EDA Minutes Wednesday, December 19, 2018 Zumbrota City Hall 7:00 a.m.

Present: President Richard Meyerhofer, Members Sara Durhman, Bill Eberhali, Lindsey Raasch, and Tina Hostager. Also present: Brian Maciej, Lime Valley Adveliising; Alissa Oeljenbruns, SMIF; City Administrator Neil Jensen, City Accountant Kim Simonson, and Kris Ferguson.

The meeting was called to order by President Meyerhofer at 7:04 a.m.

2. Agenda Motion Hostager, second Raasch to adopt the agenda as submitted. Carried 5-0-0

3. Minutes Motion Durhman, second Meyerhofer to approve the minutes of the November 21, 2018 EDAmeeting. Carried 5-0-0

4. Financial Reports Motion Hostager, second Durhman to approve the financial report and accounts payable of $563.33. Carried 5-0-0

A. Alissa Oeltjenbruns, SMIF

Alissa Oeltjenbruns of SMIF gave the EDA an update on the activities and future direction of SMIF. She reported about an upcoming grant opportunity geared toward addressing the child care crisis in the area. She also invited those in attendance to an upcoming meeting to be held in Cannon Falls. The EDA thanked her for the update. Motion Durhman, second Hostager to support SMIF in 2019 with a $1000 contribution. Approved 5-0-0.

A. Brian Maciej, Lime Valley Advertising

Brian Maciej was present to discuss the logo suggestion with the EDA. He had sent a letter to the EDA stating he could not present the modified logo as he felt it does not represent the original intention of the logo. He presented the proposed "Rolling River" logo and showed examples of the logo on signage, clothing, vehicles and business stationery items. Meyerhofer questioned whether the recommended logo gave enough prominence to the Bridge. Maciej stated although the Bridge was essential for tourism the City of Zumbrota is much more than the Bridge and the proposed logo addresses that.

Motion Hostager, second Durhman to recommend Council approve the "Rolling River" logo. Approved 5-0-0.

7. New Business

A. Resolution No. 18-03 Adopting a Modification to the Development Program for Municipal Development District No.1, Establishing Tax Increment Financing District No. 18 Therein and Adopting a Tax Financing Plan Therefor

In order to proceed with the proposed Midwest Livestock Supply project a separate TIF district needs to be established. Motion Hostager, second Meyerhofer to approve Resolution No. 18-03 Adopting a Modification to the Development Program for Municipal Development District No. 1, Establishing Tax Increment Financing District No. 18 Therein and Adopting a Tax Financing Plan Therefor. Approved 5-0-0.

B. Midwest Livestock Supply Revolving Loan Fund Application

This item was an information item only. The loan application and package will be put together for loan committee review and brought to the next EDA meeting.

Meyerhofer requested the work plan include a report and updates on in-process projects. The January meeting will feature a recap of 20 18 as well as future goals. Staff was directed to solicit on Facebook for ideas pertaining to economic development.

Personnel Committee Member Appointment;

I would like to have a volunteer to work on a Personnel Committee to bring a recommendation to the City Council for moving the Community Development Director position forward and to sit on the hiring committee. The person would work with the City Council Personnel Committee which consists of Todd Hammel and Tina Hostager.

Zumbrota Senior Lofts Apartments;

The developers of the Zumbrota Lofts Apartments that are being proposed on the old Grover Auto site downtown would like to discuss the financial incentives offered by the city .

Here is what is being proposed;

1. The lot would be sold for $1.

2. SAC and WAC charges would be waived (30 units X $1500 = $45,000)

3.10 Year City only abatement

4. The city provide a clean lot (no contamination)

The developer would like to start wrapping up the finances of this project and would like to get the consensus of the board to see if the project is feasible.

2019 Work Plan;

With the absence of a Community Development Director I would like to have a discussion on what the board is looking for to improve the city. Please find attached the responses we received in our short but sweet survey of the Facebook group. A brainstorming session is always a great start to a new year so bring your ideas and let's see what the board thinks!!

Childcare Grant Discussion;

I would like to have a discussion on the childcare grant opportunity. The grant is for $10,000 and requires a volunteer group of 10-15 select individuals from all sectors of the city to participate in a committed 6-18 month project.

I am wondering if we could get that commitment from people for this project. If you have any ideas please let me know .

Angie Gustafson One way communities can encourage a business like this is by holding a contest that offers a financial prize or other incentive to the winner to help them establish their business. Red Wing did this some years ago and brought in some great new restaurants that were pre-approved by the community.

Grant Guidelines Effective December 2018

Southern Minnesota Initiative Foundation (SMIF) is a regional development and philanthropic

organization that fosters economic and community vitality in the 20 counties of southern Minnesota

through a culture of collaboration and partnership.

SMIF's Communities Addressing the Child Care Shortage Grants are designed to assist communities in developing action plans to address local child care needs. Each community is

unique in its needs; therefore, finding right-sized solutions to addressing the child care shortage in

each community is of the utmost importance.

SMIF invites communities in our 20-county region to apply for this community engagement process.

SMIF will develop and implement a unique action plan with each grant recipient community based on

their unique needs. Applicant communities should be ready to engage in a process resulting in measurable outcomes. The length of the process will vary from 6-18 months dependent upon

community needs.

This community engagement process increases the capacity of local leaders to implement child care

solutions. We recommend the following sectors of the community be involved in the initial core team:

• Economic Development (city and county economic development staff) • Employers (HR or other representatives from small, medium and large local employers)

Child Care licensing (county staff)

Child Care assistance (county staff) City and County Government (elected officials & administrators)

Diversity Local philanthropy (United Way, Community Foundation, etc)

Local non-profits working with children and families

• Community Education/School District/School Board

• Child care providers

• Chamber of Commerce • Service organizations (Rotary, Lions, etc)

• Parents • Community leaders and influencers • Others working with or passionate about child care

The core team members will be highly engaged in the entire process and help to recruit and involve others in the community to assist as necessary. We recommend a core team of 10-15 individuals.

As selected communities identify and begin to implement solutions to the child care shortage, small implementation grants up to $10,000 may be available for implementation.

Grant Guidelines • Proposals must be submitted by an independent 501 (c)(3) organization, a unit of government or

a public agency. • Proposals must demonstrate benefit to communities in SMIF's 20-county region. • Proposals must include a list of 10-15 core team members and a core team leader.

Application Process • SMIF awards grants on a competitive basis. • SMIF will provide a public announcement highlighting the project on behalf of the grant recipient.

Important Dates Release of application December 6, 2018

Application due January 22, 2019 by 4:00 pm

Grant awards made February 19, 2019
