years.

Both port areas handle a wide range of cargo

including dry and liquid bulks, forest products and

minerals. Terneuzen handles large volumes of

chemicals and oil products, while Vlissingen has

specialist terminals for new cars, metal products

and refrigerated cargo.

Chemical industry

The port area of Terneuzen has a first-rate

infrastructure with a network of quality support

services for industry. Little wonder that world-

class companies have chosen Terneuzen as their

European base for production and distribution. They

include Dow Benelux, which operates the largest

Dow chemical plant outside the United States.

Dedicated site

A dedicated site for key players in the chemical

industry is provided by Valuepark Terneuzen, a joint

venture by Zeeland Seaports and Dow. This 140

hectare site is reserved for chemical producers and

logistics providers.

Residents of Valuepark Terneuzen include Bertschi

AG, Katoen Natie, Oiltanking Terneuzen NV, SGS and

Value Silo Logistics (VSL).

Other industries in the area include:

Yara Sluiskil – Europe’s largest production site for fertilisers

Nedalco – production of alcohol

Cargill – production of modified food starches.

Sustainable

Terneuzen leads the way in sustainable development

thanks to a series of public-private partnerships

involving Zeeland Seaports and other stakeholders.

The port area has become a focus for biotechnology

through Biopark Terneuzen, a scheme to encourage

agro-industrial development. A good example is the

Greenhouse project, which is fed by surplus energy

from Yara Sluiskil.

Bio Base Europe is another sustainable initiative

supported by Zeeland Seaports. The bio-based

economy is developing strongly with a transition

from fossil fuels to renewable resources.

Industrial companies in Vlissingen import large

quantities of raw materials by sea and distribute

their products throughout Europe and beyond. They

include the Thermphos chemical plant, the ZALCO

aluminium smelter and a big power station.

Vlissingen also contains two big shipyard facilities.

Heerema Vlissingen serves the offshore industry,

while the Damen Shipyards Group specialises in

naval shipbuilding, super yacht construction and

shiprepair.

Vehicle handling

Vlissingen has a good reputation as a vehicle

handling port. Facilities are provided by two

stevedoring companies, CdMV (Cobelfret) and

Verbrugge Terminals. They include vehicle reception

areas, pre-delivery inspection (PDI) and value added

services on site.

There are three jetties with berthing for six

seagoing ro-ro vessels and rail loading facilities on

the terminals. Vlissingen has ro-ro links with the

UK, the Baltic Sea and Spain for truck and trailer

traffic. The port is also equipped to handle large

ro-ro items such as high-and-heavy equipment and

project cargo.

The port is located away from residential and urban

areas and has plenty of scope for expansion and new

projects. Designed from the outset as an industrial

port, it is ideally suited for the transport of goods by

sea, road, rail and inland waterway.

Bio Base Europe has a budget of €21 million

to build a research and training facility for the

renewable economy.

Multipurpose

Meanwhile, Vlissingen has diversified into a truly

multipurpose facility with a series of dedicated

terminals for handling all kinds of cargo, from dry

bulks to containers to project items. In particular,

Vlissingen is a gateway for forest products, the

largest in this part of Europe. As a multipurpose port,

Vlissingen is able to provide solutions for virtually

every type of cargo, regardless of size and weight.

New container terminals are planned in Vlissingen

and these will enhance the range of services on offer.

Even the largest containerships will be able to call

Zeeland Seaports with a minimum of deviation. Most

of the container traffic will be transferred to feeder

and inland vessels, as well as rail, thus underlining

the port’s advantages as a transhipment centre.

Zeeland Seaports is keen to attract new types of cargo.

One example is the new Breakbulk and Offshore

Wind (BOW) Terminal in Vlissingen’s Westhofhaven to

support the construction of wind farms.

Food Village

Vlissingen has a reputation for expert handling and storage of fruit, fruit juice and concentrates, fresh produce, meat and other food products. These sensitive products are discharged and stored for distribution to markets all over Europe and beyond. Vlissingen is also an export gateway for fresh vegetables from the Netherlands, France and southern Europe, Russia and other northern sources

The port has its own Food Village, centred on the Bijleveldhaven and Westhofhaven, in which CSC Fruit Terminals, Daalimpex Vlissingen BV and Kloosterboer Vlissingen all have their own facilities. In addition to handling and storage, services include blending, packing and repacking, reprocessing, Customs clearance, forwarding and distribution. Vessels up to 10.5 metres draught can berth at the Food Village, which has 2,200 metres of quay in total.

Boatmen’s key role in port operations

Boatmen provide a vital service in the ports

of Terneuzen and Vlissingen. Shipowners

can rely on modern, well equipped boat

service companies with experienced staff.

Muller Maritime Holding owns two boat service

companies in Terneuzen following its acquisition

of Montis Mooring & Boat Service BV in 2009.

Previously it had acquired Verenigde Bootlieden BV

(United Boatmen).

Strengths

The purchase brings together the strengths of two

specialist companies with a record of quality service.

The two companies operate under their individual

names and the relationship with Multraship through

the Muller Group structure will enhance the service.

Montis Mooring and Boat Service, established in

1996, is based in a modern office next to the sea

locks and employs 15 skilled staff. Services are

available 24 hours a day.

The company operates a fleet of four powerful

motorboats, designed for mooring services and manned

by qualified boatmen. It also operates a 36 metre supply

vessel, with refrigerated capacity for ship’s stores, plus

a 14 metre tender for personnel transport.

Verenigde Bootlieden is well known on the waterways

around Terneuzen, Westerschelde, Braakmanhaven

and along the Ghent-Terneuzen Canal.

The company also works under the Vebocab and

Vebo Nautical Services brands, including Vebo Aqua,

which provides a water tank barge service to ships

calling Terneuzen and Vlissingen.

Vlissingen’s boatmen company, Vlissingse

Bootliedenwacht BV, was founded in 1971 to provide

services inside and outside the harbour. It operates a

modern fleet of six utility vessels on call 24 hours a day.

Besides mooring and unmooring ships, the company

operates a water taxi service, delivers stores and

technical materials to ships, attaches fenders and oil

booms to tankers and has two 5 tonne bollard pull

tugs for local towage services. They can often be seen

manoeuvring new ships built at Damen Shipyards.

VLB also delivers fresh water to ships in port. It can

assist in oil cleaning operations and has oil recovery

equipment available for rental.

New pilot vessels will boost reliability

station near the entrance to the River Scheldt. The

third will be held in reserve.

Main machinery will consist of six diesel generator

sets providing a total output of 5,200 kW that will

power a pair of 1,700 kW electric propulsion motors.

This will enable the PSVs to alter speed easily

while running the diesel engines at their optimum

performance.

Loodswezen operates in four regions to provide

pilots for ships arriving at all Dutch ports, although

its responsibilities in the River Scheldt district are

shared with its Belgian counterpart.

Antwerp and Ghent account for the majority of ships

entering the Scheldt, so pilotage services are divided

72.5 per cent and 27.5 per cent between Belgian and

Dutch pilots.

In total, Loodswezen has 160 Dutch pilots stationed

at Vlissingen and Terneuzen including pilots who

are qualified to navigate ships along the Ghent-

Terneuzen Canal.

The Dutch pilotage service Loodswezen is

updating its fleet with a view to providing an

even more reliable and effective service to

visiting ships.

In September 2010 Loodswezen signed a contract

with the Dutch shipyard Barkmeijer Stroobos to

build three pilot station vessels (PSVs) to replace

units built in the late 1970s. Deliveries will be one a

year starting autumn 2012.

Expertise in vessel design has improved significantly

over the past 30 years and the improved seakeeping

qualities of the new PSVs will lead to improved

working conditions on board. They are designed to

operate in more severe conditions than the vessels

they replace.

Each of the new PSVs will act as a sea base for up to

18 pilots while they wait to board incoming vessels

to Dutch and Belgian ports or to disembark from

departing ships and await new assignments.

Two of these vessels will be on station off the Dutch

coast at any given time – one for ships entering

Rotterdam and the other at the Steenbank pilot

The perfect logistics solution for metals and commodities

Specialist services to the commodity market are

also available from Pacorini Metals. Its two locations

– in Rotterdam and Vlissingen – are approved by

the London Metal Exchange as places for clients to

deliver and receive LME-listed materials.

Expansion

Pacorini Metals has a major presence in Vlissingen-

Oost, and in Rotterdam, where it is continuing to

expand its operation with extra storage capacity. The

company has partnered with Verbrugge Terminals at

Vlissingen to provide 150,000 square metres of covered

warehouse space at Vlissingen, of which 100,000

square metres has been LME approved. Further

expansion of covered space is planned. Vlissingen has

proved an ideal hub for international operations thanks

to its prime location close to major shipping routes and

excellent inland access by road, rail and barge.

At Rotterdam, the company operates two modern

multipurpose terminals, in the Waalhaven and the

Brittanniehaven. Together they provide more than

30,000 square metres of secure storage, including

20,000 square metres of covered storage approved

by the LME. The Brittanniehaven terminal is a

covered facility for discharging weather-sensitive

commodities. From these two locations, Pacorini

Metals’ Dutch operation offers a first-class

distribution service to key centres of commerce and

industry throughout northern and eastern Europe.

Pacorini Metals offers its clients a complete

tailor-made logistics package suited to

their individual requirements and covering

every stage of the journey from production through

to end-user.

The service embraces delivery and storage at load

port, ocean transport, discharge and storage at

destination port, Customs formalities and hinterland

delivery to final destination by road, rail or barge.

Pacorini Metals in Holland is part of the Pacorini

Metals Group, a global warehousing and logistics

company with its head office in Zug, Switzerland.

Specialist

The Pacorini Metals Group is a leading specialist

in the shipment, warehousing, stevedoring,

forwarding and distribution of non-ferrous metals

for markets in northern Europe, the Mediterranean,

North America and Asia. Although Pacorini Metals

specialises in non-ferrous and minor metals,

its handling services are also available for other

commodities such as plastics, ferrous metals and

ferro-alloys.

Pacorini Metals can also provide added value

services like cutting of nickel and copper plates,

crushing, screening and sieving of ferro-alloys.

Repacking, redrumming, cleaning ingots and bulk

deliveries complete its daily work.

Replicating the complete engine room of a merchant

ship, the simulator is built around a Wärtsilä 4R32

marine diesel engine and a 9L20 auxiliary generator.

During simulation exercises, various incidents are

triggered, designed to increase students’ knowledge of

reading technical diagrams, start-up and maintenance

procedures, detection and elimination of faults,

and the correct way to maintain an engine logbook.

Emergency events such as blackouts and machinery

damage can also be handled safely in the simulator.

Truck driving

On the logistics side, De Ruyter has been promoting

its training programme for goods vehicle drivers.

The course covers practical activities such as

loading and unloading of trucks, what to look for

when others do this for you, how goods should

be stacked, and truck driving skills and road

knowledge. It also deals with business practices and

certificates of competence.

The two-year programme is an apprenticeship

training scheme in which the individual works for

four days a week with an approved training company

and one day a week in the classroom.

A key resource for specialist training and

education is the De Ruyter Maritime Institute

in Vlissingen, regarded as one of the leading

maritime academies in north-west Europe

De Ruyter combines practical courses with

simulated training environments for the maritime,

fishing and logistics industries. As well as providing

full-time higher education of younger people, it

retrains unemployed people and offers its facilities

to companies for specialised training.

The institute is part of ROC Zeeland, one of several

regional education centres introduced by the

government in the late 1990s to bring a variety of

training and educational disciplines under one roof.

Simulator

Although the institute was established over 100 years

ago, it is forward-looking and progressive. In October

2010 a new engine room simulator was introduced

at Technum, an ROC technology innovation centre

in Vlissingen with modern multi-media learning

facilities and high-tech classrooms and laboratories

covering all aspects of engineering science.

Evides Industriewater BV is a key provider of

water services for industry, ranging from

production and supply of process water

and demineralised water through to waste water

treatment and effluent reuse.

Its main customers are the chemical and

petrochemical sectors in the Benelux and Germany.

Most of its services are delivered via custom-built

water treatment facilities. These plants are developed

on a DBFO (design, build, finance, operate) basis,

handled entirely by in-house specialists, so that clients

are not required to invest in, or operate, the facilities.

Plants

Most of the Evides treatment plants are in major

chemical industry areas such as Antwerp, Rijnmond,

Terneuzen and Vlissingen (Sloe). In the Rotterdam

area, multinational companies such as Akzo, BP,

Huntsman, Kuwait Petroleum and Shell rely on the

new DWP (Botlek) demineralising plant – the largest

in the Netherlands – which processes water from a

nearby lake.

Reliable

Evides plays a vital role in providing reliable,

environmentally friendly and innovative water

services to the chemical and petrochemical sectors

in the Province of Zeeland. For more than a decade

it has been the ‘water partner’ of Dow Chemical

in Terneuzen, using five sources to produce three

qualities of process water. Other key projects include:

Construction and long-term operation of a

membrane bioreactor at Terneuzen’s municipal

waste water treatment plant. Evides processes

effluent, with other water sources, into ultra-

pure demineralised water.

From 1 January 2011 the Verbund site of BASF

in Antwerp will be supplied with process water

and demineralised water sourced from river

water and processed by Evides in custom-made

treatment plants.

In the Ghent-Terneuzen Canal Zone near Sas van

Gent, Evides recycles waste water from Cargill

into demineralised water for steam production.

Across the canal, Evides has built a plant,

opened in 2009, to produce high-quality (low TOC)

demineralised water at the Yara site in Sluiskil.

Evides Industriewater BV is part of Evides NV, the second-largest drinking water company in the Netherlands.

IT system is vital asset for port community

means that, in addition to serving Zeeland Seaports,

it can be used by agents to order services such as

pilotage, towage, mooring services and waste collection.

In addition, they can settle all their administrative

obligations towards such organisations as Customs

and the Royal Netherlands Military Constabulary.

The system will serve Zeeland Seaports at various

locations and will also be available to dozens of

external users.

A vital asset for Zeeland Seaports is its new

port management information system and

port community system, known as PortXcs,

which came into operation in mid 2009.

Supplied by HITT Traffic and its sister company,

Klein Systems Group, this new technology plays

a highly effective role in supporting the full

administrative process and planning of ships and

cargo in the ports of Terneuzen and Vlissingen.

It allows messages to be sent between the port authority,

shipping agents and traffic management systems as

well as to pilots, service providers and Customs.

PortXcs manages ship and cargo information and

supports vessel traffic management data. It helps

in the processing of financial settlements relating

to port and quay dues and allows information to be

exchanged between third parties both inside and

outside the port.

Flexibility

The system is fully compliant with the International

Ship and Port Facility Security (ISPS) Code. Zeeland

Seaports expects a substantial growth in transhipment

traffic over the next few years as the global economy

improves. PortXcs has built-in flexibility that means

the port community is ready for this growth.

The previous system, Zeeuws Haven Informatie

Systeem (ZHIS), was introduced in 1997, but was

becoming outdated. Zeeland Seaports decided to

invest in a new system instead of upgrading ZHIS.

The standard KleinPort/QShips software package,

produced by HITT, offered key advantages. It could

be installed without too much customisation.

In addition, it is user friendly, and can easily be

modified as and when required.

The most important consideration, however, is that

PortXcs functions as a port community system. This

Ports comply with IMO security rulesThe International Ship and Port Facility Security (ISPS) Code has been fully embraced by Zeeland Seaports.

A legal obligation implemented by the International Maritime Organisation (IMO) and adopted by the European Union, the ISPS Code requires sound security of harbour and quay areas. Details must be precisely described in a port security plan, personnel must be specially trained and a security officer must be appointed to each terminal.

Zeeland Seaports has co-ordinated the implementation of the ISPS Code in the port areas within its orbit. The port company has 45 terminals that must comply with the ISPS Code. The new regulations also apply to berths where ships of over 500 gross tons are received.

Designed to address the growing awareness of risk in relation to a perceived terrorist threat, the ISPS Code is an IMO-led initiative that has seen millions of dollars spent on new anti-terrorist measures in ports across the world.

Utility network project is key to sustainable industry

Ramsgate, East Sussex County Council and the

South East England Development Agency (SEEDA).

The findings of this study are being shared so that

the partners can develop their own similar projects.

The plan is to construct these pipelines in one go.

This will give Zeeland Seaports the advantage of

scale, so that the investment is more likely to result

in a viable business proposition.

Infrastructure

The network of companies linked to the pipeline

infrastructure provides new opportunities for

unregulated networks. This is interesting for

internal supply within the network, but also for joint

purchasing from outside the network.

A pipeline infrastructure can contribute to improved

energy efficiency and lower carbon dioxide emissions.

With the MUP, there is an infrastructure provider

and utility providers. The infrastructure provider has

the task of managing and maintaining the service

corridor and is also responsible for monitoring the

quality of the utility providers.

The utility providers are the contracted suppliers

and purchasers of products such as carbon dioxide,

gas, heat, biodiesel, electricity and hot water.

A project to develop a uniform pipeline

network to promote sustainable industry in

the Ghent-Terneuzen Canal Zone is being

actively pursued by Zeeland Seaports.

The knowledge gained through this multi utility

provider (MUP) project, called Hidden Connections,

will be made available to other partners in an

international joint research programme.

As the organisation responsible for the economic

development, management, maintenance and

operation of the port area, Zealand Seaports

is constantly working to achieve a sustainable

operation. One of its key aims is to develop new

sustainable industry while also striving to make the

existing industry on the canal more sustainable.

Innovative

This has led to innovative ideas for the sustainable

use and reuse of residual flows. A precondition of

utilising these flows and opening up a market in their

trading is to create a physical and organisational

infrastructure to link the various users.

Zeeland Seaports is part of a joint research and

study programme called Ports Adapting To Change

(PATCH) which also involves Calais, Oostende and

Zeebrugge as well as Portsmouth, Newhaven,

All the pipes will be laid underground and the

network will have three types of service corridor. The

first involves pipes laid deep below ground that do

not need to be accessible directly for maintenance

or other purposes. In the second case, pipes are

below ground level and ‘boxed in’ so they can be

accessed more easily. Finally, pipes at important

junctions or in locations where changes to the

system are anticipated are laid near the surface and

have hatch access.

The project will be completed in five phases.

Phase 1 is complete. This involved research to

establish that there is a market for an MUP in the

canal zone. Now Zeeland Seaports is to firm up

interest shown for MUP in contracts or declarations

of intent per utility.

Phase 2 will establish the route the network

will take. The pipeline route must be finalised in

consultation with both public and private parties and

with a view to future developments. There must also

be an environment impact assessment.

Clusters

For the route, five clusters have been proposed:

A. Dow and the Braakmanhaven

B. Western Kanaaloever

C. Koegorspolder

D. To the north of Sas van Gent

E. To the south of Sas van Gent.

Phase 3 involves drawing up the supporting policy.

A wide range of regulations will apply to the MUP

concept including safety rules. Bylaws will need

to be drawn up regulating the pipeline network by

Zeeland Seaports, possibly in conjunction with the

municipality of Terneuzen.

The aim of this step is to draft supporting policy to

regulate management of the service corridor with

respect to both the operator of the pipeline network

and the landowners in the canal zone.

Phase 4 looks at financing the project. A provisional

estimate of the investment is €120 million. This

covers the infrastructure, including five pipe sleeves

but excluding connections and installations.

Investment

Finally, on the basis of the business case, an

overall business plan can be drawn up to support

investment propositions.

Zeeland Seaports is the initiator and overall project

manager in the MUP project, while PNO Consultants

will provide the accounting. NedMobiel will manage the

project and take part in its financing and investment.

Summit Energy Services has done research in support of

the initial planning and execution of the business plan.

The aim is to start construction by the beginning

of 2012.

New harbour area attracts heavy lift specialist

This new project by Mammoet represents a major

expansion of stevedoring activities on the Ghent-

Terneuzen Canal, helping to underline the status

of Zeeland Seaports as an excellent alternative to

Antwerp and Ghent for storage and transhipment of

specialist and oversized cargo and for handling of

heavy loads.

Expertise

Mammoet’s expertise in running multipurpose

terminals is born out of its existing facilities. The 8.5

hectare Heavy Lift Terminal at Schiedam, near its

headquarters in the Port of Rotterdam, has 20,000

square metres of storage and a 250 tonne harbour

crane that allows it to handle a range of items

such as generators, transformers, reactors and

prefabricated steel units.

Transhipment

The existing terminal at Westdorpe has a covered

storage capacity of 8,000 square metres and an

outdoor storage area of 15,000 square metres,

although the 400 metre quay has a water depth

of only 8.0 metres. Here, Mammoet provides

storage and transhipment of stainless steel coils,

containers, large bags and general cargo.

Two mobile harbour cranes, each with a capacity

of 100 tonnes, allow the terminal to tranship heavy

loads up to 200 tonnes.

Work is progressing well on the extension

of Terneuzen’s Autrichehaven and the

development of the adjacent Axelse

Vlakte. With the quay walls complete, the harbour

dredged to 12.5 metres and the new flood defences

finished, concessions are now being granted to

allow companies to develop the land.

Zeeland Seaports is responsible for infrastructure

projects such as construction of quays and dredging.

Responsibility for superstructure developments falls

to the tenant companies.

Multipurpose

One of the first companies to sign a contract with

Zeeland Seaports is the heavy lift and transport

specialist Mammoet Benelux, which is building a

new multipurpose terminal on an eight hectare site

at the Autrichehaven. This will operate alongside its

existing terminal at Westdorpe.

Mammoet’s new Autriche Terminal will have its own

300 metre quay and will receive vessels of up to 12.5

metres draught. It will also be used as a test location

for three versatile new super heavy lift cranes which

Mammoet is currently developing and building.

Available in 2011, these new-generation cranes

will come in two versions: the PTC 120 DS, with a

maximum load moment of 120,000 tonne-metres,

and the PTC 160 DS (160,000 tonne-metres).

Valuepark offers huge scope for chemical companies

A vital asset for the chemical industry is

provided by Valuepark Terneuzen, a 50-50

joint venture between Zeeland Seaports

and Dow Benelux.

With 80 hectares available for further investment,

companies choosing to settle in Valuepark Terneuzen

will benefit from the proximity of Dow Benelux’s

extensive petrochemicals facility as well as the

expertise of Zeeland Seaports in terms of park

infrastructure and regional economic development.

Perfect base for European marketTerneuzen, in the south-west Netherlands, is well positioned for chemical production and distribution and is the perfect base for entry or expansion into today’s European market.

This makes Terneuzen a highly attractive location as a potential European hub for the chemical industry and offers tremendous partnership potential.

Centrally located on the estuary of the Western Scheldt, between the main ports of Rotterdam and Antwerp, Terneuzen offers chemical producers and distributors cost-effective facilities as well as direct access by road, rail, inland waterway and sea to major regional and international markets.

Dow’s manufacturing facility at Terneuzen is its

largest outside the United States and encompasses

a 1.7 million tonne per year cracker complex

including 26 plants producing a range of chemicals

and materials, from hydrocarbons such as styrene

monomer, benzene and ethyl benzene to styrenics,

plastics and polyurethane.

Valuepark Terneuzen was created with the aim of

developing a multi-occupational site including not

only companies serving Dow but also other third-

party operations. The Valuepark is divided into a

110 hectare chemicals manufacturing site and a 30

hectare logistics park.

The Valuepark has already attracted major logistics

companies, notably Bertschi, Katoen Natie,

Oiltanking and Value Solutions Logistics (VSL). Other

companies are looking seriously at investing in the

site. So the Valuepark is on course to become a

European hub for chemicals.

Zeeland Seaports’ role in the joint venture is to

develop the site infrastructure as well as working

with Dow to market the site to potential investors.

On-site facilities include a cogeneration plant

operated by AES and the utilities company Delta;

water supplied by Evides; municipal waste-water

removal facilities; and industrial oxygen and

nitrogen supplied by Air Liquide and Air Products.

There is also a shared fire water system that is

capable of serving the whole Valuepark.

A land lease contract is offered to new companies

and Zeeland Seaports helps them to gain the

necessary permits. About 85 hectares of land is

still available for companies interested in exploiting

synergies with the activities of Dow Benelux.

These synergies with Dow extend beyond using

the same raw materials and end products. With

infrastructure provided, new customers only need to

invest in technology and outsource other activities

through co-operation. Valuepark Terneuzen is a

high-profile example of how this can be achieved.

Innovative

Joint research and development activities offer the

chance to gain significant innovative technological

breakthroughs that, arguably, could not be realised

individually.

While outsourcing of activities is a key part of

Zeeland Seaports’ vision for the Valuepark, it also

wants to extend the chain by attracting companies

that transform chemicals and plastics into products.

To date, Dow Benelux and Zeeland Seaports have

jointly invested some €80 million in developing the

park infrastructure. As well as having ready access

to their preferred materials, companies renting

space at Valuepark benefit from the fact that all the

infrastructure is managed for them.

Significant

The Valuepark has brought significant environmental

as well as logistical advantages. Before the park was

established, raw materials such as naphtha and benzene

used by Dow were also stored in Rotterdam, Antwerp or

Ghent and then shipped in barges to Terneuzen.

New on-site storage terminals, together with the

opening up of pipelines connected to plants on the

Dow site, have reduced the number of road shipments

by 30,000 trips and, in turn, have cut back overall

carbon dioxide emissions by over 800 tonnes a year.

The Valuepark is a vital part of Zeeland Seaports’

mission to achieve sustainable development.

Valuepark pioneer going strong

A specialist in added value logistics services, Katoen Natie was one of the first companies to operate at Valuepark Terneuzen.

The Antwerp-based company began talks with Dow over a new container terminal in the mid 1990s. The joint venture, in which Katoen Natie owns 85 per cent and Dow 15 per cent, led to the opening of a small terminal in 1999 that was developed from scratch.

The majority of products handled are containers for Dow, but the Icelandic shipping line Samskip is also a regular user. Just over 10 years later, the terminal is approaching the limits of capacity, having seen transhipments grow from 5,500 teu to 46,700 teu. This has spurred plans for further expansion.

Katoen Natie has also invested €25 million in a 10 hectare silo terminal for the handling, packaging and distribution of Dow’s dry plastics products. Sited at Valuepark Terneuzen, the terminal employs 110 staff and has been operational since 2002 when Katoen Natie became the first company to move its activities to the 30 hectare park.

This terminal is Katoen Natie’s largest plastics handling terminal in Europe after Antwerp. Although no further investment is planned at present, Katoen Natie would be willing to participate should the right opportunity come along.

Liquid bulks drive up port statistics

New liquid bulk terminalThe newly formed company NedStore is building a liquid bulk storage terminal in the Sloehaven, near the entrance to Vlissingen-Oost.

NedStore has over 7 hectares at its disposal. The new terminal will have a capacity of 150,000 cubic metres and will accept vessels of at least 14.0 metres draught.

Liquid bulks are a vital traffic stream for

Zeeland Seaports, which has seen an

upward trend in cargo throughput due

mainly to higher volumes of commodities such as

oil products, chemicals and chemical products.

High volumes of dry bulk cargoes such as coal and

ore also played a part.

Liquid bulk cargoes account for about 12 million tonnes

of the ports’ total annual throughput. About two-thirds

of this is oil products and the rest is chemicals.

Various companies are active in this sector.

Oiltanking Terneuzen is located on the Western

Scheldt estuary at Valuepark Terneuzen near the

complex of Dow Benelux, one of its key customers.

The Oiltanking terminal is perfectly placed to offer

direct logistics services by road, sea, rail or pipeline

to producers in the area.

Deepsea

The terminal has access to deepsea port facilities

for vessels up to 60,000 dwt and has a storage

capacity of 155,500 cubic metres for chemicals and

petrochemical products in 24 tanks ranging in size

from 1,000 to 20,000 cubic metres. All tanks have

dedicated connections to both jetties and loading

racks for road tankers and rail tank wagons.

To meet the latest environmental and safety

standards, all tanks are of ‘cup-tank’ construction

– effectively a tank within a tank which serves as a

containment area in case of leakage. The cup tank

design replaces bund walls, resulting in less surface

occupation for a tank farm.

Storage capacity at Oiltanking Terneuzen will be

considerably enlarged in 2011.

In Vlissingen, Vopak Chemical Terminals Benelux

(VCTB) owns and operates one of the largest

independent gas terminals in Europe. Its strategic

location at the gateway to Europe provides easy

access for ships, barges, road and rail transport.

Using the strength of its wider network, VCTB is

able to meet the demands of its customers by

distributing products safely and cost-effectively.

The terminal has six pressurised spherical tanks

and two fully refrigerated tanks, offering a total

storage capacity of 131,400 cubic metres.

There are two dedicated berths for deepsea vessels

of up to 13.5 metres draught, and a further two

berths for barge traffic.

Vesta Terminal Flushing BV has acquired about

35,000 square metres of waterfront land in the

Sloehaven in Vlissingen from Invista Polyester BV.

Vesta also has a long-term lease agreement covering

Invista’s barge jetty, adjacent to the land, adding

useful extra capacity beyond Vesta’s existing jetties.

Acquisition

The acquisition will enable Vesta to expand the

storage capacity of its terminal by 250,000 to 300,000

cubic metres to a projected total of 625,000 cubic

metres for light products, middle distillates and fuel

oil. This expansion will allow Vesta to take advantage

of certain economies of scale and the company is in

the process of acquiring the relevant permits.

Vesta Terminal Flushing handles liquid bulks

for third-party customers and has space for

additional dedicated tank storage tailored to

customer requirements. The company is a member

of Mercuria Energy Group Ltd, an international

company with more than 500 employees globally.

Biopark Terneuzen leads way to sustainable growth

by-products and waste products, which then

become feedstock, energy or utility supplements for

their own production processes.

Bio-complementary partnerships are the way

forward. By converting surplus material into

smart links, the partners in this project are able to

capitalise on residual values that would otherwise

go unused.

In the wider context, these bio-complementary

partnerships combine to help:

In the context of good stewardship of the

environment and its resources, the biggest

challenge facing politicians and industry

Zeeland Seaports has its own innovative solution. In

February 2007 it established Biopark Terneuzen, a

special zone designed to meet the needs of industry,

the environment and the community.

Still at an early stage of development, this

solution is already delivering positive results for

its participants, leading to a chain of sustainable

businesses.

Biopark Terneuzen is a new approach to agro-

industrial sustainability. By extending the earlier

ideas of technology collectives, it raises the concept

to a higher level.

Under the ‘smart link’ name, Biopark Terneuzen is

looking to exploit the synergies between businesses

in the same geographical area. Specifically, it

encourages them to exchange and use each other’s

Biopark Terneuzen is in the economic heartland of

Zeeland – an area with a well established industrial base

including the electrical, engineering, petrochemical and

shipbuilding sectors. Zeeland also has a growing services

sector as well as a rapidly expanding horticultural

industry that is pushing the boundaries of technology in

crop size and quality improvements.

This has led to a large, skilled and still increasing

workforce, recruited from the region’s excellent

technical schools and training centres – a resource

that compares with the best in Europe. In terms

of numbers, range of skills and dedication, the

available workforce is fully able to satisfy and

sustain the demands of future industrial growth.

Beneficial

Many companies are already making good use

of Biopark Terneuzen by engaging in mutually

beneficial long-term projects. For example, Cargill

(food starches), Goes on Green (biodiesel), Nedalco

(alcohol) and Yara (ammonia and mineral fertilisers)

are linked by pipeline systems that allow them to

exchange and reuse by-products and waste products

such as energy, feedstock or utility supplements.

These schemes involve:

Cargill providing residual starch, purified water, power and compressed air to Nedalco

Goes on Green delivering water to the recycler Heros

Yara supplying waste heat and carbon dioxide to a local horticultural greenhouse park.

Smart links between other members are at the

planning stage or undergoing tests.

Taking the sustainable approach further, Bio Base

Europe – a joint initiative by Biopark Terneuzen

and Ghent Bio-Energy Valley – is a leader in the

development of a European biobased economy.

To assist the transition from fossil fuels to

renewable resources, the European Union, Belgium

and the Netherlands have joined forces to establish

Bio Base Europe as part of an Interreg project. With

an overall budget of €21 million, Bio Base Europe

is building research and training facilities for the

biobased economy.

Flexible

The Bio Base Europe Pilot Plant, located in Ghent,

is a flexible facility capable of scaling up and

optimising a broad range of biobased processes. It

can perform the entire value chain in a single plant,

from green resources to final product. The pilot

plant is operated according to an open innovation

service model whereby companies and research

institutes active in the biobased economy can rent

facilities for technological development.

Bio Base Europe also has a training centre in

Terneuzen for process operators in biobased

industries. Operated in a similar way to the pilot

plant, it also opens its doors to companies and

schools, who can rent these facilities for training of

staff or students.

Bio Base Europe is a key building block in the

development of a sustainable biobased economy in

Europe, offering a research and training infrastructure

that can help improve economic growth, innovation

capacity and sustainable development.

Zeeland Seaports’ key role in sustainable horticulture

The canal zone near Terneuzen has become

a high-intensity area for sustainable

horticulture – and Zeeland Seaports has a

major role to play in this project.

In April 2004 the government, in its policy document

on spatial planning, earmarked the canal zone for large-

scale growing of fresh produce in greenhouses and this

was included in the draft Zeeland Area Plan 2006-2012.

Steering

Zeeland Seaports is steering through the plans for

sustainable horticulture. The phased project began

in 2007 with the Smidsschorrepolder, followed by the

Autrichepolder and finally the southern section of

the Koegorspolder.

The plan embraces a gross surface area of

almost 400 hectares. It will be possible to build

greenhouses on just over half of this area, with a

total net glass surface area of almost 250 ha. The

remaining land will be for roads, cycle paths, ditches

and waterways, service corridors, water storage and

measures to lessen the impact on the landscape.

The cultivation of plants under glass will be the

responsibility of specialist farmers. Zeeland

Seaports has a key role to play, however, because of

the opportunity for tenants of port land to recycle

otherwise wasted energy and channel it to the

Zeeland Seaports and Yara. It is delivering ‘second-

life’ resources to a major horticultural greenhouse

nursery in the area. These consist of water for

heating and carbon dioxide for improving crop

growth.

The cooling water outflow from Yara’s heat

exchangers, where it has collected heat from its

production processes, is piped to the nursery

complex at an average temperature of 87˚C. At the

end of the cycle the water is returned to the system,

reheated and pumped back to the storage tanks.

The carbon dioxide, also delivered by pipeline, is

a very clean gas offering the same purity level as

manufactured liquid carbon dioxide.

Horticultural

Through the combined industrial and horticultural

knowledge of its partners, WarmCO2 ensures an

optimum distribution of resources. Charged at

competitive rates, this exchange has been shown to

benefit both provider and user.

Zeeland Seaports sees more opportunities for process

industries to feed their waste heat to greenhouses

and is investing in a network of pipelines to move this

energy around the Terneuzen area.

Yara Sluiskil invests in future

Yara Sluiskil BV, part of the Norwegian group Yara International ASA, is a leading producer of ammonia, nitrogen fertilisers and technical grade chemicals like food grade liquid carbon dioxide and the fuel additive AdBlue (Air 1®).

The company’s 135 hectare complex at Sluiskil produces about 3.5 million tonnes per year of dry and liquid bulk products.

The fertiliser product range consists of various grades of granular ammonium nitrate and calcium ammonium nitrate fertilisers, granulated and prilled urea, and liquid fertilisers. In some grades, essential micro nutrients such as magnesium and sulphur are added.

Nitrogen from the air, natural gas and water are the main raw materials for these processes. In addition, Yara Sluiskil uses dolomite (calcium magnesium carbonate), from the Ardennes region of Belgium, to regulate the nitrogen content of its ammonium nitrate products.

Urea plant

Yara Sluiskil has been finalising the construction of a urea solution plant, a €400 million investment to ensure a viable future for the Sluiskil site. This new, more energy-efficient production plant for Urea 7 will come on stream in mid 2011, replacing the two existing urea solution plants and expanding production capacity by 50 per cent.

A new demineralised water production and treatment plant, in partnership with the water company Evides NV, came into operation in 2010.

Yara Sluiskil is also a stakeholder in WarmCo2, a project to transport carbon dioxide and residual heat from the Sluiskil site to greenhouses in the Canal Zone.

Expert handling of forest products

Zeeland Seaports is the principal gateway for

forest products in the Hamburg-Le Havre

range. There are privately run terminals in

both Terneuzen and Vlissingen offering expertise

and experience in handling these sensitive cargoes.

The leading operator in this field is in Verbrugge

Terminals. From its terminals in Terneuzen and

Vlissingen, forest products are delivered to end-

users throughout Europe and Scandinavia. Key

activities are allocated to specific terminals:

Verbrugge Terneuzen Terminals focuses on

shortsea cargo and cargo imported from the

east coast of Canada.

Verbrugge Scaldia Terminals focuses on deepsea

cargo, mainly woodpulp imported from Brazil,

Chile and Uruguay. This deepwater facility was

built in mid 2000 in Vlissingen and its storage

capacity is still being expanded by Verbrugge.

Verbrugge Zeeland Terminals focuses on

woodpulp and paper imported from North

America, Scandinavia and South East Asia.

Verbrugge offers its customers a stock management

service with barcode readers, order picking,

reconditioning, rewinding and quality control. These

services are supported by ICT services including

direct data links with customers.

Extended

The Vlissingen-based agency Verbrugge Marine

BV is also active in forest products. It provides a

comprehensive logistics solution by supervising and

co-ordinating the client’s chartering, port agency,

stevedoring, warehousing, forwarding, trucking

and barging requirements. All these services are

provided in-house and tailored to the client’s own

requirements.

Container hub plan kept on back burner

Getting ready for the upturnArguably, the world recession has affected Western economies more than those in Asia; but as Europe is one of China’s biggest customers, it does have a knock-on effect and shipping volumes have fallen.

But when the world’s economy gets back on its feet, consumer confidence returns and growth returns, pressure will undoubtedly begin to mount again on western Europe’s existing container terminals.

Concern in the mid 2000s that there would not be sufficient capacity at key container terminals has eased due to a fall in volumes and new facilities coming on stream. Nevertheless, a resumption of trade volumes could start eating into existing and planned terminal capacity; so the search for potential new facilities is paramount to meet the future needs of container lines and to accommodate anticipated growth.

The potential of Vlissingen as a port of call for

the world’s largest containerships has come

under the spotlight as a result of new market

research by Zeeland Seaports into its long-term plans

to build the Westerschelde Container Terminal (WCT).

Undoubtedly, Vlissingen, with its excellent hinterland

links and easy access to the North Sea, is one of the

best locations for a major new container port. Good

nautical access allows the port to cope with the

constant increases in scale of the container industry.

Its potential as a major container hub is highlighted

by the provisional findings of new market research

by Zeeland Seaports, which is looking to build WCT

on a site fronting the River Scheldt at Vlissingen. The

research was prompted when PSA Antwerp’s right to

be the exclusive operator of WCT expired.

European and Asian container terminal operators

consider the Rhine-Scheldt basin to be the most

important centre for the further development of

large-scale container activities, with Vlissingen seen

as the most promising location in the ARA range.

Potential

There is a group of market players who would like

to achieve an important position in the European

container market and they see huge potential in

Vlissingen, with its inland waterway connections, to

serve the European hinterland in a sustainable and

multimodal way.

WCT is by no means the only new container terminal

being mooted at Vlissingen. For example, the planned

Verbrugge Container Terminal (VCT) is to be built

on a 125-hectare site just a short distance from the

entrance to Vlissingen. Currently used for forest

products, the container terminal will have a 1,715

metre quay on the Quarleshaven for ships of up to 16.5

metres draught, plus the 375 metre Bijleveldhaven

quay for ships of up to 10.5 metres draught.

When complete, VCT will have a design capacity of 2.5

million teu and will be equipped with 12 ship-to-shore

cranes, 64 straddle carriers and four mobile cranes.

Zeeland Seaports believes there is serious interest

in WCT following discussions with various container

terminal operators. However, these companies want

proof that the seeds of recovery in the container

market are starting to grow before making new

investments.

Perhaps the signal has arrived. The announcement

that Maersk Line had selected South Korea’s

Daewoo Shipbuilding and Marine Engineering as a

preferred bidder to build up to 20 gigantic 18,000 teu

containerships could be the measure of confidence

the industry needs.

Maersk is not the only player ordering ultra-large

containerships. Over 120 ships greater than 10,000

teu are on order, with Orient Overseas Container

Line and Hapag-Lloyd among the latest companies

to place orders.

Only a limited number of ports in north-west Europe

can receive these vessels, while the introduction

of ever-larger ships historically has been matched

by growing container volumes handled. Increased

consumerism in developed countries and higher

manufacturing output in developing countries coupled

with lower-cost ocean transport accounts for this.

Europe’s current terminal capacity is unlikely to be

sufficient to handle potential demand. This offers an

outstanding opportunity for the development of all

three planned container terminals in Vlissingen.

Based on these positive signals, Zeeland Seaports

has asked the provincial government to put the

environmental impact assessment and integration

procedure for WCT back in motion.

New terminal comes on streamThe existing container handling facilities at Vlissingen have recently been enhanced by the Scaldia Terminal, a new multipurpose facility for containers and breakbulk in the extended Scaldiahaven. With an alongside draught of 14.0 metres, this terminal is run by Scaldia Terminal Operator, a 70-30 joint venture between Sea-Invest and Zuidnatie.

New €60 million harbour for Vlissingen

The Scaldiahaven in Vlissingen has been

extended in a €60 million project by Zeeland

Seaports – the biggest investment it has made

and the last opportunity to expand within the dykes.

The extended harbour was formally opened on

9 November 2010 by Queen Beatrix.

Two companies have taken concessions in the

Scaldiahaven. The first was Verbrugge Terminals.

The company has expanded its forest products

handling capacity on the south side of the dock,

where it focuses on the distribution of woodpulp

from South America.

Storage sheds

Work on the first phase of the Scaldiahaven, which

included a 690 metre quay, began in 1996 and was

completed a year later. Verbrugge occupied a 25

hectare plot in 1999 and soon afterwards built five

large storage sheds plus office space.

The steady increase in cargo volumes made it

necessary to extend the terminal and a further 510

metres has now been created, bringing to 1,200

metres the length of quay at Verbrugge’s disposal.

Together with the shipping company, Gearbulk,

Verbrugge Terminals has set up a transport

company, Scaldia Logistics BV, to offer customers a

total supply chain service in Europe from its base in

Vlissingen.

Scaldia Logistics offers terminal and distribution services

including terminal handling, inventory management,

order processing and fulfilment, Customs clearance and

oncarriage by ship, barge, truck and train.

Joint venture

Meanwhile, the Scaldia Terminal, on the north-west

side of the harbour, will be used for storage and

transhipment of containers and breakbulk cargoes.

This new facility is a 70-30 joint venture between

the Belgian company Sea-Invest and Zuidnatie

operating under the name of STO BV. It has 900

metres of quay with an alongside draught of 14.0

metres and a 250 metre transverse quay.

Cargo handling

Sea-Invest, with its head office in Ghent, provides

maritime cargo handling and logistics services in

the three main Belgian seaports, France, Germany

and South Africa.

Zuidnatie is active in the port of Antwerp as a cargo

handler and logistics service provider, handling bulk

goods, general cargo, ro-ro and containers.

Towage services enhanced by arrival of new tugs

The two major harbour towage companies

serving Zeeland Seaports have been

investing in new tonnage, thus helping to

make shipping safer on the Westerschelde.

The latest addition to the Multraship Towage

and Salvage fleet, ‘Multratug 3’, arrived in the

Netherlands at the end of November 2010 and will

be home-ported at Terneuzen.

Core activities

Multraship is owned jointly by the Terneuzen-based

Muller Maritime Group and by Fairplay Towage, of

Hamburg. The core activities of Multraship are:

Harbour towage

Salvage

Coastal and deepsea towage

Services to dredging, marine contracting and offshore industries.

The ‘Multratug 3’ is the fifth unit of Damen’s

new ASD Tug 3213 design to be completed. The

vessel was built by Damen Shipyards at its Song

Cam Shipyard in Vietnam. This series of tugs was

developed for tanker handling and escort duties.

With two engines producing 7,268 bhp (5,420 kW) in

total, the ‘Multratug 3’ is one of the most powerful

tugs serving on the Schelde, with a maximum

bollard pull of 94.7 tonnes. With FiFi 1 capabilities,

the tug is fully equipped for emergency response.

Offshore fleet

Unie van Redding- en Sleepdienst NV (URS) has also

been upgrading its fleet. The Smit-owned company

provides harbour towage and salvage services in all

Belgian ports and assists vessels on the Ghent-

Terneuzen Canal. Several of its tugs are based at

Terneuzen.

Its harbour towage fleet was boosted in 2010 with

the delivery of the 80 tonne bp ‘Union Hawk’ and

‘Union Eagle’ by the Spanish shipbuilder Armon

Shipyards in Asturias. URS is also expanding its

offshore fleet, having ordered four powerful FiFi 1

anchor-handling tugs from the same builder. The

last of these 7,065 bhp (5,200 kW) vessels, ‘Union

Wrestler’, was delivered early in 2011.

Bulk handling specialist invests in more capacity

will stabilise at 300,000 tonnes per year. It has

recently commissioned a new 27,000 tonne capacity

storage facility at Vlissingen.

The quay at OVET’s Kaloothaven terminal is being

extended by 400 metres by Zeeland Seaports so it can

accommodate two capesize vessels simultaneously.

Work is expected to be completed in 2012.

At Terneuzen, the draught at the company’s

Massagoedhaven terminal and along the Ghent-

Terneuzen Canal is limited to 12.5 metres and this

has given rise to another of OVET’s key activities.

Using a modern fleet of floating cranes – three of 25

tonnes capacity and one of 36 tonnes – OVET offers

lightening services at Terneuzen and Everingen

Roads in the River Scheldt, where the maximum

draught is 16.5 metres. OVET is able to handle

20,000 tonnes in one tide.

OVET lightens about 100 vessels a year. About 95 per

cent of these operations are to enable bulk carriers

to transit the canal to the ArcelorMittal steel plant

in Ghent.

The primary activity of OVET BV is the

warehousing and transhipment of dry bulk

goods at its terminals in Terneuzen and

Vlissingen. It also offers ship-lightening services

as well as providing added value services to

customers’ products.

At its two terminals OVET handles mainly coal and

petcoke. There is storage for 600,000 tonnes at its

Terneuzen terminal, which can receive panamax

ships up to 90,000 dwt, and about 1.5 million tonnes

at its Vlissingen terminal, which handles capesize

bulk carriers up to 180,000 dwt.

Efficiently

OVET has facilities for crushing and grading coal to

provide industrial users with optimum-sized pieces

that burn efficiently. About two-thirds of the coal

handled by OVET is for the power industry, although

wood pellets are increasingly being used as a

‘green’ supplement.

Wood pellets are imported mainly from Canada and

the Baltic States and OVET anticipates that demand

Deepwater port is a vital asset for industrial clients

The original purpose of Vlissingen-Oost was

to serve the needs of heavy industry and

industrial processing. And, while the modern

port is widely used for cargo handling and logistics, it

remains a focal point for industry-related activities.

The port has deepwater access and is ideal for bulk

carriers.

Arkema

Arkema is an international company with three

main business activities: vinyl products, industrial

chemicals and performance products. Its Vlissingen

site manufactures additives for PVC processing and

engineering plastics. It also produces a range of

innovative additives for the glass-coating sector and

various organotin compounds.

Arrow Terminals

Arrow Terminals BV is a full-service warehousing

company specialising in the handling, storage

and distribution of ferro alloys. This includes

all warehouse-related services; value-added

services such as screening, crushing, blending

and packaging; inventory management; Customs

administration; and organisation of transport

by truck, container, barge or ship. Each year the

company handles about 600,000 tonnes of cargo.

Arrow Terminals recently invested €2.7 million in

its terminal by extending its total covered storage

capacity from 26,000 to 32,000 square metres.

Arrow Terminals can now discharge containers from

barges and ships at its own quay and transfer cargo

directly to the warehouses.

EPZ

Elektriciteits-Produktiemaatschappij Zuid-

Nederland (EPZ) is a diversified energy generation

company embracing a 512 MW nuclear power plant,

a 426 MW coal-fired plant that also burns biomass

such as cocoa shells and wood chips, and a 12

MW wind farm. Fuel diversification makes it less

dependent on one type and offers flexibility.

The EPZ plant consumes up to 1 million tonnes of

coal per year and this is imported by sea.

Euro-Mit Staal

Euro-Mit Staal BV specialises in slitting wide coils

of thin gauge plate material to narrow-sized smaller

coils. The services are performed to the customer’s

requirements on a just-in-time basis. The processed

material is distributed from Vlissingen by road

throughout Europe.

Euro-Mit Staal’s main line of business is to process

the higher grades of electrical steel for the

transformer industry in Europe. In addition, having

built up its position as a reliable and skilled slitting

service centre, the company has found opportunities

to also slit a diverse range of thin gauge products

such as coated/laminated steel, tinplate and

stainless steel.

The company is looking to expand its activities into

new business areas in the future.

Thermphos

Headquartered in Vlissingen, Thermphos

International is one of the world’s largest producers

of phosphorus, phosphoric acid, phosphates,

phosphonates and phosphorus derivatives. These

products are used in a variety of markets such as

pharmaceuticals, hygiene, industrial and household

cleaning, food and feed additives, beverages, flame

retardants and crop protection.

The company operates from a 125 hectare site with

its own deepwater jetty in the Sloehaven. It imports

about 1.5 million tonnes of raw material a year,

including some 600,000 tonnes of phosphate ore.

Most of this is carried by ship.

ZALCO

Zeeland Aluminium Company NV (ZALCO) is one

of the leading producers of primary aluminium in

Europe. Active mainly in the market for extrusion

billets and rolling slabs, the company produces

about 230,000 tonnes a year. ZALCO also makes

about 100,000 tonnes of anodes a year for its own

production process and for third parties.

ZALCO has its own terminal in the Quarleshaven

for deepsea shipping where it has two elevators

with a combined discharge capacity of 600 tonnes

per hour. A berth in the Van Citterskanaal is for

inland vessels.

Its production process consists of producing

aluminium from alumina using the Hall-Héroult

method. Alumina is the raw material for aluminium

and is extracted from bauxite. Anodes are produced

using petroleum coke and coal tar pitch.

Vlissingen builds on cruise port status

Key player in cruise conceptThe S.T.T. Group of Companies was instrumental in developing the Zeeland Cruise Port concept and plays a key role by providing all husbandry services for visiting ships as well as taking care of passenger handling and security.

However, the main focus of its business is commercial cargo ships. Its agency department handles over 800 vessels a year in various Dutch ports, covering a wide range of ships, from tankers and bulk carriers through to containerships and dry cargo tonnage, which S.T.T. attends as a charterer’s or owner’s representative.

S.T.T. is also a logistic service provider with experience in brokerage, chartering, forwarding and liner agency. Its main office is in Vlissingen.

For the past several years, Vlissingen has

included cruise ships among its wide range

of vessel traffic. The Zeeland port has been

successfully marketed as a cruise call, allowing

passengers to enjoy the tranquil beauty of this part

of the Netherlands.

Tourism is an important business in Zeeland and

the cruise sector is a new part of that. In addition

to receiving cruise calls, Vlissingen is now pushing

ahead with plans to develop a cruise terminal.

Vlissingen is no stranger to handling passenger traffic,

having hosted the cruise ferry operator Olau Line for

many years; so the port is well aware of the benefits

that passengers and crew can bring to the local

economy. It also knows its facilities must be first-rate

in order to attract cruise calls on a regular basis.

Promoting

Since 2006, when the idea of promoting Vlissingen

as a cruise destination was first mooted, Zeeland

Cruise Port, the organisation set up to market

cruises to the area, has successfully attracted

cruise lines to Vlissingen and the port has begun to

feature on some itineraries.

The first call was Phoenix Reisen’s ‘Amadea’.

Zeeland is a popular destination for German tourists

and the company has followed its initial visit with

further calls. In 2011 its ‘Albatros’ will include

Vlissingen in its schedules.

In July 2010 Holland America Line’s ‘Prinsendam’

called for the first time, with passengers and ship’s

master very enthusiastic about the visit. Holland

America Line is part of the Carnival Corporation, the

world’s largest cruise ship company, so being able

to attract the ‘Prinsendam’ was a coup for Zeeland

Cruise Port.

Nevertheless, everyone involved in promoting the

port as a cruise destination has remained pragmatic

about what needs to be done to secure future

regular visits from the likes of Holland America

Line. Now that Zeeland’s attractiveness as a cruise

destination has been proven, it has given a new

impetus for the port and local government alike to

fulfil the dream.

The favoured site for the new cruise terminal is

the Buitenhaven (Outer Harbour) where the Olau

ferries used to berth. This harbour is conveniently

located next to the main railway station and has

unobstructed access to major roads, allowing coach

tours to come and go relatively easily. It is also a

short distance from the centre of Vlissingen town.

Preliminary studies will identify the ideal length

of quay, available draught requirements and what

facilities the terminal will need to accommodate

both seagoing and rivergoing cruise vessels.

Rejuvenation

Undoubtedly, the cruise terminal will breathe new

life into an area that is looking a little downtrodden.

The project will pave the way for a rejuvenation and

rehabilitation of this area as a chic part of the town.

Money has already been allocated and there is

a strong desire to get the project off the ground

sooner rather than later. Once the terminal is open,

Zeeland Cruise Port is confident it will start to

attract regular calls from companies in the Carnival

stable and other cruise lines.

Planning cruise itineraries takes about two to three

years from inception to execution. This means

Zeeland could be receiving cruise calls in the

desired numbers from 2013-2014 since work begins

on the new terminal in 2012.

In the meantime, cruise ships use existing

commercial berths in Vlissingen-Oost with temporary

structures in the Scaldiahaven to accommodate calls.

These will also provide back-up facilities when the

Zeeland Cruise Terminal is built.

Refinery makes wide use of sea transport

Support for wind farm sectorA new terminal to support the construction of wind farms at sea has been developed in the Westhofhaven in Vlissingen.

The Breakbulk and Offshore Wind (BOW) Terminal offers a permanent heavy lift capacity, 340 metres of reinforced quay, 20 hectares of space for storage and transhipment and open access to the sea.

Zeeland Seaports believes this will raise its profile as a service location for the offshore wind farm industry.

Among its key facilities, Vlissingen-Oost is

home to a major oil refinery producing a

range of products, 95 per cent of which are

exported by sea.

The Vlissingen Refinery has an annual capacity of

10 million tonnes of raw materials. This is broken

down to 7.5 million tonnes of crude oil, and 2.5

million tonnes of intermediate products from other

refineries.

Production

Jointly owned by Total (with 55 per cent) and

Russia’s Lukoil (45 per cent), the refinery has a

production capacity of 190,000 barrels per day.

It produces gasoline, diesel, heating oil, jet fuel,

LPG, naphtha, oil, raw materials for lubricating oil,

solvents, kerosene, benzene, xylene and sulphur.

Upgraded

Opened in 1973 and upgraded several times, the

refinery has a large distillate hydrocracking unit with

a capacity of 68,000 barrels per day.

Imported natural gas is used for heating and in

the production of hydrogen from three plants. This

ensures clean products, thus reducing greenhouse

gas emissions.

Vlissingen has a long history of shipbuilding

and marine engineering and today this

expertise is a valuable asset for users of

Zeeland Seaports.

The Damen Group has dominated this sector ever

since it took over the Royal Schelde Shipyard in

2000. Damen Schelde Naval Shipbuilding (DSNS) is

a naval shipyard with wide experience of both the

military and commercial sectors. It specialises in

the design and construction of naval vessels and

complex commercial vessels.

DSNS has made great strides in efficiency,

subcontracting a significant amount of work and

now building more ships than before. ‘Flexibility,

Performance and Perfection’ has become its

trademark.

The company has two main construction and

outfitting facilities, one in Vlissingen itself and one in

Vlissingen-Oost.

Over the past 10 years, the facilities of DSNS

have been comprehensively restructured and its

newbuilding process is up to the highest industry

standards.

Its panamax-sized Dock 2 was completely enclosed in

2004, allowing large vessels to be built and overhauled

In all weathers. Since 2006 there have been major

investments at the Vlissingen-Oost facility. They

include new machinery in the welding hall, a new

central store, a dedicated store for steel plates and

pipes, and an extension of Assembly Hall 2.

Facilities

Another key Damen facility is the Scheldepoort

Repair and Conversion Yard in Vlissingen-Oost. This

yard can undertake all kinds of maintenance, repair

and conversion work for seagoing commercial

shipping and offshore vessels up to 240 metres by

36 metres at its quays and dry docks. It also has

facilities for life extension and conversion contracts.

Scheldepoort has one floating dock and two graving

docks, one of which is covered. The covered dry dock

enables work to be carried out regardless of the

season or weather. Measuring 215 metres long by 30

metres wide, it has an air draught of 51 metres and

is served by a 300 tonne capacity overhead crane.

To reduce overheads, the yard employs just 140

people, of whom 100 are actively involved in working

on ships. Their numbers are supplemented by

subcontractors. Each project has a single point of

contact in the yard. This helps to ensure that each

job is completed on time.

Time and quality are important goals for

Scheldepoort in its efforts to remain competitive

with repair yards in eastern Europe and Asia. Its

location in the ARA range is important, too, offering

a relatively small deviation time from the main

shipping lanes.

Damen Schelde Marine Services focuses on the

manufacture and supply of diesel engine parts, primarily

for merchant shipping. Having been a licensee of Sulzer

Diesel for over 70 years, Damen SMS has the technical

knowledge and experience to provide world-class

support through its service engineers.

Specialist

Damen also owns the specialist shipbuilder Amels,

a brand leader in yacht building, which has launched

more than 30 custom-built super yachts since 1982.

Amels works closely with DSNS and shares the

same facilities. All its yachts are custom-built and

created in partnership with the client, designer and

subcontractors. Interiors are hand-crafted by top

designers to the client’s own specifications.

Apart from Damen-related companies, two other

marine engineering businesses are located in

Vlissingen.

Heerema Vlissingen specialises in the design,

fabrication, installation, hook-up and commissioning

of heavy steel structures and process facilities for

the offshore oil and gas industries.

The yard works closely with design and installation

contractors and has a teambuilding culture. Its

relationship with tubular and steel manufacturers

in the Netherlands and Germany has resulted in

the completion of fast-track projects in Dutch,

Norwegian, Danish, UK, German and Canadian

waters. Experienced on-site subcontractors are

integrated in the project team and share a common

commitment.

Focus

Heerema Vlissingen focuses on the engineering

and fabrication of jackets and piles, topsides, self-

installing platforms, substations and transformer

platforms for the offshore wind energy sector and

facilities for marginal offshore fields.

Shipyard De Donge is a medium-sized yard

specialising in the design and construction of

dredging and port equipment. Its main products are

dipper dredgers, split barges, elevating platforms,

crane barges and balance dredgers. The principal

clients of De Donge are dredging contractors and

port authorities, with 95 per cent of its turnover

being derived from export orders.

De Donge opened its Vlissingen yard in 2000. Seven

workshops are connected to the main 180 x 34

x 30 metre covered construction hall, providing

an efficient layout for its newbuilding projects. A

slipway can service vessels up to 5,000 dwt.

Terneuzen port detailsApproach

The Port of Terneuzen is located on the south bank of the River Scheldt, at the entrance to the Ghent-Terneuzen Canal, about 30 km from the North Sea. The canal is behind locks and is classified as a Class VI fairway that can receive vessels up to 80,000 dwt with a length overall (LOA) of 265 metres and a maximum draught of 12.25 metres (fresh water) and a maximum breadth of 34 metres.

Accommodation

Canal Ghent-Terneuzen

Noorderkanaalhaven North quay: length 170 metres, maximum draught 5.5 metres.

South quay: length 192 metres, maximum draught 6.0 metres.

Draught in middle of harbour: 7.0 metres.

Zuiderkanaalhaven

North quay: length 225 metres, maximum draught 5.7 metres.

South quay: length 230 metres, maximum draught 6.5 metres, and 350 metres, draught of 5.5 metres

Scheldt JettyAlong the Western Scheldt, east of the Braakman Harbour entrance, the Scheldt Jetty of Dow Benelux has one berth for vessels up to 22,500 dwt or 200 metres LOA.

Compass adjusting

Compass adjusting is carried out on the River Scheldt without tug assistance. The relevant firm can be contacted via the ship agent.

Cranes

The following cranes operate in the port area:

All kinds of mobile cranes are available.

Four floating cranes (one of 36 tonnes capacity and three of 25 tonnes) operated by OVET BV with a capacity of 70,000 tonnes per 24 hours.

Several portal cranes with lifting capacity of 45 tonnes.

A shiploader capable of handling 1,200 tonnes per hour and two gantry grab cranes with capacities of 600 tonnes per hour.

Pilotage

Pilotage is compulsory for all seagoing vessels entering the port with a LOA of over 80 metres and for all tankers carrying dangerous cargo.

lightening of bulk carriers. The anchorage is used as a centre for distribution to other west European ports. The anchorage is safe with a sandy bottom.

Boatmen

Two private firms, Montis Mooring & Boat Service and Verenigde Bootlieden BV (United Boatmen’s Association), provide berthing and unberthing of vessels; communications services; transfer of goods to and from vessels; and a quartermaster service on the River Scheldt and the Ghent-Terneuzen Canal.

Bunkers

Fuel and lubricants are generally supplied by tank barge via the shipping agent.

There are no dedicated bunkering facilities at Dow Benelux, but fuel, fresh water and stores can be supplied by barge. Otherwise, most vessels bunker in Terneuzen Roads. Certain LPG carriers are not permitted to bunker in the roads.

Dow Marine Department can be contacted by VHF radio. Constant radio watch is kept on VHF Channels 13 and 34.

Traffic management

Traffic is controlled by Traffic Centre Terneuzen, part of the Scheepvaartdienst Westerschelde (Western Scheldt Shipping Authority), which is responsible for navigational assistance on the Western Scheldt and on the Ghent-Terneuzen Canal as well as the operation of Terneuzen locks and bridges over the canal.

Traffic Centre Terneuzen can be reached on VHF Channel 3 and Port Control Terneuzen on Channel 11 in the canal harbours and on the canal.

Water

Fresh water can be supplied by barge 24 hours a day in Terneuzen and on the River Scheldt. Pumping rate is 115 tonnes an hour. Shipping & Signalling Services reports the movement of vessels bound for Antwerp, Ghent, Terneuzen and Vlissingen.

Drinking water dispensers have also been installed in the Port of Terneuzen. They operate with the following coins: €0.20 and €0.50. The port authority can provide details about the tariffs and the location of the dispensers.

Pilots meet inbound vessels either:

Between light (whistle) buoy A1 off Ostend and SW Akkaert light buoy, pilot station ‘Wandelaar’, for vessels entering the River Scheldt via Wielingen or the southern Scheur Channel, or:

At light buoy Schouwenbank, pilot station ‘Steenbank’, for vessels entering via Oostgat or the northern Scheur Channel.

Pilot vessels must receive at least six hours’ notice of ETA.

Shore-based pilotage at Vlissingen may be given to certain types of vessel if bad weather prevents the pilot from boarding.

Storage

The Port of Terneuzen has sufficient open and covered storage for dry bulks and general cargo.

Tides

The River Scheldt generally has two tides (high and low water) a day with a variation of about 5 metres between high and low water marks. For more information, please download the tide table guide at www.zeeland-seaports.com

Towage

Towage is not compulsory within the port area except for vessels requiring special permission to transit the West Lock.

Two companies, Multraship and Union de Remorquage et de Sauvetage (URS), provide tug services in Terneuzen and on the canal.

For seagoing vessels calling at the Dow jetties, the following tugs are required for entering and manoeuvring in the harbour:

Ships up to 100 metres LOA: one tug Ships smaller than 20,000 grt and over 100

metres LOA: two tugs

For seagoing vessels manoeuvring in the harbour or when leaving a jetty:

Ships up to 100 metres LOA: one tug Ships over 100 metres: two tugs Ships over 20,000 grt when leaving Ocean Dock

South: three tugs.

Some vessels are partially exempt from these rules. They include vessels with powerful bow thrusters and vessels leaving Braakman Jetty B West or East and vessels moored with their bows to the north.

Vlissingen port detailsApproach

The Port of Vlissingen can be approached via three fairways:

- Wielingen – depth 8.0 metres LAT - Scheur – depth 14.8 metres LAT - Oostgat – depth 8.0 metres LAT.

Accommodation

The Port of Vlissingen consists of two separate harbour areas: Vlissingen-Oost and Vlissingen (the original harbour in the town of Vlissingen).

Vlissingen-Oost

Vlissingen-Oost is both an industrial area and a commercial harbour covering a total of 2,400 hectares. The harbour is accessible to all seagoing vessels able to navigate the Western Scheldt. All dock basins are reached through the Sloehaven, which has direct access to the sea. The harbour entrance is 350 metres wide. The main channel in the port is dredged to 14.5 metres LAT. The harbour is a tidal basin with a rise of about 4.5 metres between HW and LW. Vessels up to 315 metres LOA and 16.5 metres draught can enter the port at HW.

SloehavenIn the western part are two sets of mooring buoys with a span of 300 metres and a depth of 12.5 metres LAT. Suitable for all kinds of transhipment including LPG and chemical bulk cargoes. There is 920 metres of quay. Depth of water at LAT over 540 metres: 12.0 metres and over 380 metres including ro-ro ramp, 13.3 metres. Mobile container cranes with a capacity up to 100 tonnes.

Cobelfret ro-ro jetties: Four berths. Jetty A: 8.5 metres LAT; Jetty B: 11.0 metres LAT.

Thermphos International jetty: to accommodate tankers with a draught up to 11.5 metres and respectively 5.5 metres and a floating discharge facility with a depth alongside of 11.5 metres LAT.

Bijleveldhaven1,980 metres of quay. Depth alongside at LAT of 9.0 metres over 8.4 metres (east bank) and 10.5 metres

over 8.4 metres (west bank). The north bank is 300 metres long with a depth alongside of 9.0 metres LAT.

Westhofhaven300 metres of quay with a depth of 9.5 metres LAT (west bank). It can accommodate the largest reefer vessels. On the east side there is a jetty for discharging peat and a quay for general cargo handling.

Kaloothaven1,130 metres of quay with depths to 17.5 metres LAT. Used for handling bulk cargoes. On the south bank are two jetties, one with a depth alongside of 10.0 metres LAT, one for inland barges.

ScaldiahavenScaldiahaven can accommodate vessels of up to 14.0 metres draught and has over 1,700 metres of quays. On the north side, Sea Invest / Zuidnatie has plans for storage and transhipment of containers, breakbulk and other cargo. The south side is used by Verbrugge for handling and storage of cellulose and also metals. The transverse quay is 250 metres long with 8.0 metres draught.

Van CittershavenTotal jetties: in the eastern part of the harbour six jetties can accommodate inland vessels and coasters. Jetties 1 and 3: 3.5 metres at LAT; jetties 4 and 5: 5.5 metres LAT; jetties 6 and 7: 5.5 metres LAT.

Thermphos quay: on the south bank. Length of 275 metres with depth of 5.5 metres LAT.

Anchorage

Vlissingen has five designated anchorage areas. Vlissingen Roads offers safe anchorage with sandy bottoms. Vessels should anchor to the south of Koopmanshaven at least 1.2 km from the north coast. Depths vary from 10.0 to 26.0 metres.

Boatmen

The private company Vlissingse Bootliedenwacht BV takes care of berthing and mooring of vessels in Vlissingen and Middelburg. It also deals with ship communications; delivery of spare parts and stores to vessels; and transport services for pilots and Customs officers.

Bunkers

Several of the main oil companies supply bunkers from Vlissingen. In addition, two independent companies supply all grades of bunker fuel at the Schaar van Everingen anchorage and in the harbour.

Port dues are not levied on vessels anchoring for bunker fuel. Tug assistance is not compulsory.

Most bunker suppliers require either 24 hours’ or 48 hours’ notice.

Cranes

Mobile cranes of up to 100 tonnes capacity are available. There are various facilities for loading and discharging bulk cargo including four floating cranes (one of 36 tonnes capacity and three of 25 tonnes) operated by OVET BV.

ZALCO quay: on the north bank. Length of 200 metres with depth alongside of 5.5 metres LAT.

Heerema quay: length of 230 metres with a depth alongside of 5.5 metres LAT and another 220 metres with a depth alongside of 2.0 metres LAT.

QuarleshavenExtension of the Sloehaven in a NNE direction. There is 315 metres of quay with a depth alongside of 12.5 metres LAT. On the east bank is a set of two mooring buoys with a span of 320 metres. Depth is 12.5 metres LAT.

ZALCO quay: East bank, length of 150 metres, depth alongside 12.5 metres LAT.

Vopak Terminal Vlissingen: depth of 9.5 metres and 12.5 metres LAT. Four LPG jetties.

Total Marine TerminalLocated in the Western Scheldt. Can accommodate tankers up to 100,000 dwt with a maximum LOA of 280 metres. Maximum draught of 14.9 metres.

Vlissingen town

Vlissingen town contains one harbour basin: the Buitenhaven. The Buitenhaven is located outside the lock system with direct access to the sea. The harbour is a tidal basin with a rise of about 4.5 metres between HW and LW.

The Buitenhaven has 300 metres of quay and can accommodate ships with a maximum draught of 11.3 metres. The northern part of the basin has an area for coasters and lighters. An oil jetty, operated by Mercuria, can accommodate tankers with a maximum draught of 10.0 metres LAT.

Towage

Harbour tugs are operated by Multraship and Union de Remorquage et de Sauvetage (URS). Harbour tugs with VHF radio are stationed at the port.

Warehousing

Cool and cold storage facilities are provided by private companies in the Bijleveldhaven and Westhofhaven areas of Vlissingen-Oost. The harbour also contains general purpose warehouses as well as dedicated warehousing for products such as tobacco.

Waste reception

Reception facilities for oily residues and noxious liquid substances and garbage have been provided by the Dutch government under the Marpol agreement. Disposal can be arranged at 24 hours’ notice through ship agents.

Water

Fresh water is available 24 hours a day in Vlissingen. It can be supplied by barge or through shorelines on the quays.

Drinking water dispensers have also been installed in the Port of Terneuzen. They operate with the following coins: €0.20 and €0.50. Crew changes

Air connections worldwide are available via Amsterdam Schiphol Airport and Brussels Zaventem Airport, both within two hours’ drive of Vlissingen. There is a direct train every hour from Vlissingen to Schiphol.

Shiprepair

Scheldepoort Repairyard, part of Damen, undertakes maintenance, repair and modification of ships and floating structures as well as conversion and renovation of specialised vessels.

The shipyard can accommodate vessels up to 350,000 dwt. There are two graving docks, the larger of which is 217 metres long, plus a floating dock for vessels up to 90,000 dwt.

Signalling

Shipping & Signalling Services reports the movements of vessels bound for Antwerp, Ghent, Terneuzen and Vlissingen.

Storage

Vlissingen has large areas of open and covered storage for neobulks, steel products, trade cars, dry bulks and liquid bulks such as gasoil, butane, propane, LPG, molasses, edible oil and mineral oil.
