The Department of Education, Division of Bohol announces the opening of theRecruitment and Selection processes for hiring of Teaching positions for School Year 2018-2019,

to wit:A. For Elementary and Junior Hiah School

o The same guidelines, as provided for in DepEd Order No. 7, series 2015, are stillimposed as there are yet no latest issuances and modifications released by theCentral Office.

4. The schedules on the conduct of the English Proficiency Test (EPT), the Assessors and

the Teams who will conduct the Behavioral Event lnterview will be announced in a separate

Memorandum.

5. Applicants from prior years shall submit a Letter of lntent and may opt either to submit

thernselves anewto this year's interview, Teaching and Skills Demonstration or use their previous

points in these items in the computation of their final rating.

6. To ensure a thorough and comprehensive understanding of the mechanics and guidelines

of hiring, all concerned are encouraged to refer to the attached DepEd Order No. 7, series 2015

dated March 27,20L5 for Elementary and iunior High School applicants and DepEd Order No. 3,

series 2016 dated January 27,2016 for Senior High School teaching positions.

7. Expenses for the rental of the venue, materials, meals, snacks and accommodation

incurred by the different mernbers of the Division Selection Committee and Secretariat during

the conduct of interview, skills and teaching demonstration are chargeable to the Division funds

subject to the usual COA accounting, auditing rules and regulations.

I.O BACKGROUND AND RATIONALE

Thc Department of Education (DepEd) recognizes that the success of any

erlucation systefit greatly relies on the competence of its teachers' Hence' one of the

primary issues the Department aims to address through its comprehensive

i*pl"m"ntution of the K to 12 Basic Education Program is the need for highly

,ornp"r"r,t teachers in public elementary and secondary schools' The program plans to

achieve this objective through significantly improving professional standards that will

better ensure that rhe teachers hired arc ablc to sr-ibstantially conrribute to the

developrnent of lifelong 1ealners, Furtherrnorc. the hiring system is also set to provide

opportunities ior the absorption of all qualiiied kindergarten volunteers and LCI-l-hired

teachers into the national plantilla.Faithful to the merit and fitness principle of rhe Civii Sen'ice Doctrine of the

Constitution and DepEd's continuing thrust to erhance the quality of basic education'

thesc hiring guidelines are hereby promulgated for Teacher I positions consistent with

the pertinJniprovisions of existing laws. rules and regulations cffective School Year

20 | 5 -2016.

2.0 SCOPE

These guidelines, which uill apply to the filling-up of newly created and/or

natural vacancies for Teacher I positions in prrblic elementary (inciudingkindergarten)

and secondary schools shall cover the following areas/aspects:

3.0 DEFINITION OFTERI\{S

3. 1 Applicant refers ro a pelson who holds a valid certificate of

commission (PRC)seeking to be appointed t{} a Teacher I Position.

3.2 Bona fide resident refers to an applicant rvho has been residing for at least six

(6)nronths at the barangay, rnunicipaiity. city or province in which the school

being appliecl to for a teaching position is located, as evidenced by thc Personal

Data Shcct (CSCForm 2l2. Rel'ised 2005)and a Voter's Identification Card or

any proof of resiclcncy as deemed acceptable by the Sclrool ScrceningCornmittee.3.2.1 An applicant who has taught as an LGU-funded teacher, Kindergarten

VolunteerTeacher (KVT) or substitute teacher for at least one (i)schoolyear in the barangay, municipality. ciry or province where thc school

being applicd to for a teaching position is located shall also be considered

as a bona fide resident, to be validated b-v a ccnificate d employment'

3.3 Localitl, refers to the barangay, muntcipaiiry, ciry or province where the school

being applied for rs located.

3.4 Qualified applicant refers to an applicant who has been screened and who,thcrefore, meets the evaluation and selection criteria used by the Schools

I)ivision as provided for in the errclosed guidelines.

3.5 Registr,v- of Qualified Applicants {ng$ refers to the oflicial list cf applicantswho obtained an ovcrall score of sevenry (70)points and above based on the

criteria set and as a result of the evaluation and selection processes'

BASIC RUI,E,S ON HIRING AND DEPLOYMENT OF TEACHER POSITIONS

Public school leachers requesting for transfer to another station are not

considered ner,r,applicants and are therefore not subject to these hiringgrridelir:es. DepEd Order No.22, s.20 13, othenvisc known as the "Re"-ised

Guidelines on the Translbr d Teachers -/i'ow One Stotiort to Another" shall be

strictly obsen'ed.Uporr a teacher's appointment, assigrlnlent to a station, and acceptancc of theposition, he or she shal I rrot be transferred to another school until aI'ter

rendering at least three (3)years of service in that school.Residents cf the locality, LGU-funded teachers. substitute leachers, volunteerteachers, and Philippine Busines.s for Education (PBEd) Sraduatcs under the

i00O Teachcrs Program (l000TP) shall be subject to these hiring guidelines.

As provided in Section 26 (b) Paragraph 2 d RA 9293 entitled "An Act AmendingCertnin Sections a/ Republic Act Numbered Se,-entr-eight Hundred and Thirty,'six(RA 7536), Otheryrise Known cts the Philippine Teachers Professionalizatioru Act of1994,'teachers rvho lrave not practiced their profession for the past fivc (5)

5.O APPLICATION PROCESS AND REQUIREMENTS

All applicants strall register to thc Departln€nt's online system at

and select the division rvhere they rvant to be ranked. Once submitted, anApplicant Number will be issued. In the submission of applicationrequirements, this Number must be indicated.

office's e-mail or its HR's c-mail) where the system will forward the

these Guidelines must still register to the online system, after which they

5.2 An applicant shall subnrit to the head of elementary or scconclary school where

a teacher shortage or \tacancy (regular and/Or natural) exiSts, a wrttten

application,withtheApplicantNumberindicated,supportedbythefollowingdocum ents:

a. CSC Forrn 2l 2 (Revised 2005) in t'no cop'ies with the latcst 2x2 ID picture

b.CertifiedphotocopyofPRCprofessionalidentificationcardoraPRCcertification showirrg the teacher's name, LET rating, and other information

recorded in the PRC Office

c. Ccrtified photocopy of ratings obtained in the Licensure Exarnination for

Teachers {LET)/Professional Board Examination for Teachers (PBET)

d. Certified copy oftranscript ofrecordse. Copies of service records. perforrrrance rating, and school clearance for those

with teaching experiencc. If unavailable, the applicant must submit a

justification citing the reason,/s for unavailability'f. Certificatcs of specialized training. if any

g. Certif-red copy of the Voter's ID andror an-v proof of residency as deemed

acceptable by the School Screening Committee

h. NBI Cleatancei. Omnibus certification of authenticity and veracity of all documents

submitted, signed by the applicant

5.3 The applicant assumes full responsibility and accountability on the validity and

aurhenricity of the documents submitted, as evidenccd by the Omnibus

certification of authenticity {Iter:r 5.2.i above). Any violation will automatically

disqualify the applicant from the selection process'

6.0 EVALUATION AND SELECTION COMMTTTEES

HIRING GUIDELINES FOR SEMOR IIIGH SCHOOL {SHSI TEACHING FOSTTIONS

I. Rationale

The Department of Education {DepEd) recogrrizes that the success of any

education system greatly relies on the competence of its teachers. Hence, one of theprimary isiues tfr" Iiepartment aims to address through its comprehensive

ilrpt"tt*.,t"tion ol the K to 12 Basic Education Program is the need for highlycompetent teachcrs in senior high schools. The program plans to achieve this objective

inrolgh setting professional standards that will better ensure that the teachers hired,r" .fle to significantly contribute to the development of lifelong learners.

Faithful to the merit and fitness principle of the Civil Service Doctrine of theConstitution and DepEd's continuing thnrst to enhance the quality of basic education,

these hiring guidetines are hereby promulgated for teaching positions in the senior

high school ionsistent with the pertinent provisions of existing laws, rules and

regulations.

il. Scope

1. These guidelines, whicir shall apply to the filling-up of newly-created -aad/ornaturai vacancies for teaching positions in public senior high schools, sha-ll cover

the following arcas / asPects :

a. Announcement of vacancies and receiving of applications;b. Verilication and validation of submitted documents ;

c. Evaluation criteria and selection process of qualified applicants;d. Appointment of quali{ied applicants; ande. fvtonitoring of Sjchools f)ivision O{fices (SDOs) compliance by Regional

Offices (ROs)

2. For applicants who are already teaching with the DepEd either in elementary orjunior high schools UHS), DepFd Order No. 66, s. 2007 on the "Revised Guidelines

on the Appointment and Promotion of Other Teaching, Related Teaching and Non-

Teaching Positions" shall apply, except for "Part JII. Computation of Points" of said

DepEd Order. "Part VII. Evaluation Criteria and Computation of Points" of this

Order shall apPlY instead'

III. Delinltlon of Terms

1. Bona flde resident refers to an applicant who has been residing for at least six(6) months at the barangay, municipality, city or province in which the schoolieing applied to for a teaching position is located, as evidenced by the Personal

DatiShiet (CSC Form 212, Revised 2OO5) and a Voter's Identification Card orany proof of residency deemed acceptable by the School Screening Committee.

2. Displaced HEI applicant refers to applicant who has a minimum teachinge*pi*errce of at least one (1) complete academic year in an HEI as of academicyear (Ay) 20 14-20 1 5 and has been displaced as a result of the implementation ofil]{ tosag otherwise known as the "Enhanced Basic Education Act of 2013,"

Higher Educatloa Instltutlon IHEII refers to an educational institution, privateor public, undertaking operations of higher education prograrn,/s with anorganized group/s of students pursuing defrned studies in higher education,reJeiving instructions from teachers, usually located in a building or groupls ofbuildings in a particular site specifically intended for edueationa-l purposes.

Publtshed l[ork refers to a copyrighted work, as enshrined in RA 8293 otherwiseknown as the "Intellectual Proper$ Code of the Philippines" made available to thepublic by sale or other transfer of ownership, or by rental, lease, or lending on an

unrestriited basis. This includes works that are literarlr, scholarly, scientilicand/or artistic in nature published in a book, journal, antholory, textbook,'newsletter, newspaper, magazine, or any other recognized publication medium'

Senior High School refers to an educational institution, public or private,

to 12 program of the Enhanced Basic Education with students pursuing dehned

studies and receiving instmction from teachers, usually located in a building orgroup/s of building in a particuiar physical or cyber site.

Announcement of Vacancies

The complete list of all vacant SHS positions shall be disseminated by the DepEd

Central OIfrce to the Schools Division Oflices (SDOs) and schools olfering Grades

1 1 and 12.

The SDO's Personnel Division shall pubiish the vacant positions in the CSC

Bulletin of vacant Positions and through other modes of publication such as

agency website and newspaper and post trre same in at least three (3)

"i.r"p-i.rorr" places in the SbO, its website, and in the schools concerned for at

leasiten (10)ialendar days. The date of posting shall be indicated in the notice.

The publication of vacant positions per track and strand shall include thedocumentary and eligibility requirements, qualilication standards (Qs),

evaluation criteria, application processes and procedures, and the deadline forsubmission of applicalion lor the respective positions. The deliberation by the

Division Selection Committee shaii be made not earlier than ten (10) days fromthe date of publication of vacant position. It shall be valid until six (6) monthsreckoned from the date of publication; thus, appointments shall bc made withinthis period. Otherwise, it slall be republished and open for application until ttre

right candidate for the position is chosen.

The SDO,s Personnel Division shall transmit the lists of vacant SHS teachingpositions with corresponding QS to CSC not later than the 10th day of every

month. It shall inciude the specific job title, job requirements, and job

description.

Documentar/ proof of knowledge in using technologr or software that mayaid in teaching specialization shall be given +2 points on top of the scoreobtained, not to exceed 10 points.

The total percentage score obtained by an applicant sha-ll be multiplied by theweight points, as follows:

VIII. CoNSTTTUTII{G AND UTILIZTNG THE REGISTRY OF QUALIFTEDAPPLTCANTS {RQAI

1. The RQA is the list of appticants qualified for appointment, which shali be used infilling up n€w items and natural vacancies for SHS teaching positions. It shall be

valid for a period ofone (1! Year.

l.l However, if anri only if the atll applicants in the RQA have been appointcdand there are still available positions, the SDO shall appoint applicantsfollowing the guidelines in ltems VIII.10-12.

2. The cutoff score for inclusion in the RQA is seventy (70) points.

3. Six (6) separate RQAs shall be prepared by the Division Selection Committeeaccording to the six (6) SHS Subject Groups as defined in Item II-13.

4. The RQAs should l) show the full narnes (in alphabetical order) andspecializations of qualilied applicants, 2) show both the results of each criterionand the final overall rating, 3) indieate the date of posting, and 4) be signed by theSDS.

5. Subject area specialization of the qualified applicants shail be the primaryconsideration. Thus, applicants to be appointed must be qualified to teach thesubiect area specialization needed by the school'

6, Only applicants with professional teaching licenses from PRC shall be givenpermanent appointments.

7. Pursuant to Section 12 of RA 10533, quali{ied academic personnel affected ordisplaced from employment lrom HEIs as a result of the adoption andimplementation of the Act shall be given first priority in hiring. Thus, per RQA,displaced HEI faculty (with the specializations needed by the school) shall beappointed first before all other: qualified applicants may be appointed.

8. For SY 2016-2017, the RQAs must be posted by the last week of February 2016.Applicants may be appointed in March 2016.

g. For SY 2076-2OL7, hiring for teachers for the core subjects shall be prioritized.For SY 2Ol7-2A18, hiring for teachers for the special?ed subjects shall then beprioritized. For SY 2018-2019 onwards, hiring shall be based on the division andschools'needs,

10. In cases where all those in the RQA have been appointed there are still availablepositions, applicants with eligibility (professional teaching license) rvho obtainedratings of 65.OO to 69.99 points may be given permanent appointments.

11. If all those without eligibitity who obtained ratings of 65.00 to 69.99 points havebeen appointed and assigned to their respective stations and there are stillavailable positions, applicants who obtained 65.00 to 69.99 points but are withouteligibilit-v may be given contractual appointments.

12. In cases where all those who obtained 65.00 to 69.99 {Items VIII.10-i l) have beenappointed and assigned to their respective stations and there are still availablepositions, the concerned Schools Division Ofiice shall coordinate with aneighboring SDO whose RQA has not yet been exhausted and facilitate theirapplicants' deployment to the Division, subject to the applicants' writtenconcurrence. If an applicant refuses to be deployed to the other division, nodeployment shall be effected. The evaluation process shall not be repeated; thescores given by the neighboring SDO shall be honored.

XK. RELEASE OF'THE REGISTRY OF. QUALIFIED APPLICANTS IRQA}

The Schools Division Superintendent (SDS) shall:

l. Post the signed and eomplete results (RQA) in at least three (3) conspicuous placesin t}.e Schools Division Oflice and on the website of the Schools Division Office. TheRQAs must have the contents indicated in Section VIII.4.

2. Provide the school district, secondary schools, and other interested patties withcopies of the RQAs for posting in public places and in their areas of jurisdiction'

x. DETERMINATIOX OF RANK AND SAJJTRY TO BE OFFERED TO QUALITIEDAPPLICANTS

l. Once the RQA has been released, the Division Selection Committee shall determineand directly communicate with the qualified applicants regarding the followingconcerns:

Teaching rank and salary to be offered based on applicant'squalifications, follou"ing the qualihcation standards set inAnnex A {Qualifications Standards) of this Order. However,onty Teacher I posilions may be offered to qualified freshgraduates (those who have successfully completed a course ofstudy or training within one year from the date of graduation),Options for status of employment based on applicant'spreference and eligibilityi. Permanent. Allowed if applicant obtains a rating of 70 and above;

and possesses requirements under Education,Experience, Training, and Eligibility set in Annex A; or

. If applicant is a licensed teacher who obtains a ratingbetween 65.00 and 69.99, and the SDO has exhaustedits RQA and there are still positions to be filled. (SeeItem !'IIL 1O.)

iii. Contraetualr Allowed if applicant obtains a rating of 70 and above

but opts to have a contractual appointment; orr If appiicant lacks the Eligibility requirement but

obtains an RQA rating between 65.00 and 69.99, andthe SDO has exhausted its RQA, appointed eligibleapplicants who obtained 65,00 to 69.99 points, andthere are still positions to be {illed. (See ltern VIII. I l.)

XI. APFOINTMEN? Ot. APPLICANTS

As the appointing authority, the SDS shall:

1. Ensure that hiring of qualified teachers (permanent, provisional, or contractual) areaccording to Civil Service rrles and regulations;

2. Advise newly-hired tcachers to report for their first day of work, provided thatappointment papers are already in order; and

3. Prorride the Regional Ofhce with the list of hired applicants with the respectiveemployment status, teaching ranks, and salary grades, to which the applicantsshould have concurred.

XII. MONITORING OF DIVTSION COMPLIAITCE

Regional Directors shall regularly monitor and ensure strict compliance urith theprovisions of these hiring guidelines, as follows;

1. Dissemination and discussion of these guidelines with teachers, school heads,district supervisors, superintendents, and other schools division officials;

2. Preparation of schools to receive and acknowledge applications;3. Organization <.,1 Division Selection Committees and Schooi Screening

Committecs;4. Briefing and orientation of members of these committees regarding their roles and

functions;5. Preparation of scoring sheets, interview guides, and tests of applicants;6. Briefing and information sharing with local govemments and other local

stakeholders in teacher hiring;7. Preparation of a report on the observations, both positive and negative, in actual

division practices in implementing these guidelines; andL Submission of said report on a quarterly basis to the Oflice of the Secreta4z

through the Personnel Division.
